The inspections will compare the conditions of the rocks now to the original plans the ACOE developed back in 1941, including how badly they have weathered.

One might think rocks last a long, long, time, but they don’t stay in the neat piles built when constructing jetties, breakwaters, and revetments.

And the type of rock is normally not the type used today for such constructs.

And seawalls, though are not very many in the harbor, also are subject to weathering from the salt air environment.

There’s also the issue of sea-level rise, which if

for decades, and the revetment hasn’t been given much love.

“This solicitation, the RFP reads, “will be for the City’s first formal inspection and assessment of City-owned revetments and seawalls.”

And while readers might think a pile of rocks is just that, engineering of jetties and revetments is carefully laid out to make the individual rocks fit together solidly and better hold back the sea.

And there’s over well over a mile of revetment in the harbor. The city has broken it down into segments for the inspections. The initial visual inspections will be done on a minus-2-foot tide and look at some 15 feet of the rock piles (from

MORRO BAY — The Harbor is the heart of Morro Bay and the city is, for the first time ever, going to inspect and develop a work schedule to repair the heart of that heart — the Embarcadero rock revetment that holds back the bay.

The city is taking bids now on a project to “inspect and assess the condition of various revetment sections and seawalls in and around the Harbor in the City of Morro Bay,” reads a notice from the city, dated Jan. 12.

The notice, issued by City Engineer Eric Riddiough, requests bids from qualified individuals or companies that do such engineering to find out just how badly the revetment, built in the 1940s, is holding up or in need of repair.

“It is believed,” reads the Request for Proposals posted on the city’s website, “that in the 1940s the Navy in-filled the area essentially from the midpoint of Embarcadero Road [the center line in the street] outward to the water and constructed the rock revetment.”

This was all part of the Army Corps of Engineers’ work to establish a naval training base during World War II. The base trained marines to fight in the Pacific and made use of what is now the power plant property for its base of operations.

Training was carried out on Morro Strand Beach, inside the harbor at the North T-pier and in the sand suns off Pecho Valley Road in Los Osos.

That area was an artillery practice range, and is occasionally swept for unexploded ordnance (mostly artillery shells and hand grenades) by government contractors after winds unearth them.

The revetment was put in during the ACOE’s building of the two breakwaters and a causeway out to Morro Rock, creating the harbor mouth and the Rock parking lot.

That connected the island that was Morro Rock with the mainland and shut off the north entrance channel.

It was life-altering work for the little harbor and has had a lasting effect on the estuary of the Back Bay, which has seen speeded-up siltation due to limiting the tidal flushing that used to happen when the Rock was an island.

All that rock for the revetment was also blasted off of Morro Rock by the ACOE, which not only built this harbor, but the Port San Luis Breakwater and revetment along Avila Road. Indeed, about 1 million tons of Morro Rock was mined and used to construct revetments and breakwaters up and down the California coast, as well as Grace Church in San Luis Obispo.

It’s been estimated that the Rock lost about a quarter of its mass from the blasting and mining operations that ended for good in the 1960s.

dire predictions come to fruition, namely 6-7 feet of rise, that could put the entire Embarcadero in jeopardy of being flood on king tides especially if topped by a significant storm surge.

Also, as in the case of tsunami, like the Japan earthquake and tsunami of March 2010, the height of that revetment could be critical. On March 11, 2010, after a 9.1 magnitude undersea quake struck, killing over 19,000 people.

In Morro Bay, the inspections will also use ground penetrating radar to cover the area from the top of the revetment to 20 feet landward to check things like density of the soil, softness or hardness of the soil, any voids or revetment rocks.

That half of the Embarcadero, which is publicly-owned property administered by the City Harbor Department and leased to private entities to actually develop. The exception is the property where Giovanni’s Fish Market & Galley (two take-out restaurants and a fresh fish market) is located.

The easterly side of the street is actually private property (with the exception of Centennial Parkway and the parking lot next door).

The city has over a mile of revetment to inspect but on the other hand, there are just three seawalls to be inspected — the south side of the North T-pier where the fisherman’s wharf and Dockside Too are located; the south end of Tidelands Park by the launch ramp and boat slips; and at the Inn at Morro Bay. The first two are concrete seawalls, and the third is heavy wooden timbers.

