Health in Detention

Swiss TPH, in Allschwil, Switzerland in collaboration with the ICRC

Health in detention is a one-week course offered by the Swiss Tropical and Public Health Institute (Swiss TPH), an associated institute of the University of Basel, in collaboration with the International Committee of the Red Cross (ICRC). This course is open to participants working in the field of health in detention, nationally or internationally, and uses a multi-disciplinary approach to bring together academia, clinical, public health and legal experts.

Aim of the course

The course aims at providing health professionals with the information, methods and tools needed to analyse and address health and human rights issues affecting people in detention. The course has an international / global perspective and covers topics such as detainee health, health systems, control of communicable and non-communicable diseases and ethical issues that arise when providing healthcare services to populations in detention. It also provides an overview of the main legal instruments, professional codes and declarations designed to protect the rights of prisoners, detainees and patients.

Objectives and content

By the end of the course, participants will be able to:

– Define the main legal instruments, professional codes, and declarations designed to protect the rights of prisoners, detainees, and health professionals responsible for the care of these populations

– Appraise the most important health problems in places of detention

– Analyse and address health and human rights issues facing populations in detention.

The course content includes the following topics:

– Global challenges in places of detention

– Legal framework for ICRC detention activities

– Health and well-being of detainee populations (with a particular focus on women, youth and the elderly)

– Health systems and management structures in places of detention (nationally and internationally)

– Communicable (TB, HIV/AIDS, Scabies) and non-communicable (mental health, drug use and substance abuse) disease control

– Nutrition, water and sanitation

– Medical ethics / medical confidentiality and dual loyalty for health care providers

– Hunger strike and their management

– Health impact of solitary confinement and disciplinary segregation.

Participants

– Health professionals (medical doctors, nurses, midwives, pharmacists)

– Health managers and planners, social scientists, health system researchers, educators

– Members of international organisations, working or dealing with police stations, detention, prison services

– Authorities involved in detainees health.

Teaching / Learning Methods, Facilitators

The course is based on the principles of adult learning and the teachers facilitate the learning process. The facilitators will share their experience and expertise with the participants. A broad spectrum of educational methods will be used. The course is jointly coordinated and organised by the ICRC and Swiss TPH.

Evaluation

At the end of the week, short answer question will be used as a test to measure the individual performance of each participant. Certificates confirming successful completion and / or attendance will be issued.

Certification

Testimonials confirming attendance will be issued at the end of the course. A certificate is awarded to those participants who have reached the acceptable level of performance, which is defined as 60 % of the achievable maximum.

Conditions for admission

– At least two years of professional experience

– English requirements: TOEFL paper 550 / computer 213 / internet 79 – 80 or IELTS 6.0 or native speaker or completed higher education in English (with written proof)

– The number of participants is limited to 24

Course fee

The course fee must be paid 4 weeks before the start of the course. The course fee includes a registration fee of CHF 100, which is due at the moment of acceptance to reserve a place. If a participant does not attend the course, the registration fee cannot be reimbursed. If cancellation is less than 4 weeks before the beginning of the course an additional fee of CHF 300 will be charged. For students registered as a tropEd Master student at a tropEd home institution, a reduced course fee is available. The course will be held at the Swiss Tropical and Public Health Institute in Allschwil, Switzerland.

In case of an insufficient number of participants the course can be cancelled up to 4 weeks prior to the course start. Swiss TPH is not responsible for any costs related to flight bookings, etc.
