Westminster residents urged to act on their Ash trees

City hopes federal aid will help slow spread of emerald pests

Westminster looks to treat its urban forests and trees as critical parts of the infrastructure as a way to get some help battling a little green invader.

At the Feb. 13 city council meeting, adding a new chapter to Westminster municipal code that designates trees as critical green infrastructure was approved unanimously. at’s because the Emerald Ash Borer issue is becoming worse.

“We are dealing with the largest urban tree disaster in United States history,” said City Forester Bryan McCoy.  e move was a strategic way to receive more grant money and funds from the federal In ation Reduction Act, and Community Block Grants and as a way to streamline funds from the Federal Emergency Management Agency after severe weather.

City Councilor Bruce Baker asked how much money could be obtained. McCoy said there is about $1.5 billion available for local governments across the country from the In ation Reduction Act, with some of it geared towards green infrastructure.

“We are going to be facing signicant economic and environmental impact to the city, citizens and businesses,” he said.

According to the Colorado State Forest Service, there are at least 69,000 Ash trees in Westminster.

McCoy said the majority of tree mortality occurs within the rst 4-8 years of infestation. Westminster is in year four.

“It’s not too late to stop this,” he said.

McCoy said even if the city can convince the public to conserve half of the trees on private property, it will cost $33 million in replacement costs, and $67 million if zero are preserved.

Treatment for trees is cheaper, and about 98% e ective. It would be $150 per tree every three years. Removing trees in poor condition costs $1,000 per tree.

Due to the possibility of dehydration and uprooting, the trees can come down quickly, which can be dangerous for residents and homes.

“We are encouraging the public to have their trees evaluated by a private tree care company, and if they are in good enough condition and (the resident) can a ord it, yes, preserve your tree. If it’s not in good enough condition to treat, we are encouraging (residents) to remove them,” McCoy said.

He said the longer residents wait to treat or remove their tree, the more expensive and more dangerous it becomes.

City councilor Ezeadi asked about how the EAB impacts a tree. McCoy

Baker asked what the long game for the Ash trees is. McCoy said the city could slowly ween o the trees, or do other ailments take care of the trees. But there might not be many left in the future.

“We are potentially looking at the slow extinction of a species, and we are trying to slow down that rate,” McCoy said.

Last summer, the EAB was confirmed in Thornton. The bug was first found in Boulder in 2013, but Colorado’s municipal forestry departments have been preparing for an infestation for years. The pest was first discovered in the U.S. in Michigan in 2002 and has been detected in Boulder, Gunbarrel, Longmont and Lafayette since 2013.

Moving forward, City Manager Mark Freitag called for diversifying new trees planted in the city to maintain canopies and urban forests.

“If history repeats itself, give it 30, 40, 50 years and we could be in the same sort of situation with something else,” he said.

He noted the city’s website lists possible trees to plant that can diversify Westminster.

Geyer said the proposal is supposed to complement work that’s being done on the major roads. For streets like 104th and Huron, Geyer said, the tra c unit has been deployed to those areas during certain times of the day.

e program may come to more areas since Geyer said the city will start small and add more if the program is deemed successful.

She also said the police department has been transitioning to all o cers doing tra c enforcement when possible, not only the tra c unit. Tra c citations have increased as a result of the realignment.

“We’re trying to nd and add another tool to our toolbox,” Geyer said.

Witkovich resigns from Northglenn council

Northglen’s Mayor Pro Tem Ashley Witkovich has resigned, and her last day was Feb. 18.

e notice was posted on the City of Northglen’s website.

According to City Spokesperson Diana Wilson, it was for personal reasons.

“Ashley Witkovich resigned for personal reasons. She suddenly needed to reside out of state, so that is why she had to resign quickly from Northglenn City Council,” she said.  e move comes after Witkovich was under re from City Councilor Becky Brown for being appointed to the Community Co-Production Policing Advisory Board “behind closed doors.”

“I am incredibly disappointed by city council, especially on this last one, where the tallying and the vote is done before any of the other council people get to speak with other council people. is is the third incident we have had, and I’ve been involved with two of them,” she said.

Witkovich was supposed to be appointed to the CCPP through consent agenda, where the council typically

does not discuss the items. Brown asked for the item to be removed from the consent agenda and voted on by itself.

“It matters not to me whether council members have already made their decision, what bothers me is that this council is continuing to politicize these moves that we’ve never had in the past. We’ve always had open conversations, we’ve already talked about it, and this is the second time I’ve been told that council has already made up their

minds,” Brown said.

She thinks it takes away a level of transparency from the council and asked for private text messaging and communication about decisions to be held in public. She wanted to be considered for the position.

“Conversations that should be held with all council members are now being held on individual bases,” she said.

Mayor Meredith Leighty said she called and spoke with every council member regarding the position. She

said Brown’s attendance and commitment to the CCPP board were reasons she went with Witkovich.

Leighty also noted that with Brown reaching her term limit in November and Witkovich having the potential to be reelected, other councilors were in favor of a more steady appointee, instead of needing to change after the election.

Leighty also said nothing was done behind the scenes, and that many conversations about council members happen via text message. It’s business as usual.

“In my experience, that is how politics works,” Leighty said. “ at was how the City of Northglenn taught me.”

Brown said that when Leighty called her, the council had already accepted Witkovich for the position.

“ at’s not right,” Brown said.

City Councilor Richard Kondo said since the mayor engaged each council member individually, no Sunshine Laws were broken. He also said the conversations were mostly regarding continuity within the position.

“I don’t want to end my term or leave early, I’m just not happy where we are right now,” Brown said.

Thornton mulls upgrades to rec center, museum

ornton has big plans to add to its ne arts programming, with an upgrade to the Margaret Carpenter Recreation Center and the Ken Freiberg Fire Museum, as well as a possible new theater.

City councilors received a brie ng on the rec center and the re museum at the Feb. 21 planning session meeting, and on the performing arts center at the Jan. 31 planning session meeting.

“I nd the numbers encouraging in terms of the support for the Arts center and considering a tax increase,” said City Councilor Kathy Henson at the Jan. 31 planning session meeting.

Performing arts center

Council directed city sta to continue to consider details about what should be included in a new performing arts center.

A September of 2022 survey of 607 residents found that 63% are interested in a performing arts center and 57% are interested in ornton having its own center. However, fewer want to pay for it, with only 47% in favor of a 0.15% increase in sales tax to fund it.

Other communities have theaters, including Northglenn, Broom eld, Lakewood and Lone Tree.

Of those in favor of a center, 87% said they want to attend local concerts, 72% said they want to support the arts, 54% said ornton needs a performing arts center and 38% said the cost is negligible.

Of those against, 69% said they don’t want a tax increase, 52% said it’s bad timing with the current economy, 45% think it’s unnecessary and 39% say the cost is too high.

Costs to consider

For a 300-seat theater, the city would need to pay somewhere between $535,000 and $1,350,000 to subsidize it, with an increase in the sales tax rate of between 0.06% and 0.10%.

For a 500-seat theater, the subsidy would be between $1,650,000 and $1,800,000 with a tax increase between 0.11% and 0.14%.

e decision to increase taxes would go as a ballot initiative. Whether the council will put one on the next ballot is still up in the air.

Assistant City Manager Robb Kolstad talked about how there is often a nite amount of increases a city can make for sales taxes, and for the council to consider the opportunity cost for raising the sales tax for the theater instead of something else.