The revetment behind the Inn has long been a problem and in a state of collapse. There was once a small marina there, but all that remains are lonely piles sticking out of the water.

The condition of the revetment has long been a concern for city officials, and leaseholders alike, who technically are responsible for their maintenance. That’s been a sore subject for leaseholders, who believe the city ought to bear that responsibility, while the Harbor Department has had funding issues affecting many of its maintenance needs.

The RFP doesn’t list an estimate of what the contract should cost, as this isn’t a construction contract but a contract for so-called “professional services.” Bids are due Feb. 15.

Such contracts emphasize a firm’s qualifications and experience in selecting a consultant over the price they’ve bid. Pricing isn’t discussed until a firm is selected.

The RFP does lay down some deadlines. Work is expected to begin in March and be done in July, with an initial partial draft report due in June. “The expected duration of the desired services,” reads the RFP, “is to be completed within 180 days.”

Readers should have some idea of how much work needs to be done, as in 2022, during the push to pass a parcel tax to support the Harbor Department, it was estimated that all city harbor facilities — from the revetment and seawalls, to the T-piers, city boat slips and more — was estimated at $10 million.

Prescribed burns planned for Montaña de Oro and Morro Bay state parks California State Parks, in collaboration with CAL FIRE and the Air Pollution Control District, is set to carry out prescribed burning activities at Montaña de Oro and Morro Bay state parks, which will involve burning brush piles and broadcast burning.

Scheduled Dates: The prescribed burning will take place from Tuesday, Jan. 23, through Thursday, Feb. 29. Ignition operations may commence as early as 7 a.m., with fire activity expected to conclude around 5 p.m. Please note that specific burn days and locations are subject to change based on weather conditions and permit approvals.

Locations: • Montaña de Oro State Park: Burn sites encompass approximately 200 brush piles near Horse Camp and Cable Trail, along with around 50 brush piles situated on the Back Bay Loop Trail at the end of Butte Drive.

• Morro Bay State Park: The burn site includes roughly 50 brush piles and areas of grassland/scrub vegetation along Quintana Rd. Purpose: The prescribed burning serves the following objectives: • Reduction of fuel loads and mitigation of fire hazards.

• Enhancement of the overall

health of native plant communities.

• Assistance in the control of non-native, weedy species.

City of Morro Bay offers comprehensive preparedness for strong El Niño this winter As the prospect of a robust El Niño weather pattern looms over Morro Bay this winter, the City of Morro Bay is taking proactive measures to ensure the safety and resilience of its community members. With the potential for adverse weather conditions on the horizon, the city is providing essential guidance to property owners to help them prepare effectively for the challenges that a strong El Niño season may bring.

Morro Bay’s unique geographic location makes it susceptible to the impacts of a powerful El Niño, but homeowners can play a crucial role in minimizing damage to their properties. According to the August 2023 ENSO (El Niño-Southern Oscillation) forecast by the National Oceanic and Atmospheric Administration (NOAA), there is a greater than 95 percent likelihood of El Niño conditions persisting throughout the 2023-24 winter, with a 66 percent probability of a strong El Niño. Historical data indicates that strong El Niño

events can result in extended periods of intense rainfall, leading to heavy runoff, floods, mudslides, debris flow, and landslides, both inland and along the coast.

To empower the community in their preparedness efforts, the City of Morro Bay has created a comprehensive checklist with the following key recommendations: 1. Inspect Slopes: Property owners are advised to visually inspect all sloped areas for signs of erosion, gullies, surface cracks, and slumping.

Additionally, structures like buildings, patios, retaining walls, and garden walls should be examined for indications of cracking or rotation, as these may signify slope movement.

If any signs are observed, it is advisable to seek the expertise of a California-licensed geologist or geotechnical engineer for a site inspection.

2. Inspect Bare Ground: Large bare areas have the potential to trigger mudflows during heavy rainfall. Property owners are encouraged to consider covering or vegetating bare areas before the storm season begins. Mounds of loose soil or fill material should also be covered and secured.

