VDOT Prepares for Future Traffic With Route 1 Widening

It’s full speed ahead for Fort Myer Construction Corporation (FMCC), Washington, D.C., in the third year of the Virginia Department of Transportation’s (VDOT) $168 million Route 1 Widening project in Prince William County. The work started in May 2016 and is expected to be completed in the fall of 2019. The project has Route 1 being widened from four to six lanes between Mary’s Way and Annapolis Way, and includes upgrading and replacing underground utilities. The project also includes enhanced access to the Woodbridge Virginia Railway Express kiss-and-ride facility; a new Route 1 bridge at Marumsco Creek; improvements to Occoquan Road, including a median and turn lanes from Route 1 to south of Horner Road; additional through and turn lanes on Route 1 and Occoquan Road; a 10-ft. shared-use path and 6-ft. sidewalk; and the demolition of several vacant buildings along the corridor. “Demolition work is proceeding well,” said Marc Mandel, FMCC’s COO and General Counsel “VDOT and FMCC are currently in the process of coordinating a foundation wall required to support a portion of a structure. In addition, the Route 1 bridge is approximately 25 percent complete and VDOT and FMCC are implementing a re-engineered design to the support of excavation.”

Soldiers from the South Carolina Army National Guard assisted the state’s Department of Transportation in constructing an AquaDam to keep Highway 17 open from Georgetown to Myrtle Beach during the flooding as a result of Hurricane Florence. With Highway 17 serving as a major conduit along South Carolina’s coastline, the mission to keep the roads clear was one the Department of Transportation undertook, and it enlisted the help of soldiers from both the Infantry and Air Defense Artillery to ensure it happened. Highway 17 acted as logistical lifeline to communities impacted by the rising waters. Construction of the AquaDam was new to the engineers of the state’s transportation departments and the National Guard. Leland Colvin, deputy secretary of engineering with SCDOT, said using AquaDams across the roadway was the first time it had ever been deployed for this reason to his knowledge. AquaDams are typically used to secure infrastructure from flooding. Using the AquaDam raised the elevation of the road by 4 ft. If this plan fails, the National Guard has the 125th Multi-Role Bridge Company staged further downstream to employ its ribbon bridge to ferry relief supplies and response vehicles to Georgetown. As rivers in parts of the state crested at record levels, the water flowed directly to the ocean through Winyah Bay and the Sampit River. The Guard’s engineers had already assisted the SCDOT with constructing another type of barrier using Hesco barriers on Highway 501 between Myrtle Beach and Conway. “We could not do it without them,” Colvin said of the National Guard’s assistance. Colvin said the Guard Soldiers helped with everything from setting up the AquaDam to running forklifts and transportation needs. South Carolina Army National Guard Staff Sgt. Scotty Hill, a squad leader with Alpha Company, 1st Battalion, 118th Infantry Regiment, was one of the dozens of soldiers working on this stretch of highway. Hill was activated for previous state active duty including Hurricane Matthew in 2016, Hurricane Irma in 2017 and the historic floods in 2015. “The community itself has been overwhelming,” Hill said. “It’s far greater than we could ever expect.” Prior to the AquaDam mission here, the company had been in Conway and Moncks Corner assisting local law enforcement at traffic control points. Approximately 2,000 South Carolina National Guard soldiers and airmen are currently on duty supporting local authorities in response and recovery operations to the ongoing flooding that followed Hurricane Florence’s landfall. National Guard Soldiers and Airmen from Pennsylvania, Alaska, Tennessee, Maryland, Wisconsin, New York, Arkansas, Virginia, Georgia and Mississippi are also supporting the South Carolina National Guard’s response efforts. Dave Hunter retired as southeastern regional manager of Sany America on Sept. 30 after serving the company for six years. “Although I really enjoyed working for Sany America, I felt like it was just the right time,” said Hunter. “My life has been truly enriched during my time at Sany…If I hadn’t gone to work with Sany America I would have never met, much less become lifelong friends, with so many people.” Hunter is probably best known for his 35 years at Michell Distributing, the Komatsu and Ingersoll-Rand dealer in the Carolinas and Virginia, where his final position was executive vice president. He also held positions at both North and South Carolina AEDs, and served many years on the board of the South Carolina Mining Association. He also did consulting work and personal effectiveness seminars, which he continued after his “first retirement.” Hunter says that, after this “second retirement,” he may continue that work on more of a part time basis. “My job has always been to make other people successful. The new 58,000-sq.-ft. facility at 320 Waldron Road, LaVergne, Tenn., will replace the current Nashville location at 1290 Bridgestone Parkway, LaVergne. ames River Equipment recently celebrated the grand opening of its expansive new facility in Winchester, Va.

