On Friday, March 19, Governor Jared Polis came to Golden to sign a bill that will provide funding for a purpose that is (quite literally) close to the city’s heart: main streets.

Senate Bill 21-110, or the Fund Safe Revitalization of Main Streets bill, will provide $30 million in state stimulus funding to two statewide programs that provide funds to communities to revitalize their main streets and make them safer.

Polis signed the bill in Miners Alley, which is set to receive new hanging lights that will be paid for with dollars from those programs.

Cities will be able to use the funds for everything from creating spaces for kids and families to installing stages and structures for gatherings and cultural events that will attract people to main streets, he said.

“We know how important our main streets are and right here in Miners Alley this is going to be an example of a project Golden residents and those who visit Golden are going to be so proud of,” he said.

“It helps attract even more business to our downtown areas and you are going to see these kinds of projects all over Colorado.”

The bill is the first in a series of several proposed bills that would provide a total of $700 million in stimulus funding for Colorado to be signed into law.

Polis was joined at the ceremony by several of the state senators who sponsored the bill. Among those sponsors was State Senator Tammy Story, whose district is centered on Golden.

“I am delighted that Golden has an opportunity to utilize some of this $30 million dollars to help revitalize their main street here,” said Story. “The opportunities and possibilities for the summer and beyond are just endless.”

Brandon Narva, the owner of Goozell Yogurt and Coffee on Washington Avenue, thanked Polis and the legislature for passing the bill.

Golden Mayor Laura Weinberg said she is looking forward to the fun space the new lights will create in Miner’s Alley.

“Many of our businesses do have storefronts on Miner’s Alley and the opportunity to add some overhead lighting that is both interesting and attractive and provides that safe environment will allow people to come to Golden and have a great evening here,” she said.

“So we look forward to you coming back once the lights are up and hopefully having a great night here in our city.”

Coloradans 50-plus, more frontline workers up for vaccine New phase began March 19; general public could be next in April

As vaccination efforts ramp up in Colorado, state officials expect to open eligibility to the general

public sometime in April.

The latest batch of age groups and industries to reach priority is Colorado’s “phase 1B.4,” which kicked off March 19 and includes people ages 50 and older, frontline workers in food and restaurants, manufacturing, and other occupations, and certain state and local government workers.

“More shots in arms means fewer lives lost to this terrible virus,” Gov. Jared Polis said in

a March 12 news release. “Given our state’s strides in administering this life-saving vaccine, we are thrilled to be taking this next step and anticipate that we can open up eligibility to the general public next month.”

As COVID-19 vaccinations got underway in December, one of the first locations to begin offering the shots was Jefferson County Public Health’s vaccination center in Arvada.

The drive-thru site, which operated out of the Arvada Fire Protection District’s training center on Indiana Street, allowed up to six people at a time to get a shot from the comfort of their cars.

The focus of the site was squarely on the county’s most vulnerable residents, with the center being slower than the state to open its vaccinations to wider populations to ensure that it was prioritizing people who were having trouble securing a shot appointment from other providers.

It was also a large-scale operation that has given out as many as 500 shots a day.

But now, after putting more than 10,000 shots into arms, that site is closing permanently on March 25 as vaccination efforts enter a new stage and JCPH changes its focus.

“We’re really trying to move our efforts to focus on the equitable distribution of COVID-19 vaccine to those priority populations within our community,” said Kelly Conroy, an associate director for Community Health Services at JCPH who is leading the agency’s vaccination efforts. “So that includes commu-

Doing so, Conroy said, will involve trying “to meet those priority populations where they are” — an effort that cannot effectively be carried out from one vaccination site in the northern portion of the county.

Instead, JCPH will make several different approaches, including operating mobile clinics that will be able to “go where people are” as well as working with community partners to set up smaller clinics that will focus on distributing vaccines to populations that are being missed by traditional providers.

Some of those clinics will also be hosted at JCPH’s own building in Lakewood, she said.

Recent examples of that including partnering with the Colorado Department of Public Health and Environment on a clinic that targeted members of the Filipino community from around the metro area and a recent clinic in Arvada focusing on families involved in Jeffco’s head start program where members of the Hispanic community accounted for the majority of

the appointment slots.

A big part of that effort will involve working with neighborhood groups and other organizations that can both encourage people to get the vaccine and then help them actually get a shot, often by providing both language resources and other “wraparound services.”

This approach is also born, Conroy said, out of JCPH’s recognition that more boots-on-the-ground work is going to be needed to make sure all communities have accessibility to the vaccine.

“I think the big thing is we know that our health system is not a one-size-fits-all and (delivering) the

COVID-19 vaccine is also the same,” she said. “So, we have to be willing to meet those communities where they are and be very strategic in how we do that.”

Conroy said the approach JCPH is taking also makes sense because JCPH is allocated a far smaller percentage of the vaccine allocated to the county, with pharmacies, hospitals and other health care providers such as Kaiser Permanente allocated the bulk of it because of their ability to distribute a large amount of vaccine more quickly.

of its role going forward as trying to supplement the efforts of those bigger providers by focusing on those populations that might have difficulty setting up an appointment with those providers..

“We’re trying to be really responsive to listening to our community and be responsive to finding those groups that are having those challenges and may not be able to access the vaccine,” she said.

Those efforts are especially important because larger providers are required to post their appointments online and allow anyone who is currently eligible for vaccination under the state vaccination schedule to register for them.

Conroy said that those requirements on larger providers sets a different priority for them, as com-

pared to JCPH’s goal to specifically target underserved communities.

Christine Billings, JCPH’s emergency response manager, said the agency is also advocating with the state for JCPH to be allocated a greater share of the available oneshot Johnson & Johnson vaccine.

“We are advocating to get that for populations like our persons experiencing homelessness so we can get out and do that boots-on-theground outreach with that population,” she said.

But while JCPH is ready to turn its attention more fully to reaching the underserved, Billings and Conroy said there are still some mixed feelings about seeing the Arvada site close, even as the closure is a testament to the success of some of the early vaccination efforts.

“It was a monumental effort to meet a huge need,” she said. “It’s kind of sad to see it close down so we can shift to the next level but we are ready for that.”

‘Deed’ or ‘Title’ — Homeowners Are Confused About Ownership Instruments

You can blame “Monopoly” for some of the confusion. That board game taught us all that there is such as thing as a “deed” to a property. With a “deed” to Boardwalk and some houses or a hotel on it, you could charge rent to those who landed on it — and hopefully win the game.

Meanwhile, the Department of Motor Vehicles has taught us that there is such a thing as a “title.” Meanwhile, when you purchase a home, you receive a “title policy” which guarantees “clear title” to your property.

But surprise! There is no such document as a “title” to your home the way there is a title to your car. There is a document called a “deed” but that is the document which transfers ownership, it is not proof of ownership.

Sorry, I know this is confusing!

So where is the proof that you own your home? It is held by the Clerk & Recorder of your county, and it’s based on the most recent deed recorded with the county. The only proof that Rita and I own our home in Golden is that the most recently recorded deed transferred the property to us. There is no other document which we have or can produce to prove we own our home.

Last year the state-mandated contract for the purchase and sale of real property changed the way deeds are specified.

