What is a UGB? The UGB, or Urban Growth Boundary, is a regional boundary, set in an attempt to control urban sprawl by, in its simplest form, mandating that the area inside the boundary be used for urban development and the area outside be preserved in its natural state or used for agriculture. The UGB must maintain a 20 year supply of land for housing. What is the difference between the Urban Reserve and the Rural Reserve? Urban Reserves are where the Urban Growth Boundary will expand in the future 30+ years, essentially identifying future development. Rural Reserves are protected from the urban growth boundary (kept agricultural) for the same time period. How is it decided which properties are brought into the UGB, and who decides? Cities study their housing needs through a Housing and Needs Analysis, which helps them determine where and when they expect growth in the future. The Cities then pass along their request of expansion to Metro, and if Metro is in agreement, they would then grant the right to expand, and that decision is ratified by the Department of Land Conservation at the State level. What is the value to someone purchasing property in the Reserve? Depending on many factors, the land is typically valued as farmland with a premium due to the potential of its inclusion into the UGB. For a long-term investor, they obtain the benefit of living and enjoying the property while waiting for or actively engaging in the planning process to bring it into the UGB and become developable. It is the first step in property becoming worth many times more than previous years. When Johnson Road is brought into the UGB, what does that mean to the current owner at that time? UGB-inclusion is the first major step in becoming developable. Nothing will happen until it is inside the UGB, but once in, typically the City will begin the formal Masterplan which will eventually be adopted, the property annexed, and the urbanizable through the land use process.