The new plant, located at 245 Yardmaster Court, occupies 37,000 sq. ft. and features a 21,000- sq.-ft. shop, 5,500-sq.-ft. parts warehouse, a 2,300-sq.-ft. track shop with track press and a 3,400- sq.-ft. wash rack. “We have a capacity of about 20 to 25 large machines, from all facets, really,” said Doug Roan, the Winchester general manager. “We’ve reconditioned an R60 Euclid in the winter. We’ve dealt with hydraulic contamination issues, cylinder issues, engine rebuilds. We’ve rebuilt a considerable number of breakers.” Land prices and the growth of business at James River’s Manassas store decisively influenced the choice of the new location. The company continues to operate at its Manassas location, but it felt land-locked there, with only 5 acres and no room to expand. The Winchester facility, just 50 mi. away, occupies 20 acres, purchased in 2006, and the company soon will close on an additional 19 acres, of which it will sell 5 to 7 acres along Route 11, preserving another 10 to 12 for future expansion and to control who moves in next door, Roan said. “If you go to our Manassas yard, you can barely get a LowBoy truck in and out of there some days,” he said. “Here, we have the room. We built it and staffed up on a lot of technicians just to carry the overflow from Manassas and a few other stores. We have been able to get things turned around.” The new machine shop boasts full-service in-house fabrication, with line-boring as well as mill and lathe capabilities, and an electrical hydraulic track press that can handle anything up to a 100,000lb. crawler. In addition, the plant’s two machinists have more than 30 years’ combined experience. With the Winchester shop serving quarries and large-site development contractors in six counties, business is booming, said company President Mark Romer. “It’s amazing the way Doug and his team have pulled together to grow business and built this new store,” Romer said. “Growth in the team is really more important than the physical facility, but they have done a really nice job with the building, and we are very proud of them.” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.) John Bel Edwards has awarded more than $41 million to six coastal parishes for flood-resilience improvement projects developed through Louisiana’s Strategic Adaptions for Future Environments (LA SAFE). LA SAFE is an innovative effort championed by Gov. Edwards to create and implement adaptations to ongoing coastal land loss and rising seas. “Along with our Coastal Master Plan and the new Louisiana Watershed Initiative, these award-winning LA SAFE projects represent the cutting-edge in our efforts to proactively plan for the reality of our state’s increasing vulnerability to weather events and coastal erosion,” Gov. Edwards said. “In an era of escalating risks, now is the time to help our communities develop future sustainability and resilience.” The 10 projects, which will receive a total of $41,016,000 in Community Development Block Grant-Disaster Recovery funding, are as follows: • Jefferson Parish: $5,605,000 for Gretna Resilience District Kickstart; • Jefferson Parish: $475,000 for Louisiana Wetlands Education Center; • Lafourche Parish: $7,000,000 for Resilient Housing Prototype; • Lafourche Parish: $3,500,000 for Emerging Industry Business Incubator;

ARDOT Team Wins 16th Annual ‘Roadeo’ From Sept. 4 through 6 this year, teams from 11 state departments of transportation competed in the 16th annual Southeastern Regional Equipment Operators Roadeo in Rogers, Ark., where they pitted their knowledge of safety practices and equipment operating skills against one another in “friendly yet fierce” competition across six categories: tractorlowboy trailer, tandem axle dump truck, single axle dump truck, mower, backhoe and motor grader. The team of operators fielded by the Arkansas Department of Transportation won the overall compe-

tition, taking home the first place trophy, with the team from the South Carolina DOT placing second and Tennessee DOT placing third. Danny Straessle, ARDOT’s public information officer, told the AASHTO Journal that the “best of the best” compete in this event. He noted that ARDOT’s personnel must first survive district-level events and then a statewide competition in order to get a chance to compete in the SREOR, which many of them treat as the “Super Bowl” for state DOT transportation equipment operators. First place finishers received belt

buckles this year, with second- and third-place finishers getting medals, Straessle said, with “bragging rights” being the ultimate prize. “This yearly event is about fostering safety awareness of employees working in or around work zones, strengthening team spirit and teamwork and recognizing exceptionally skilled equipment operators in a friendly, competitive atmosphere,” he said. “We also invite the competitors’ families to the event so they can see just how important these jobs are.”