3. Inspect Drains and Gutters: It is important to visually inspect and remove debris from retaining wall drains, surface drains, culverts, and gutters before the storm season

commences. Properly directing stormwater runoff into appropriate drainage control areas is crucial to prevent excessive soil saturation.

4. Inspect Structures: Property owners should conduct visual inspections of all structures for signs of distress, material loss, obstructed drainage, or exposed reinforcing steel both before the storm season and after every rainstorm. In the event of significant problems, consulting a California-licensed engineer for maintenance suggestions is recommended.

5. Inspect Roofs: Regularly inspect roofs or engage a roofing contractor to check for loose tiles, holes, or any other signs of distress.

For any questions or assistance related to slope stability, flooding, mudflows, or erosion concerns, residents are encouraged to contact the Engineering Division during public counter hours (Monday through Thursday, 9 a.m. to 4 p.m.) or reach out via email at adella@morrobayca. gov.

In addition to these proactive measures, the City of Morro Bay will make sand available for sandbagging in the library parking lot ahead of major storms, though sandbags and shovels will not be provided by the city.

As a reminder, the public is strongly encouraged to prepare for severe weather and other natu-

ral disasters by taking steps for personal emergency preparedness.

Residents should ensure they have adequate supplies in their residences to sustain each occupant for a minimum of 72 hours. This includes provisions such as food, water, medications, clothing, batteries, flashlights, sanitation supplies, blankets or bedding for warmth, and sources for backup power, such as battery packs and generators, to charge cell phones and radios.

The City of Morro Bay is committed to the safety and well-being of its residents and will continue to provide support and information throughout the winter season to help the community navigate any potential challenges posed

by El Niño.

Limekiln Creek Bridge Replacement The Limekiln Creek Bridge Replacement Project, situated near Lucia, is set to replace the existing concrete bridge, ensuring the safety and convenience of the traveling public while preserving the beauty of this iconic coastal route.

Highway 1 in this area currently consists of a two-lane undivided highway featuring two 10- to 12-foot lanes and 0- to 4-foot non-standard shoulders. The proposed project will focus exclusively within the Limekiln State CONTINUED ON PAGE 6

Park property, with the entrance to Limekiln State Park situated directly off the highway at the southern abutment of the bridge.

Additionally, access to the beach from Limekiln State Park passes underneath the Limekiln Creek Bridge.

The existing Limekiln Creek Bridge, with its eight piers and two abutments, stretches approximately 580 feet in length. Over time, it has experienced significant deterioration due to chloride intrusion in the concrete, largely caused by the saltladen fog prevalent in the region.

This intrusion has led to concrete cracking, reinforced steel corrosion, and cable deterioration, affecting the bridge’s structural integrity.

Furthermore, the north abutment of the bridge has faced recurring slope stability issues caused by powerful waves. Despite various attempts at stabilization, permanent stability has proven unattainable. As a result, the project is subject to a permit requirement (Coastal Development Permit 3-09-020) from the California Coastal Commission, mandating the removal of existing slope armoring.

The Limekiln Creek Bridge Replacement Project serves a vital purpose by addressing these pressing issues. The key objectives of the project are: • Ensure the reliability of Highway 1 for the traveling public.

• Support the smooth movement of essential goods and services.

• Maintain coastal access along the scenic Big Sur coast.

Caltrans remains committed to delivering a safer and more resilient infrastructure that will benefit both residents and visitors to this cherished region. The project’s inception was driven by concrete core testing and inspections conducted by Caltrans’ Structure Maintenance and Investigations Team in 2012, confirming the extent of chloride intrusion and deterioration in the bridge’s structure.

The Limekiln Creek Bridge Replacement Project marks a significant milestone in enhancing the safety and sustainability of Highway 1. Caltrans looks forward to collaborating with the local community and stakeholders to ensure the successful completion of this vital infrastructure project.

Because primary ballots contain at least one line for a write-in candidate in every contest, voters sometimes think that they can write the name of anyone they’d like to see serve in that office. In truth, if the name hasn’t been qualified as an official write-in candidate, it will not count as an official vote.