The agent preparing the contract specifies whether the buyer wants to obtain ownership through one of several deeds.

First is the “Special Warranty Deed,” by which the seller warrants that he is transferring ownership of his property free of any known lien or claim of ownership during the time he/ she or they owned the property.

That is the most limited type of deed.

The buyer might, however, demand a “General Warranty Deed,” by which the seller is warranting that there is no other claim of ownership (or lien against the property) going back to the beginning of time.

What you need to know, however, is that, regardless of which type of deed is used to transfer ownership, the buyer should receive an “owner’s title policy” (typically paid for by the seller) guaranteeing free and clear title to the buyer. In other words, it hardly matters which type of deed is used to transfer the property. You’re still protected.

Title insurance differs from other kinds of insurance because it has no term. It is a one-time purchase that covers the new owner of the property forever. It never has to be renewed.

Prior to issuing the title policy, the title company does a “title search” looking for any recorded claim of ownership or lien against the property in question.

If a claim or lien is not recorded with the county in which the property is located, it can’t be enforced.

It is possible, of course, that a claim or lien might be overlooked during the

title search, but it’s pretty rare. I recall once in 1991 I purchased an older (1905) office building in Denver, receiving a title policy from Land Title Guaranty Company. Within a year or so, I was notified of a lis pendens against the property, but the lawyers for Land Title did whatever they had to do in order to clear it, costing me nothing. Since that time I can’t think of any claims against any title policy held by me or any of my clients — and I’ve had quite a few!

There are other types of deeds beside Special Warranty and General Warranty.

If the property is owned by the estate of a deceased person, the property is transferred by a “Personal Representative’s Deed.” If the property is purchased at a foreclosure auction, it is transferred by a “Public Trustee’s Deed.” If a property is purchased out of bankruptcy, it is transferred via a “Trustee’s Deed.”

A “Quit Claim Deed” is used when real estate is transferred without being sold for money. For example, if John Doe were to marry Jane Doe and wanted to put a home he owned in both their names, he could “quit claim” it from John Doe (as “grantor”) to John & Jane Doe (as “grantees”). If they divorce later on, John & Jane Doe might quit claim

the house to either John or Jane, with or without a monetary settlement on the side.

With such examples, I hope you now understand that a “deed” is in fact an instrument of transfer, and not a title to property.

Because there is no physical title to real estate, the first thing that a title company does when asked to execute a contract to sell a parcel of real estate is to issue a “title commitment,” which is a document asserting who the recorded owner of the property is and to whom it is to be transferred.

There is one other use of the word “deed,” and that’s for the “Deed of Trust” which a mortgage or other lender has you sign when you take out a loan of any kind which is secured by your home.

That document is recorded with the County Clerk & Recorder and is the basis for that official to hold a foreclosure auction if you default on the loan.

I am not a lawyer, and I am providing this information as I understand it from real estate classes and from my experience as a real estate licensee. You’ll want to engage a lawyer if you require further explanation, and I, like any real estate licensee, can refer you to one.

Here’s a Postscript to My All-Electric Home Column Some readers were surprised to read my column promoting the all-electric home as a cost-effective contribution to the mitigation of climate change.

That’s because an all-electric home has, in the past, not been a good or costeffective type of home construction.

If you’re thinking of 20th Century home construction, promoting the all-electric home would make little sense. Electric baseboard heating has its place, but not as a whole house solution. One advantage of it is that each room can have its own thermostat, so you’re only heating rooms when you use them. For the heat it produces, however, it is many times more expensive than using a mini-split heat pump solution.

Recently I showed a home where a heat pump mini-split was used to heat a detached and insulated garage which doubled as a workshop. That’s a great application for that kind of heating — also because the mini-split can cool the garage in the summer, not just heat it in the winter.

There has been a revolution in the development of electric appliances, too. The induction cooktop, for example, is a highly efficient replacement for earlier electric ranges or cooktops which used resistancebased cooking elements.

Mines seniors launch clothing that celebrates female engineers Pair says goal of line is to challenge bias that engineering is and should be for men

As a senior at Colorado School of Mines, Amanda Field has experienced first-hand some of the challenges faced by women who want to work in the male-dominated field of engineering.

“A lot of times in school it appeared as being asked to be the writer or the note taker in my group projects and not really being given any responsibility in terms of the engineering and the math and the actual science of it all,” she said.

For Claire Knight, one of Field’s female friends at Mines, such biases often become evident when she goes to professors’ office hours and asks a question to find that she is given an explanation that is unnecessarily detailed compared to what would be given to a male peer.

“Definitely I have felt that people don’t expect that I would have the same credibility as anybody else with my same degree,” Knight said.

“So we’re definitely trying to challenge that.”

It’s that desire that has led the pair to start A&C Designs Company, a business specializing in producing clothing that is intended to promote pride among women who want to go into engineering and other fields that are often unwelcoming to them.

Field said she had been thinking about how fun it would be to create such a clothing idea for some time.

She first brought the idea to Knight, who she describes as being “super creative and having a craft side to her brain,” last November.

Knight, in turn, was 100% in and quickly whipped up a T-shirt printed with a design she created based on the concept Field described.

“We definitely saw a hole in the market of clothing and apparel for woman that want to showcase their brain and that they are proud to be

where they are,” Knight said. “Usually clothing in that area is not very stylish.”

The A&C Design Company website, launched on March 1, includes a lineup of T-shirts, sweatshirts, beanies and stickers. The most popular designs are emblazoned with the word “engineer” with a female gender symbol replacing the “i.”

A second design includes the phrase “engineering the future” with the gender symbol. There is also a shirt that says “My girlfriend is an engineer.”

While the company is still in its infancy, Field says the pair is already working on a new design to promote woman scientists and hopes to eventually expand the company’s offerings to include other fields.

“We got a lot of requests to branch out to areas other than engineering which is totally fair,” she said.

However, those future plans for A&C Design Company will have to be balanced with the careers Field and Knight are set to start after they graduate in May. Field is joining the Technical Leader Program at aerospace and defense technology company Northrop Grumman while Knight is going to work as a mechanical engineer at the Lawrence Livermore National Laboratory in California.

But while the pair says managing the business following graduation will be a new challenge, they say it is one they feel they are ready for now that they’ve confronted all of the obstacles that came with just getting the company off the ground.

“With starting any small business there is a lot to go through — a lot of paperwork and a logistics — and I definitely think we’ll have more to consider in the future,” said Knight.

“But for us it’s just really fun and passion project and I think for both of us it will be worth it to make it continue on.”

Former CMC worker arrested for child porn, filming women Man possessed 13,000 videos of women seemingly recorded without their knowledge STAFF REPORT

A former employee of the Colorado Mountain Club has been arrested on several charges related to filming women without their knowledge and uploading the footage to porn sites, including once uploading such a video of a coworker at CMC. According to a Golden Police press release, Golden Police first responded to the mountain club’s offices at 710 10th Street after receiving a report that a social media account belonging to the organization had been hacked to display a link to a video on a porn website.

The video that was linked showed a woman who did not appear to have

knowledge she was being recorded.

After an initial investigation, detectives identified the alleged female victim as well as the suspected hacker, 39-year-old Chun Min Chiang.

