Master Developer to be Considered
By the July 14 deadline, the Local Reuse Authority (LRA) had received two Statements of Qualifications related to the master developer selection process for the Base Reuse Project at the former Concord Naval Weapons Station.

One statement came from Brookfield Properties; the other came from Housing America Partners, which is a consortium comprised of the Unity Council, The Pacific Companies, Pacific Housing West, Gorman and Company, Rogal Projects, and Sovereign/Genesis Capital.
The LRA team will be evaluating the statements submitted in preparation for City Council consideration at a public meeting tentatively set for Saturday, Aug. 26. For more information or future notifications, please visit www.concordreuseproject.org and sign up for project updates.
Introducing the Toyota Pavilion at Concord
The Concord Pavilion is getting a new name and brand identity thanks to a new sponsorship from one of Concord’s largest businesses. The Toyota Pavilion at Concord has been named in a long term deal between the automaker and Live Nation, the company that manages the 12,500-seat outdoor venue owned by the City. Officially announced in August, the sponsorship includes the new name and new signage as well as revenue that will go toward Concord’s general fund.
Emergency Preparedness Fair Coming Sept. 7
Concord’s annual emergency preparedness fair will be held on Thursday, Sept. 7 from 4 to 8 p.m. at Todos Santos Plaza, concurrent with Music & Market. Prepare today for tomorrow’s natural disasters. Learn how to use a fire extinguisher, shut off your utilities, access short wave radio communications, and contact 911 dispatch. Dozens of first responders and partner organizations will be there to meet the community and answer your questions.

Permit Often Required for Tree Removal
Did you know that there are City ordinances requiring a permit for the removal of certain private trees?
The City’s Urban Forest consists of street, park, public, open space, and private trees. All of these trees contribute to the vast social, economic, and environmental benefits that an “urban forest” provides to a community. To preserve and grow this valuable asset, the City of Concord protects certain trees that are on private property.
The City also sets planting and maintenance requirements for all trees that are within the right-of-way. There are specific criteria that determine which private trees are and are not protected. The requirements for tree preservation and criteria to be eligible for a Private Tree Removal Permit are codified in the Concord Municipal Code Sections 8.25 Neighborhood Preservation, 8.40 Trees and Shrubs, 17.20 Subdivision Design and Improvements, and 18.310 Tree Preservation and Protection.

Before removing any tree from your property, please check the Public Works Trees web page or call 925-671-3107 to verify whether a Private Tree Removal Permit is required. Protecting trees from unnecessary removal is just one way the City is working to preserve our urban forest from premature decline in tree canopy coverage. Learn more at cityofconcord.org/trees
Pilot Program Aims to Enhance Cleanliness, Safety in Downtown
In May, the Todos Santos Business Association (TSBA) began implementing the Downtown Concord Pilot Program, which consists of three services: a day porter to improve cleanliness, a security guard to enhance safety, and pressure washing of streets in lieu of regular maintenance by private owners.
The goal of the program is to promote a welcoming, clean, and safe environment for visitors frequenting Todos Santos Plaza and the surrounding businesses, many of which struggled financially due to the lack of foot traffic during the COVID-19 pandemic. The service area includes one to two blocks outward from Todos Santos Plaza in every direction.
The day porter, who is on-site daily from 8 a.m. to 4 p.m., collects trash and litter around the park each day, and cleans benches and other fixtures in and around Todos Santos Plaza.
The downtown is patrolled daily from 12:30 to 8 p.m. The unarmed security guards patrol by foot, bike, or vehicle, depending on the time of day. Through non-confrontational techniques, they are able to displace and discourage inappropriate behaviors, with notable success in the public parking garages. Pressure washing takes place on an as-needed basis in the early morning hours.
The pilot program will run for 18 to 24 months, with the TSBA making an effort to stretch the $458,494 of City Council-awarded federal funding and a $50,000 contribution from the Brenden Mann Foundation as far as possible.
In addition to this pilot, the City Council recently authorized the use of $800,000 of American Rescue Plan Act funds to add new trash receptacles in the downtown and to improve the safety, security, and cleanliness of the City-owned parking garages.

