A

s we were putting the final touches on our January issue—pages filled with hope, fresh starts, and the promise of a new year—our community was met with profound loss. In mid-December, our dear friend, mentor, and guiding light, Norma Moye, passed away peacefully at the age of 92. Her passing stopped us in our tracks, a poignant reminder that while a new year invites optimism, it can also arrive hand in hand with reflection and grief.

With deep sadness, we say goodbye to one of Paso Robles most cherished community icons. For generations of Roblans, Norma was far more than a civic leader. She was the heartbeat of downtown, a tireless champion of small businesses, a guardian of our shared history, and a woman with one unwavering mission: to bring people together. Whether she was advocating for preservation, welcoming newcomers, or cheering on local causes, Norma believed community was built through connection—and she lived that belief every single day. This issue is, in many ways, our tribute to our dear friend, Norma.

Each January, we invite local leadership to share their vision for the year ahead.

This year, Atascadero Mayor Charles Bourbeau reflects not only on what 2026 holds, but also on the year soon coming to a close. By all accounts, 2025 was a strong and meaningful year—marked by accomplishments, progress, and positive changes that have laid a solid foundation for the future. His perspective captures both gratitude and momentum, reminding us how far we’ve come and what’s possible when a community moves forward together.

In this issue, we reflect on a year filled with resilience, community spirit, and remarkable milestones. From welcoming new leadership and celebrating longstanding traditions to honoring everyday heroes and meaningful achievements, the past 12 months showcased the heart and soul of our region. Across neighborhoods, trails, schools, and downtown streets, residents came together—running for causes, supporting local businesses, lifting up nonprofits, and preserving the history that defines us. Our year-in-review highlights the moments, people, and events that shaped 2025, capturing a community that continues to thrive, celebrate, and inspire, month by month.

As we look ahead, we do so carrying Norma Moye’s legacy with us. She taught us that community is built one conversation, one kindness, one shared moment at a time. If we honor her by continuing to show up for one another—by listening, caring, and gathering—then her spirit will forever remain woven into the fabric of our communities.

And that is a legacy worth carrying into every new year. Happy New Year Atascadero.

appy New Year, Atascadero!

When I was younger, January seemed like a letdown after all the fun festivities of the holiday season, and I think it was partly from the pressure I put on January to become a new person with resolutions that were going to change my life. Now, what I realize is that January is just the beginning of winter, the time of year when animals and humans (historically) slow down and spend a bit more time hibernating. While we can’t hole up in our homes and sleep for a few months, we can allow ourselves to rest and enjoy winter in all its glory, and Atascadero has some leisurely ways!

For the second year, Garden Lights and Winter Nights continue 'til January 11 in the Sunken Gardens! After dinner at one of our great downtown restaurants, like Mr. Q’s, Kula Hawaiian Kitchen, or Cielo, take a stroll through the park underneath the lights. Have a heartfelt conversation with a loved one or a hilarious regaling of stories together while you take in the brisk, winter air.

For me, resting and enjoying involve books no matter what time of year!

The Book Odyssey on Traffic Way is one of my favorite places to find a new book (or two, or three … ). The store is curated into different genres with new books in the front, and I always find a really good book. You can also sell your

books to The Book Odyssey for cash or credit. Personally, I like the credit option because we all know I am just going to buy more books!

Have you been to Atascadero Vintage Market on El Camino yet? This vintage store is located in one of the original retail spaces in Atascadero and is home to multiple vintage sellers with furniture, art, books, electronics, clothes, and so many other interesting things! I found the perfect bedside shelf that is both functional and pretty. Crystal Bergman, the owner, is one of the kindest souls you will meet, and she is teaching her teenage daughters the love of vintage and working with the public, as they work in their family store.

The Pottery Atascadero is an enjoyable way to spend a winter’s night! Awaken your creativity and create a new memory with a date night or a group of friends.

Reflections from Veterans of Foreign Wars Post 2814 JONPAUL BOCKMAN VFW POST 2814 COMMANDER

A

s the year drew to a close, Veterans of Foreign Wars (VFW) Post 2814 in Atascadero remained deeply engaged in supporting veterans, service members, and our local community. December proved to be a month full of meaningful events, volunteer efforts, and holiday cheer, all made possible through the dedication of our post members and the VFW Auxiliary.

Early in the month, we hosted our annual Angel Tree program, which supported activeduty and National Guard soldiers stationed locally. Volunteers worked tirelessly to fulfill every wish tag submitted, ensuring that service members and their families felt the appreciation of the community they serve.

The post also celebrated the season with our adopted unit, the 223rd RTI at Camp San Luis Obispo. Our holiday gathering strengthened the longstanding bond between our Post and the soldiers stationed in the region.

In the spirit of giving, we contributed 260 pounds of food to the Atascadero Loaves and Fishes holiday drive, helping to ensure local families in need could enjoy the season.

Members were also involved in Wreaths Across America, preparing to place 447 wreaths at Pine Mountain Cemetery on December 13.

Our post celebrated further accomplishments in November, donating $1,000 to New Life K9 and attending their gala, which was a fantastic experience. We also completed a new monument at Pine Mountain Cemetery, ensuring a lasting tribute for our veterans.

It was a proud year for VFW Post 2814 as we achieved both All-State and All-American

status — the highest honors a post can receive, recognizing outstanding participation in state and national programs.

Finally, we closed the year with our Christmas holiday party at the post on December 20, a festive potluck and gift exchange that brought members and families together in camaraderie and celebration.

