Foreword

As I take on the role of President of County Wexford Chamber, I do so with a deep appreciation for the entrepreneurs and businesses who contribute so much to the strength, finances and character of our county.

Wexford has long been recognised for its hard-working business community, and it is my intention to continue building a positive and confident narrative about the opportunities that lie ahead.

Having set up GreenTech HQ, a not-for-profit innovation hub to provide support for startups and scaling businesses and creating a landing place and collaboration space for entrepreneurs who come together for the programmes and events that drive business success and create hundreds of future-driven jobs for our young people, I am very happy to take on this role in the Chamber as both organisations have such similar goals for a more progressive Wexford.

While every business faces its own set of challenges, it is important that we do not allow those pressures to define our positive outlook.

Wexford has significant competitive advantages - a strong enterprise base of family businesses, a skilled workforce and growing opportunities in sectors such as renewable energy, food, AI, and engineering and has a quality of life that is attracting new residents and new investment. These strengths position us very well for a new phase of economic growth.

In the year ahead, the Chamber will work with partners at local, regional and national level to ensure that Wexford continues to develop as a vibrant place to live, work and do business. Our focus will be on supporting entrepreneurship and innovation, enhancing business skills and strengthening the infrastructure and conditions in which businesses can grow.

One of our key goals is to highlight the many success stories across our county. There is enormous talent and ambition in Wexford and it deserves to be showcased. By emphasising progress and possibility, we can help shape a more confident economic landscape.

So, I look forward to working with our members to build on our strengths and help ensure that Wexford’s business future remains bright, dynamic and full of opportunity.

CEO REFLECTION

As we approach the end of another transformative year at County Wexford Chamber, the pace and impact of our work over the past several months reflect a very productive period for the Chamber. The summer and early autumn period has been especially busy, marked by a series of flagship events, strategic initiatives, and significant milestones that reflect both the strength of our business community and the ambition of our organisation.

We began with the County Wexford Business Awards in May, a fantastic celebration of innovation, talent, and excellence across the county. June brought national recognition, with County Wexford Chamber proudly taking home two awards at the Chambers Ireland Awards - a testament to the hard work and dedication of our team and members.

In July, we welcomed the EU Transport and Tourism Committee to Wexford, giving us an important platform to showcase the region’s potential on a European stage. This was followed in August by the highly successful Trade & Economic Forum, delivered in collaboration with the Kennedy Summer School and Wexford County Council, which provided timely and insightful discussion on Ireland’s economic future.

September marked the publication of our first-ever Pre-Budget Submission, amplifying the voice of County Wexford

businesses at national level. In October, we were delighted to host Enterprise Minister Peter Burke TD as he met with local businesses to hear first-hand the challenges and opportunities shaping our economy. Most recently, November saw the delivery of our Leadership Summit, another standout event promoting business stories of resilience and transformation.

Alongside these events, we have continued to deliver a full and varied programme of activity - networking opportunities, training, Skillnet programmes, policy engagement, and member supports - ensuring real value and meaningful impact for businesses across the county.

STRATEGIC DEVELOPMENT

We have also been working behind the scenes on initiatives that will shape the Chamber’s direction for years to come. We have spent time listening to your feedback as we develop our next three-year Strategic Plan, ensuring that the future work of the Chamber aligns closely with the needs and ambitions of our members.

In parallel, we have been collaborating with Wexford Local Development on our LEADER grant application to support the delivery of County Wexford – Built for Business, a major marketing campaign project designed to promote County Wexford as a premier location for investment, enterprise, and talent.

LOBBYING

Pre-Budget Submission presented to Minister

In August, we welcomed Minister Peter Burke, facilitated by Senator Cathal Byrne, to County Wexford Chamber (CWC) for an in-depth discussion on our Pre-Budget 2026 submission.

We had the opportunity to cover the Chamber’s three core priorities – Infrastructure, Enterprise, and Education – and hear directly from the Minister on what’s coming down the line that supports our submission:

Life Sciences & Semiconductors – A new national life sciences strategy, building on the sector’s strong presence in County Wexford, is due in 2026, alongside IDA collaboration on major semiconductor sites.

Infrastructure & Competitiveness – Capital plans on water, wastewater, housing, and business cost competitiveness.

Tourism – Now under the Minister’s remit, with a new Tourism Strategy due September 2025 and an expanded

role for Fáilte Ireland to include restaurants.

