Centennial Water claims increased rates are needed

While officials of the Centennial Water and Sanitation District say the proposed rate increases in the proposed 2024 budget are necessary for future growth and improvements, some residents remain skeptical. In November, Centennial Water proposed a 6% rate increase for all residents and a new infrastructure investment fee of $7.50 per month. Bret Rogers, a longtime resident at the district 76 rep for the Highlands Ranch Community Assocation, spoke at the Nov. 27 public hearing during Centennial Water’s board meeting. He expressed frustrations with the budget, he asked the board what the $7.50 will be used for specifically. According to the proposed budget, the proposed $7.50 Infrastructure Improvement Fee will go toward the district’s capital projects and debt service funds. District General Manager Sam Calkins said the new fee will generate an estimated $4 million a year in added revenue. The budget also states that dedicated funding is needed to ensure continued operations, keep the district up to date with federal and state water treatment regulations and renovate or replace the district’s water and wastewater infrastructure as it ages. Centennial Water was constructed in the mid 1980s, and in recent years, has been undergoing renovations as part of the district’s 10-year capital improvement plan to address the aging infrastructure and improve efficiency.