“It precludes you from raising sales tax down the line,” said Kolstad.

e idea of a new theater isn’t new. Henson brought up the idea at a Jan. 4, 2022 planning session meeting, and Mary Welsch, a past president of TASHCO, said they began talking in 2000. ere have been studies, too. Consultants Barker Rinker Seacat Architecture and the City of ornton completed one study in 2018 and Victus Advisors completed another in 2019.

At the Jan. 31 meeting, sta noted location plays a big role in whether the city will need to purchase land or not.

In previous reports, they list four spots: Grant St. by Brittany Hill, Colorado and Riverdale Rd., Community Center Park and the Shopping Center at 88th and Washington.

“Site #5 at 88th Ave and Washington St. was evaluated as the most promising site due to its location in an established commercial area of the City with good transportation access, restaurant adjacency, proximate utilities, and little site preparation costs,” the report says.

Cultural o erings

For the museum and stage, the plan is to increase musical and entertainment o erings over time, build infrastructure improvements and add a stage with a canopy. e city would begin with things like parking lot improvements and pedestrian pathways and slowly move forward.

To help gain a taste of what the community is yearning for, the city plans to hold community meetings.  e Fire Museum will be updated to city code and will improve outdoor signage, museum programming and displays.

Talking ‘Twin Victories’, new generation speaks

Story of Tuskegee Airmen recounted at Commerce City event

“Here we are in 2023, and we are still talking about getting recognition for the Tuskegee Airmen,” Martin said. “You talk about ghting the war. ey had to ght just for the right to be there.”

Martin is the daughter of Capt. Robert Martin, retired, one of the original Tuskegee Airmen, a group of 932 ghter and bomber pilots and their support crews who trained at Tuskegee Army Air eld in Alabama during World War II, breaking records, making history and creating a legacy. Her father died in 2019.

Speaking to a small group Feb. 23 at the Commerce City Civic Center for the city’s Black History Month commemoration, Martin talked about growing up as the daughter of a Tuskegee Airman.

“ ey fought to serve their country and when they came home, they came home to a life of service,” Martin said. “ ey were teachers, instructors. Many stayed in the military to earn higher ranks so they could teach others. Many made a military career, something they could be proud of.”

She was joined by Daphne Rice-Allen, daughter of Price D. Rice, another member of the Tuskegee Airmen, and by John omas of Longmont, a re-enactor for the Denver-based Hubert L. “Hooks” Jones Chapter of the Tuskegee Airmen, Inc.

While omas spoke of their experiences in a deeply segregated U.S. during World War II, based on interviews and conversations with original members, the daughters gave more personal accounts of growing up; learning about their fathers’ sacri ces, what it all meant and how it a ected them.

e group was invited to speak by the city’s Diversity, Equity and Inclusion group. Mayor Pro-Tem Jennifer Allen- omas, a member of Commerce City’s DEI group, brought her father, a former City Councilor — who represented the same seat his daughter now holds — and a retired member of the U.S. Air Force himself.

Twin Victories

ey all spoke of twin battles the soldiers needed to ght, against an enemy in war but also against bias

and discrimination at home.

Formed near the start of World War II, the Tuskegee Airmen’s rst class of 13 cadets began service in July 1941 in deeply segregated Alabama. ey grew to include nearly 1,000 personnel — the group includes pilots but also ground crew and support sta — and served with distinction. Of that group, 355 ew some 1,500 missions in Europe between 1942 and 1946. e pilots were mostly African American and were the rst aviation unit of their kind during a time when the U.S. military was still racially segregated and many U.S. states still had Jim Crow laws on their books.

e unit had an excellent combat rating, was highly praised by military commanders and earned six Distinguished Unit Citations while its members earned 96 Distinguished Flying Crosses.

But members got the sense that they were never meant to succeed. Re-enactor omas explained how the 332 Air Group had trained on used and outdated equipment and monitored closely, with any infraction grounds for washing out of the program. ey could not practically leave the base, since it was located in the heart of Jim Crowe south.

When they nally were deployed, they were given unnecessary missions at rst. ey’d come up to their objective — a bridge to be blown up or a beach to patrolled — to nd that other pilots, their white counterparts, had already completed the mission.

“We said give us something to do, something we can be proud of,” omas said.

But they found their role, protecting the vulnerable, slow-moving bombers, omas said. e Germans had learned that American pilots, seeking to improve their kill

ratios, would leave the bombers vulnerable to engage the enemy ghters. en a second wave of German ghters would take out the bomber, he said.

e Army began sending ghters from the Tuskegee Airmen’s 332 Air Group, in their distinctive ghters with red-painted back ends, along.

“Pretty soon, the bombers’ squadron leaders didn’t know we were black,” he said. “ ey just said ‘We Want the Red Tails.’”

e unit gained a reputation as “Red-Tailed Angels.”

Despite their successes, the Army was still segregated and members of the Air Group were not allowed to celebrate with their white peers in the o cers’ clubs.

at was brought home as they disembarked from their ship at the war’s end.

“ e worst thing was coming back on the troop ship after the war and walking down the gangplank I see two signs,” omas said. “One goes this way, the other turns o , says ‘Colored.’ I put my life on the line every day, just like everyone else.”

Top Secret to Top Gun

In fact, their service was not acknowledged until 60 years later. Much of it was labeled “classi ed” meaning that the servicemen themselves were not allowed to speak of it.

at had not changed four years later in 1949 when the Air Force decided to host a competition for its best pilots. Called Top Gun, the namesake for the Tom Cruise movies, the contest pitted teams of pilots in six skills over the Nevada salt ats that would become Nellis Air Force base. e teams competed in aerial gunnery — plane-to-plane shooting — at 12,000 and 20,000 feet, dive bombing, skip bombing, stra ng

runs and ring rockets.

Four pilots from the 332 Air Wing competed — Capt. Alva Temple and 1st Lts. James Harvey, Harry Stewart and Halbert Alexander. ey not only fared well, they won the team competition.

eir win, like their service, was declared a classi ed secret and the trophy was boxed up, labeled “Do Not Open” and hidden in a closet. It was discovered in 2004 by a journalist. It, and a plaque commemorating the win, are on display in a trophy case at the Nellis base.

“Of course, it’s in a building that has no direct public access,” Martin said. “You know that sometimes if you call ahead and make arrangements, you can come see it.”

Rice-Allen and Martin said they didn’t know much of their fathers’ service growing up. Rice-Allen said she was in third grade when her father built storage cubbies in the house for the family to store there favorite things — ve cubbies in all, one for her, her brother and her sister and both parents. e children asked their father what he had to put in his cubby.”

“My mother was nudging him, saying ‘You need to tell them. If you don’t I will,’ Rice-Allen said.

He eventually showed them a map he had detailing a bombing mission he’d own to Berlin.

“He was somewhat reluctant,” she said.

Both agreed their fathers pushed them and their siblings to succeed and be the best they could be.

“ e family motto was, you are getting an education so failure is not an option,” Rice -Allen said. “If it doesn’t work the rst time, gure it out and make it happen. And I think that lesson has served me well: Never quit. Figure it out and make it happen.”

Westminster approves parking fine schedule

Westminster City Council approved a resolution to set parking nes on a 5-1 vote at the Feb. 13 city council meeting, with City Councilor Obi Ezeadi dissenting.

e council also approved to allow the Department of Community Development to enforce parking restrictions on Jan. 23, which was passed on a 6-1 vote with City Councilor Bruce Baker as the ‘no’ vote.

In the past, the police depart-

ment and the Community Development department worked together to enforce parking.

Community Development was authorized to manage parking in the Downtown Westminster and Westminster Station areas.

Now, the Community Development sta will enforce parking restrictions.

