he California Republican Assembly (CRA), the state’s oldest GOP volunteer organization overwhelmingly endorsed Ted Cruz for President at its recent convention.

Cruz handily won the vote of the delegates garnering 68.9% on the first ballot. In addition to the Presidential endorsement, CRA endorsed Tom Del Beccaro for the U.S. Senate. Del Beccaro received 73% of the vote.

L

ongtime CRA leader and conservative activist Tom Hudson was recently elected as the 68th President of the California Republican Assembly. Hudson brings a lifetime of experience CRA President Tom Hudson to his new position leading CRA. He has been an active member of the California Republican Assembly since 1987, and is one of the organization’s longest serving CRA board members, having been a member of the State Board of Directors since 1992, where he has served as a Senate District Director, Parliamentarian, Vice President, and Executive Vice President. Hudson started his conservative activism at a young age, having been elected as State Chairman

of the California College Republicans, and having been a founding member of the Young Republican Federation (now CYRF). In both of these organization, Hudson led the fight for conservative principles versus the then-moderate/liberal GOP establishment. He later brought the same dedication to conservative principles inside the Republican Party, when he was elected as GOP County Chairman of Alameda County, then of Placer County, and finally as Northern Vice Chairman of the California Republican Party. At the national level, he currently serves as the See Elections, page 14

President’s Greetings! GET READY TO MAKE HISTORY! For the first time in over a generation, the California presidential primary election is likely to determine the Republican nominee for President of the United States. The California Republican Assembly is well positioned to take advantage of this rare opportunity to elect our CRAendorsed candidate, Senator Ted Cruz. Unlike the other elections in California, only registered Republicans can vote in this closed primary, so CRA endorsements really matter and CRA volunteers can really make a difference. What is more, this statewide election actually consists of 53 separate local elections. Each of our Congressional Districts will send three delegates and three alternates to the Republican National Convention in Cleveland next July. The Republican candidate who wins the plurality in each district will win all the delegates from that district, regardless of the statewide outcome. Unlike the process in other states, the Republican presidential candidates themselves must pick their delegates and

alternates, so loyalty among California delegates is likely to be maintained on multiple ballots at the National Convention. California’s Republican delegate selection process did not happen on its own and it was not put in place by powerful candidates, consultants, or Party insiders.

The current process was created by CRA and CRA leaders. We dreamed up the idea at a CRA Board Meeting in 1999 and CRA activists were the ones who wrote it, fought for it, and forced both the California Republican Party and the California Legislature to adopt it. Known as the “Haynes Amendment,” the current system was championed by Senator Ray Haynes on behalf of CRA, which was the only Republican organization that supported it until it became inevitable. CRA leaders like Mike Schroeder, Jon Fleischman, Chris Lauer, Steve Frank, and yours truly made this happen, despite powerful opposition from those who wanted to keep the winner-take-

all system that had kept candidates from campaigning in our state. The beauty of this new process is that it forces candidates to campaign in California, even in the leftleaning areas that Republican candidates otherwise ignore. As proof that our new process is working, all three major candidates will attend the California Republican Party Convention in Burlingame. Do not miss this historic opportunity to really make a difference in American history! It is not enough to campaign in your own neighborhood, if you live in a Republican district. Make time for

phone-banking and precinct-walking in some of the least Republican districts in California. Reach out to Republicans in Congressional districts where local voters may never have seen a Republican activist. A primary election victory for Ted Cruz in those Democrat-dominated districts is easier to achieve, and just as valuable as a victory in Republican-rich Placer County or Orange County. If we do this right, CRA can ensure the nomination of the most conservative presidential candidate since Ronald Reagan. I hope to see you on the campaign trail!