Construction Project Orange County and Durham County are parties to a Cost Sharing Agreement for the Durham-Orange Light Rail Transit Project that specifies the amount of funding that each party is expected to contribute to the project. This Agreement also contains a decision-making framework to respond to unexpected material changes in either revenues or expenditures. The most current financial model for the light rail project relied on a state contribution of ten percent or $247.6 million. In June, the North Carolina General Assembly placed several limitations on the Light Rail Project including limiting the maximum state contribution to $190 million. This limitation created a funding shortfall of $57.6 million. Consistent with the terms of the Cost Sharing Agreement, representatives from the Orange County and Durham County Boards have been meeting throughout the summer to discuss potential solutions to the $57.6 million state funding shortfall. The parties closely reviewed their current financial commitments, and Durham County examined any unused dedicated transit revenue capacity. Durham County’s dedicated transit revenues are robust and sufficient to cover the revenue shortfall, and the negotiating team agreed to present this solution to their respective governing boards for approval in advance of a project progress report due to the Federal Transit Administration in early September. Wendy Jacobs, chair of the Durham County Board of Commissioners emphasized the importance of this collaboration, “Durham County continues to remain committed to working closely with our Orange County partners for the successful implementation of the Durham Orange Light Rail Project which will provide an important transportation option and better connect the people of our communities to jobs, healthcare and education.” The negotiated funding solution is recognized in two letters, one from the chair of the Durham County Board of Commissioners and one from the chair of the Orange County Board of Commissioners. The Durham County Board of Commissioners was scheduled to consider their letter on Aug. 27, 2018. Orange County’s letter was included on the Sept. 4, 2018 agenda. Mark Dorosin, Chair of the Board of Orange County Commissioners, expressed his appreciation for the proposed funding solution, “We appreciate the collaborative and cooperative support of our colleagues in Durham, and are encouraged that we’ve been able to come up with a positive strategy to keep the Durham-Orange Light Rail project moving forward.” Final funding commitments are required prior to the approval of a full funding grant agreement by the Federal Transit Administration. Both Durham and Orange County are committed to formally amending the Cost Sharing Agreement and each County’s Transit Plan to codify the change in funding commitments on a schedule that supports GoTriangle's application for a September 2019 Full Funding Grant Agreement. Simulators Train Wake Students for Earthmoving Jobs Any person seriously involved with construction equipment ownership or operation will readily tell you that there is a lot more to consider in equipment operation than simply pushing dirt from point A to point B or digging a hole x feet long by y feet wide by z feet deep. The safety concerns alone warrant the need to have operators receive significant training before they even are allowed on the construction site. On-the-job training is not a particularly viable option in most cases. In 2013 Gregory Poole Equipment Company partnered with Wake Tech, North Carolina’s largest community college, and other industry leaders to address this growing customer issue. It is one example of how the Caterpillar dealership is helping customers address the shortage of qualified equipment operators that plagues the industry. “Gregory Poole doesn’t have any operators that work for us, but we felt that this was a growing need for our customers to be able to continue meeting project deadlines and growth potential while supporting our local school,” said John Adamof, technical service manager of Gregory Poole. Adamof, along with area customers, helped establish the advisory board for the Wake Tech program, with the goal of addressing industry demands for properly trained operators. While Gregory Poole is an equipment company, the goal of this collaborative program is not to fill the company’s own need, but rather to help its customers and industry. “With the continuing need for infrastructure improvements, road building, housing and commercial project, there is a high demand for operators,” Adamof said. The program attempts to engage college students to meet that current and growing demand. Beginning in January 2018, the college began offering a Heavy Equipment Operator (HEO) Associate Applied Science degree, along with two certificate programs. “We’ve had great support from the construction and agriculture industries,” said Ronnie Lowe, administrative