Decarbonisation & RED III – Big changes ahead under the EU Renewable Energy Directive, cutting planning permission decision timelines for renewable projects from 52 to 30 weeks in designated acceleration areas. This will speed up planning, boost investor certainty, and create opportunities for local enterprise in the green economy.

Enterprise & Entrepreneurship – Commitment to reforming EIIS, exploring a National Accelerator Programme for startups, and recognising the importance of both multinationals and indigenous businesses.

Labour Market – The need for a more flexible social welfare model to incentivise part-time work and support sectors facing critical staff shortages.

Education & Research – Investment in education in the South East, including SETU’s Wexford campus and research infrastructure, is central to driving regional growth and attracting FDI.This event truly embodied the call to drive change and accelerate action towards gender equality.

Advocating for balanced investment at national level

Chambers Ireland held its Budget 2026 Lobbying Day in September, which was attended by County Wexford Chamber’s CEO, Paula Roche, along with Lorcan Kinsella, Brand Nova, who is a member of the Chambers Ireland Board.

The Pre-Budget Submission reflects the shared priorities of affiliated Chambers of Commerce across the country. The submission outlines key recommendations to support sustainable growth, inclusive employment, and regional development ahead of Budget 2026. The submission stresses that while the housing crisis remains front and centre, it has overshadowed other fundamental service shortfalls particularly in energy, public transport, water and wastewater treatment.

We were delighted to welcome County Wexford representatives, Malcolm Byrne TD and Senator Cathal Byrne, as well as having the opportunity to meet Government Ministers Helen McEntee TD, Norma Foley TD, and Jennifer Carroll MacNeill TD.

At the Chambers Ireland AGM following the Lobbying Day, CEO Paula Roche was re-appointed as Chair of the Chambers Ireland CEO Forum. Brand Nova’s Lorcan Kinsella was re-appointed to the Board of Chambers Ireland.

Halo Tiles & Bathrooms celebrates new chapter

Halo Tiles & Bathrooms recently welcomed over 150 guests to their Camolin showroom for a special evening celebrating the launch of their newly refurbished space. The event brought together interior design enthusiasts, industry professionals, and familiar faces for a night of style, stories, and inspiration. Guests were treated to engaging talks from well-known personalities including Rosanna Davison, Brendan Courtney, and architectural designer Nicole Carr. LEADERSHIP SUMMIT

A DAY OF IDEAS AND IMPACT

The County Wexford Chamber Leadership Summit, held at the Riverside Park Hotel, Enniscorthy, on November 20, was a remarkable success, bringing together business leaders and innovators from across the region.

The event, hosted by broadcaster and barrister Ciara Doherty, featured a fireside chat with Catherine Doyle, General Manager of Microsoft Ireland, who captivated the audience with her insights on Strategic Leadership in an AI Environment. “AI is the technology that is going to change everything,” Doyle emphasised, highlighting the need for adaptability, continuous learning, and responsible innovation in leadership.

The summit provided attendees with actionable strategies for business growth and leadership development. “We were privileged to hear from Catherine Doyle, who shared powerful perspectives on how AI is reshaping leadership and business,” said Paula Roche, CEO of County Wexford Chamber.

Other notable speakers included Professor Veronica Campbell, President of South East Technological University; Geraldine Heavey, Executive Director of Enterprise Services at ESB; Eamonn Sinnott, Former General Manager of Intel Ireland; Dan Barry, Regional Director for the Southern Region at Enterprise Ireland; Joanne Somers, Managing Director of Johnsons Celtic Linen; Chris Parle, Commercial Director of Midland Tyre Services; Sarah Tenanty, Head of Underwriting Ops, Zurich Insurance; and Leanne Davey, Senior Director of Clinical Product Solutions at Waters Technologies.

The Showcase Spotlight celebrated local success stories from Kent Stainless, highlighting how small projects

opened doors to global opportunities in the UK, US, and Qatar, and Stafford Irish Spirits, emphasising import substitution, supporting local suppliers. Aisling O’Connor, Network Manager of County Wexford Chamber Skillnet, outlined how funded training is available to upskill employees across a range of areas.

“This summit was a fantastic opportunity to connect and learn from leaders who are shaping the future of our business community,” added Ms. Roche.

The interactive panels, networking opportunities, and insights were designed to inspire and equip attendees with strategies for growth and leadership in a rapidly changing business environment.

ECONOMIC DEVELOPMENT

Giving Wexford’s Business Community a Stronger Voice

2025 has been a pivotal year for County Wexford Chamber. Following the success of our Political Leaders Summit in February at the National Opera House, hosted by broadcaster and former Minister Ivan Yates, it has become increasingly clear that the county’s business community needs a strong, unified voice - not just to celebrate successes, but to influence the policies that shape our future.