Sacramento Should Stop New Tax on Driving DO YOU WANT the government following your car every day? Most of us don’t like that Orwellian vision, but a tax scheme brewing in the legislature might do just that. Hardworking Californians don’t want a new tax on driving. As of December, the state pilot program to create a new mileage tax had only convinced 570 Californian drivers to sign up- a tiny portion of their 5,000-driver goal. The reason Californians aren’t participating is clear, we don’t trust Sacramento with more of our money. Proponents of this new tax on driving claim it will replace the existing taxes on gas, but when is the last time you heard of a government eliminating a revenue source? The California Sales tax was created as a temporary “emergency measure” in 1933, and it never went away. As Ronald

Reagan said, “government programs, once launched, never disappear.” A similar pilot program underway in Oregon requires drivers to pay new mileage taxes on top of their existing gas taxes. Drivers must wait to get a refund after the fact. This monthly billing process will only create greater issues with the creation of a bureaucratic collections agency. Proponents also claim gas tax revenue is drying up, but according to the most recent annual report from the California Board of Equalization, gas taxes collections were up a half billion dollars in fiscal year 2013-14 from the year before, and gas consump-

tion was also up by over 100 million gallons during the same period. Despite the increase of fuel-efficient vehicles, gasoline usage is not in terminal decline. Overall tax

revenues have also continued to grow, and the state budget has reached record spending levels every year of Governor Brown’s time in office. There’s an irony here as well: State government is hard at work to get Californians to drive less, but at the same time they want to tax us based on how much we drive. Just as one example, many cap-and-trade

tax grant programs require projects to show they will reduce “vehicle miles travelled” before they can be eligible for funding. But the vehicle mileage tax only works if Californians keep their “vehicle miles travelled” up. By pushing two contradictory systems the state is setting taxpayers up for yet another failed tax scheme. The existing mess of a gas tax system we have today is not the result of an outdated tax policy, or because of Californians using less gas. It is due, in part, to a decision by Sacramento politicians to divert gas taxes from roads and use them instead for other programs. Why would we trust that adding a new tax on drivers would fix the problem? A Despicable Health Care Tax Hike Scheme THE FRESNO BEE PUBLISHED an editorial urging me to vote for a health care tax hike. That’s the wrong thing to do. I didn’t get elected to raise taxes. Californians are already taxed enough, with some of the highest taxes in the nation. The state doesn’t have a revenue problem; it has a spending priority problem. We can and should be increasing funding to provide needed programs, services and caregivers for the developmentally disabled in our state, but we don’t need a tax hike to do it. Earlier this month, I joined a bipartisan coalition of 42 legislators that urged the governor and majority party leaders to include more funding for the Department

of Developmental Services (DDS) in 20162017 Budget. Instead, the governor and majority party leaders used the developmentally disabled community as a pawn in their tax hike scheme. They need a two-thirds vote

of the Legislature to raise taxes, so they intentionally cut hundreds of millions of dollars for the developmentally disabled to pressure legislators into voting for this health care tax hike. That’s despicable.

What’s even more despicable is that they’re holding DDS funding hostage to force a tax hike that has resulted in the devastating reduction of vital services and the closure of programs and centers that help the developmentally disabled thrive and live independent lives. The Bee’s editorial stated that there’s “political cover” to vote for this tax hike because several big organizations support or are neutral on the scheme. That may work for some, but not for me. I’m serving in Sacramento to do what’s right for the people of the Central Valley. If it’s the wrong thing to do, I won’t vote for it. To heck with political cover. We are being promised that this health

care tax hike won’t jack up health insurance rates. I’ve served in the Senate long enough to see promises – made to make deals – broken. Folks in my district already struggle to obtain and access health care, so I refuse to vote for a tax hike that will most likely increase the cost of their health care premiums. The right thing to do is to vote for funding for the developmentally disabled, which I will do. The wrong thing to do is to vote for a tax hike that will increase health care costs for Valley families, which I won’t do. between the parties in the Legislature, but also within the Democrat and Republican Caucuses in each house. The CRA Scorecard does not focus on the most notorious bills of the year, or the most important, but instead shines a spotlight on those bills that show the different viewpoints and voting habits of our legislators. In the State Assembly, only CRA stalwart Matthew Harper earned a 100% CRA rating. Fourteen other Assemblymembers distinguished themselves by scoring above 90% on the CRA Scorecard:

Shannon Grove, Frank Bigelow, Bill Brough, Ling-Ling Chang, Chad Mayes, Melissa Melendez, Travis Allen, Brian Dahle, Beth Gaines, Brian Jones, Jay Obernolte, Jim Patterson, Don Wagner, and Scott Wilk. No Republican scored below 72%, which is significant because the Capitol is so thoroughly dominated by Democrats that Republicans are under more pressure than ever before to abandon their principles. The Assembly Democrats have moved to the left, shattering the myth that moderate Democrats are making any real difference. Forty-one Democrats scored below 10%! Three Democrats tied for the highest score

of 22% (Cooley, Irwin, and Levine). Pitiful! In the State Senate, the picture was slightly brighter. Once again, Senator Joel Anderson (a former CRA Vice President) led the Senate with a 100% CRA rating. He was joined this year by four other Senators with 100% CRA ratings: Jean Fuller, John Moorlach, Mike Morrell, and Janet Nguyen. Senators Ted Gaines, Jim Nielsen, and Pat Bates earned 99% ratings, while all but two Republican Senators made us proud with scores of 94% or better. Former Senate Republican Leader Bob Huff scored 75%. At the bottom of the pack, Anthony Cannella scored just 52%, voting for our values

only slightly more than Democrat Steve Glazer. Twenty-four Senate Democrats scored 11% or lower, with thirteen at zero. American history is filled with examples of Republican legislators who became liberal, malleable, irrelevant, and corrupt when the Democrats completely dominated the Legislatures in which they served. For that reason, CRA members should take heart that so many California Republicans overcame that fate and fought hard in the public arena to defend our principles in one of the most hostile environments Republicans have ever known. We salute their courage, but call upon them to do better this year!

Scorecard Bill Descriptions AB 229 (Chang)................................. Signed into Law Prevents state agencies from prohibiting state employees from using transportation provided by a transportation network company (such as Uber or Lyft) or lodging in a short-term rental (such as Airbnb). This taxpayer-friendly bill ensures that state employees can shop around for the very best deal for their business travel. Of course, unions were opposed because Uber and Airbnb are not unionized. AB 2 (Alejo)....................................... Signed into Law Brings back corrupt redevelopment agencies under a new name, calling them community revitalization authorities. These authorities allow politicians to take private property for the private benefit of well-connected developers, especially those who are willing to pay politicians to do their bidding. This is crony capitalism at its worst and it will divert tax dollars from vital public projects to special-interest-enrichment schemes that should have been funded by the free market. AB 464 (Mullin).................................................Vetoed Increases the maximum rate for district sales and use taxes imposed in any county from 2% to 3%. Altogether, sales tax rates could exceed 11% in some areas, with voter approval. AB 465 (Roger Hernández)...............................Vetoed Outlaws mandatory arbitration agreements in employment. Aside from violating the right to contract and killing employer autonomy, this bill unnecessarily forces employment disputes into our dysfunctional, slow, undulyexpensive, over-crowded court system. AB 622 (Roger Hernández)............... Signed into Law Prohibits the use of the E-Verify System by employers during the processing of job applications. Thus, employers could not screen out illegal aliens without first offering them a job. AB 768 (Thurmond)........................... Signed into Law Prohibits the use or possession of chewing tobacco or snuff on the playing field during professional baseball games and practice. (Ironically, Senators could continue to chew tobacco on the Senate Floor.) AB 804 (Roger Hernández)...............................Vetoed Creates new continuing education requirements for court reporters. This bill is representative of a large group of bills seeking to expand the regulatory burdens on licensed professions for the benefit of special interests. The Governor vetoed many such bills, but Assembly Republicans disappointed us by joining the Democrats in embracing the special interests to the detriment of consumers and professionals.

Scorecard Notes

AB 1288 (Atkins)............................... Signed into Law Expands the size of the infamous California Air Resources Board with two new political appointments to be made by the Democrats who run the Legislature. The appointees must work directly with communities most burdened by high levels of pollution. Needless to say, not a single member of this economy-destroying Board is required to be a taxpayer, a business owner, a utility rate-payer, a car owner, a foreign trade expert, a free market advocate, or a victim of over-regulation that damaged the environment instead of helping it. AB 1293 (Holden)..............................................Vetoed Outlaws state government contracts for personal services that might displace civil service employees. This bill illustrates the death grip the public employee unions have over our Legislature. To most legislators, it is far more important to maximize the number of union jobs than it is to provide the best available service to the public. AB 1354 (Dodd).................................................Vetoed Increases bureaucratic red tape for government contractors by requiring them to submit periodic reports about their nondiscrimination programs to the Department of Fair Employment and Housing. Each contractor’s nondiscrimination program would need to be approved and certified by the state bureaucrats in that Department. The offensive and racist requirements for these mandatory nondiscrimination programs would require contractors and subcontractors to keep payroll and job classification statistics by race, ethnicity, and gender. AB 1461 (Gonzalez)........................... Signed into Law Encourages widespread voter fraud by automatically registering people to vote when they obtain drivers’ licenses, even illegal aliens and others who are ineligible to vote. People with drivers licenses would have to individually opt out on their own to be removed from the voter rolls. Shockingly, the bill makes it impossible to prosecute illegal aliens and other ineligible persons for becoming registered to vote by this process, or even for voting! SB 99 (Budget Committee)............... Signed into Law 7% pay increase CalTrans engineers. Quadruples their ability to cash-out vacation time. It appears that the less these “workers” produce, the more the state pays them. This is typical of the many Memorandum of Understanding (MOU) bills approved by the Legislature. SB 277 (Pan)..................................... Signed into Law Tramples both religious rights and parental rights by eliminating the longstanding personal belief exemption from the requirement that children receive vaccines for certain diseases prior to being admitted to any public school, private school, or daycare center.