department head of Wake Tech’s Applied Engineering and Technologies Department. “They are all in desperate need of trained equipment operators. They told us, through the advisory board, what their needs are, and we designed the curriculum specifically to meet those needs.” The collaboration between Gregory Poole and Wake Tech in the development of the operator training program involves the use of digital simulators to supplement the time students spend in an actual machine. “The simulators allow the student to get the understanding of the controls and functions of real machines safely without the cost of fuel, maintenance or machine damage, in a controlled environment, before allowing them to get on the real machines,” Adamof explained. “We currently have a dozen simulators for the students to gain training experience at an entry level,” Lowe added. The program also utilizes actual machines for the onthe-iron training portion of the programs, with several of the live machines that match the simulators. “The students get about 200 hours of simulator use and 30 hours of actual machine operation per semester,” Lowe said. “Using simulators is what makes the program feasible.” Lowe acknowledges that the program is in its infancy. The plan is to expand to 16 simulators quickly and add virtual reality to the existing simulators, enhancing the reality of the training even more. “That would give us a capacity of handling 56 students a semester spread over morning, afternoon and evening classes,” Lowe said. Adamof and Lowe agree that by using the digital world, Gregory Poole and Wake Tech can help provide the industry with the equipment operators it needs, as well as providing young men and women in the county with the opportunity for a fulfilling career — and it all starts with learning how to safely and efficiently push digital dirt. rently under construction, as well as the partial design of the interchange as presented at the March 2011 public hearing. “The interchange design has not yet been completed. The purpose is to improve the flow of traffic, reduce accidents, and support traffic demand from planned development in the area,” said Jennifer McCord, VDOT communications manager. “Widening Route 1 to six lanes was in the Prince William County Comprehensive Plan (Long range plan) 2008 Thoroughfare Plan Map. It also was included in a multi-jurisdiction location study that was completed in the mid-2000s with input from VDOT, leaders from Prince William County and other jurisdictions. “Each intersection is being improved with widening, turn lanes and traffic-based signal timing,” McCord continued. “Pedestrian and bicyclist improvements include a ten-foot shared use path along southbound Route 1, as well as a six-foot concrete sidewalk along the southern leg of Route 1, including the bridge over Marumsco Creek and along Occoquan Road. Medians will be added to separate opposing traffic and limit left turns to and from the mainline and private driveways. Retaining walls are being installed to provide an aesthetic finish using form liners to place a pattern on the concrete, as well as adding color to the concrete finish.” Funding has come from a combination of sources. Federal and state monies covered $13.9 million for preliminary engineering, $85.4 million for right-of-way, and $56.4 million for widening operations. Duct bank design and construction were covered by local funds in the amount of $12.1 million. The construction is being completed in three stages. “The first stage widened the northbound lanes of Route 1 between the Marumsco Bridge and Occoquan Road,” said McCord. “Traffic has not been shifted onto this pavement. The second stage combined the north end of Route 1 (both southbound and northbound from Occoquan Road to Annapolis Way), with southbound widening between Occoquan and South Easy Street. The southbound widening should be completed the end of September. The north end should be completed by next summer. The third stage will be the south end of Route 1 from the Marumsco Bridge to Mary’s Way. This stage should be complete toward the end of next year.” see VDOT page 74

John Deere Adds Stump Shredder to Worksite Pro Lineup John Deere continues to expand its Worksite Pro attachments lineup with the addition of the SS30 model stump shredder. Ideal for landscaping and construction job sites, the new shredder removes stumps from 8 to 28 in. (20 to 71 cm) in one pass. Larger stumps are easily removed with multiple bores. The stump shredder is optimized for the new mid- and large-frame G-Series skid steers (320G, 324G, 330G and 332G) and mid- and large-frame G-Series compact track loaders (325G, 331G and 333G). “Our shredder was engineered to be a powerful, indispensable tool for tree stump removal,” said Jessica Hill, global program manager, attachments. “It’s a unique offering to the market that was created to keep operators safer and more productive.” The stump shredder is designed with a low-speed, high-torque auger planetary drive that shreds tree stumps with reduced incidence of high-speed flying debris when compared to conventional stump grinders. Despite its slower operating speeds, stump removal also is faster than conventional