“ is reorganization of tasks will free up PD sworn sta resources to focus on core policing activities,” the meeting agenda reads.

e fee schedule varies for the

violation being committed, but most rest at $33. Some, like illegal parking in a bike lane and improper parking in a handicapped zone are higher.

Ezeadi said it was the wrong time for fees at the Feb. 13 meeting.

“We need to validate the concerns of all parts of our community, our residents are su ering, that’s our working class, middle class, small businesses, from the economic downturn that we still have not come out of,” he said, citing the COVID-19 pandemic.

Mentioning childcare, housing

and other costs of living that have gone up, he said it’s a bad move by the council.

“ is is the last thing we should be doing,” Ezeadi said.

He also said parking fees have historically disproportionately a ected certain populations within the city.

City Councilor Rich Seymour said that the nes were already on the books, and it’s transferring enforcement to a di erent entity.

“ ese are in existence now, it’s part of the process to let the police do policing groups,” Seymour said.

Adams County honored for first -ever Pride event

Adams County had its rst-ever Pride event last June at Riverdale Park featuring plenty of families, vendors, entertainment and a colorful parade.

Now that celebration has earned the county national recognition.

e Adams County Parks, Open Space Art’s dedication to the LGBTQ community went unnoticed, receiving the prominent “Non-Fair Facility Usage Award 2022” for hosting its rst Pride event in the county. e award, presented by the International Association of Fairs and Expos, recognizes successful events outside of the annual county fair.

“We are honored to accept an award celebrating an event that celebrates our LGBTQ+ community.

e fact that this was our rst-ever Pride event makes the recognition even more meaningful,” said Board of County Commissioner Emma Pinter.

“Creating a culture where residents feel valued and accepted is incredibly important to myself, and the Board of County Commissioners and last year’s event was just the beginning of our e orts to ensure we create a culture that celebrates diversity and inclusion throughout Adams County.”

Denver area inflation falls to 6.4%

Gasoline prices return to $4 level

Price relief at home? Not quite yet, according to the latest Consumer Price Index for the Denver area.

e one-year change in CPI, aka in ation, slowed its pace to 6.4% in January, which happened to be the same as the U.S. at’s lower than the 6.9% in November for Denver and 7.1% in the U.S. But that 6.4% means consumer prices are not only still growing, in ation is still at a 40year high.

Nearly everything that contributes to the index was more expensive in January than it was a year earlier in Denver. Nonalcoholic beverages?

Up 16.7%. Breakfast cereal? Up 14%. Fruits and vegetables? Up 12.9%. Household energy? Up 13.4%.

Add in the in ation from the prior year and the double-digit increases likely match what consumers have been feeling for the past couple of years — or at least some consumers. While government relief helped many people and businesses get through the pandemic, the severe disruptions resulted in job losses, aggravated supply chain issues and changed consumer demand. e higher prices are being felt unequally, especially if someone is a homeowner or a renter, works remotely or in person, or hasn’t seen their paycheck increase at the same rate.

“Earnings are going up about 5% roughly in the United States. But that means we’ve lost ground. We basically have had negative income for the last couple of years. And that’s hard,” said Stephan Weiler, an economics professor and codirector of the Regional Economic Development Institute at Colorado State University. “I mean people get excited about a 3% raise or 5% raise. Unfortunately, it’s not even keeping up with in ation. And that doesn’t go away. ese prices stay higher. It’s fairly rare that prices come down.”

One item did drop in the past year: Used car prices, down 10.6% from a year earlier. But if you recall,

a shortage of vehicles pushed used car prices up 43.4% by January 2022. e auto industry is still recovering. Here’s how in ation a ected di erent types of purchases for the past two years.

As a reminder, the Bureau of Labor Statistics doesn’t track in ation by state. It doesn’t have the resources, we’ve been told. e change in CPI is recorded nationwide and in nine Census divisions and certain metro areas, including Denver.

Rising the fastest since November was the cost of apparel and recreation, which were so much higher than other categories that the BLS pointed them out.

Apparel costs had ratcheted up by double-digit increases for several months in 2021 as people headed back to work at the o ce or just got dressed to go out in public. However, the 8.5% higher cost for apparel in January was actually slower than the rate a year ago.

As for why Coloradans are spending more on recreation, that’s likely seasonal, said Julie Percival, a BLS regional economist. ere are above-normal levels of snow in the mountains and this is, afterall, Colorado “with a lot of people taking advantage of going out to recreation

facilities at this point in time,” she said. Recreation costs increased 4.7% since November and 7.7% in the past year.

And then there are gas prices. e cost of gasoline is typically less in Colorado than in other states, thanks to lower fuel taxes. And until late 2022, the Front Range bene ted from an oil re nery in Denver’s backyard that produced 98,000 barrels of gasoline and petroleum products a day. Since Suncor’s re nery in Commerce City temporarily closed in December after a re damaged equipment, gas prices have shot up. Without the extra supply, Denverarea gas prices reached $4.08 this week, up nearly $1 a gallon since before Christmas, according to AAA Colorado. Nationwide, a gallon of regular averaged $3.42.

It’s still about housing costs

But higher gas prices have less impact on CPI than you’d think, Weiler said. at’s because it’s just a small part of the overall basket of goods that the BLS calculates the change in prices. Gas is about 3%, according to its o cial “weight.”

ose higher egg prices? Onesixteenth of a percent. It’s the larger items, like rent or a mortgage,

where small increases can make or break a consumer’s budget. Housing, for example, is one-third of a household’s monthly budget.

“Shelter is a big deal. It’s a fullthird of what the index is composed of,” Weiler said. “It’s just in a nick of time that housing prices are beginning to mellow. Otherwise, with that 33% weight, shelter could have us ahead of the United States in ation rate pretty quickly.”

Home sales have slowed as interest rates added hundreds of dollars to a monthly mortgage payment. at priced many renters out of the market and home prices in Colorado have attened, with the state’s median sales price unchanged from a year ago at $520,000. Median prices in the Denver metro were down 1.4% from a year-ago in January.

But Denver’s cost of housing still went up 10% in January overall. at’s because CPI takes into account the new cost of homeownership and buying a house at interest rates that are double what they were a year ago. For existing homeowners, housing costs probably didn’t budge much in the past year. Between the two groups, home owners saw a 9.2% increase in costs.

Meanwhile, renters paid even more, or approximately 12.7% compared to a year-ago January. at increase is roughly a third more than what homeowners experienced. In other words, if new homeowners are saddled with a mortgage that is $100 higher than what it would have been a year ago, renters are paying $133 more.

“Rent is pushing up faster than what they call the ‘owners’ equivalent of rent,’” Weiler said. “So, yes, people who don’t own are experiencing faster in ation than people who own homes. And that’s a pretty big di erence — a 33% greater cost basically.”

Front Range oil and gas emissions are the targets of legislation

Colorado lawmakers are set to propose new legislation to better understand and regulate the oil and gas industry’s contribution to ozone pollution along the Front Range.

e announcement came during a Feb. 21 event at the state Capitol arranged by the Colorado Public Interest Research Group and Colorado Mountain Mamas to call for new policies to address the persistent pollution problem. e groups timed the event to take place 100 days before the start of the next ozone season.

At the press conference, state Rep. Jennifer Bacon, a Democrat from Denver, said one potential solution is to give air regulators more oversight over new oil and gas drilling.

Together with fellow Democratic state Rep. Jenny Willford of Northglenn, she plans to introduce a bill in the coming weeks that would require the state to estimate the impact of every proposed drilling plan — and only approve projects that won’t exacerbate local air pollution problems.

“We have to be sure that before they operate, we understand what kind of impact they’re going to have on our air quality,” Bacon said.

e upcoming proposal would be the latest attempt to tackle one of the region’s toughest air quality issues.