Democrat leaders control the timing of all votes in both houses. Adjustments have been made to the CRA Rating In the California Legislature, abstentions and when there was reason to believe that absent absences count the same as “No” votes. The legislators supported the CRA position. In those

SB 292 (Pan).....................................................Vetoed Exempts public employees from paying for their government pension costs if a city or county pays their pension costs by means of property taxes approved by voters. In other words, homeowners could be forced to pay both the employer and employee share of government pension costs. This bill undermines recent pension reform rules that did not go far enough to revent insolvency for government pension plans. SB 331 (Mendoza)............................. Signed into Law Buries cities and counties in bureaucratic red tape if they dare adopt public disclosure requirements known as Civic Openness in Negotiations (COIN), which require public negotiations with public employee unions. Unions don’t want their unreasonable demands and the costs of their benefits to be made public until it is too late, when their contracts are already approved, so they are seeking to stop COIN ordinances with this Machiavellian bill that pretends to be about disclosure. SB 350 (De León).............................. Signed into Law Cripples the California economy by requiring that half our energy come from politically-correct “renewable” sources by 2030. (Hydroelectric dams filled with rainwater are not considered renewable. Burning fallen tree branches is not even considered renewable!) This law will drive jobs and industries out of California while increasing energy costs, creating poverty and dispair, and doing nothing to help the environment. This insidious law will empower bureaucrats to pass onerous new regulations that legislators themselves would have opposed if those regulations had been included in the bill text. SB 376 (Lara)....................................................Vetoed Virtually prohibits the University of California from contracting out to improve services or save taxpayers’ money. To get U.C. contracts, contractors would essentially have to prove that they pay their workers more than government workers get paid. Good luck with that! SB 682 (Leno)....................................................Vetoed Prevents courts from contracting out to improve services or cut costs by creating impossible hurdles and unrealistic requirements. The bill would also manipulate the cost comparison process in ways that would make it appear cheaper to hire government workers instead of contractors.

America Needs to Debate Impact of Drafting Women Into Military Originally Published in Marine Corps Times

FINALLY THERE IS AN ISSUE on which hardline conservatives and coffeehouse liberals can agree. Neither group truly supports the idea of sending America’s daughters and sisters into direct ground combat, and neither adores the idea that women should be compelled to register for the draft. The last time Americans experienced a military draft, whereby vacancies in the armed forces are involuntarily filled, was the early 1970s, when the Vietnam War was near its end. A draft has not occurred since, and the U.S. military has remained an all-volunteer force, profiting on the patriotism and selflessness of young individuals inspired to serve. At 18 years of age, young men are still required by law to register for the Selective Service, but in the age of the all-volunteer force there’s been no realistic potential for a draft. This, however, does not negate the importance and necessity of registration. In the event large numbers of personnel

are needed, and fast, a draft is the primary mechanism to build and strengthen the armed forces. Until recently, as a result of the Obama administrat i o n ’s d e c i sion to open all combat specialties to women, it was considered settled that only men are eligible for the draft and therefore required to register. No longer. The question of exactly who should register for the draft has been turned on its head. Should women be required to register for the draft now that they, too, can serve in the infantry and other combat specialties? When accounting for the administration’s push for fairness and equality in the area of combat arms, it makes sense, especially given that they have not had to before because these specialties were not integrated.