grinders. Site cleanup is easy due to the small, contained chip pile produced by the attachment. For superior ease of operation, the shredder’s hardened pilot cone draws the auger into the stump while 0.75 in. (1.9 cm) thick, AR500 steel blades efficiently cut the stump. With the SS30 model, operators can bore up to 20 in. (50.8 cm) into the ground to remove stump feeder roots. The stump shredder also was built to provide customers with cost and time savings. Carbide tool replacement parts are not needed for the attachment, and maintenance is only required every 1,000 stumps, yielding lower operating costs and maximum uptime. Grade A Mobile Impactor, Screen Create Fill on the Spot A startup general-site work contractor has added a mobile impact crusher and mobile screen to its fleet to leverage expansion in the booming middle Tennessee region and to “fill” the need for fill on job sites on rough terrain. Launched in 2013, Grade A Construction of Mount Juliet, Tenn., serves a variety of market sectors, including commercial, industrial, residential, heavy construction, highway, landfill construction, hazardous waste removal and soil remediation. “We have quickly developed into a major player in our Nashville market, and our experienced staff and depth in the field has been the key to our rapid growth,” said Rachelle L. Reigard, president, Grade A Construction LLC. “When you combine the experience of my vice president of operations, Lance Lannom, with my business background, we are well-situated to grow as the Nashville area continues to expand.” Processing Fill on Site Grade A began by doing only site clearing and grading, but it has expanded to utilities, drilling and blasting, site concrete, on-site crushing, directional boring, retaining walls, asphalt paving and slipform concrete paving. In 2017 the company had about 140 employees year-round. “We offer the advantage to clients of being able to incorporate all these capabilities into one bundle,” Reigard said. “Being able to work with fewer subs puts clients in a nice spot to get everything done. The more services we incorporate into our bids, the more likely we are to be successful.” Rugged middle Tennessee borders the Cumberland Plateau and, further east, the Appalachian Mountains, and is hilly with steep ravines and creek valleys. As a result, most level areas were developed long ago, and now much construction requires removal of hillsides, bluffs and expansion of the few flat areas into hills. That kind of drilling and blasting as an adjunct of site development has become Grade A’s forté. “The problem with Nashville right now is that all good, level sites are gone,” Reigard said. “The only sites left are those with lots of rock, heavy grade changes, and in need of

a of unique excavation. Almost every job we come across needs that kind of work.” Grade A’s acquisition of the Kleemann Mobirex MR 110 Zi S EVO2 mobile impact crusher with conveyor-mounted screen — and Mobiscreen MS 15 mobile screen — came hand in hand with drilling and blasting. “We were subbing the crushing out initially, but found we had more control doing it ourselves,” Reigard said. “Doing our own blasting on site provides our grading crews excellent material to repurpose. Now we can keep the material on site, crush it, screen it, and turn it into valuable products that can be used for the project while eliminating costly hauling expenses.” Environmentally Sound Processing the shot material at the construction site using mobile equipment is an environmentally sound application, as it eliminates the long train of truck traffic hauling material out and in, thus cutting down on traffic tie-ups, exhaust emissions and fuel consumption. Yet it results in virgin material

being available on site for fill. Prior to the aggregate processing equipment, after removal of the unwanted material, Grade A would have to buy processed aggregate to fill behind retaining walls. “The segmental retaining walls that we construct require a specific size of stone, and

with our Kleemann equipment we can adjust the parameters to exactly what we need,” Reigard said. “Retaining walls take a ‘ton’ of that stone, and we make exactly what we need right there. If we need fill elsewhere — for example, parking lot bases, building pads see FILL page 56

Rockster Wind Sifter RVB1700 Blows Away Crusher Impurities The Austrian company Rockster Recycler GmbH has developed a wind sifter retrofit kit for its mobile crushers. With relatively little effort, the final products to be produced can be significantly increased in value. The partially unavoidable contaminations in the crushed material are simply blown away, according to the manufacturer. The wind sifter RVB1700 separates nonmineral components, like paper, wood or foils, from the crushed material. This results in a cleaner and higher quality final product. It is therefore possible for Rockster customers to work more economically and in a

more environmentally friendly way.

Non-Mineral Substances Are Separated From Mineral Substances The centerpiece of the RVB1700 is a variably adjustable blower, which is connected by flexible hoses to the air nozzle. This air nozzle is adjustable in inclination. Through the narrow slot of the air nozzle, the air emerges and blows diagonally from below through the crushed material, so that the unwanted lightweight materials (e.g., polystyrene, textiles, gypsum, foils, wood, etc.) get removed. ‘Crazy-Stable’ Fill Material Helps Keep Job Sites Clean FILL from page 49