Chang is a former CMC employee and police also determined that he is a registered sex offender.

In December, a team of investigators from Golden Police and other agencies served a search warrant at Chiang’s residence.

Investigators seized computers, cell phones Chiang and various other digital storage devices containing a total of over 40 terabytes of videos and photos, the release said. Processing of the evidence recovered videos uploaded to various porn websites and over 200 images and videos of child pornography and exploitation.

Detectives also recovered more than 13,000 videos appearing to show women being recorded with-

out their knowledge in restrooms, fitting rooms and other locations.

Some of the videos contained footage of women being filmed “up their skirts.”

On Wednesday, March 17, officers with Golden Police Criminal Investigations and Special Enforcement team located Chiang in Wisconsin.

Investigators with the Waukesha, Wisconsin police and the U.S. Marshall’s Office arrested Chiang on a warrant relating to the now six-month-long investigation. The release states that investigation has identified Chiang was booked into the Waukesha County Jail where he

Front Range health drink companies making splash in Golden 8,500-square-foot facility started production last month

Move over, Coors.

Golden is now home to a new production facility that could help give the city’s longstanding reputation for producing popular beverages a healthier slant.

February was the first month of production for BevCreation, the new production and canning space that is now making the products of two local health drink companies.

One of those companies is Beauty Gourmet, a three-year old producer of canned sparkling teas and other beverages that have been enhanced with antioxidants and other nutrients.

Kris Ravenscroft was led to start Beauty Gourmet in the Boston area back in 2017 after she started to use natural remedies to deal with health struggles she experienced beginning in her 20s.

Those health issues resurfaced in her 30s and 40s because she stopped keeping with using those remedies and was “too busy to care of herself,” she said.

Enter the idea of putting those nutrients into foods and beverages, which is the foundation of Beauty Gourmet.

Last year, Kris and her husband, Adrian, relocated to Boulder, where they sought out established beverage producers called copackers to contract with to produce Beauty Gourmet’s products.

But that process contained endless pitfalls as the Ravenscrofts found the producers they worked with couldn’t consistently produce products to their quality specifications. The arrival of COVID-19 presented additional challenges as many producers said they could no longer produce their products, leaving the couple to decide it was time to get their own production facility.

It was while they were looking into options that the pair got connected to the owners of Koios, a Denver-based producer of beverages that contain substances that are claimed to improve cognitive function as well as other nutrient-rich beverages called Fit Sodas.

Seeing that they shared similar, yet distinct, products and markets as well as a desire to grow, the two companies decided to partner on the shared production and canning facility.

Both partners moved into the 8,500-square-foot facility, which is located in the sprawling Corporate Center facility near the intersection of I-70 and C-470 in November. The first production run took place in February.

Beyond giving Beauty Gourmet the ability to manufacture its own beverages opening the new facility makes sense because it allowed the companies to experiment with technological innovation, said Adrian, who is now BevCreation’s CEO. That’s something that is often lacking in the beverage industry, he said, because of the cost of implementing improvements.

“We have the opportunity to really evaluate the technology process from batching ingredients to blending ingredients to carbonating ingredients to pasteurizing your product to the can filling system in order to allow preservation of shelf-life, pres-

ervation of carbonation and just a good customer experience,” he said.

The Ravenscrofts previously worked in the production of medical devices and that background is also evident in the cleanliness of the facility, which Adrian said “actually looks like a production company when you walk in the production floor.”

According to a press release from Koios, products produced at the facility are generating $80,000 in sales a month and the partners expect sales to exceed $1 million.

Adrian also said he hopes the ability to pioneer new manufacturing processes and build proprietary machines that the facility provides will allow the facility to start producing other brand’s products.

But those possibilities, combined with anticipated continued growth in the sales of Beauty Gourmet and Koios, have the Ravenscrofts already thinking BevCreation might not last long in the new space.

“The pain point for production is warehousing space,” Adrian said. “And so I really see us within a year from now looking for a larger facility. Part of our early negotiation with Corporate Center owner St. John Properties is this our gateway facility and probably within a year we’ll be seeking 20,000 to 30,000 square feet.”

New barbecue spot brings the smoke to West Colfax Seasoned Swine now offering ribs, burnt ends and tacos in former Smiley’s location

Jacob Viers grew up helping his grandma in the kitchen. So, after enjoying a rack of ribs from a restaurant a few years ago, he wondered what was stopping him from making his own.

“I thought `why am I paying $20$22 for these ribs?,” he said. “I need to go figure these out and try to make them at home.”

That simple project has gone further than Viers ever imagined when he whipped up his first slab, with Viers opening a successful barbecue food truck in 2017 and, now, his own brick-and-mortar temple to all things meaty and smoked.

That restaurant, named Seasoned Swine in a nod to the barbecue rub that Viers uses on its meat, opened at the end of February in the former location of the craft beer bar and restaurant, Smileys at 15800 Colfax Avenue.

But Viers said there was also something special about Golden that made him feel it was the right place to set up shop after running a truck that traveled all over the Denver metro area — and sometimes well beyond it.

“It’s kind of a tourist town but at the same time I’m from small town Iowa so feel Golden has still got that culture,” he said. “There are a couple of people that I employ that grew up in this area and they kind of remind me of how that feeling is back home.”

While many barbecue businesses reflect the style of Kansas City, the Carolinas or one of America’s other barbecue capitals, Viers says his approach to cooking hog defies that kind of easy classification.

Instead, Viers seasons his meats with a rub that he describes as “well-rounded but not offensive by any means.” The ribs are also lathered with a light layer of honey glaze. But one thing Viers doesn’t do is sauce his ribs, which he said are intended to be able to enjoyed without sauce.

However, customers can, and often do, put sauce on themselves and Seasoned Swine produces its own sauces for that purpose, including a Carolina mustard sauce and a jalapeno blueberry sauce.

While ribs are Viers’ specialty, the menu also includes brisket, chicken, burnt ends and pulled pork, plus sandwiches made with those various meats and sides ranging from smoked baked beans to a green chile mac and cheese.

However, there are also a couple of other offerings that diners might not expect to find at a barbecue place: nachos and tacos that utilize the restaurant’s meat and sauces.

The tacos, meanwhile, are a newer invention.

“Everybody loves the taco,” he said. “And I thought what better taco than one that has perfectly smoked barbecue as the center piece?”

Even as the restaurant continues to deal with moderate capacity restrictions and the myriad other challenges that come with opening a restaurant a year into a global pandemic, Viers said Seasoned Swine is off to a strong start thanks to its patio and support from the community.

“We’ve had a lot of support from a lot of the neighborhood Facebook groups and things like that in the community,” he said. “Just people that are excited knowing that a barbecue spot is here and wants to stay.”

Mines anticipating full return to in-person classes in fall School will continue to monitor situation with virus, admin says STAFF REPORT

One year after the start of one of the most unusual periods in its history, Colorado School of Mines has announced that life on campus should feel much more normal at the start of its next school year.

That’s because the school is currently designing all of its classes and labs for the fall 2021 semester for in-person delivery, according to a press release.