San Luis Obispo County

SLO County Board of Supervisors District 5 Candidates Forum to be held Feb. 5 On Monday, Feb. 5, at 6:30 p.m., the Atascadero AAUW, San Luis Obispo County League of Women Voters, and NAACP San Luis Obispo branch are co-hosting a candidate forum for the San Luis Obispo County Board of Supervisors District 5 election. The forum will take place in person in the sanctuary of the Atascadero Community Church and online via a YouTube livestream.

The Fifth District race is a critical local election. County supervisors make decisions for the community that directly affect our daily lives. The election takes place Mar. 5, and ballots will be mailed to San Luis Obispo County residents starting in early February.

Current Atascadero Mayor Heather Moreno and councilmember Susan Funk are the only District 5 candidates, and whoever gets the most votes in March will take the seat without a November runoff.

This non-partisan public forum is a chance to see and hear both candidates side-by-side, learn what they stand for and their hopes and plans for our county.

Each candidate will make a short presentation and then take questions from the audience.

Elections write-in period runs through Feb. 20 Jan. 8 kicked off the write-in period for the Mar. 5 Presidential Primary Election. Through Feb. 20, prospective candidates may file a Statement of Write-In Candidacy with the Clerk-Recorder.

To be declared an official write-in candidate, a prospective candidate needs to file their statement and also circulate nomination papers for signatures within the jurisdiction of the office they seek. The number of signatures required is between 40 and 100, depending on the office.

San Luis Obispo Children’s Museum maps an exciting 2024 The San Luis Obispo Children’s Museum is kicking off 2024 with new board members and plans for additional exhibits and expanded programs.

These include Museums 4 All (discounted admission for EBT cardholders), the City Play Program (for unhoused children and their families), Sensory Nights (free time for kids on the spectrum), and Moonlight Hours (free play once a month from 5 to 7 p.m.). A unique new visitation program, with the goal to support local schools with the K-3 grade age group, will also be rolled out in this fall.

Dozens of dedicated locals have served the Children’s Museum as board members over the years, steering it steadily through recessions, capital campaigns, growth, and a pandemic. Most recently, the Board of Directors added five new members to its ranks and elected an executive team. AARP Tax-Aide and United Way of SLO County announce joint promotion of free tax services To better serve San Luis Obispo County taxpayers, AARP Tax-Aide and United Way of SLO County will be jointly promoting free tax return preparation services through their respective organizations.

Services by both AARP and United Way are provided through the IRS-sponsored Volunteer Income Tax Assistance (VITA)/ Tax Counseling for the Elderly (TCE) programs. Taxpayers can find locations, hours, and services at 12 sites across the county, through their websites, call center, social media, email, etc.

Vicky van den Berg, district coordinator for SLO AARP Tax-Aide, commented, “The goal for both our organizations is to provide free tax return preparation for as many taxpayers as possible. By working together, AARP and United Way can jointly offer more locations and timeslots for taxpayers.”

Doug Yeiser, United Way SLO interim CEO, said “Taxpayers unable to book an appointment at an AARP location can check United Way, and vice versa. All AARP and United Way volunteers are certified through the same VITA/TCE program.”

AARP Tax-Aide, with its emphasis on seniors, offers weekday appointments between 9 a.m. and 3 p.m. There is no age or AARP membership requirement. United Way focuses on low to moderate-income taxpayers and offers afternoon, evening, and weekend appointments to help those with work or other commitments as well as a dropoff and pick-up later services.

Though United Way VITA does have an upper-income limit for the taxpayers it serves.

2024 taxpayer services begin on Feb. 1 and continue through early April. Taxpayers can go to CCFREETAX.ORG (AARP) or MyFreeTaxes.Org (United Way) to get more information and book an appointment.

County of San Luis Obispo Public Libraries launches The Literacy Connection County of San Luis Obispo Public Libraries announced its new in-house literacy program, The Literacy Connection, where adult learners can work with trained tutors or in small groups to improve reading, writing, English skills, or other goals.