A CLEAR MESSAGE FROM LOCAL BUSINESSES

Earlier this year, we conducted a comprehensive membership survey, capturing perspectives from every sector and size of business across Wexford. The response was clear: our members want the Chamber to advocate more decisively on their behalf, particularly when it comes to national budget decisions that impact the cost of doing business, investment in innovation, and the development of the county’s infrastructure. This feedback informed our first Pre-Budget Submission for Budget 2026, a document designed to give government representatives a clear picture of what County Wexford’s entrepreneurs, SMEs, and multinational employers need to thrive. What became evident is that while each business faces its own challenges, the solutions are often interconnected - investing in talent, infrastructure, and sustainability benefits everyone.

EDUCATION, TALENT, AND THE LOCAL WORKFORCE

Brain drain continues to be a significant concern. Over 70% of Wexford students leave the county to study elsewhere. While ambition naturally draws young people to universities across Ireland, retaining a greater share locally is crucial. South-East Technological University’s Wexford campus is a key asset in this regard. By investing in local education and research, we can nurture the workforce that County Wexford’s businesses - both indigenous and multinational - will rely on in the coming decades.

RENEWABLE ENERGY: A STRATEGIC OPPORTUNITY

County Wexford has the potential to become a national leader in renewable energy. Rosslare Europort, combined with a clear roadmap for offshore projects, positions the county to attract major energy companies. In recent years, the challenge has been attracting new foreign direct investment (FDI), but an offshore renewable hub could transform County Wexford’s investment landscape, create

high-quality jobs, and contribute directly to Ireland’s clean energy goals. This is not just an economic opportunity - it is a chance to define County Wexford’s role in a sustainable, low-carbon future.

SMES AND INDIGENOUS BUSINESSES: THE HEART OF THE ECONOMY

Our local SMEs and indigenous companies form the backbone of County Wexford’s economy. Rising costs, digital transformation, and the imperative to adopt green practices all pose challenges - but they also present opportunities. Targeted supports are needed to help these businesses invest in innovation, remain competitive, and future-proof their operations. The health of our SMEs is inseparable from the health of our broader economy.

CONNECTIVITY AND INFRASTRUCTURE: THE FOUNDATION OF GROWTH

All of these opportunities - retaining talent, attracting investment, growing SMEs, and developing renewable energy - point to one imperative: County Wexford must be more accessible and better connected. Roads, public transport, water infrastructure, energy grids, housing, and broadband are not just amenities; they are essential economic infrastructure. Without continued investment, the county risks bottlenecks that could stifle growth and limit its potential.

REFLECTIONS ON BUDGET 2026

Budget 2026 included welcome measures: significant investment in energy security, climate action, housing, higher education, and apprenticeships. These are important steps toward building a resilient and forwardlooking economy. Yet, gaps remain. More could have been done to support businesses and employees directly through targeted tax relief, which would have bolstered competitiveness and eased cost pressures for local enterprises.

LOOKING AHEAD

As we enter 2026, County Wexford faces a landscape full of both opportunity and challenge. From retaining talent and nurturing the next generation of entrepreneurs, to attracting investment in renewable energy, supporting SMEs, and implementing policies that help retain our multinational community, the county’s potential is immense - but only if we act decisively. County Wexford Chamber will continue to ensure that the voices of local businesses are heard and reflected in national policy. Our goal is clear: to help build a county where enterprise, innovation, and community prosperity grow hand in hand.

DFDS: Charting New Horizons

Owen Hides, DFDS Route Director, tells Inside Wexford Business how the company’s direct Rosslare-Dunkirk route has exceeded expectations, boosted regional growth, and opened new opportunities for freight and passengers alike.

Q: Can you give us an overview of DFDS and what makes it a key player in European transport and logistics?

A: DFDS operates one of Europe’s largest integrated transport and logistics networks, generating annual revenue of DKK30 billion and employing 16,500 people. We transport goods by ferry, road, and rail, and provide end-to-end logistics solutions across the continent. We also operate a range of short-sea and overnight passenger routes. Founded in 1866, DFDS is headquartered and publicly listed in Copenhagen.

Q: Why was the Rosslare-Dunkirk route launched in the first place?

A: The Rosslare-Dunkirk route was created as a direct response to the dramatic shift in trade flows following Brexit. Once the UK left the EU, exporters faced new bureaucracy, customs checks, and delays when using the traditional UK land-bridge. Irish businesses needed a predictable, efficient way to maintain smooth access to mainland Europe.