The school is also anticipating that all classrooms, teaching labs and research spaces will return to their pre-COVID-19 capacities when the semester beings on Aug. 23. However, the release noted that Mines “will continue to monitor and adapt to changing conditions.”

“Given the projections for vaccine availability, we are planning to return in Fall 2021 to full in-person course delivery, vibrant on-campus living/learning communities and providing the distinctive on-campus learning experience that Mines is known for,” said Mines President Paul C. Johnson and Provost Richard C. Holz in a message to the campus on March 12.

Like all colleges, Mines has experienced significant disruptions since the start of the COVID-19

pandemic in March of 2020, when the school announced all classes would be conducted online to finish the Spring 2020 semester.

Last summer, Mines began offering a mix of in-person and online courses and instruction - with students having the option to have all of their course work be delivered remotely.

According to a press release, 70% of the classes offered at Mines during the 2020-2021 have included an in-person component.

As Mines awaits the availability of vaccines for students, Summer 2021 courses will be offered both inperson and remotely. Most lecture courses will be delivered either in an online or remote format, while labs and design classes will be held in-person in de-densified classrooms. Field session courses will be offered in person when possible, in line with public health guidance.

“As we move to full in-person course delivery this fall, Mines will continue to follow public health guidelines to maintain a safe campus environment,” Johnson and Holz wrote.

In the event of unforeseen circumstances that do not allow for a full return to campus, Mines will pursue a plan for Fall 2021 similar to those in place for the 2020-21 academic year, with both in-person and remote options available and more than 70 percent of all classes having some in-person component in de-densified classrooms.

According to the release, Mines launched a COVID-19 testing program in partnership with COVIDCheck Colorado, as well as an in-house COVID-19 response initiator team, at the start of the school year. That team continues to lead contact tracing and reporting activities, and directs quarantine

and isolation efforts on campus.

According to the Mines website, 248 people, including 229 students, 4 faculty members and 15 staff members, have tested positive for COVID-19 at Mines as of January 1.

There were 417 active cases, including 382 students, 12 faculty and 23 staff members, from Aug. 17 to Dec. 31.

As of March 16, there were 32 active cases of COVID-19 among people affiliated with the Mines campus.

Proposed crime bill critiqued in Jeffco Wheat Ridge council and sheriff voice concerns

A recent Wheat Ridge city council meeting featured legislative updates from District 24 State Rep. Monica Duran (D), and Meghan Dollar, Legislative Advocacy Manager, Colorado Municipal League (CML).

In her remarks, Duran spoke about the state’s recently passed supplemental funding package which focuses on schools, roads, transportation, and funding for wildfires and disasters. She also gave a brief rundown of where money in the state’s stimulus package will be spent and an overview of specific pieces of legislation she’s currently working on.

Dollar took the virtual floor next, updating council on positions CML is taking on certain bills as they make their way through the current legislative session. One of those bills is the controversial Senate Bill 21-062, intended to reduce jail populations across the state.

The bill prohibits a peace officer from arresting a person based solely on the alleged commission of a traffic offense; petty offense; municipal offense; misdemeanor offense; a class 4, 5, or 6 felony; or a level 3 or 4 drug felony.

Shrader recently released a statement about Senate Bill 21-062 that read in part “I am insisting legislators amend the bill to grant law enforcement officers the discretion to arrest and incarcerate for any felony charge. Without this modification, I am opposed to the bill.”

Other area police officials, including a deputy chief from Westminster testified at the State Capitol in opposition to the bill’s current wording.

The text of the bill includes numerous exceptions which do allow arrest. One of those exceptions is for a case in which a custodial arrest is statutorily required. There are also exceptions in cases of DUI or where the officer is unable to verify the suspect’s identity.

Other exceptions in the bill allow arrest when the offense is a felony or a victims’ rights crime, a crime where the offense includes an element of illegal possession or use of firearm, the offense constitutes unlawful sexual behavior, or the offense is a violation of a temporary or regular extreme risk protection order, a credible threat to a school, or eluding in a vehicle.

Under the bill, police can also arrest in cases where they feel the the suspect poses a threat to someone else’s safety or the suspect indicates an unwillingness to cease the criminal behavior.

In her update on the bill, which she said was brought to the legislature by the ACLU, Dollar said CML

opposes it unless it is amended.

“Essentially it (the bill) says “we changed practices during COVID in order to create more social distancing in jails and the sky didn’t fall.

Let’s continue those practices.”

I think a lot of members of the community don’t agree with that premise. They don’t agree that the sky isn’t falling,” Dollar said.

When Dollar’s presentation ended, Wheat Ridge Mayor, Bud Starker, asked about possible amendments to SB 21-062 CML was looking for.

Dollar said CML’s main concerns involved provisions in the bill that prohibit monetary bond (for the same cases the bill prohibits arrests in) unless the suspect has failed to appear in court three times.

When Starker turned the meeting over to Wheat Ridge Police Chief, Chris Murtha, and other law enforcement and judicial officials who oppose the bill, withering criticism of SB21-062 ensued.

“When it comes to policing, these are the things that really concern us — our inability to interrupt crime in a way that we’re used to,” Murtha said. “If the citizens of Wheat Ridge knew what was in the bill, they would be shocked.”

His opinion is that police are the last line of defense after multiple systems have either been underfunded or have not been addressed at home or in schools. He also pointed to mental health problems and addiction as drivers of crime.

“When those systems don’t per-

form to the level they’re supposed to, we end up with people who are at risk of committing criminal acts,” Murtha said. “And we are the line between victims and criminals. The current social experiment under COVID is a failure, and that’s why the chiefs of police are so adamantly opposed (to the bill).

Council member Leah Dozeman said she’s heard from constituents that they are moving out of Wheat Ridge because of crime, drug and homelessness issues affecting the city.

Murtha responded that there are resources available for persons experiencing homelessness.

“What we struggle with as a police department is the folks who are really suffering from addiction or mental health issues and their unwillingness to take advantage of the current opportunities because they don’t want to be constrained by the rules,” he said.

Wheat Ridge PD, Division Chief, Darrel Guadnola, weighed in next, saying his voice would be one that disagrees with the notion “the sky’s not falling.” Guadnola, also a member of the Colorado Association of Police Chiefs (CACP), said the organization’s legislative committee is opposed to the bill for being “antivictim.”

However, Colorado Politics reports that the County Sheriffs of Colorado organization is neutral on the bill.

Magical moment helps us weather the storm ALCHEMY

n the Saturday morning of the big snowstorm, I was part of a special moment that I also want to share with you. Before the storm really ramped up, I happened to gaze out my second-story window to a couple of cars with only a few inches of snow of them.

The wind had not yet started and it was a pretty placid scene overall.

Then a raven swooped down to land on top of a small hatchback across the street.

The bird hopped about a bit, leaving its spiky footprints in the snow. I was amused in the sort of “ew-a-bird-probably-justpooped-on-the-top-of-that-car” kind of way when the moment turned magical.

The raven leaned forward and tucked its head down, pushing through the snowfall just as a dog would snuffle through the snow with its nose. The raven flopped on its back, waggling and flapping its wings for all the world like a snow angel against the top of the car, sliding around and jumping back up.