or ditches — we just set the equipment for the sizes we need.” “The Kleemann crusher works great in our day-to-day grading activities, because we have so much on-site waste that we are turning into valuable product, eliminating haul-off and haul-in, both being major expenses,” said Lance Lannom, vice president of operations. “It cuts down tremendously on material being imported. In a recent project in Nashville, we cut out tens of thousands of truckloads being hauled up and down city streets, eliminating wear to pavements, which benefits taxpayers.” “We are doing what’s best for the environment,” said John Alan, in charge of client development for Grade A. “The Kleemann products allow us to take previously unusable material and utilize it in a new way. The reality is not everyone can do that. But it gives us a competitive advantage while being the right thing to do for our society and valued customers.” When there is a need for a high volume of fill material, the Kleemann impactor steps up to the plate. “If we have too much shot material, and we have the impactor on the site, we’ll take the screener out from in front of it, turn the crusher wide open, and we’ll blow material right through,” Alan said. “The resulting fill material is crazy-stable, and it gives us a clean site. Instead of bringing in dirt, having it turn to mud and being tracked out onto the road, we just take the 6-in. minus crushed rock and spread it around, keeping employees working.” Bramco is the crushing equipment distributor for Grade A Construction. “Bramco maintains our Kleemann equipment,” Reigard said. “If it needs service, we

just make a phone call and Bramco keeps us running.” Reigard has found it helpful to send employees to Kleemann training at the Center for Training and Technology (CTT), located on the grounds of Wirtgen America’s North American Campus in Antioch, Tenn. “We’ve had training for employees multiple times, and our staff comes back knowing exactly what to do, what not to do, and how to keep up the maintenance for ourselves,” she said. an intensive investigation of what would work right for it. “We tested certain manufacturers and ran the equipment side by side,” Reigard said. “Kleemann far surpassed the other companies as far as production, efficiency, and durability. “In working with it, we saw it was heavier and more durable. It didn’t jam as much on the oversized material like its competitors. All the companies were very generous to let us use their equipment in the demos, but we kept coming back to Kleemann.” Initially, Grade A rented the Kleemann crusher and screen, but rapidly converted them to a purchase. “We really didn’t have an idea how much we would use the Kleemanns until we started using them,” Reigard said. “We put it on the first job and realized we were keeping it busy all day, every day. And as soon as we finished that first job we had another place

for them. We realized this would not be something that we would need every once in a while. We could keep it busy all the time with the types of jobs we were doing.” Grade A chose the impactor for its flexibility: in addition to processing shot rock, it could handle demolition concrete and reclaimed asphalt pavement more efficiently than a jaw crusher. “Demolition material goes right through, and the crusher separates the metal the way it’s supposed to,” Alan said. “We feel the impactor produces a tighter spec than a jaw crusher. At the end of the day, a jaw crusher only gets down to a specific size. The jaw crusher will just crush; if we wanted the big stuff, we’d get a jaw. The reality is that the impactor gives us versatility. We can’t make the huge stuff, 6 in. plus, but where we want to be is in the smaller-size stone market, because that’s where we can utilize the vast majority of the stone on site.” see FILL page 58

Value-Added Aggregate The result is value-added aggregate sizes. “It makes a more expensive product,” Reigard said. “When teamed with the screen, we can make anywhere from three to five products coming out of the machines.” And if Grade A needs as few as three products, it can decouple the Mobiscreen from the circuit and use the conveyormounted screen to produce sizes, feeding the 2-in. oversize back into the crusher until the desired gradation comes out the other end. “We will refeed the tar out of it!” Alan said. The MS 15 Mobiscreen was acquired to increase the amount of aggregate processed beyond that of the Mobirex MR 110 Zi S EVO2’s conveyor-mount screen. “The conveyor-mount screen was sufficient, but we could not get as much granular material as we wanted,” Alan said. “You could try it, but you would work the machine to death. Kleemann suggested the MS 15 as the best partnership; the advantages of getting the Mobiscreen far outweighed not having it on a project.” Grade A’s MR 110 Zi S came with an independent prescreen, which enhances throughput while reducing equipment wear. “The prescreen cleans the feed, keeping dirt and unusable fines out of the crusher,” Reigard said. “I can’t emphasize that enough. If you had seen the first project we had that machine on, the dirt/rock mix pile