Ground-level ozone is a wellstudied lung irritant associated with heart attacks, childhood asthma and premature death. It blankets the

Front Range each summer when two categories of pollutants — nitrogen oxides and hydrocarbons — react in the atmosphere amid heat and sunlight.

While a majority of the pollution blows in from outside Colorado’s borders, state data suggests local emissions sources push concentrations above permissible levels set by the federal government. e World Health Organization has recommended even lower health standards for ground-level ozone.

New data suggests oil and gas operations play the largest role of any local emissions source along the Front Range. Last year, Colorado air regulators revealed an error had led them to vastly underestimate the impact of drilling and hydraulic fracturing. eir revised modeling showed those two activities alone will likely add more critical ozonecausing pollutants than every car and truck along the Front Range.

Oil and gas groups dispute the new estimates, saying they’re based on a awed analysis of industry data.

What isn’t up for debate are ozone readings at local monitors. e results have drawn increased scrutiny from the U.S. Environmental Protection Agency, which reclassi ed the Front Range as a “severe” ozone violator last year. e American Lung Association also ranks Metro Denver as the seventh worst U.S. city for ground-level ozone pollution. e upcoming legislation will likely meet erce resistance from the oil and gas industry.

A version of a similar bill never

managed to reach the oor of the state House or Senate last year. e Denver Business Journal reported former Democratic state Rep. Tracey Bernett dropped her e orts after oil and gas representatives claimed the plan could devastate an industry already facing strict regulations.

Oil and gas representatives appear ready to sound the alarm again this year. Lynn Granger, the midwest and mountain west director of the American Petroleum Institute, said the bill sponsors had yet to share a draft of the legislation, but they oated key concepts at a meeting on Monday.

“As described, the bill would functionally end new permitting for natural gas and oil development in Colorado’s highest-producing basin by 2024,” Granger said. “ e proposal should be a non-starter for Coloradans who have spent the last year su ering from high energy prices at home and at the pump.” ose warnings echo a bitter ght over oil and gas regulations in 2019. During the legislative session that year, Colorado Democrats proposed SB-181, which gave local governments far larger role in the permitting process and redirected state oil and gas regulators to protect health and safety.

Under the current system, a company planning to drill new wells must obtain a construction permit from the Colorado Oil and Gas Conservation Commission. e panel approved 4,663 new well permits be-

tween 2019 and 2022, which means the state has continued to greenlight drilling under the process reformed by SB-181.

A company works on a parallel track to obtain an air quality permit from the Colorado Air Pollution Control Division. Federal law requires those regulators to run computer models to determine the potential impact on local air quality.

Colorado has landed in hot water for failing to complete those modeling e orts in the past. In a report last year, the EPA con rmed claims from whistleblowers who said the division had issued permits without a proper evaluation.

Rep. Bacon said her legislation would clarify that the state must complete those estimates. In addition, it would consolidate the process to attain a drilling permit and an air quality permit. By forcing more coordination between regulators, she added, many companies could nd new “e ciencies.”

Bacon nevertheless said the state must also nd a way to account for smaller sources of air pollution, which combine to create “cumulative impacts” that put the health of Colorado residents at risk.

“We will have to put our foot down and say what is contributing to our poor air quality,” Bacon said. “It is our lack of accounting from what’s happening from these minor sources.”

Cities could allow “overdose prevention centers” under bill

Democrats push measure

Colorado cities could let “overdose prevention centers,” where people would be allowed to openly use illicit drugs under the supervision of health care workers or other trained sta , operate within their boundaries under a bill introduced in the state legislature by four Democrats. House Bill 1202 is part of a yearslong debate around the centers, also sometimes called safe-use or supervised-injection sites. e centers would be designed to o er sterile drug-consumption paraphernalia and fentanyl test strips, as well as referrals to counseling.

e driving idea behind the measure is to provide a place where people could ingest drugs purchased illegally and be quickly revived if necessary with naloxone, a drug used to reverse opioid overdose.

e measure does not mandate that cities open the centers; it simply gives them the option to open them.

ere is no funding attached to the bill. Denver’s City Council in 2018 voted to allow a pilot safe-use site near the state Capitol, but without backing from the legislature the proposal zzled.

e lead sponsors of the bill are Reps. Elisabeth Epps of Denver and Jenny Willford of Northglenn, as well as Sens. Kevin Priola of Henderson and Julie Gonzales of Denver.

“Preventable drug overdoses are a public health crisis that impact every Colorado community and are a matter of both local and state concern,” says the bill’s preamble, which is much longer than the policy itself.

“For far too long, Colorado has disproportionately favored a criminal justice approach to substance use disorders instead of prioritizing public health. … It is in the public interest and would serve Colorado’s goal of saving lives and preventing overdose deaths to a rm that over-

dose prevention centers are permissible under Colorado law.”

Epps, the top House sponsor of the measure, refuses to speak with e Colorado Sun. Priola is the No. 1 sponsor of the bill in the Senate.

“It will save lives,” Priola said of House Bill 1202. He said the measure will give municipalities a localcontrol option to decide for themselves whether they want to allow the centers.

In 2019, Priola worked on similar draft legislation with then-Sen. Brittany Pettersen, a Lakewood Democrat, but there was erce pushback from Republicans at the Capitol and the bill was never introduced.

Priola was a Republican in 2019. He switched his party a liation to Democrat last year. Pettersen is now a U.S. representative.

Gov. Jared Polis has expressed skepticism about safe-use sites and may veto the measure should it arrive on his desk. It’s unclear if there is even enough political support at the Capitol to pass House Bill 1202.

e measure already has 26 cosponsors in the House and ve cosponsors in the Senate, all of them Democrats. However the list of cosponsors doesn’t include House Speaker Julie McCluskie, D-Dillon, nor Senate President Steve Fenberg, D-Boulder.

ere are 65 representatives in the House and 35 members of the Senate. Republicans, whose numbers are limited at the Capitol, are certain to ght the measure.

e bill was assigned to the House Public and Behavioral Health and Human Services Committee, but hasn’t been scheduled for its rst hearing.

ere are safe-use sites in New York City and e orts are underway to open similar centers in other parts of the U.S. California Gov. Gavin Newsom, a Democrat, vetoed a measure that would have allowed a trial run of safe-use sites in some of that state’s biggest cities.

Development counts should consider water, too

The City of ornton provides a brie ng to city council regarding development projects and annexations which are in the queue.

Eye-opening numbers

e list of “Current Quasi-Judicial Projects” reviewed recently with Council had an eye-opening set of numbers to digest.

It’s di cult to keep track with each new development being added to know where ornton’s remaining capability stands for many of us.

CROSS CURRENTS

Council decisions on these proposed land developments are considered “quasi-judicial” and council can make their decisions only on the information and testimony presented before the full city council in public hearing.

However, sta provides the list of proposed developments with locations and type of land development. is is helpful to city council and the public to be aware of the volume and magnitude of development. is is especially important for the city to be able to tract projected water demand given the mega-drought which the state continues to experience.

So here’s a compliment and then a question: First, kudos to ornton city sta for compiling and providing this type of information.

But how much more new development can ornton handle without a new water pipeline in operation?

ere are currently 31 projects pending. ey consist of 23 zoning cases, 10 annexations, 25 conceptual site plans, 14 overall development plans, 3 Comprehensive Plan Amendments and one appeal.

at’s a boat load. But what we cannot tell from the list is the magnitude or proposed land use or density of the 23 zoning cases.