In June, the City Council adopted a balanced, twoyear operating budget for Fiscal Years 2023-24 and 2024-25. The new general fund budget, which went into effect on July 1, projects $125.3 million in revenue, with 46% from sales tax (including Measure V) and 27% from property tax. It also includes the use of the City's fiscal stability fund that Council previously reserved for balancing the budget.
Like many cities, Concord faces challenges associated with rising costs due to inflation and personnel expenses. However, with strong fiscal stewardship, the City Council and staff have been able to leverage resources to enhance service levels.
At the budget hearing in June, the City Council further invested in code compliance by adding an administrative assistant to the Police Department’s community impact unit in order to allow code enforcement officers to spend more time in the field. Council also authorized an additional building inspector who will focus on building code compliance.
The operating budget is supported by revenues from Measure V, a voter-approved, one-cent transaction and use tax that is expected to generate approximately $32.2 million in FY 2023-24 in local funding that cannot be taken by the State. Of this, approximately $14.1 million will be used to support general fund operations; $2.2 million to support Council priorities such as economic development, public safety, the Coordinated Outreach Referral and Engagement (CORE) program that assists with homeless services, and code enforcement; and $15.9 million of supplemental funding for roadway/transportation projects, residential paving, and building and parks maintenance.
Concord is committed to strong fiscal stewardship, transparency, and accountability. Working together, the City Council and staff ensure that Concord’s budget and financial policies reflect spending consistent with the community’s priorities.

Roadway Improvements Underway Citywide

With multiple construction projects happening at once, “cone zones” are seemingly everywhere and traffic can be slow. Thank you for your patience during this busy time.
Concord is fortunate to have so many roadway improvement projects happening at once – it is the result of a huge infusion of funds to tackle what residents have long said is one of their highest priorities: fixing the roads! Thanks to Measure V, the voter-approved, one-cent use and transition tax, the City was able to leverage these funds to launch a $115 million, five-year pavement improvement plan.
Here are some of our biggest projects happening now:
The Treat Blvd. work runs from the Walnut Creek city limits to San Miguel Road, and uses a process called full-depth reclamation (FDR), which involves mixing cement with underlying soils to create a strong and durable foundation for the roadway. The Oak Grove project runs from Treat to the Contra Costa Canal Trail. These projects also involve installing curb ramps for improved accessibility, repairing sidewalks, curbs, and gutters, and installing fiber optic conduit for traffic signal communications. Phase 2 of the Treat project will cover San Miguel Road to Clayton Road and is on schedule to begin in spring 2024.

The Willow Pass Road Patch Repair & Overlay Project is scheduled to begin construction this fall and last for six weeks. The project limits are on Willow Pass Road from Landana Drive toward Highway 4 to Avila Road. This project is designed to first address some of the major potholes and then overlay the road so that the pavement will be smooth. The project enhancement will improve the ride quality and extend the pavement life for an estimated 5-7 years for this heavily traveled road segment. It will also add shoulder backings at the edge of the new pavement to even out the transition from the new road to the side.
Pavement maintenance and asphalt repairs are ongoing in all five pavement management zones throughout Concord.

Work will also include the installation or upgrades of curb ramps at intersections, bulb-outs (curb extensions for pedestrian safety), sidewalk gap closure, concrete repairs, adjustment of utilities, and restriping.

Additional neighborhoods will be paved over the next two years.

The Meadow Lane/Market Street project focuses on pavement rehabilitation along Meadow Lane, from Monument Boulevard to Market Street, and on Market Street, from Meadow Lane to Willow Pass Road. It also includes various enhancements such as fiber optic cable installation, curb ramp upgrades, installation of rectangular rapid flashing beacons at crosswalks, traffic calming measures, and traffic signal equipment upgrades. Notably, a designated bike lane will be added along Meadow Lane to promote safety.

Treat Boulevard and Oak Grove Road Meadow Lane and Market Street Willow Pass Road Overlay ProjectAutomated License Plate Readers Successful in Identifying Suspect Vehicles
In August 2022 the City Council authorized the purchase and installation of Flock Safety Automatic License Plate Reader (ALPR) cameras to be placed at strategic locations throughout the city. These cameras, which are commonly used throughout the Bay Area and California, read and record license plates as cars pass by and compare them to a database of vehicles flagged as stolen, used in a crime, or belonging to missing persons.
This information acts as a service multiplier for the Concord Police Department, allowing officers to proactively find vehicles in real time, as well as serving as an investigative tool to help solve crimes.
To date, the City has installed more than 50 Flock cameras on City property. Community partners, such as Park ‘N Shop, Sunvalley Shopping Center, and private homeowners, have purchased and installed their own for increased capacity.