TLC is volunteer-based and offers Adult Literacy, ESL (English as a Second Language), and Family Learning tutoring. Because it operates out of libraries, TLC offers

learners a direct connection to books, family learning programs, and other resources.

“Learners can find great books in our Read On collections in our libraries,” said Erica Thatcher, engagement and marketing coordinator for the library. “We designed the collections to be stigma-free, and they include bestsellers, graphic novels, engaging nonfiction, as well as several adult basic education titles.”

Libraries offer specialized programs that promote literacy within the family unit, including family story time, simultaneous parent/child learning, and family literacy events at the library.

“When families learn together, they thrive together,” said Michelle Haddad, literacy coordinator for the library. “We provide opportunities for learners to be active in their child’s early learning.”

Free and confidential, the new program connects learners with tutors at a library or another location convenient to the learner.

Photo identification is not required.

The Literacy Connection is in partnership with the California State Library and its California Library Literacy Services program.

Early Warning System sirens annual maintenance begins for 2024 Beginning Monday, Jan. 22, Pacific Gas & Electric, in coordination with the County of San Luis Obispo, will be conducting annual maintenance on the Early Warning System sirens. Annually, each of the Early Warning System sirens are inspected and tested individually to help ensure the system is ready should it be needed during an emergency. Following inspection, each siren undergoes a brief growl test. This short, low-volume test lasts for a period of a few seconds.

Although the public in close vicinity to the siren may hear a brief siren sound, no action is required on the part of the public. Should a siren continue to sound, you should tune to a local radio or television station for emergency information. During an emergency, sirens are sounded for a full three minutes.

Annual siren maintenance is conducted Monday through Friday and will continue through July. In the coming weeks, crews will be working on sirens in San Luis Obispo and the north coast, including Los Osos, Morro Bay and Cayucos areas.

The sounding of the Early Warning System sirens is an indication that the Emergency Alert System has been activated, and the public should tune to a local radio or television station for emergency information and instructions. Although the Early Warning System sirens were installed and are maintained as one of the requirements related to the operation of the Diablo Canyon Power Plant, the sirens can be used for any local emergency where there is a need for the public to take action.

Kristin Smart’s family files lawsuit against Cal Poly Complaint claims negligence during first days of disappearance

By Camille DeVaul of Morro Bay Life SAN LUIS OBISPO — Nearly 28 years since the disappearance of 19-year-old Cal Poly student Kristin Smart, her family is filing a lawsuit against the university.

Kristin went missing on Memorial Day weekend in May of 1996 after attending an off-campus party. She was last seen walking back to her dorm with Paul Flores. Since her disappearance, Flores has been the center of police investigations, and in 2021, he was arrested for the murder and disappearance of Kristin alongside his father, who was accused of helping his son hide her body.

In October 2022, Flores was found guilty of Kristin’s murder, while his father, Ruben, was found not guilty of helping his son. Flores was sentenced to serve 25 years to life in prison in March 2023. To this day, the whereabouts of Kristin’s remains are unknown.

The lawsuit filed by Kristin’s parents and siblings on Thursday, Jan. 18, claims that California Polytechnic State University San Luis Obispo (Cal Poly) is partially responsible for her murder on the grounds of negligence, negligent infliction of emotional distress, and wrongful death.

The complaint document opens with the Smarts saying the university “did not begin to understand the multitude of failings by Cal Poly until May 2023.”

In May of last year, Cal Poly President Jeffrey Armstrong publicly apologized to the family for the first time on record, saying, “We recognize

that things should have been done differently — and I personally wish that they had.”

The complaint continues to describe how Cal Poly allegedly breached its legal duty when it did “not pursue a missing person case promptly, did not interview witnesses timely, did not seal the primary suspect’s dorm room as a crime scene, allowed the suspect’s room to be sanitized and cleaned before it was searched, and did not search the suspect’s room until 16 days after Kristin disappeared.”

The document also claims that before Flores killed their daughter, multiple reports had been made about Flores’s “threatening, stalking, and harassing behavior.”

The Smart family claims in the suit that if the university had properly acted on the reports and investigated, Flores would not have been

on the campus with Kristin, therefore preventing her murder.