My point in calling attention to this information is two-fold. First, it would be most helpful if each zoning case was brie y described regarding the number of acres, land use and number of dwelling units of each type being proposed. Also, if sta has it, provide the projected amount of water each development would consume when built-out.

All of this information would be most helpful and achieve more transparency without compromising the quasi-judicial process. Secondly, it would be most helpful to the all interested parties included developers, real estate professionals and land owners where the city stands on being able to serve utilities to all of the listed projects assuming the ornton Water Project’s pipeline does not get accomplished.

Northglenn Arts o ers quality entertainment

I don’t pretend to be a live arts critic, but I can tell you that the City of Northglenn Arts is a gem.

Recently, my wife Ann and I attended the Nat King Cole Show performed by Robert Johnson and the Colorado Jazz Repertory Orchestra.

e group had the theatre swaying to the music while they performed so many “oldies but goodies” for a predominant “senior” audience.

Northglenn Arts o ers quality entertainment at a reasonable price. Furthermore, there is free parking and no hassle driving to and from the theatre. If you aren’t familiar with what is happening at Parsons eatre, I would encourage you to check them out.

Georgia grand jury may be the one to watch

All the pending litigation against former President Donald Trump is like a Chinese puzzle to follow. At the same time, some of the lawsuits are getting legs and should be worrisome to Mr. Trump.

On Feb. 22, as calls came into local police departments that our schools were under attack, one thing became apparent — We are very traumatized in society.

ankfully, the reports to 911 that active shooters were inside schools across Colorado were untrue and proved to be false as o cers responded. However, the trauma that goes with these calls was very apparent.

For me, as a mother and journalist, I immediately stressed out. I watched other journalists on Twitter make comments putting into words just how I was feeling. Many said as soon as the calls come in, we start worrying about what could be happening

in our communities.

As more than a dozen schools were impacted throughout the day, Englewood made the list, and then Littleton High School. Littleton Police headed to the school and students were locked inside, leaving parents wondering if they were indeed OK.

e thing is, while other schools were cleared and quickly, Littleton felt like it took forever. is is not judge to Littleton schools or police, it just felt like forever for me and a reporter waiting for word.

I started scanning Twitter, where the trauma we are experiencing as a society became very apparent:

From students tweeting that they were still inside a classroom hunkered down without any knowledge of what is happening on the outside.

From parents saying they have elementary school children without a cell phone, and they were worried because they had no way of knowing what was happening inside.

Tweet after tweet, parents said they heard from their child but still had no clear answers of what was happening.

As the minutes continued, the Littleton Police Department would tweet that “still no injuries” had been found. While good news, it was still stressful because it wasn’t the “all clear” tweet parents and students were waiting for.

For students, this wasn’t just a drill to go through what to do if this actually happened. While found to be a hoax, for our communities, this was essentially the real thing until police ruled it wasn’t.

Earlier in the week, my own children went through a lockdown drill with their school. Afterward, my 6-year-old asked some pointed questions on why they did it. I was honest with him. In reality, we just do not live in a world right now where we can lie to our children about the evil that can be lingering outside of our

the classi ed government documents and paying hush money to a porn star all prominently in the wings, it is looking more likely that the Georgia Special Grand Jury’s case may be the one that could put Mr. Trump away.

e Grand Jury has piqued our curiosity with their limited unveiling of indictment information. e judge in the case has not allowed the release of the names yet, but Grand Jury forewoman Emily Kohrs said “you’re not going to be shocked. You won’t be surprised” as to who the indictments point to.

e investigation focuses on election interference by Trump and his allies on a range of charges. You will recall the infamous telephone call by Trump to Georgia Secretary of State Brad Ra ensperger seeking a recalculation in the voting results and nd 11,780 votes to overturn Trump’s loss in Georgia.

My gut tells me that the former president will be indicted along with numerous allies who had an involvement. It is up to the Fulton County District Attorney Fani T. Willis on making any such decisions. She has led the investigation so one might just assume that she intends to go forward with the indictments.

A threat or call about a shooting is never discounted anymore. All calls, all threats are treated as if they are real.

For those responsible, there is no excuse for the level of cruelty you imposed on teachers, students, parents, law enforcement and our communities.

While thankfully, no one was hurt, in the end, this day shows us that something has to be done to get the increasing numbers of mass shootings under control. We are past the time of bickering about which political party is right and which is wrong.

We are a traumatized society that deserves debate, compromise and true action that leads to healing and safety.

City hires attorney for new downtown litigation

Westminster’s urban renewal authority board of directors (which is the city council) has hired an attorney to handle litigation involving the New Downtown.

Kenneth Skogg with the rm of Kutak Rock LLC — who will be paid a discounted fee of $425 per hour — has been retained without specifying any particular litigation per the agenda memorandum. My guess is that he will represent the city and urban renewal authority in the previously mentioned lawsuit brought by Schnitzer.

You will recall this litigation pertains to an ill-fated land sale by the city to Schnitzer for two lots to build two seven-story o ce buildings in the New Downtown. Schnitzer claims that the city backed out of the land sale after the developer and city sta had been working for three years to reach an agreement.

A total of $150,000 was authorized by the urban renewal authority for the city’s defense. It will be most interesting to have the facts revealed in court as to what happened. I do recall how city sta was excited to have Schnitzer interested in building at the New Downtown.

Florida Senator backs o cutting medicare and social security ere was some high jinx between President Biden and the Republicans during his State of the Union speech. You probably caught it.

Biden accused the Republicans of including Medicare and Social Security bene ts in a plan which some Republicans had previously unveiled last year that would allow both crucial programs to “sunset”. While Speaker of the House Kevin McCarthy was shaking his head no

and Representative Marjorie Taylor Greene was yelling that Biden was a liar, Florida Senator Rick Scott and his plan were caught. It is true that Scott had unveiled a plan for an every- ve year review of legislation and nothing was stated excluding the two key programs.

is past week Senator Scott unveiled a revised plan making it clear that Medicare and Social Security were not a part of legislation to be included in any such review.

Way to go President Biden!! You nailed it. Now, when is Representative Greene going to apologize to you?

Regarding any cuts to the federal budget, the Republicans should focus on projects and programs which are not fundamental to people’s lives and trying to make ends meet. How about trimming the Defense budget or some of the infrastructure projects or some of those new IRS agents?

Want-to-be Super Bowl team?

I found it amusing on Super Bowl Sunday to see numerous folks out and about dressed in their Bronco football gear. I couldn’t help but wonder if they were dreaming that the Broncos would be taking the eld in Glendale, Arizona.

All I can say is, Sean Payton is good, but he is not that good!

Also, the day after the Super Bowl victory by the Kanas City Chiefs, local sports prognosticator Paul Klee came out with his top ten prioritized picks on who would win next year’s championship game. He says the Chiefs have the best chance to repeat. e bad news is he didn’t have the Broncos in the top ten.

Scientists are studying the health of the South Platte’s aquatic life

There might be plenty of sh in the sea, but in the section of the South Platte River from the Denver Metro Water facility down to Fort Lupton, they’ve all but disappeared.

rough testing, Metro Water Recovery scientists discovered that aquatic life was not present in this part of the South Platte River due to low dissolved oxygen levels.

Metro Water Recovery, in an agreement with Colorado Parks and Wildlife, the United States Environmental Protection Agency and the Colorado Health Department will address the issue.

Dissolved oxygen levels mean the river is too low for aquatic life. When they did the study, the scientists found that the South Platte River from the Denver Metro Water facility down to Fort Lupton had no sh habitat.

ey started a six-phase project on the South Platte River from 88th & Colorado Boulevard to Fort Lupton in 2018 to improve aquatic life that was disappearing from low dissolved oxygen.