At least that is the message from the Army and Marine Corps’ top uniformed leaders, even as the rest of the administration — to include the president himself

— has been mostly silent on the issue. Secretary of Defense Ash Carter recently offered some perspective of his own, but his public statement stopped short on whether women should register for the draft. For the Army and Marine Corps, a registration requirement for men and women is an appropriate next course of action in the march toward full integration. Not because it would suddenly give the services a deeper bench from which it could select talent, but rather it is consistent with the administration’s dictate to open all specialties without

exception. If only the administration’s loudest and most influential voices applied the same logic and common sense, even as consideration was given to opening specialties in the first place, but what else can be expected when judgments are based less on rationale and more on politics. If the opposite were true, the secretary of the Navy would not have openly discredited the Marine Corps’ independent study and subsequent recommendations before a final decision was made. The same goes for the special operations community, which returned its disapproval to integration through surveys and focus groups. Their input was evidently cast aside. Obama Stands Against Freedom, Justice WHOM DO YOU THINK Barack Obama despises more – Donald Trump, Ted Cruz, or anyone who disagrees with him? He answered the question last week. Despite the fact that the Republican establishment has coddled Obama for seven years, despite the fact that he has faced no meaningful opposition from the GOP during his tenure and despite the fact that his policies have failed miserably even with a lack of opposition, he told a Democratic fundraiser in San Francisco Friday that he is fighting a three-front war against Trump, Ted Cruz and Republicans generally. “I actually think that Donald Trump and Ted Cruz have done us a favor,” he said. “It has stripped away any veneer of responsible governance from what had been the central tenets of an awful lot of Republicans in both the House and the Senate during the course of my presidency and before that.” He added that the battle over Supreme Court nominee Merrick Garland – whose selection is being held up in the Republican-controlled Senate – is not just about immigration, abortion and voting rights. “It’s about can our democracy work,” he said. “Things are even more messed up in the House,” said Obama.

Obama also singled out the House Freedom Caucus, a group of about 45 conservative Republican lawmakers attempting to maintain the Constitution’s protections of individual liberty. Trump and Cruz are “saying the same things that these members of the Freedom Caucus in the House have been saying for years. In fact, that’s where Trump got it. … He said, you know what? I can deliver this message with more flair, with more panache.” Couple Obama’s problem with “freedom” and his problem with “justice.” On Sunday, as I covered in my column Tuesday, Obama tipped his hand regarding whether or not Hillary Clinton will face justice for what even he described as her “carelessness” with national security secrets. He all but told the nation that he is pre-emptively pardoning her of any high crimes she may have committed. Claiming he has not and will not get involved in the criminal investigation of Hillary Clinton currently being conducted by an army of FBI agents, Obama then went on to express his strong belief that she did nothing wrong.

How can Obama claim not to be getting involved in a criminal case he comments on publicly time and time again – especially when the target of that investigation is the woman leading the field to succeed him as president? That is the most blatant and transparent kind of political interference a president could conduct. If only Obama would conduct a war against ISIS as vigorously as he wages his three-front war against his domestic political enemies, perhaps America and the world would be safer places. How does one short-hand Obama’s last year in office? How would one summarize his behavior and conduct? It’s much like his first seven: He is fighting tooth and nail against the last vestiges

