DENVER -- The Colorado Department of Public Health and Environment’s Air Pollution Control Division sent provisional requirements for fenceline monitoring to the Suncor refinery in Commerce City. According to a statement, fenceline monitoring “ensures that the facility is monitoring emissions at its perimeter.” The state’s recommendations include more protective measures than what Suncor proposed.

“We shared some of the community’s concerns about Suncor’s initial proposal and had some insights of our own,” said Michael Ogletree, director of the Air Pollution Control Division, in the statement. “Our staff has done incredible work to address all these issues. And while Colorado’s hospital izations have come back down after a long plateau — the num ber was 236 in mid-August — it’s anyone’s guess as to when the next wave will arrive, particularly as school gets underway.

Strict COVID rules long gone For this school year, the state public health department signaled it will continue the more handsoff approach to COVID it began a year ago and has since loosened further.InJuly 2021, Colorado removed mask requirements for schools and repealed the mandate for school protocols regarding out breaks and other instances of COVID-19 cases. That meant that schools no lon ger needed to adhere to the broad quarantine and isolation require ments in the state’s earlier public health orders. (The state still put forth non-essential guidance for schools.) And state and local pub lic health officials still had “statu tory authority to institute quaran tine and isolation as needed to stop the spread of disease,” the state public health department said at theIntime.January, the state’s quaran tine guidance updated to align with a change in CDC guidance, outlining that students and staff generally don’t need to quarantine if they were up to date on COVID vaccination. For those not up to date, the guidance shortened the recommended quarantine to five days, with five additional days of masking — down from the earlier suggestion of 10 days of quaran tine.

I’m friends with a lot of the underclassmen. You are go ing to learn a lot more, and this will add a lot more programs than any other school has.”

He envi sions a time when public health officials can look back and notice that the situation hasn’t been changing much — when variants arise but don’t behave much differ ently from each other. “I don’t think next spring is an unlikely time frame for us to look back and say, ‘This is probably how COVID’s going to behave,’ ” Douglas gave as an estimate.

“Don’t let anyone convince you that the education you receive here is less important than what you receive in the other building,” Huseman said. “You owe it to yourself to take advantage of the opportunities this center is going to provide.” the possibility that the virus’s impact across age groups could change, Douglas said. Meanwhile, the state public health department has continued its loosened approach to address ing COVID risk in schools. And looking ahead, state officials aren’t currently considering adding COVID vaccination to the list of required vaccines for K-12 stu dents for the 2023-24 school year, a statement from the department said.As many Coloradans continue to return to life as normal, Elizabeth Carlton, an associate professor at the Colorado School of Public Health, emphasized the need to take the virus seriously. “I think what is challenging is communicating the severity of COVID risk, and it’s not uniform across the population,” Carlton said. She added: “It’s different for differentColoradopeople.”stillsees ups and downsDespite the many months of living without broad public health mandates in metro Denver coun ties, Colorado is seeing much fewer COVID hospitalizations than at the same time last year. Back in the spring, Colorado hit a milestone: The state saw the lowest number of Coloradans hospitalized with COVID since the start of the pandemic — 77 state wide — on April 12, according to a report from the Colorado School of Public Health. The low point in hospitalizations arrived even amid the highly con tagious Omicron subvariants, and that’s partly because they seem to be less severe than the Delta variant was, Carlton said. Another factor was the rollout of Paxlovid, an antiviral drug that Carlton called “a game changer” for people who are at risk for COVID hospi talization — even though the drug isn’t yet as widely available as she would like. But like clockwork, hospitaliza tions came roaring back, reach ing 324 in mid-July, according to the state’s COVID website. (Not all patients who are counted are hospitalized “due to” the virus. For some, COVID is a less impor tant or “incidental” finding, such as for patients who are admitted for other reasons but test positive for COVID later. The most recent breakdown showed about 63% hospitalized “for COVID” and about 31% hospitalized “with COVID” in early August.)

And while researchers likely won’t develop a new vaccine for ev ery variant, there could be a new COVID vaccine every year, similar to the flu, Douglas said. Right now, COVID is much less dangerous than it was, but it’s still affecting society in ways ranging from interrupting kids’ education to driving up the death toll, Carl ton“Innoted.atypical year pre-COVID, influenza killed 12,000 to 52,000 people per year in the U.S. … so far in 2022, we’ve had about 187,000 COVID deaths in the U.S.,” said Carlton, who works in the Depart ment of Environmental and Oc cupational Health at the Colorado School of Public Health.