“Many factors cause dissolved oxygen in a river, such as runo , nutrients and how highly managed the river is and owing slowly in some locations. In addition, algae grow when the river slows down and eats up oxygen at night,” said Senior Quality Manager for Metro Water Jim Dorsch.

“A number of factors were involved and since Metro Water created the river, it made sense for us to take the lead on trying to correct it,” Dorsch said.

Scientists are working daily on the South

Platte River collecting aquatic macroinvertebrates, which are bugs. Many of these types of organisms and microhabitats live in the river, under rocks or in woody debris in the river, Dorsch said, adding that they can also live inside rocks or live in boulders.

“ e objective is to sample the macroinvertebrate that lives at the bottom of the river to assess the invertebrate which is species without a backbone to test their diversity and abundance within the river channel and determine overall aquatic life health,” said Jordan Harman, a senior water quality scientist with Metro Water.

Harman said the macroinvertebrate data is used in Colorado as the primary indicator of aquatic life health in streams and rivers. ey collect samples in the fall, and the macroinvertebrates are picked out with tweezers and placed into collection jars lled with isopro-

pyl alcohol for preservation.

“We then send these preserved specimen samples to a taxonomic expert and they identify and count the macroinvertebrates and send the identi cation enumeration data back to us. is is simply identi cation of preserved specimens, they are not looking at live specimens,” Harman said.

e scientists could get a general sense of overall water quality based on the type of invertebrates. Certain macroinvertebrates are sensitive to pollution, such as may ies, caddis ies and more. Bugs that are relatively tolerant of pollution include aquatic worms, midge larvae and more, according to Harman and Dorsch.

Colorado Dragon Boat Film Festival celebrates AAPI stories

Proving the power of storytelling has been part of the Colorado Dragon Boat Film Festival since its inception and this year it is taking the time to celebrate all the voices that share their stories.

“Our theme this year is ‘Celebrating Our Stories,’ which follows last year’s theme of `Celebrating Resilience,’” explained Sara Moore, Colorado Dragon Boat executive director. “ e stories we’re sharing may not usually be heard or seen, which means projecting them on the big screen provides awesome potential for connection.”

e 8th annual Colorado Dragon Boat Film Festival, hosted by Colorado Dragon Boat and Denver Film, opens ursday, March 9 and runs through Sunday, the 12th at the Sie FilmCenter, 2510 E. Colfax Ave., and the Freyer - Newman Center at Denver Botanic Gardens, 1085 York St. in Denver.

e festival includes 11 lms, all of which honor the experiences of Asian Americans and Paci c Islanders (AAPI) communities. Highlights include the opening night lm, “Arnold is a Model Student,” which is described in provided information as “a satirical coming-of-age story examining contemporary ai culture through the lens of the country’s

this indicates good water quality. Dissolved oxygen is just one important aspect of overall water quality,” Harman said.

Harman said these macroinvertebrates tell them what they do and a lot about water quality. If certain kinds of bugs are present, the water quality can sustain these macroinvertebrates, and they’re also an essential part of the food chain for the sh that consume these bugs.

“We amended that agreement and since then we built four di erent drop structure locations along the river to improve habitat and will select a fth spot to construct by fall. en when complete, we will go into phase six and continue ongoing monitoring of aquatic life forever at all these locations,” Dorsch said.

Dorsch said to improve the water quality, stirring it and building miniature waterfalls to put the oxygen back in the river over time, so it starts to get better. In addition, they will place large rocks that will provide protective cover for sh, create pools close to the bank of the fast-moving water—trees will be plants and shrubs for aquatic shade and creates a riparian zone, which is a vegetation area between land and river.

e Metro Water Recovery scientists will stock the river with Colorado native species, primarily minnows, they said.

As is so often the case with lm festivals, some of the most exciting events are the extracurricular activities that enhance the movies.

Of note are two community conversations the festival is hosting: at 11 a.m. on Saturday, March 11, “Celebrating the Stories of Our LGBTQ+ Asian American Paci c Islander Community,” will be held and at 11 a.m. on Sunday, March 12, audiences can participate in “Celebrating the Stories of our Multiracial AAPI Community.”

“ ese topics come from listening to the community, which provides us with so many options,” Moore said. “Over the last three years we’ve seen huge increases in hate, racism and intolerance and we’re trying to ght this in many ways. Community conversations are great ways to help, because they give people the opportunity to hear stories and make these issues less unknown.”

In addition to live Q&As with lmmakers following some screenings, there will also be an Asian marketplace and culinary experience available to those who attend with an appetite. No matter how

audiences want to engage with the festival, Moore hopes they’ll come with questions and a willingness to learn.

“ e beauty of the event is bringing people together every year to show that the stories we all share have so many similarities,” she said. “People can come together and feel a real sense of warmth and acceptance, and that’s really my goal for the festival.”

Riverdale Ridge cruises to elite 8 of state 4A tourney

THORNTON – No.7-seeded Riverdale Ridge made quick work of No. 10 Lamar in the second-round of the Class 4A girls state basketball tournament.

e Ravens locked up the under from the opening whistle as they cruised to a 58-22 victory.

Lamar came into the game averaging 46.6 points a contest and was on a 10-game winning streak, but that didn’t matter when it got to Riverdale.

e under was held to only eight points in the rst half and struggled to get an open shot against Riverdale’s aggressive defense.

“ e girls have really been locked in on defense all year,” Riverdale coach Tim Jones said. “We have held multiple opponents below their averages. Our girls know it’s hard to scout e ort on the defensive side of the ball.”

at e ort was also key on the boards, as the Ravens dominated the glass on both sides of the ball. Riverdale consistently came up with o ensive rebounds to get an extra possession.

“Dominating the glass helped us tremendously,” Jones said. “You can a ord to have bad shooting nights if you rebound the ball well.”

“Next week is a great opportunity for our young team,” Jones said. “D’Evelyn, arguably to me, is the No. 1 team in 4A basketball.”

On paper the two teams are pretty identical. Riverdale averages 66.6 points and D’Evelyn scores at 61.6 a game. Defensively, D’Evelyn is only giving up 31 a game and Riverdale 34.3.

Both teams also feature two of the best players in the state. Crittendon averages 31 ½ points and 9 ½ rebounds per game. D’Evelyn features star junior Peyton Marvel. Marvel has averaged a double-double every year and is currently leading the Jaguars at 19.2 points and 12.8 rebounds a game.

“Our girls are pumped,” the coach said. “We matched up pretty well this summer, so next week should be some really good basketball.” e game tips o at 8.45 a.m. on Friday.

4-seeded Eagle Ridge Academy Warriors held o a feisty Riverdale Ridge squad Feb. 25 to advance to the Great Eight of the Class 4A state basketball tournament.

In front of a standingroom only crowd, the Warriors used their length and athleticism to roll to a 66-51 victory over the 13th-seeded Ravens.

“(Riverdale) is a very scrappy team,” Eagle Ridge Academy’s coach, Jay Powell, said. “We had to cut out their o ensive rebounds, and our boys dug deep and played hard to get the win.

I’m proud of them.”

e Warriors will face the winner of No. 5 Pagosa Springs and No. 12 Pueblo County at the Denver Coliseum at 8:30 p.m. Friday,

March 3.

ERA (20-5 overall) led from the opening tip, but it wasn’t easy as the crosstown rivals battled until the nal whistle.

“We know each other well,” Eagle Ridge’s captain Hunter Hill said. “It’s a huge win for us. ey played hard, but we wanted it more.”

e Warriors’ length gave Riverdale issues, especially with Christian Seifert (6foot-8), Cameron (CJ) Seifert (6 -6) and James ‘Kyen’ Allen (6-7) patrolling in the paint.