of liberty and justice. It’s just that simple. Never before in American history has a president posed the biggest threat to the country’s best interests. He’s America’s No. 1 enemy. He’s freedom’s No. 1 enemy. He’s justice’s No. 1 enemy. While he’ll soon be gone, one who would carry on his legacy – a person even more transparently ruthless – is preparing to take his place in the White House. Her name is Hillary Clinton. If she succeeds, she will finish the job of destroying America’s most basic commitment to freedom and justice. And what about the opposition? They’re at war with each other – hardly even mentioning Obama and Hillary. Donald Trump, Ted Cruz and the Republican establishment seem bent on self-destruction as they refuse to notice they are positioned in the form of a circular firing squad. Amazing. Sad. Tragic. The opportunity for changing America’s direction in 2016 is being squandered – much like it was in 2008 and 2012. As has been the case in the past several years the Fresno County Republican Assembly has been leading the fight on Water Policy issues and overbearing Government Regulation issues, that have been crippling our already weakened Central Valley economy. INLAND EMPIRE REGION by Vice President Bob Kowell They say those who do not learn history are doomed to repeat it, which is why the Murrieta-Temecula Republican Assembly will host a “Communism is Slavery” panel at its upcoming regular monthly meeting. The event will include stories from Southwest Riverside County residents who grew up in or lived in the Soviet Union, Ukraine, Laos, Poland and Cuba. Guests will hear what it was like, and why it must never come to pass in America. The gathering, which includes dinner, runs from 6 p.m. to 8:15 p.m. May 6 at the Temecula City Hall Conference Room, 41000 Main Street. The festivities will also include a military tribute, as the Murrieta-Temecula Republican Assembly will donate the more than $300 it has raised to benefit the ongoing project to build a Fallen Warriors memorial in Temecula to honor those who have paid the ultimate sacrifice to defend for freedom and liberty in America -- and across the globe. A short screening of President Ronald Reagan’s “Tear Down This Wall” speech will also be viewed. What’s more, a quick lesson on the dangers of America’s current slouch toward socialism will be presented by local radio show host and U.S. Constitution expert Douglas Gibbs. LOS ANGELES COUNTY by Vice President Alice Khosravy Conservative grassroots Republicans rally together in the heart of Los Angeles County to launch the California Republican Assembly’s newest unit – the San Gabriel Valley RA. “We knew 2016 was going to be a banner year for our party,” said Ali Navid, the unit’s President. “There is a lot of excitement to correct the mistake of 2008 and we wanted to capitalize on that enthusiasm in the San Gabriel.” The San Gabriel Valley is home to over two million residents and 31 cities, it has 15 legislators from the Assembly, Senate and Congress. However, only three of those members are Republican. “We knew this had to change, if we wanted to turn California around,” added Navid. In a little over two months, the unit had over 30 members and is growing. Its mission is to promote the tenants of the California Republican Assembly and help support and elect good conservative leaders into office. or not. My view is that the administration walked away from its obligation to make a proposal of its own, in the hope Congress would be too skittish to address the issue. To begin this discussion and signal its significance, I introduced legislation, with the support of U.S. Representative Ryan Zinke, to require that women register for the draft. The bill is titled The Draft America’s Daughters Act — a title intended to be provocative. We have both served our nation — me as an artillery officer in the Marine Corps and Zinke as a Navy SEAL commander — and we are well-aware of what such a change could mean. The idea that 18- to 20-year-old women could be drafted, filling positions tasked with finding and destroy-

ing the enemy, sometimes in quarters so close that fighting is reduced to the use of hands, knives and even helmets, is surely unsettling and should not be taken lightly. It is likely the administration either overlooked or ignored the issue in the politically ambitious move to open combat specialties, but now Congress has a responsibility to avoid committing the same error. Truthfully, it is quite possible that I vote against my own legislation, as might others in Congress with military experience. At the same time, if the administration is refusing to take the advice and recommendations of the Marine Corps and special operations community into account, and pursue its

plan to integrate all specialties without exception or care for impact, then it is possible that many votes — including my own — could change. This is yet another dilemma created by the administration. In this case, it will have a direct impact on every American, not just those who serve. And it is absolutely necessary that the issue of Selective Service eligibility be exhaustively considered for the purpose of determining whether the American people truly want to send their daughters and sisters into harm’s way. the upcoming 2016 elections from RNC National Committeeman Shawn Steel, who also spoke about the impact the recent loss of Supreme Court Justice Antonin Scalia would have on our Nation. The Sunday Prayer Breakfast featured live praise & worship music by recording artist Stephanie Martin Velez, followed by remarks from Senator John Moorlach, who spoke movingly about his faith and how it guides his work in the Legislature, and an inspirational address by Pacific Justice Institute President Brad Dacus about the current fight for religious freedom in California and around the Nation. The 2016 Convention was truly a memorable event, with “impressive”, “united” and “re-energized” being some of the top comments made about CRA from Republican Party officials, legislators, and conservative leaders who were in attendance. The Convention was hosted by the Huntington Beach Republican Assembly, and was headed by Convention Chairman Pat Garcia and Convention Co-Chairmen Karl Heft and Baron Night. They were assisted by P.J. Garcia, Janine Heft, Carol Woodworth, Cari Swan, Craig Alexander, Jeff Evans, Rick Rios, Virginia Hart, and many volunteers from throughout Orange County.