In the years following Kristin’s disappearance, Flores left Cal Poly for various jobs throughout the state, primarily in Southern California. Several witnesses have been brought forward alleging Flores raped and assaulted them. The lawsuit also claims that if Cal Poly looked harder into Flores from the beginning, these other assaults and rapes could have been prevented.

The lawsuit further explains that these mishandlings by the university have caused the family “decades of trauma and emotional distress caused by knowing that Kristin’s murderer was still free and that her body was still hidden, and that her murderer could hurt other women.”

The Smart family says they did not begin to put together the lawsuit against Cal Poly until after the

president’s public apology which they say, “It was at this point that the Smart family began to understand Cal Poly’s failings.”

According to the lawsuit, Cal Poly still has not provided the family with the full investigation file, and that on Sept. 15, 2023, the university responded stating, “we have determined that all four claims were and have not been timely presented after the relevant event or occurrence within the time period required by law.”

The day following the off-campus party where Kristin was last seen, her friends reported her missing to the university’s campus police. However, because it was a holiday weekend, they wanted to wait until after the Memorial Day weekend was over to take their missing person report. At that time, the campus police suggested Kristin had left town or gone camping with friends. It wasn’t until four days after her disappearance that campus police began to investigate. They did not search Flores’s dorm room until 16 days after Kristin’s disappearance, despite multiple people claiming he was the last person seen with her. However, it took the university 31 days to conduct a formal investigation of his room with a crime scene investigator.

The lawsuit further details Flores’s aggressive behavior and multiple filed reports against him at the campus and following Kristin’s disappearance.

Two of those reports detailed in the lawsuit claim that in December 1995, a female Cal Poly student filed a police report stating Flores had been harrassing her and climbed the trellis of her apartment to spy on her. Again, in March 1996, more Cal Poly students filed police reports saying Flores had been stalking them, and again, Flores was found trying to break into their apartment by climbing their balcony.

While the lawsuit does not specify an amount in damages, the lawsuit says, “Cal Poly’s failures are indefensible, and it must be held accountable to prevent this cycle of callous negligence from ever occurring again.”

It allows deLancellotti and his small army of volunteers to have a base of operations for their weekly “Got Your Back” Program, which delivers a backpack full of food to some 130 needy students in six local schools.

How Got Your Back works is the kids drop off an empty backpack at school on Mondays.

Volunteers pick up the backpacks every week, fill them with foodstuffs, and return the packs to the students on Fridays.

The care package makes sure that the kids who qualify for their school’s free lunch nutrition programs have something to eat over the weekends, too.

The process repeats every week during school, and deLancellotti has grown the program from just a handful of kids at Morro Bay’s Del Mar Elementary to assisting school kids throughout the San Luis Coastal School District, plus Cayucos and Cambria.

So in March 2018, the “Got Your Back” program started with deLancellotti going around soliciting support from local businesses, including numerous backpacks to use for the program.

The idea was to provide the selected children with two breakfasts, two lunches, and two dinners to sustain them over the weekends, when there’s no school to feed them.

“By June 2018,” the website explained, “Estero Bay Kindness Coalition was serving 48 students with Got Your Back. The following school year, it jumped to eight schools and over 200 students in the SLO Unified School District.”

The amazing amount of support they’ve gotten from the community has allowed the expansion into other towns and more schools, and to start other programs.

Then the COVID pandemic that started in March 2020 shut down the schools and put many children already on the edge into a worse position, as the schools’ closing and going to online classes shut down the nutrition programs, too.

The various school principals helped identify “vulnerable, food insecure” families and the delivery program was born. “The Estero Bay Kindness Coalition,” the website said, “went from feeding school kids on the weekends to feeding whole families for the week, virtually overnight.”

Wolfe, whose produce market has grown from similar simple beginnings, said the Kindness Coalition’s mission is something he shares.

“We like to think everyone gets fed here,” he said, crediting the community’s social network for the program’s success. “This is the character of the Central Coast.”

It’s also mission that the Knights of Columbus, which is a community group associated with the Catholic Church, shares.