Almost immediately after going live with the system, Concord police investigators entered the license plate of a vehicle that was associated with a recent felony organized retail theft. Within a matter of hours, the Flock system located the vehicle entering a retail parking lot and alerted officers, who arrested the driver for felony warrants associated with theft.
The Flock database has also been used repeatedly to help locate missing persons with cogitative functional impact, such as Alzheimer’s and dementia.

Homeless Strategic Plan Development Continues
Work continues on Concord’s development of a Homeless Strategic Plan to address and prevent homelessness in the community.

The 11-member Working Group has been meeting monthly since March, and the project’s consultants and City staff have hosted two community meetings and several focus groups, and conducted multiple surveys to gather feedback.
In June, the team presented its background report to Council and shared information about the project’s next steps, which include developing a vision and goals for the strategic plan.
At press time, the Working Group, which meets on the fourth Mondays of the month, was scheduled to meet again on Monday, Aug. 28 at 6 p.m. at the Concord Senior Center. These meetings are open to the public.

Be a Santa to a Senior
Be a Santa to a Senior (BASTAS) service program provides holiday cheer to seniors who are least likely to receive a gift, who are lonely or financially in need. Visit one or several locations in Concord that will host a BASTAS tree. Locations will be announced in November.
Pick up an ornament tag, purchase gift wishes and return unwrapped gifts along with the ornament gift tag to the same location. Ornaments will be available mid-November.

Gifts will be wrapped at the BASTAS gift wrapping party on Saturday, December 16 and delivered the following week.

Day Trips & Tours
We define trips and tours that don’t require overnight stays as day trips. All day trips will feature roundtrip transportation from the Concord Senior Center. Payment must be made in full at the time of registration.

Extended Travel
Any trip or tour that requires an overnight stay is considered extended travel. Trip booklets for an extended travel program, with registration details and full itineraries for each destination included, may be picked up at any of the Community Centers.
How To Participate
Read the description of the travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Register for a program online, in-person or over-the-phone with our registration staff at any of the Community Centers.
Transportation
Roundtrip transportation from the Concord Senior Center will be provided either on a commercial motor coach or in a passenger van.
Travel Safely
To maintain a safe travel environment, the City will follow the latest health guidelines and protocols set by the local and state public health departments. Contact the Program Coordinator for further clarification.

Sold Out & Waitlist
If a trip is sold out, a waitlist will be formed. If there’s a cancellation, registration staff will contact persons on the waitlist registration staff will contact persons on the waitlist on a first-come, first served basis.
Trip Minimums
Travel programs may need to be cancelled in advance if trip minimums are not met in advance. Help us spread the word about upcoming trips to avoid potential cancellations.
Cancellations & Refunds
As a result of passenger minimums and prepaid deposits, refunds will not be permitted within 30 days of a trip. Refunds and withdrawals will be subject to a $5 cancellation fee. Trips are rain or shine.

It’s important to note that each person’s mobility can vary widely, and these ratings are intended to provide a general guideline for mobility levels of day trips.
MOBILITY LEVELS FOR DAY TRIPS
Level 1: Easy
This rating is suitable for seniors who have limited mobility, use a wheelchair, or use a walker. Walkable destinations in this category include places that have flat terrain, easy-to-navigate paths, and minimal obstacles.
Level 2: Moderate
This rating is suitable for seniors who are mobile but may need occasional rest breaks. Walkable destinations in this category include places with some inclines or stairs but still offer easy-to-navigate paths and seating areas.

Level 3: Strenuous
This rating is suitable for seniors who are active and enjoy a good workout. Walkable destinations in this category include places with steep inclines, uneven terrain, and long distances.