we processed came out as gray stone. We ran that machine head to head against other makes, and they could not produce the same result.” When visited, Grade A was producing 1 1/2-in. stone, 3/4-in. stone and 3/8-in. minus. The independent prescreen in the Mobirex MR 110 Zi S was removing all dirt from the feed ahead of the impact crusher. The crusher was feeding all crushed material to the conveyor-mounted “hanging” screen with single 2-in. deck. Below, plus 2-in. oversize was circulating back to the impact crusher via enclosed external belt, while minus 2-in. material was forwarded to the MS 15 Mobiscreen. The triple-deck M 15 sorted 1 1/2-in., 3/4in. and 3/8-in. minus material into separate stockpiles. All aggregate would be used on the job site. Kleemann’s efficient dust control system also was a plus. “The dust control was a real selling point,” Reigard added. “That’s a huge issue around here, because there are not a lot of open sites left in Nashville, and we often are working right next to housing. Environmental inspectors visit and must approve of the setup before we can begin. Last fall of 2016 — when we were running it during a dry spell — the dust could have gotten out of hand, but the spray system cut the dust by two-thirds compared to the other models. We just can’t do it with other products.”

After looking at equipment from a number of manufacturers, Grade A chose the Kleemann impactor and mobile screen for their flexibility and durability.

Also protecting against dust intrusion is the cushion-mounted control panel, which has an air-overpressure system within to keep dust out. And the automated zero-point gap setting technology on the impactor saves time at startup and later in the day, when readjustment of the gap may become necessary, Lannom said. “Kleemanns have excellent technology,” Alan said. “They’ve made a ‘hoss’ of a

machine that’s capable of being moved on one trailer. Other machines look prehistoric compared to the Kleemann products. Illinois, Georgia Take Top Honors in National Transportation Competition An innovative fix for a congestionplagued interchange connecting people to some of Chicago’s most popular destinations and a bikeable and walkable greenway that connects neighborhoods in Atlanta’s north side are being honored as the winners in the 2018 America’s Transportation Awards competition. The new $135 million interchange has improved a critical connecting point for the area and greatly improved traffic flow for both Chicago residents and visitors alike.

The path was built on the right-of-way of GA 400, reclaiming what was previously a highway-only corridor and creating a multimodal trail by turning under-utilized gray infrastructure green.

“All of the nominees in the 2018 competition are standouts, representing a wide range of transportation solutions,” said Bud Wright, AASHTO’s executive director. “State departments of transportation are improving safety and the quality of life for their communities while also finding new ways to solve transportation challenges. This year’s top two winning projects are perfect examples of that.” Illinois DOT's Interstate 55 and Lake Shore Drive Interchange project increased safety, reduced congestion, and cut drive times. The new interchange now connects a major interstate and an urban expressway near some of Chicago’s most popular recreational

and educational destinations. Several creative solutions were used during construction, such as building a temporary bridge to accommodate Interstate traffic in order to avoid closures and detours. The Georgia Department of Transportation’s 400 Trail project earned the highest number of online votes cast in the Socrata People’s Choice Award competition. The multimodal pathway built on the right-ofway of GA 400, reclaiming what was previously a highway-only corridor. The pathway provides a critical connection within the community, bringing together 8,000 residents within a walking distance of 10 minutes.

The 2018 competition attracted 79 project nominations from state departments of transportation in 35 states. Four regional competitions were held and the three projects from each region receiving the highest ratings competed for the final two awards. An independent panel of industry judges selected the grand prize winner, while the project receiving the highest number of online votes earned the Socrata People's Choice Award. “We applaud all of this year’s nominees, especially the Georgia Department of Transportation for receiving the highest number of online votes and taking home this year’s Socrata People’s Choice Award,” said Patrick Farley, director of government affairs, data and insights for Tyler Technologies Inc. “GDOT’s 400 Trail project is bringing communities in Atlanta closer together in a healthy and sustainable way.” Presented at the AASHTO Annual Meeting in Atlanta, the Grand Prize and Socrata People's Choice awards each came with $10,000 cash prizes to be used to support a charity or transportation-related scholarship program. Road Construction Balances Traffic Flow With Unforeseen Challenges VDOT from page 26