DeLancellotti noted that Wolfe’s decision to share Avocado Shack’s space with the Coalition, made before he joined the Knights, helped them get established and has been a blessing. “It’s a partnership,” he said, “A beautiful synergistic relationship.”

for small jazz ensembles.

The University Jazz Band, under the direction of Dave Becker, will bring the evening to a grand finale with classic big band arrangements by acclaimed composers such as Sammy Nestico, Don Menza, Lennie Niehaus, Gordon Goodwin, and the introduction of new compositions.

Reflecting on his experience, drummer Jonny Ball, a senior English major from Penn Valley, California, shared, “Being a part of the combos allows me to develop my passion for playing music despite not being a music major or minor. It’s a great way to gain professional music experience and have fun while doing it.”

Trombonist Matthew Borin, a senior music major from Roseville, California, also expressed his gratitude, stating, “The jazz program at Cal Poly has been incredibly influential on my life. This program has helped my confidence as a musician, and the friends I’ve met here not only push me to be better but

foster an environment for me to do so.

I am constantly surrounded by incredibly talented musicians, and it is such a blessing to have been a part of this band over the last four years.”

Tickets for this remarkable musical evening are priced at $15 and $20 for the general public, with a reduced rate of $10 available for students and San Luis Obispo Jazz Federation members.

The movie theater’s new ownership continues as a family affair and local gem

Thankfully, after many worries amongst the community that the one and only movie theatre could possibly be no more, it persists on. Cameron Wilson, the main new owner and operator, is connecting his own family in the choices made with continuing on a family business.

After his father, Scott Wilson, sold his golf-related business, he began looking for investments and real estate, while his sister, Michaela Lusteg, researched commercial real estate opportunities on the Central Coast.

When they discovered The Bay Theatre was for sale, Scott and Michaela called Cameron, who has worked in theaters in the past, went to film school, and worked as a set-builder in New York.

With some Central Coast history — Wilson’s parents met at Cal Poly and his sister lives in Atascadero — they were very interested in a local business venture. Cameron Wilson came out to see the theater and he, along with his father and sister, knew they “couldn’t let the opportunity go by.”

Closing the sale at the end of October, they shared one film booking, “Barbie,” with Jannopoulus.

“The first film that we brought to the theater ourselves was ‘Killers of the Flower Moon,’” Cameron Wilson said.

“Both of those were very special movies this year and I feel honored to have played those for our rollout.”

With the help of his father, as well as longtime theatre manager Heather Jannopoulus and film booker Ken Kruse, Cameron is enjoying the Cameron Wilson is the main owner and operator of The Bay Theatre after buying the theater along with his father and sister.

chance to take the reigns on such a special business that the community treasures. Wilson works the box office and concessions when short-staffed, but mainly does administrative work, as well as the labor of taking care of the building and equipment. In addition, Wilson’s brother-in-law, Skyler Lusteg, is helping to create new graphics and logo design to promote special events.

In maintaining consistency, Wilson is keeping the offerings of first-run movies for about two weeks at a time.

“We’ll only divert from this schedule model for specific special events, but we feel like the theater has been serving its community effectively for years, and we don’t want to interrupt that at all for the locals,” Wilson says.

There are no current plans to expand into music shows or other types of events, but Wilson notes “the fact that the room was built as a USO variety show theater back in 1942 means there is the potential for other uses of the stage, perhaps several years down the line or something.”

Aside from embracing the joy and comfort of tradition that the movie theater exudes, all the employees who wished to stay are still working at the theater. In addition, if any adjustments are made to pricing, it will be minor and only due to fluctuation in costs.

Wilson also says they recently added local vendor Morro Bay House of Jerky to the menu.

In January, the theatre ran a special series of films called Salty Cinema Series, showing movies with local connections, including “Citizen Kane,” “Little Giants,” “Botso,” “Camera,” and the Bay Theatre’s highest-grossing feature, “The Perfect Storm.” Adding such special events alongside current feature films provides extra business, all the while offering more entertainment for locals (and tourists) to engage in. So as long as The Bay Theatre keeps the popcorn popping and films rolling, Morro Bay can rejoice in one of its truly historical gems.