Fascinated, I watched as a bird I don’t usually like – raucous, intrusive, and intimidatilngly big – played, yes, played in the snow on top of that car … hopping,

I hope our Senators, Michael Bennet and John Hickenlooper, will work to ensure that HR 6, the Dream and Promise Act, passes the Senate quickly.

Our nation is stronger because of the immigrants who come to our country every year. As someone hoping for a more just world, I strongly believe that legislation to provide a pathway to citizenship for immigrant youth known as Dreamers is an urgent priority for our Jefferson County communities.

Ultimately, we need Congressional action to overhaul our entire immigration system, the first steps that congress took last Thursday with the Dream and Promise Act is a good start.

rolling and diving in the white stuff. From where I sat, there was no purpose but pure enjoyment.

Just then, another raven flew by and my buddy lifted off to follow, leaving me to reflect on the wonder of what I had just observed.

The feature story of the December 1994 issue of National Geographic magazine was “Animals at Play.” On the cover is a photo of a young Japanese macaque, a small forest-dwelling monkey, carrying a snowball it made, and the photographer said he also saw two young macaques rolling a snowball together.

A mountain goat from Glacier National Park was photographed in jumps and twists that are “the most common and widespread acts of play.” According to the article, antelope and horses also make such spectacular leaps, as do dolphins and whales. I was surprised to learn that desert mice leap by moonlight, and that hippos do underwater backflips!

In addition to such solitary play, observers noted other social play that includes chasing and tussling games among siblings from zebras to bears to baby

elephants. Often, both juvenile and adult animals join in.

As I watched the snow play unfolding before me that Saturday morning, I remembered one particular segment of that National Geographic story: a raven bathing in snow on a Welsh hillside that rolled onto its back and slid downhill for about 10 feet … not just once, but several times, hopping up and walking back to the starting point. What purpose other than pure enjoyment?

On the other hand, my own reaction to the storm that weekend was pretty much fretting about the eventual amount of snowfall and relief that I wouldn’t have to shovel because I wasn’t going anywhere.

Plus, there was no one around to romp with, anyway.

Thinking back now, though, to my friend frolicking solo on the top of that car, I realize that play – just for the sake of play – is a much better way to weather a storm.

Odds and ends and underdogs

s there anything we love more in this country than an underdog?

Speaking for the non-gambling portion of the reading public, of course.

HITTING I think about that a lot this time HOME of year, with the NCAA basketball tournament going on. There is nothing better than watching a tiny little program who barely squeaked into the tournament taking on a juggernaut who many people though Michael Alcorn might win the whole thing …and winning. It’s what makes the NCAA Tournament the best sporting event in America. In a five-game series, Illinois probably beats Loyola of Chicago four times; but in a win-or-go-home tournament, that one possibility for the Loyolas of the world is all they need to make history.

In fact, we love underdogs so much in this country that we almost have a disdain for success (unless it’s the home-town team that is winning).

Think about how tired everybody was five years ago of the San Antonio Spurs — all they did was play an unselfish, team-oriented, entertain-

ing brand of basketball without a lot of flash, and they had an incredible run of success. Boring. Next!

I don’t think I need to bring up the dreaded New England Patriots. And how much hate do we tend to reserve for the New York Yankees and Los Angeles Dodgers?

And, of course, all of that has been exacerbated over the years by an underlying cultural movement towards contempt for success: nobody wants to emulate the guy going down the street in the big car any more, we tend to assume he is either evil or corrupt.

But for three weeks every Spring, we get to watch 63 games in which the assumption of corruption is pushed to the back burner (because we all know what a crack job the NCAA does of policing its own). 63 games that might feature players whose names will never be in lights playing for universities that we’ve never heard of staring across the line at young man-child freaks of nature who will be multimillionaires in months. And, once that ball is tossed onto the court, it doesn’t matter which is which.

It’s one of our most charming traits as Americans, a lasting legacy of our own beginnings as refugees and underdogs. I do hope we never lose that unsophisticated joy of

Apropos of last weeks’ column, this week in my inbox is the New York Times’ morning newsletter, highlighting the results of a Gallup survey which finds that “both liberals and conservatives suffer from misperceptions about the pandemic — in opposite directions.” For example, 1/3 of conservatives believe that COVID has killed fewer people than vehicle crashes — COVID has actually killed about 15 times more (never mind quibbling about people who die in car crashes with COVID).

On the other hand, 69% of liberals believe the hospitalization rate for COVID is over 20%--the actual rate is about 1%. Middle ground, people.

Come to the logical middle ground.

By the way, did you note that Italy has been placed under lockdown again this week, to last past the Easter Holiday? Pray for our friends across the sea — Europe is having a devil of a time right now.

Once again, we have a major outlet proposing a new facility in our own back yard (Amazon), and once again, forces are lining up against it. I know Maple Valley Park — I either run or bike through it five times a week during the summer.

Working together to reduce wildfire risk in Jefferson County

olorado watched last year the devastating impact of catastrophic fires. Homes were destroyed, families displaced and more than 625,000 acres of land scorched. Firefighters and law enforcement put their lives on the line to save others. In 2020, state officials recorded the three largest fires in Colorado’s history. As our climate changes, scientists forecast that fast-moving wildfires will burn hotter and longer in increasingly dry conditions further fueled by dead forest vegetation like beetlekill trees.

Jefferson County is not immune to wildfires. Almost 25 years later, you can still see the burn scars from the Buffalo Creek fire. The heat was so intense that it scorched the ground, creating what’s known as hydrophobic soil. Destructive flooding followed that caused two deaths and extensive property damage. The fire has a lingering impact on the landscape to this day.

More recently, the Elephant Butte Fire threatened hundreds of homes and families in Evergreen. Thanks to the swift work of first responders and some help from Mother Nature, no one was injured and no structures were lost, saving an estimated $48 million in potential property damage.

These fires occurred in what’s called the wildland-urban interface – or WUI – where development is near or on forested lands. More than two-thirds of the county is in the WUI, including Evergreen and Conifer which rank #1 in Colorado, and in the top 10 nationally, in the potential risk of property loss to wildfire. That’s according to the Verisk Fireline State Risk Report.

The impact of wildfire is not limited to our Foothills communities

either. Wildfire can negatively affect air and water quality in communities across our county.

Reducing wildfire risk is a top priority for the county as we work closely with fire chiefs, the Jeffco Sheriff ’s Office, Jeffco Open Space, Jeffco Planning and Zoning, forest health managers, water experts, community leaders and others to help address this pressing issue, including: • Creating the county’s first ever Wildfire Risk Reduction Task Force, which is made up of 31 members representing stakeholders across Jeffco. Late last year, task force members presented several recommendations to county commissioners focused on forest mitigation, community education and funding.

This work was done at the urging – and in partnership – with Foothills fire chiefs who worked with Jeffco Building Safety leaders to create new codes later approved by county commissioners.

• Improving forest health on 1,000 acres of Jeffco Open Space over the next five years by significantly thinning dense tree stands. This sevenfold increase in activity will reduce wildfire fuels and risk in mountain areas.