Sandler, I never lost touch with the people that I worked alongside at either organization. As a matter of fact, it went deeper than just staying connected, I was able to partner with Sandler while at Ziglar, and then partner with Ziglar while at Sandler. Several weeks ago, I wrote a column about the importance of not burning bridges, and instead looking for ways to stay connected for the benefit of all parties. While we all knew intuitively that students’ education suffered during the pandemic, it was still sobering to see the latest standardized test results across Colorado. The results document that student test scores declined since the last pre-pandemic tests were administered to all third through eighth grade students in 2019.

While standardized tests are not the do all and be all for measuring student achievement, they can be a helpful tool to measure trends in how students are meeting educational expectations. In both 2019 and 2022, less than half of all students who were tested in every grade (3rd through 8th) and for both English and math met or exceeded expectations.Asthisnew school year starts with fewer COVID restrictions and a much more traditional operation of our schools than in the last two years, the results of this year’s standardized test scores is a good reminder that we owe it to our kids and to our collective future to make schools and student achievement a priority.

While standardized tests are not particularly popular and while there have been bi-partisan legislative efforts to scale them back, test results do show us trends of how students are doing on a macro level. Tests were canceled in 2020 and administered to a limited group of students in 2021. As would be expected given the disruption to schools, the 2021 tests showed significant declines, but those results provided limited chances to fully evaluate the results because the tests were not administered to all grades

pre-pandemiclevelsandtooktestedAlllowerlevelsparticipationandweremuchthanusual.regularlystudentsthe2022testsparticipationequaled levels, so they give us a chance to examine how the chaos of the pandemic on our kids’ education affected their progression. And when we add how the pandemic affected teachers and how they both do and feel about their jobs, these test results should be another wake-up call about the need to continually prioritize the importance of public education and our societal need to prioritize it in our lives and to make sure our educational institutions have sufficient resources to do theirTherejobs.are federal resources related to the pandemic that we should use to address specific deficiencies that are a result of the disruptions in our kids’ studies so that they can catch up, but any conclusions about the impact of the pandemic on student achievement is incomplete unless it continues on to acknowledge when it came to K-12 education, we had plenty of work to do before the pandemic.

Suncor submitted its fenceline monitoring proposal to the division at the end of 2021. It included five new monitoring sites along Suncor’s border, each of which would have two rotating analyzers. CDPHE’s recommendations include another monitoring path along Brighton Boulevard and extra analyzers to enclose the facility’s boundary.

The division accepted feedback from the public during a 90-day period from January to April and convened two public meetings in March. The division sent the revised fenceline monitoring plan to Suncor earlier this month. The statement said the state recommendations guarantee that Suncor will continuously monitor air pollution, conduct monitoring that encompasses the facility and that online emissions data get an update every five minutes.Thestatement said Suncor will have to provide data on 14 compounds in both English and Spanish.

However, it also can take seven days for someone to start feeling symptoms.“You may not know that you have West Nile virus, and then suddenly you’re very ill,” she said.Most cases in Colorado take place in late August and early September, House said. Other confirmed cases have been in Arapahoe, Boulder, Broomfield, Delta, Denver, Eagle, Larimer, Montrose and Weld counties.Thevirus is transmitted by mosquitoes. Birds are the reservoir host and when a mosquito bites a bird with the virus, it can then go on to bite mammalian species to infect them, according to Deputy State Epidemiologist JenniferAlthoughHouse.West Nile Virus is mostly transmitted through mosquito bites, it can spread through blood or whole organ donations. Though, the blood supply is screened.Housesaid it is not transmitted from person to person. The symptoms of the virus begin with a fever and followed by a flu-like illness. House said a small proportion of individuals progress to a more severe illness that is neuroinvasive.

Dumping any standing water on one’s property will reduce mosquito populations. Mosquitoes can breed in as little as a tablespoon of water and finish their developmental stages to fly in seven days, House said. Dumping bowls, cans and other water filled containers within a week can prevent breeding.

The Adams 14 School District thinks a Denver district court judge will rule in about two months on the district’s appeal of an order that removed the district’s state accreditation and implemented orders to reorganize.