Keeping Traffic Flowing As with all multi-year projects, there have been ongoing impacts on traffic. VDOT stresses that drivers can expect daytime lane closures (weekdays) from 9:30 a.m. to 3:00 p.m.; nighttime closures, if needed, from 9:00 p.m. to 5:00 a.m. (weekdays), and between 9:00 p.m. to 9:00 a.m. on weekends. “In this busy area, we are working to balance good traffic operations, especially during peak periods, with providing access to residents and businesses,” said McCord. “During construction, we are striving to maintain traffic flow by limiting lane closures during peak traffic periods, and by carefully phasing or shifting traffic patterns.” So far Fort Myer Construction has been on schedule in meeting benchmarks as the work progresses. “Inherent in all heavy highway construction projects are unforeseen challenges, such as the abundance of rain this summer, that may require engineers to re-evaluate design, construction, schedule, coordination with utilities, or any combination of these disciplines,” said Marc Mandell, FMCC’s COO and General Counsel. “VDOT and FMCC work closely together using the partnering process to overcome such challenges. Specifically, VDOT and FMCC are continuously analyzing, updating, and upgrading the project schedule while examining potential impacts of existing util-

ities and alternative means and methods to be employed to achieve the best results for our external customers. “VDOT and FMCC have and continue to increase personnel and equipment to work on multiple phases of the project contemporaneously,” he added, “while addressing storm water runoff and examining alternate methodologies and the use of alternative equipment for work near the railway tracks.” Mandel is confident that the project will meet all desired goals, stating, “FMCC is proud to continue to provide over 46 years of exceptional service to our customers,” he said. “We pride ourselves on our knowledge, professionalism, integrity, and experience and our work with VDOT to deliver another successful project to the Commonwealth of Virginia.” Subcontractors on the project include: Pessoa Construction Company Inc., Capitol Heights, Md., Tessa Construction, Sterling, Va., B&B Signal Company LLC, Manassas, Va., Muller Erosion Control & Site Services Inc., Falls Church, Va., and InfraTech Construction Company, Sterling, Va. have yet to be constructed due to budgetary restraints. These projects include: • a substantial portion of the I-10 reconstruction and widening from the Mississippi River Bridge to the I-10/I12 split in Baton Rouge; • a new interchange on I-10 in Kenner at Loyola Drive to serve the new Armstrong Airport terminal currently under construction; • a new access from I-20 directly into Barksdale AFB in Bossier City; and • up to 10 percent of project cost for new toll bridges (the Belle Chasse bridge and tunnel replacement project would be eligible if the funds are necessary.). “Urban capacity projects are unfortunately becoming rare due to their increased costs and funding constraints,” Sec. Wilson said. “The state needs sustainable funding in order to maintain our aging infrastructure, much of which was built over 50 years

ago. We must continue to think of innovative ways to secure funding to move forward with not only our infrastructure needs, but also to improve our economy by creating a better quality of life for our citizens and out-of-state motorists. The GARVEE bonds allow us to build these projects that have been discussed for decades, but have never been constructed because of the lack of resources.” The agreement between DOTD and FHWA, the first of its kind for Louisiana, signifies the state’s commitment to acquiring funding for its infrastructure needs. It also demonstrates the cooperation between the two agencies by showing how federal and state agencies can work together to benefit the traveling public. “GARVEE bonds are a tool that provide flexibility to Louisiana Department of Transportation and Development in the delivery of projects in their federal-aid highway program to meet their goals and priorities,”

Bollinger said. An underwriter for the projects will be selected in late September. Additionally, the bid process for the Loyola interchange and Barksdale entrance projects will begin in 2019. The projects are expected to receive environmental clearance by the end of 2018, which is also the anticipated timeframe that the GARVEE program will be finalized. Additionally, the department will proceed to seek approval to use design-build for the Loyola interchange and Barksdale entrance projects such that both projects can proceed once environmental clearance is achieved. The department will make a decision on the preferred delivery method for the I-10 reconstruction and widening once the constructibility analysis is completed. Three-Day JM Wood Auction Tops $38M in Montgomery

M Wood Auction held its 45th annual three-day fall auction Sept. 18 to 20 at its facility in Montgomery, Ala. The auction presented a lineup of construction equipment, trucks, trailers and forestry equipment. Highlights included a group of 2018 Mack GU713 and 2018 Kenworth T800 dump trucks from several Alabama counties, as well as 2015 Cat 336FLs from a pipeline contractor who was updating his fleet. Featured sellers included Alabama Power Company, Kellog Brown and Root, Flint Companies and numerous government agencies from across the Southeast. Gross sales totaled $35.8 million,

including $9 million in online sales. Online or online backup bidders accounted for 45 percent of the purchases. “Prices were strong all three days,” said JM Wood President Bryant Wood. “The Internet was pretty active, and attendance was also high. These guys are busy and they know where to come for equipment that is ready to go to work.” The next multiday sale at JM Wood’s auction facility in Montgomery is scheduled for Dec. 5 to 6.