“Length is a big strength for us,” Powell said. “it’s hard to get a shot o when they are ying at you.”

Christian Seifert made his presence known early in the game. He started the game with three points the old-fashioned way and had back-to-back blocks that led to a pair of baskets by

Hill to give ERA an early 9-3 advantage.

Ryan Leopold helped Riverdale rally back. e senior hit a trey and scored on a fast-break basket to tie the game at 14. e Warriors ended the quarter on a seven-point run as Hill closed the quarter with a pair of baskets to give ERA a 21-14 advantage.

e Warriors kept the momentum in the second quarter as Christian Seifert pushed the lead to 13 with a pair of 3-pointers.

With two weeks to go, a sportswriter looks back

In most professional circles, it’s appropriate to give two weeks’ notice before departing.

So, here goes.

is ride of almost 35 years of covering prep sports, the chance to see other areas of the state — all while chronicling sports adventures of young athletes - sadly has to come to an end.

Come March 16, it’ll be time to follow Snagglepuss’ lead and exit stage left.

ere are so many things to remember — not necessarily game scores.

e 200-point Golden High School basketball game in which dad bested his son.

en-Fort Lupton High School freshman Saul Guerrero. He was scared to death. He smiled as broadly as his 14-year-old face would allow the next night when he won third place at the state wrestling tournament. e next year, he asked his coach if it was OK to talk.

e third year, he was all ears -and more smiles -- and needed no introduction or permissions. Guerrero also won three straight state titles; his son was on the Fort Lupton football team this past fall. (Someone in this paragraph is clearly old).

Mikhail Sands, born without use of one hand, yet still wrestled, played football, rugby, was a state decathlon champ and ran track at Prairie View High School.

Anyone who signed a college letter of intent to continue their athletic endeavors somewhere.

e kids who tried new sports, new ventures in their post-school lives. To watch them grow as young men and women, to see them gain con dence they didn’t know they had and become contributing members of society leads to a lot of smiles.

e same applies to former co-workers, friends who passed through life for a short amount of time, yet stay in touch and are doing good things in their chosen professions.

e athletes who called me “Mr. Smith,” even though the real Mr. Smith (my father) died in 2013. Attempts to take on the name “Old Steve” didn’t work too often. And that’s OK; it’s a sign of respect, something that says those kids’ parents did a real good job raising them.

e smiles on the faces of kids/ coaches/parents who were so genuinely appreciative of the e orts of the local paper to come and watch. e players who’d walk halfway across the eld, climb out of the stands or stroll across a basketball court to strike up

a conversation with someone they saw just at games and events. ey acted as though we’d been classmates for years.

Another memory? e Frederick High School basketball team that walked over to press row in appreciation of the interest in the then-Warriors as they advanced to the nal four in 2022 .. a rst for the program since 1956.

One of Golden High School’s senior classes took some of their extra money and bought a coaches’ jacket, complete with school colors and some dude’s name on the right breast pocket. at was 28 years ago, and the coat still ts.

Bradley Weinmaster of Riverdale Ridge High School, who wasn’t expecting to be in a playo for a golf championship, then learned he was in, then won the state title on the rst playo hole, then broke down in joy as he recounted his e orts. e pleasure of meeting so many people who did and are doing something on behalf of young men and women.

All shared a little part of their lives, an enriching part of this career. All are friends, including other reporters. (If you think people in the press don’t get to know one another, think again). eir collective knowledge was something they were only too happy to pass along to an old-timer. e numbers and names are too many and too frequent to name and recall. But thank you for your kindness and for sharing your knowledge and experiences.

that come o the desk, out of the wadded-up lunch wrappers and stained co ee cups and into whatever the new chapter brings.

And you know what? It’s OK to say goodbye.

Really.

My older brother and I reached a point where it’s time to clean out our family home. It’s a process involving a lot of stu - 66 years’ worth, plus things that belonged to our late younger brother — and a lot of time. Mom’s knitting machines (she had three), Dad’s handwritten tax forms and professional magazines (pictures of the tax forms!) and silverware and emergency evacuation packs that belonged to my late younger brother, Brian, need new homes. (His Wile E. Coyote co ee cup made the trip back to Denver after the holidays.)

As a rule, a nal house cleaning and a Zoom call aren’t compatible. It requires hands-on attention.

Nothing finer e job for 35 years has been to chronicle events. e kids did the work - they competed, sank the baskets, scored the touchdowns, made the saves, ran circles around their opponents on the track, pinned their wrestling opponents. Credit to all their coaches, friends and families, too, for their collective encouragement. e “job” (it really wasn’t one .. honest) was to watch and tell you what they did, how well they did and what they learned about their sport and themselves. For an ardent sports dude, there has been nothing ner.

ere was so much to see in the nastiest of weather, the warmest of weather, the smelliest of air masses and in the nastiest of public health crises through live streaming. Nothing need be changed. It was a grand and glorious ride through two areas of Denver that were as di erent as left and right.

Fort Lupton’s Scotty Sanders, a former wrestler and football player with eyes on major-league baseball, said how sorry he was that the end of the professional line was near for someone who really enjoyed what he was doing. What came to mind was a thought from the late Vin Scully upon his retirement as the announcer for the Los Angeles Dodgers. It was a paraphrase at the time, but the quote reads, “Don’t be sad that it’s over. Smile because it happened.”

at concept is worth a lot of repeats these days and in the future — even with what a 64-year-old, soon-to-be-saggier and wrinklier face will allow — because it happened.

Mom and Dad always said to nd that perfect job so you never think you work a day in your life. And you know what? ey were right. As usual. ese last 30-some years have been pretty close to perfect.

We had a lot of fun together for a long time and became friends along the way. For that - and so many other memories and kindnesses -- thank you deeply from the bottom of my heart. It’s been a joy to participate in and learn something from a profession I truly love.

And that’s -30-.

After close to 34 years on the paper—as well as the court, the field and the stands—our own Mr. Sportsland, Steve Smith, will retire. While he insists “it’s more about the kids” than it is the game, Smith and his love of prep sports have left an indelible mark on athletic programs across the Denver Metro area, like Prairie View High School where he often spent time chatting with coaches and kids in the gymnasium.

“Concerns surrounding wildlife and habitat have been increasingly underrepresented, not responded to, and often ignored,” reads the resignation letter sent this week by leaders of the Colorado Out tters Association, Rocky Mountain Elk Foundation and the Coloradans for Responsible Wildlife Management. “And our e orts to revitalize the conversations have not been taken seriously.”

e Colorado Outdoor Partner-

ship was formed in 2016 by CPW and then overhauled in 2020 by Gov. Jared Polis as a vehicle to “meet conservation and recreation challenges head-on through thoughtful planning, strategic investment and engagement with regional and statelevel partnerships.”

e partnership includes more than 30 organizations representing outdoor recreation, conservation, hunters and anglers, environmental education, ranching and government. e group works to blend recreation and conservation in a sustainable way that supports economies and quality of life while protecting natural resources.

e resignation of hunting and angling groups from the partnership reveals a growing schism in Colorado’s wildlife community as recreation access takes a more prominent role in resource management discussions.

there is nothing else,” said Dan Gates, a founding member of the partnership and long-time volunteer in Colorado’s wildlife community representing the Coloradans for Responsible Wildlife Management and Colorado Trapper and Predator Hunters Association. “ ere’s no room for any conversations around wildlife and habitat management. Nothing can be done for wildlife and habitat because there are all these other distractions on this landscape. It’s so frustrating for the sportsmen community.”

e letter, sent by Gates, Jenny Burbey with the Colorado Out tters Association, Luke Wiedel from the Rocky Mountain Elk Foundation, explained that volunteers “are no longer comfortable serving” after the Colorado Department of Natural Resources last year investigated allegations that Gates displayed racist behavior. e investigation yielded no evidence supporting the claims.