Other county initiatives include the Jeffco slash program to help community members remove forest debris near their homes such as dead tree branches, pinecones and needles. Jeffco’s Emergency Management Team is working with partners to update the county’s

Commissioners also approved last year an amendment to the county’s policy to allow for signs in the right-of-way that raise awareness of fire danger and county staff worked on a memorandum of understanding to partner with Evergreen Fire Rescue for mitigation of fire risks within county right-of-way.

Still, more work remains as we address growth and development in high fire risk areas. Jeffco’s Planning and Zoning team is tackling two of the task force’s recommendations: defining the wildland-urban interface and strengthening county regulations and enforcement on defensible space around homes and other structures in the WUI. Other changes under consideration include requiring an evacuation impact report for certain rezoning applications in the Wildfire Hazard Overlay District, requiring proof of fire protection to obtain building permit, and a myriad of proposals suggested by fire protection districts, Mountain Area Concerned Citizens and engaged community members.

We are not only focusing on

wildfire at a county level, but partnering with our state and national leaders. Commissioners and several members of the county’s wildfire task force recently attended Congressman Joe Neguse’s first Wildfire Summit to address policy solutions focused on forest health, disaster recovery, watershed protection and support services for firefighters.

Commissioner Dahlkemper also serves as one of two county commissioners representing the interests of counties statewide on the Colorado Fire Commission, a group created by the Governor to address wildfire issues.

Together, we’re seeking collaborative solutions as we learn from 2020 and move forward in 2021 to keep Jeffco safe from wildfire and protect our public lands for generations to come.

A GUIDE TO SAFE SPRING OUTINGS Seizing better weather with friends, family while minding virus

ne year after Colorado’s governor announced a stay-at-home order and drastically changed life throughout the state, the coronavirus still dictates the way Coloradans approach having fun and spending time with loved ones.

But as COVID-19 restrictions continue to loosen in parts of the Denver metro area and beyond — and as more Coloradans line up for vaccine shots — the natural question residents may ask is: What’s still off limits? What can be done safely?

One year after a spring unlike any other, many Coloradans may be raring to turn the page and make new memories. Here’s a look at how to take part in common spring pastimes with an eye toward keeping yourself and those near you safe.

Road trips Colorado’s vast expanse and varied scenery lend themselves to few things better than taking road trips.

In the pandemic’s early stages in Colorado, state officials recommended that travel for recreation be limited to a person’s own community, such as their county of residence, or traveling no more than about 10 miles.

The state public-health department isn’t urging that guidance now, but it advises being mindful of the restrictions in different areas.

“We know Coloradans love the outdoors, and we encourage them to enjoy what the state has to offer,” the Colorado State Joint Information Center, which takes questions for the health department, said in a statement. “Coloradans should check with the restrictions in the counties they are visiting to ensure they are in compliance during their stay.”

Checking the county government’s website for the area you’re visiting can be a quick, informative step. The state also maintains a map showing each county’s COVID-19 restriction status, along with a chart of what each status means, at covid19.colorado.gov/data/covid-19-dial-dashboard.

Traveling in cars with non-household members can increase your risk of contracting COVID-19, a page on the state’s COVID-19 page from June says.

Yard, house parties Colorado’s guidance on backyard or indoor parties differs based on whether people have been fully vaccinated against COVID-19.

“For those who have completed their vaccination, the (federal) CDC has provided guidance on what activities are acceptable,” the state information center said in the statement. “Individuals

who are not vaccinated should limit gatherings, follow local recommendations, wear masks and physically distance.”

A less-talked-about aspect of Colorado’s COVID-19 restrictions lately was the limit on personal gatherings.

The state’s COVID-19 dial is the set of restrictions counties must follow based on the local spread of the virus. The system also affects capacity at restaurants, other businesses, indoor and outdoor events, and other settings.

Among the dial’s six levels, blue is the secondleast restrictive. Purple, the most restrictive level, is a stay-at-home order.

Nearly the whole state was operating under the blue or yellow levels as of mid-March. Some Denver-area counties had progressed to blue by then, but others were still in yellow.

But the personal gatherings restriction had been the same across blue, yellow and orange — the middle levels. The state had allowed up to 10 people from no more than two households, although it’s the type of regulation where officials generally must rely on voluntary compliance.

On March 19, Colorado released a draft of the latest revisions to the COVID-19 dial, which included changes that would do away with the limit on personal gatherings. The proposed update — dubbed “dial 3.0” — was to take effect on March 24.

“There is no longer a state limit on personal gathering sizes,” the state public-health department said in a news release announcing the update. “The state will follow (federal) CDC’s guidance on personal gatherings. The CDC still strongly recommends avoiding larger gatherings and crowds to prevent the spread of COVID-19.”

While there are “still many unknowns” to how Colorado will continue to reopen, the state’s office in charge of promoting tourism says it is optimistic for the spring and summer travel season ahead.

“Destinations and businesses across the state continue to adhere to state and local COVID mandates including the wearing of masks in public places and physical distancing, and we do anticipate these practices to carry forward into summer in some capacity,” said Caitlin Johnson, a spokeswoman for the Colorado Tourism Office.

The office encourages visitors to check local guidance while planning and taking trips across Colorado and asks that they continue to follow restrictions “to protect themselves and the communities they are visiting,” Johnson said.

Some upcoming attractions around Colorado, according to the tourism office, include the following: • The Broadmoor Manitou & Pikes Peak railway will reopen in spring after a multi-year hiatus for repairs. Billed as the world’s highest cog railroad, the railway is one of Colorado Springs’ top attractions and, since 1891, has been carrying visitors to the 14,115-foot summit of Pikes Peak.

• Launching in April, the Colorado Liquid Arts Passport is a marketing campaign to promote breweries, cideries, distilleries and wineries across the state. The “unique digital passport” is to provide patrons with discounted tastings and offers from some of the state’s best drinking establishments, according to the tourism office. • The Golden Mill, expected to open in spring, will be a new indoor and outdoor food hall and beer garden built in a historic 1865 mill on Clear Creek in downtown Golden. The new destination will offer an extensive selection of self-pour beers, wines, ciders and cocktails. The 5,000-square-foot rooftop deck — downtown Golden’s first — will provide 360-degree views of the North and South Table Mountains, Clear Creek and Mount Zion.

• The much-anticipated Palisade Plunge, a singletrack downhill mountain bike trail, is expected to fully open in spring.

A roughly $3 million investment that was nearly 10 years in the making, the trail starts at the top of Colorado’s Grand Mesa and descends to the town of Palisade.

A journey of the self at K Contemporary gallery COMING ATTRACTIONS

nderstanding oneself is the work of a lifetime - a subject that has been the focus of centuries of artwork. That includes “Birth of Self and the Complexity of Ego,” Viktor Frešo’s new exhibit at K Contemporary gallery.

Born in Bratislava, Czechoslovakia, Frešo’s work is difficult to characterize, oftentimes blending elements of sculpture and wall art, and the work on display in this show invites the viewer to consider how one views themselves and others.

The exhibition runs through April 24 at the gallery, 1412 Wazee St in Denver. To maintain social-distancing measures, guests are limited to five per exhibition and require

advanced reservations. K Contemporary is open from noon to 6 p.m. Tuesday through Saturday.