Important information when visiting the pool…
• All swimmers are required to self-check prior to arriving for their swim. If you do not feel well, exhibit flu like symptoms, fever of 100.4 degrees or higher, cough, shortness of breath, difficulty breathing, loss of taste or smell please don’t come to the pool until symptoms have completely subsided.
• During Lap Swim times lanes maybe utilized to accommodate city programming.
• Please choose a lane that meets your needs and your swim pace.
• Always announce your presence when entering a lane that is currently occupied.
• If you are sharing a lane with another swimmer you are required to circle swim. Please swim down the right side of the lane and back up to the right side of the lane.
• NO DIVING – Please enter the pools feet first.
• Lifeguards are on duty to recognize and respond to an emergency and provide care. They are not on deck to police lanes.
• Be kind and courteous to others.
• Please continue to bring your own personal lap swim equipment.
• Private instruction, coaching, organized events and workouts are not allowed without prior approval from Aquatic Staff.

Join the City of Concord aquatic staff for a Spooktacular fall-time event for the whole family. Splash around and pick out the perfect pumpkin in our shallow water short-course lanes. The shallow lanes will be divided into sections for the pumpkin float based on swimming ability and age. Once you have picked the best pumpkin in the patch, get dressed in your Halloween costume and head over to the grass area and decorate while enjoying spooktacular music, arts and crafts, and games!
Anyone that plans on participating in the event must be registered online; registration includes pumpkin. Please keep in mind children 8 years and under, and/or anyone wearing a Coast Guard approved flotation device, must be accompanied in the water by a legal guardian and within arms reach at all times.

Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees.
Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.
Withdrawals and Transfers
If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Please note: Programs with different cancellation fees are noted and only the higher fee applies, not both. No refunds for non-attendance, one-day workshops, trips or materials fees.

WAIVER AND RELEASE FROM LIABILITY / ASSUMPTION OF RISK
I, the undersigned, wish to participate in one or more activities (hereinafter collectively referred to as “the Activity”) conducted in collaboration with the City of Concord’s Recreation Services Department. I am aware that serious accidents and injuries occasionally occur during recreational pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom, and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my participation in the Activity. I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death, personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees, or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand my signature is a legal and binding signature and will be considered original if received by fax.
USE OF PARTICIPANT PHOTOGRAPHS/VIDEO
In addition to the forgoing, I give consent to Concord Recreation Services Department or any other media agency authorized by the City of Concord to photograph or video me (or the minor on whose behalf I am signing this waiver), and to use such photographs/video footage in brochures, newspapers, social media, or other forms of media describing City of Concord activities. I agree to advise the City of Concord Parks & Recreation Department in writing if I do not agree to the forgoing.
COVID-19/CORONAVIRUS LIABILITY WAIVER AND RELEASE, AND INDEMNITY AGREEMENT
On behalf of myself and/or my son, daughter, or person for whom I serve as legal guardian (the “Participant”), I acknowledge with my signature that the Participant wishes to participate in a City of Concord Recreation Services Department activity or program (“activities or programs”).
I understand that by participating in City of Concord activities and programs there is an inherent risk of potential exposure to infectious diseases, including but not limited to COVID-19/Coronavirus. The risk of potential exposure cannot be eliminated. On behalf of myself, the Participant, my heirs and dependents, personal representatives, assigns and insurers, I now voluntarily and knowingly release and hold harmless the City of Concord, its officers, employees, volunteers, agents, successors in interest, insurers, contractors, suppliers, vendors, assigns, and any persons or entities with which/whom the City is affiliated (hereinafter collectively referred to as the “City”), from any and all liability, lawsuits, or claims for injuries, death, or property damage resulting from, arising out of, or in any way connected with Participant’s participation in the activities and programs (collectively “Claims”), including but not limited to Claims arising out of or in any way related to any emergency medical care administered, any illness or infection or disease, and COVID-19 or Coronavirus related health issue or exposure. This waiver and release shall apply even in the event that such personal injury, death, or property damage is caused or contributed to in whole or part through the passive or active negligence of the City (with the exception of sole, active negligence).
I agree to defend, hold harmless, and indemnify the City from and against any and all Claims (including attorney’s fees) arising out of, or in any way related to Participant’s participation in the activities and programs, any actual or alleged negligence of myself or Participant, any emergency medical care administered, any illness or infection or disease, and/or COVID-19 or Coronavirus related health issue or exposure.
I/WE HAVE READ THIS WAIVER AND RELEASE IN ITS ENTIRETY. I/WE FULLY UNDERSTAND IT, AND RECOGNIZE THAT THIS WAIVER AND RELEASE IS A LEGALLY BINDING DOCUMENT.
