ing should be an ideal setting for those looking to find out more information on the pros and cons of the subject, and a safe way to express their views. “The purpose of the debate is to invite Chris Amenson to come and talk with us about key issues surrounding retail marijuana in Palmer Lake,” Salvatori said. “This will include addressing his concerns about health, crime, and quality of life issues, as well as other issues pertinent to the presence of retail marijuana sales in Palmer Lake. Amenson is one of the authors of a second bill that will appear on the Nov. 4 ballot that — if passed — could take the issue of legalized sales of recreational marijuana in Palmer Lake off the table until at least November 2017. Details of his bill have previously been printed in the Tribune.
The language of the petition reads as follows: Shall the Town of Palmer Lake Municipal Code be amended as to permit for the taxation, regulation and licensing of retail marijuana, subject to the following regulations, conditions, and limitations?: REGULATORY PROCESS: Within 45 days of approval of this measure, the Town shall, upon proper public notice, and approve and implement rule-making procedures specific to licensing and operation of retail marijuana entities, with such regulations requiring an adequate public comment process, and as necessary, requiring a “good neighbor plan” to mitigate concerns articulated therein. LIMITATIONS TO NUMBER OF LICENSEES: Licenses to operate a Retail Marijuana Establishment shall be restricted to no more than one license per every 2,500 residents of the Town of Palmer Lake. PUBLIC SAFETY: “Time Place and Manner” restrictions shall include but not be limited to the following: No entity shall be licensed to operate as a Retail Marijuana Establishment if it is within 1,000 feet of any public school. No licensee shall permit the consumption of marijuana on site (including exterior portions of an establishment’s licensed premises). COMPLIANCE WITH STATE LAW: Licensing approval and the continued right to operate shall be subject to compliance with applicable state statutes and regulations, including but not limited to the Colorado Retail Marijuana Code. TAXES: All retail marijuana sales shall be subject to a 6 percent sales tax, 100 percent greater than the present 3 percent local sales tax, and in addition to, stateimposed sales and excise taxes on retail marijuana totaling 25 percent. This 6 percent sales tax shall be subject to increases, upon voter approval as required under Colo. Const. Art. XX. RETAIL MARIJUANA CRITICAL ASSISTANCE FUND: All revenue generated by the 6 percent tax shall be immediately segregated, upon receipt by the Town,

The meeting is scheduled to run from 9 to 11 a.m. It is being organized by Mitch Davis and Karen Stuth. rcarrigan@coloradocommunitymedia.com At least 10 local breweries will compete for local bragging rights during Bines & Brews Hopfest at Limbach Park in Monument on Sept. 20, 1 to 5 p.m. A fresh hop beer competition for “The Twisted Bine’s Top Hop Award” traveling trophy will highlight local Monument hop grower Rick Squires’ certified organic hops in exclusively local produced beer by the local breweries, and funds raised in the event will support Tri-Lakes Health Advocacy Partners and the Tri-Lakes Chamber of Commerce. Tickets are for sale online or at the Tri-Lakes Chamber of Commerce for $30 per ticket regular admission, $10 for designated driver ticket. Food will be available from a wide selection of vendors. Tickets are limited to 350.