“The work in the exhibit is really interesting, especially the well-known as `Pi us,’ figure,” said Doug Kacena, artist and owner of K Contemporary. “I really like the enormity of the scale of the work, and how confronting they are. They look really full of themselves in some way, but you’re almost sympathetic to them, even while you’re judging them.”

Frešo’s Pi us made its debut in 2013 and in the years since has been on display all over Europe.

“The figure evokes the essence of negative

emotions that people try to hide all of their life, while his physicality simultaneously reminds us of the ridiculous and insignificance of his self-proclaimed importance and arrogance,” said Frešo in a provided statement.

The exhibition was supposed to be on display in April of 2020, but since Frešo is based in Europe, when COVID-19 shut down borders all over the world, it had to be rescheduled. But Kacena said it was important that his work be highlighted, not only because of its quality but also because of the mission of K Contemporary.

“What’s so beautiful about art is that at a time when it’s so easy to think you’re alone in this world, you can have these connections with art while going through your own unique challenges,” he said. “I want people to take a look at the ideas

Streaming style - Stories from Wartime lecture series Regis University’s Center for the Study of War Experience is bringing its 26th annual Stories from Wartime lecture series to the virtual world this year. Wheat Ridge’s Grammy’s Goodies keeping things real Tight-knit family and supportive community keep Italian eatery afloat.

You take 44th Avenue to Harlan Street, head north, look to your left and you’ll see it. A small Italian joint so authentic, it would fit right in to the opening credits of the Sopranos.

The story behind Grammy’s Goodies is a uniquely American story about the great-granddaughter of an Italian immigrant who came through Ellis Island — native of Wheat Ridge, graduate of Wheat Ridge High School, who found her calling through necessity and with her family, turned it into an enduring business.

It’s Saturday evening, 6 p.m., and the place is, no exaggeration, hopping. The vibe is controlled chaos kept moving by Joeylyn Corder, daughter of owners Jeff and Vickie.

The sun is starting to go down on this, the first day of spring. Customers stand distanced in small cohorts in the parking lot. Some, waiting for a table in the dine-in tent, set up in front of the restaurant for COVID compliance. Others wait for their chance to go in to pick up carry-out orders or be tempted by mouthwatering creations in the pastry case.

“My staff is 50% family and 50% like family. They come to work, they come home and have been COVID-free,” Corder says. “We’ve had people taking deliveries three or four times a week, plus the City of Wheat Ridge has given grants — we’re lucky to be here.”

Luck is always good. But a featured spot on a highly rated Food Network show doesn’t hurt either.

In Feb. 2020, just before the shutdowns began, Grammy’s Goodies made the big time when Guy Fieri’s hit show, Diners, Drive-Ins and Dives came knocking.

“We still get business from that show every single day,” she says.

“It was a blessing that came just in time. There are people that literally fly in from all over just to come to the restaurants (featured on the show).”

Grammy’s Goodies, named after Vickie Corder’s grandmother, Lucille (whom Vickie called Grammy), was born out of necessity as a way to earn extra money to put her son and daughter through college,

Corder said.

She started by selling Italian Christmas cookies at a festival in Belmar. That led to selling other types of cookies, as well as her gigantic deep-dish pizzas. The plan worked. People loved the pizza, cookies and other items she and her family sold at festivals and events across the state. Corder says when they first started out, her husband Jeff would haul a borrowed pizza oven to festivals in their Chevy Suburban and have to make a second trip to bring the rest of the family.

In 2015, after years of making it work pop-up style, the family opened the brick-and-mortar restaurant on Harlan Street and the rest is history.

The family business, started as a way to fund college expenses, has now come full circle. Corder’s son, George, and daughter, Joeylyn, both graduated from Colorado State University and came back to work in the family business. George’s wife, Kylie, and Vickie’s husband, Jeff, work there too.

They all still do catering and events as well, but Corder says you’ll find them at the restaurant every day they’re open. The restaurant remains just two blocks from the family home she grew up in.

hope I’m not putting the cart before the horse here, but I was finally able to get an appointment for a COVID vaccination for my wife and I tomorrow. I’m keeping my fingers crossed that nothing weird happens to interfere with it because it took me weeks of trying to get one. I think I have a window between snowstorms to get there, but that doesn’t mean some tanker truck isn’t going to crash and close the highway for hours or something.

I say highway because we are going to have to drive a ways to get to our appointments. Dick’s Sporting Goods Park in Commerce City, to be specific. I wasn’t able to get an appointment anywhere closer to Golden. Luckily I heard about that site opening and called right away.

It’s supposed to be able to handle several thousand people per day, so that may help take some of the pressure off of other locations and help to open things up a bit.

They were great to work with, set things up very easily and managed to get my wife and I appointments on the same day.

But, now that the word has gotten out and more people are eligible, getting two appointments on the same day may not be as easy for you as it was for me.

For those of you who have been eligible and trying to get you shots, you will probably have already gone through all of this, but with new groups of people becoming eligible every couple of weeks, let me pass on a little bit of information about what you are getting into.

OK, so the first thing you are going to need to keep up with is who is eligible

and that changes every week or so. You are going to need to keep watching the news because you may think you are going to be eligible in two months, only to find out that they bumped things up and you will be on the “good to go” list in just a few days. This is a game of snooze-youlose.

There are two web sites that you need to bookmark. One is for the State of Colorado’s COVID information page, www. covid19.colorado.gov and the other is for the Jefferson County COVID page, www. jeffco.us/4210/vaccine. Both of these sites have the most updated information and lists of locations to get a vaccination.

Just follow the links. OK, sounds simple enough, but nothing about this past year has been simple, has it? Get ready to line up for the 400 yard hurdle race.

So your first hurdle is just getting through signing up at all of these web sites. There are ones for grocery stores and pharmacies, health centers, mass vaccine locations and other assorted places that defy classification. The first thing you will find out is that some of them are not actually up and running yet. They have a plan in place to operate in the future, but not yet. You can sort through those pretty fast as they don’t have any way to sign up yet.

The next hurdle is that some of the sites are running way behind on updating themselves as to who is eligible. This is where this phased eligibility thing clashes with reality a bit. If you think you are going to get a jump on getting signed up because you heard you will be

eligible next week, you will find that most of these sites are still playing catch up with the groups that have already been eligible and some of them are prioritizing people from previous age groups.

They may not be updated to include your group until a couple of weeks later!. Take a look at places all over the metro area.

Some counties have more locations.

The next hurdle is that some of these places, particularly the big health centers have you sign up and be put on a waiting list. Some are running on sort of a lottery system and will contact you via text or email when your number comes up. The good news is you don’t actually have to be a member or patient at any of them to get a shot, but it leaves you in limbo as to when you may get notified and some of them ask if you could be there in 15 minutes in case somebody else doesn’t show up.

So, after talking with several providers as well as numerous people that have already gone through this, here is my advice. Bookmark all the potential places, keep checking in with them daily, sign up for every list you can and be a little patient. Things get better each week and before long this hurdle race will become a sprint.

Green Mountain’s season ends with another state semifinal loss

LAKEWOOD — It was unfortunately a familiar feeling for Green Mountain’s girls bas-ketball team Thursday, March 18.