DFDS saw an opportunity to support the Irish supply chain by offering a direct sea route that bypasses the UK entirely. Dunkirk’s strategic location was a major factor - it provides easy onward access to key EU markets like France, Belgium, the Netherlands, and Germany. This meant Irish hauliers could reach their destinations with fewer delays, greater control, and more reliability in their delivery times. Ultimately, the route was designed to give exporters confidence and stability at a time when both were urgently needed.

Q: How has the route performed since its inception?

A: The performance of the route has exceeded expectations from day one. When we launched, we offered six weekly sailings with crossings of just under 24 hours. Very quickly, demand - particularly from freight customers - surpassed what we had anticipated.

Exporters and logistics companies appreciated the reliability of a direct EU connection, especially at a time when prolonged border queues in the UK were causing significant disruption. Because of this strong demand, we increased our service to ten sailings per week. That increase wasn’t simply about adding capacity - it was about ensuring Irish businesses could plan with certainty and maintain consistent delivery schedules across Europe.

The confidence shown by our customers reinforced that this route was not just a Brexit workaround, but a longterm, strategically important link between Ireland and the EU.

Q: DFDS introduced a passenger service. Why was that decision made, and how has it developed?

A: While freight was the initial focus, we quickly recognised that the route had strong potential for leisure and tourism too. In August 2022, we launched a trial passenger service specifically for cars and motorhomes. We wanted to test whether travellers would value a comfortable overnight crossing to continental Europe as an alternative to flying.

The response was extremely encouraging. Passengers appreciated the convenience of travelling with their own vehicle, the relaxing pace of the journey, and the ability to arrive in France rested and ready to continue onward.

Families, motorhome users, and travellers seeking a slower, scenic route especially valued the offering.

This growth in demand supported our decision in September 2025 to introduce the Victoria Seaways, a vessel that significantly increased both passenger and freight capacity. The upgrade doubled cabin accommodation, expanded freight lane metres, and introduced improved amenities including modern lounges, dining options, dedicated family areas, and reliable onboard Wi-Fi. All of this makes the experience more comfortable and more enjoyable for those choosing sea travel over air.

Q: Rosslare Europort has seen significant investment. How does this support DFDS’s growth?

A: The port’s expansion, additional space and upgraded infrastructure mean the port can manage higher traffic levels with less congestion.

Q: What wider impact does the Rosslare-Dunkirk route have on Ireland and the region?

A: We see tremendous potential for continued growth. Our focus now is on deepening cooperation with key partners - port authorities, logistics companies, tourism organisations, and regional stakeholders. By working together, we can maximise the benefits of this route for Irish businesses and for the wider South East region. We’re also continually evaluating opportunities to enhance capacity, improve the onboard experience, and expand our offerings based on customer needs. Q: What role does the DFDS team play in delivering the onboard and port experience?

A: DFDS takes pride in the role our fantastic staff and diligent crew play in delivering a smooth, safe and welcoming experience across every stage of the journey.

At Rosslare, check-in is managed directly by Rosslare Europort, but the DFDS team is on-site to support operations, liaise closely with Port staff, and assist passengers and freight drivers as needed. Our Rosslare & Cork office teams also oversee daily route coordination, customer support, and logistical planning to ensure everything runs efficiently.

In Dunkirk, DFDS staff manage check-in and portside operations directly, ensuring efficient processing, seamless loading, and a consistent standard of service before passengers and freight customers are welcomed on board by our diligent crew.

The County Wexford Business Awards 2025 gala ceremony was a glittering celebration of innovation, resilience, and entrepreneurial excellence. Held on May 23rd at Whites of Wexford Hotel, the sold-out black-tie event welcomed nearly 450 guests, creating an electric atmosphere of recognition and celebration.

Hosted by acclaimed MC and comedian Colm O’Regan, the evening blended entertainment with heartfelt tributes to the county’s most dynamic businesses.

The awards ceremony recognised outstanding achievements across 18 categories, with 94 businesses shortlisted from over 200 applications. Shaping Wexford’s Future: County Wexford Chamber Skillnet Hosts Stakeholder Consultation

In September 2025, County Wexford Chamber Skillnet (CWCS) hosted stakeholder consultation sessions, bringing together Steering Group members and representatives from Wexford companies. These discussions were a vital step in shaping CWCS’s Training Networks Programme (TNP) application and 2026–2028 Strategic Plan.