“Our e orts to get information and support from DNR continue to remain unanswered after several requests for transparency,” reads the letter.

Luke Wiedel has served several years as a statewide volunteer for the Rocky Mountain Elk Foundation, representing hunters in various matters with CPW. He feels his group’s involvement in the Colorado Outdoor Partnership was to “check o a bunch of boxes … so they can say we had wildlife groups approve

our statewide recreational plan.”

“If we are really going to have meaningful and impactful conversations and action revolving around recreation and conservation we need to take a step back and ask ourselves some serious philosophical questions about wildlife and habitat and capacity and impacts,” Wiedel said. “We need to all come to the realization that we all have an impact — hunters and all recreational users — and then we need to decide what we are going to do about that impact.”

e three members of the partnership tried to raise their concerns with Colorado Parks and Wildlife directors and commissioners. “We got no traction,” Gates said. “I’ve never seen so much dysfunction in an agency. We feel this is just a manipulative process.”

e agency is very busy. After two years of work, CPW is nalizing a controversial plan to introduce wolves to western Colorado by next year. ree of the agency’s commissioners’ terms end in June with three new commissioners taking their place. CPW’s director resigned in November following an o ensive utterance at an awards gala last year and the agency is searching for a new leader.

CPW also is working to promote the new Keep Colorado Wild pass as a way to fund state parks and recently asked legislators for $2.2 million in supplemental funding to support its rollout.

e three groups that resigned said volunteer support, wildlife conservation and habitat protection are falling to the wayside as CPW

navigates its complicated year.

“We sincerely hope that the conversation surrounding conservation and recreation becomes one of action and impact, perhaps in ways that none of us can imagine,” the resignation letter reads. “Colorado and our wildlife need it more urgently than most people realize. And, simply put, our natural resources deserve better.”

A statement from the Department of Natural Resources and CPW noted the agencies’ pride in the demographic and cultural diversity of the Colorado Outdoor Partnership “and its collaborative, consensusbased work.”

“While we are always sorry to see volunteer members leave, this is an opportunity to bring new voices and energy to the CO-OP,” reads the statement. “Critical work remains in Colorado to address expanding recreation and the in uence on wildlife and our land, water, ecosystems, and communities. e only way to tackle these issues is collectively with honest and open dialogue and respect, even when the conversations are di cult, uncomfortable, or require compromise on an area of interest.”

After that resignation letter landed in the inboxes of CPW o cials on Monday, the Colorado Outdoor Partnership held an online meeting the next day to welcome four new regional partners to the group.

At that meeting, Dan Gibbs, the director of the Department of Natural Resources, reiterated his inability to discuss the investigations into Prenzlow and Gates, citing personnel issues and state regulations. Gibbs

also said “CPW is really in a transitional change right now,” according to a transcript of the meeting.

Gibbs disagreed with the suggestion that CPW is not focused on wildlife.

“We are working so hard on this, but if you really feel like we are not addressing wildlife issues … this is the opportunity where you step up and say hey … really this is the dialogue, this is the opportunity that we can talk about those issues,” Gibbs said.

Western Slope rancher Janie Van Winkle, who is a member of the Colorado Outdoor Partnership, asked Gibbs if CPW was going to make any e ort to reengage the three groups that resigned.

Gibbs suggested the departure of the groups could provide opportunities for others to “ ll a really important role, just like the three of them did.”

“I’m sure there is a long list of folks that would love to be sitting around the table with you all discussing these really important issues of the nexus between wildlife and conservation and recreation and working collaboratively together,” Gibbs said. “I don’t have any ill will (towards) any of them at all, so I will keep the door open. But I think there are opportunities for new folks too.”

This notice is intended to meet the procedural requirements for activities to be undertaken by the City of Thornton for the Request for Release of Funds (RROF).

REQUEST FOR THE RELEASE OF FUNDS

On or about March 10, 2023, the City of Thornton will submit a request to the U.S. Department of Housing and Urban Development (HUD), Region VIII, Denver, Colorado, as applicable on behalf of City of Thornton for the release of Community Development Block (CDBG) Program funds under 24 C.F.R. 570, Title I of the Housing and Community Development of the Act of 1974, as amended, to undertake a project known as the Sidewalk Improvement Project- 100th & Riverdale Rd, for the purpose of installing an 8-foot-wide concrete sidewalk along the northwest corner of 100th Avenue and Riverdale Road with two Americans with Disabilities Act (ADA) directional ramps connecting the northwest corner and southwest corner. The sidewalk on the north side of 100th Avenue would tie into an existing sidewalk in front of Pine Lakes Ranch community, just west of the Colorado Agricultural Canal. The sidewalk on the west side of Riverdale Road would tie into the existing sidewalk on the north end of the 10023 Riverdale Road property. This will provide accessibility and a paved connection for pedestrian use. This project will be funded with $149,000 of 2020 CDBG funds for the design and purchase of right of way and $266,224 of 2021 CDBG funds for the construction of the sidewalk. The estimated total project cost is $341,224.

The activities proposed are categorically excluded under HUD regulations at 24 C.F.R Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Thornton Community Connections Division at 9471 Dorothy Blvd, Thornton or by contacting Community Connections staff at 720-977-5800 or cdbg@thorntonco.gov. The environmental records are available for review, copy and/or examination during normal business hours 8 a.m. to 5 p.m., Monday through Friday.

PUBLIC COMMENTS FOR RROF

Any individual, group, or agency may submit written comments on the ERR to Community Connections staff at the City of Thornton as designated above. All comments received within seven days of this notice, but no later than March 9, 2023 by 5:00 p.m., will be considered by the City of Thornton prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Thornton certifies to HUD that Mr. Kevin Woods in his capacity as City Manager, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD, Region VIII, approval of the RROF certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Thornton to use CDBG Program funds.

OBJECTIONS TO THE RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Thornton’s RROF certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request, whichever is later, only if they are made on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Thornton; (b) the City of Thornton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency, acting pursuant to 40 CFR part 1504, has submitted a written finding that the program, project and/or activity is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPD_COVID-19OEEDEN@hud.gov. Colorado colleges and universities would get a special designation if they enroll a high number of students who are the first in their families to go to college, under a bill at the Capitol this year.

The largely symbolic measure has fed a bigger debate about how Colorado funds its public colleges. It also spurred a conversation about what firstgeneration students need to be

successful.

The first generation-serving label that House Bill 1114 would create would attach to schools that enroll those students at a higher rate than the state average. It would also require Colorado’s higher education department to track how well students do at those schools.

The bill would not require schools to create additional programs to help those students get to and through college. Nor would it offer colleges more money to provide such support.

“What I would have liked to have seen is what’s being required of the institution?” Schorr said.

Supporters of the bill — including Metropolitan State University and Colorado Mesa University — would like to prod the state to better fund schools that serve a large share of first-generation students. These schools often have lower graduation rates, something that works against them in Colorado’s funding for-

mula. It also costs a lot of money to run the programs that help first-generation students. Opponents of the bill, including Colorado State University, say that who enrolls the most first-generation students shouldn’t matter. Instead, they say that state funding should follow those students wherever they enroll. With limited state funding for higher education, more money for certain institutions can mean less for others.