The No. 3-seeded Wizards defeated No. 2 Green Mountain 70-44 in a Class 4A state semifinal game on the Rams’ home court to end Green Mountain season. It was a heartbreaking loss for Green Mountain (17-1 record).

The Rams were undefeated going into the Final 4 game. Green Mountain’s last loss came a year ago when the Rams lost in the 4A state semifinal against Holy Family.

“Windsor is on a different level for now,” Green Mountain coach Darren Pitzner admitted. “It’s something our next senior class and our underclassmen can emulate and shoot for. I’m excited about where Green Mountain is going.”

The Rams were trying to advance to a girls basketball state title game for the first time in the program’s history. Instead, it was Windsor (16-2) moving on to its first championship game since the Wizards won

the 4A title back in 1994.

“This means so much. We were so ready and excited,” Windsor junior Alexis Backhaus said after the road victory against Green Mountain.

“We’ve been ready since June. We’ve been doing things since then to prepare. This is what we were meant to do this season.”

However, it was No. 4 Mullen (17-2 record) lifting the 4A state title Sunday, March 21, at the World Arena in Colorado Springs. The Mustangs dominated the Wizards with a 67-44 victory.

In the semifinal between Windsor and Green Mountain the Rams actually led 9-8 through a sluggish first quarter for both teams offensive, but Windsor turned it on in the second quarter.

Backhaus poured in a pair of early baskets in the third quarter.

Reed powered her way inside to put Windsor up 14-11 with 4:55 left in the second quarter. Then it was senior Kylie Sanger to get going offensive with a pair of 3-pointers before the midway point of the second quarter.

“We are super in shape,” Backhaus said of the Wizards outscoring the Rams 43-26 in the second and

third quarters. “We just kept running and pushing. We kept running our offense like we do every game.”

Backhaus (23 points), Sanger (14 points) and Reed (20 points) carried the load offensively combining for 57 points. Backhaus and Sanger poured in three 3-pointers each during the middle quarters. Reed dominated down low to help the Wizards to an eighth straight victory.

“My teammates do a really good job of getting me good looks,” said Reed, who scored most of her points in the paint. “It was awesome.”

Green Mountain junior Olivia Sears and sophomore Jayda Maves had 13 points each to lead the way for the Rams, who have a 41-4 record over the past two seasons that in-cluded the program’s first state semifinal appearances.

“I’m really excited about the whole Green Mountain community that they’ve got a pro-gram from our 2ndgraders all the way up to our seniors to be proud of and motivated to see what they can accomplish,” Pitzner said.

finished her career with more than 1,000 points and 600 rebounds.

“I’ve been lucky to coach a special senior in Courtney,” Pitzner said.

“She has been the foundation of the turnaround of this program and the face of this program.”

Pitzner emphasized how strongly he hopes that the COVID pandemic won’t have such a hold on prep sports in Colorado moving forward.

All high school sports’ seasons were shortened this school year and there was a time of no prep sports in November and December when normally the basketball season was in full-swing before winter break.

“It didn’t feel like we would ever get to this point. November and December were dark months,” Pitzner said. “I’m really excited to be done with cohorts and be together as one family. We don’t just love our varsity.

We love our incoming freshmen and everything in between.”

“We have our seed money or whatever you want to call it that we accumulate, and we’ve saved it for the last two years,” she said. “So, we’ll start as we probably normally would next year.”

But even as there will be no mutton bustin’ or parade this year, Bauman said some of the spirit of Buffalo Bill Days will be captured through other smaller festivities.

Already in the works are plans to create a virtual marketplace on the Buffalo Bills Day website where some of the many vendors who typically set up shop during the festival can ply their wares online.

“We have many longterm vendors of arts, crafts, homemade products and festival food who love participating in Buffalo Bill Days year after year,” wrote Buffalo Bill Days vendor chair Katherine Leith Porter in an email to the Golden Transcript. “Many of them don’t have a brick-and-mortar business and depend on fairs and festivals for their livelihoods so this year we are offering them the opportunity to use the BBD web page for some potential on-line referrals for sales.”

“I think everyone is taking a cautious, wait-and-see approach,” she said. “One of the challenges for event organizers is that they need months to plan with certainty for sponsorships and deposits, etc. so they have to cancel due to the uncertainty.”

Still, Lorentz said the city hopes to have events this year and has not canceled any events itself.

“We are cautiously optimistic and encourage the community to keep doing their part to stay healthy,” she said. “We are excited to spend time together as a community again soon.”

On Jan. 29, Colorado had again updated its vaccine schedule, rebranding that stage as phase 1B.1 and laying out a 1B.2 and a 1B.3.

Phase 1B.2 kicked off on Feb. 8 and included Coloradans age 65 to 69 and school workers for grades pre-K through 12, among other groups. At the time, the next step, 1B.3, was expected to include “frontline essential” workers in general, along with people age 16 to 64 with two or more high-risk health conditions.

Change in priority The latest schedule added phase 1B.4 that includes people age 50

and older — giving those Coloradans earlier priority than before — along with other frontline workers and people ages 16 to 49 with one higherrisk condition.

That includes frontline workers in the following fields: higher education staff in community colleges and colleges, food and restaurant services, manufacturing, the U.S. Postal Service, public transit and other transportation, governmental public health agencies, human services, faith leaders, direct care providers for Coloradans experiencing homelessness, and frontline journalists.

The phase somewhat mirrored the previously planned phase 2, which was set to begin in spring for Coloradans ages 60 to 64 and people with one high-risk condition.

to the definitions of the state’s phases since Feb. 26, said Victoria Graham, a spokeswoman for the governor’s office.

The timing of Phase 1B.4 was moved up a couple of days from its original timing of March 21, Graham said.

Mass vaccination efforts Colorado was set to launch six state-run “community vaccination sites” across the state that will have the capacity to administer 6,000 shots per day, Polis’ office announced in the March 12 news release.

The state launched the first state community vaccination site at the Broadmoor World Arena in Colorado Springs on March 17. The drive-thru site was to start by providing 2,000 shots per day.

“The facility will be able to conduct 6,000 vac-

cinations per day once there is enough vaccine supply. All vaccines are free with no co-pay,” a March 17 news release from Polis’ office said.

Coloradans who are currently eligible for the vaccine but have not yet received it will still be able to get a vaccine appointment as the state moves forward with 1B.4.

People in the previous phases — such as Coloradans 70 and up — remain eligible and will still be prioritized, according to Tri-County Health Department.

Once the vaccine opens to the general public, vaccine providers will still be able to prioritize those who are at risk due to their age, along with others with high-risk conditions who have not yet received the vaccine, according to the March 12 release.

In wrapping up the legislative update portion of the meeting, City Manager, Patrick Goff, called for a

show of hands to oppose the bill as written. The show of hands was unanimous.

For now, the bill has been heard in committee in the senate and is parked in appropriations due to the $93,185 price tag that comes with it for fiscal year 2021-22. If it makes it

out of the senate, it will be heard in the house judiciary committee next. It’s unclear when it would be scheduled for a final vote if it makes it that far. As with all legislation, Jeffco residents are encouraged to reach out to their representatives to express support or opposition to the bill.