The consultation aimed to ensure CWCS’s future programmes are driven by member needs and aligned with regional and national priorities. It captured the lived experiences of employers across Wexford and the South-East, from microenterprises to large firms, recognising challenges such as rising costs, skills shortages, and competition for talent.

Consultation in Action

The process combined expert-facilitated workshops, a member survey, and a Training Needs Analysis (TNA). These tools gathered input across sectors and sizes, with discussions focused on leadership, digital adoption, sustainability, and innovation. The insights now form the foundation of CWCS’s next strategy, linking member voice to programme design and impact.

This aligns with frameworks like the National Development Plan (2026–2035), the South-East Regional Enterprise Plan, and local initiatives such as Rosslare Europort’s Offshore Renewable Energy (ORE) Hub and the SETU Wexford Campus proposal.

Consultation Feedback: Key Themes

County Wexfords businesses are focused on efficiency, smarter selling, and leadership development while navigating tight labour markets and compliance pressures.

1. Performance & Competitiveness

Businesses seek measurable improvements in productivity, pricing discipline, and sales execution. There’s demand for middle management support and quick-return learning. Place quality—housing, transport, amenities—is seen as key to competitiveness.

2. Digital & AI Acceleration

Members want practical digital transformation, AI fundamentals, and tools for marketing and operations. There’s interest in AI champions and links to Rosslare’s ORE supply chains.

3. Sustainable Practices & Compliance

Businesses seek cost-saving sustainability supports, energy audits, and ESG guidance. AI-assisted reporting is of interest, alongside opportunities from green investment and policy.

4. Leadership & Decision-Making

There’s a need for leadership pathways and clarity in decisionmaking. Members want programmes for emerging managers, communication skills, and a culture of initiative.

5. Innovation & Growth Enablement

Firms want help turning ideas into action, pitching, and piloting projects. There’s appetite for collaboration hubs and support navigating funding. Wexford’s regeneration corridors are seen as platforms for innovation.

6. Talent, FDI & Regional Cohesion

Talent attraction and retention are central. Concerns include graduate outflow and the need for stronger links with SETU Wexford. FDI success depends on leadership and supplier readiness, supported by housing and transport.

7. Learning Design & Supports

Members favour bite-size, blended training with clear ROI. Mentoring and peer learning are valued, along with communities of practice. There’s demand for compliance training on autoenrolment and pay transparency (2026).

From Insight to Impact

These insights will shape CWCS’s 2026–2028 Strategic Plan and TNP application, ensuring programmes are targeted and outcome-focused. By grounding strategy in real business needs, CWCS is helping Wexford enterprises build leadership, embrace innovation, and grow sustainably - strengthening the South-East economy.

Driving Wexford’s Future: Chamber’s Bold Vision for 2026–2028

In November, County Wexford Chamber proudly announced the appointment of Ed Murphy as its new President. Ed is an entrepreneur and investor, the founder of GreenTech HQ Innovation Hub in Enniscorthy and co-founder and chairperson of Platinum Home Care, one of Ireland’s fastest growing businesses.

A native of Clongeen in south Wexford, Ed worked in the UK, Australia, and the US before returning to Ireland and joining Snap Printing as an equity partner and chief executive. Later, Ed was chief executive and co-owner of Home Instead Senior Care and the video game retailer, CeX.

Returning to Wexford a few years ago, Ed set up GreenTech HQ which, in 2025, provided space, mentoring and business programmes to over 40 businesses in 2025 as well as hosting business and community events for hundreds of people. He recently launched The Food Studio in GreenTech HQ, a collaborative and networking space for food entrepreneurs, producers and innovators across the Southeast.

Vision for County Wexford Chamber

At the AGM, Ed outlined his vision for County Wexford Chamber, which follows on from his current work, which includes advocating for the business environment in Wexford

as well as increasing support for entrepreneurs and businesses which contribute so much to the local community and which is often not appreciated by Government and understood by the public.

One of Ed’s first jobs was the launch of the Chamber’s Strategic Plan 2026-2028 in early December. Ed is keen for the Chamber to partner with relevant parties to achieve the Chamber’s objectives to foster economic growth. These key objectives will be all about helping create the ecosystem with many initiatives to help new and existing businesses to thrive and create high quality jobs for our young people to live, work, and stay in Wexford.

Our Annual Golf Classic is always a day to celebrate connections – and, on September 5, we had a fantastic day of skill and sunshine at our Golf Classic in New Ross Golf Club. Teams from across County Wexford brought their A-game, with the PTSB team coming home in first place!