As we reflected

on these events, it was clear that the spirit of service, community, and support continues to define Post 2814. We are proud to represent the veterans of Atascadero and to continue building traditions that honor our past while looking toward the future.

ith profound sadness, Paso Robles bids farewell to one of its most cherished community icons, Norma Moye, who passed away peacefully on Monday, December 15, surrounded by her loving family. She was 92 years old.

For generations of Roblans, Norma was more than a civic leader — she was the heartbeat of downtown, a tireless cheerleader for small businesses, a guardian of history, and a woman whose singular goal was simple and unwavering: to bring people together.

Those who knew Norma knew she would be the first to insist that no fuss be made over her, no long tributes be written, no spotlight be shone too brightly in her direction.

She preferred to redirect praise toward her volunteers, her board members, her merchants, and her beloved downtown.

And yet, it is impossible to tell the story of Paso Robles without telling the story of Norma Moye.

A fourth-generation Paso Roblan, Norma was born and raised in the city she would spend her entire life loving, protecting, and nurturing. Her roots ran as deep as the bricks that line the downtown streets she worked so passionately to preserve. A descendant of Italian immigrants, she carried forward a legacy of hard work, resilience, and community-mindedness—values that shaped both her life and her leadership.

“I have not known anyone who worked harder for the town they loved,” said Paso Robles History Museum Board Director Grace Pucci. “Downtown Paso Robles is the success it is today due to Norma’s dedication and commitment to its ongoing success.”

Norma was a founding member of the Paso Robles Downtown Main Street Association, established in 1988, and served as its executive director from 1992 until her passing. Under her steady guidance, the organization became a nationally accredited Main Street America program, recognized for excellence in preservation-based economic development and community revitalization. That distinction was more than an honor; it was a reflection of Norma’s vision for a downtown that could evolve without losing its soul.

San Luis Obispo County District 1 Supervisor, shared. “She will be remembered for her vision and strength of spirit. I will miss her kindness, warmth, and drive.”

To Norma, Main Street was not simply a commercial district — it was a family. She believed deeply that small businesses were the backbone of the community and that history, charm, and human connection mattered just as much as progress. She understood instinctively how to market a town without turning it into something unrecognizable, how to welcome visitors while still honoring the people who called Paso Robles home.

“Norma Moye was the heart and soul of downtown Paso Robles — a visionary leader whose love for this community reshaped our city’s very identity,” said Robert Covarrubias, interim CEO of the Paso Robles & Templeton Chamber of Commerce. “Through her generosity and unwavering dedication, she built a downtown that brings people together and reflects the spirit of our community.

Norma led with grace and purpose, leaving behind not just beloved traditions and revitalized spaces but a lasting sense of pride and connection. She will be deeply missed, and her legacy will continue to guide us for generations to come.”

Over the decades, Norma created and nurtured events that became woven into the fabric of community life. Most beloved among them was the Vine Street Victorian Showcase, founded in the 1980s to celebrate the historic Victorian homes of the Vine Street neighborhood. With music, carolers, festive lights, and holiday cheer, the event grew into a treasured annual tradition. This year’s 39th Annual Showcase, held December 13, just two days before her passing, drew thousands of attendees—a poignant and fitting tribute to a woman whose vision continues to gather generations together.

The Vine Street Showcase was just one chapter in a long list of community traditions Norma helped bring to life. She played a central role in establishing the downtown tree lighting at City Park — complete with its beloved songbook — along with cherished events such as the Teddy Bear Tea, the Olive Festival, the Lavender Festival, the Honey Festival, downtown art walks, seasonal merchant celebrations, and countless other festivals, markets, and community gatherings that filled the calendar year after year.

These events fostered civic pride, strengthened local businesses, and brought neighbors together across generations. Each carried Norma’s unmistakable signature: thoughtful, inclusive, detail-driven, and deeply rooted in her enduring love for Paso Robles.

“Norma Moye was fearless, strong, pioneering — and genuinely fun,” Joel Peterson, executive director of the Paso Robles Wine Country Alliance, shared. “I’ve known Norma since I was a boy through her close friendship with my grandmother, Virginia Peterson, and she was a formative presence in my life and in Paso Robles. When I moved back to Paso in 2003, Norma didn’t ask if I wanted to get involved — she told me to. She put me on the Downtown Main Street design committee and encouraged me to serve on the Planning Commission. Like so many others, when Norma asked you to do something for Paso, you didn’t ask many questions, you simply said yes.”

Through her leadership with the Paso Robles Downtown Main Street Association, Norma was a driving force in shaping the heart and soul of downtown Paso Robles. She played a key role in everything from the Vine Street Showcase to the Olive and Lavender Festivals, and she took deep pride in City Park as the community’s living room. So many of our collective memories in and around downtown include Norma: Concerts in the Park, Halloween downtown, celebrations at the gazebo — she was almost always there, welcoming people and keeping a watchful eye on the place she loved. Norma fought fiercely to protect downtown Paso’s beauty, charm, and sense of place, and because of her leadership, it remains the incredible gathering spot it is today. She was always thinking about Paso — its business owners, its residents, and what it should be — through good times and hard ones. She was kind and encouraging to me and to the wine industry, grateful for the role wine has played in Paso’s growth; she often reminded me how proud my grandmother would be of what Paso Robles has become. Her smile, her laugh, and that mischievous twinkle in her eye were unmistakable.

Paso Robles is a better community because of Norma Moye, and her fierce advocacy for this town will be her lasting legacy.”

Despite her many accomplishments, Norma was famously quick to deflect credit. “I have the world’s most precious, valuable volunteers in the whole world, and that’s what accomplished all this stuff,” she often said. Her leadership style was defined by gratitude, humility, and an unshakable belief in people. She lifted others up, celebrated their successes, and made everyone feel that they belonged.

Norma’s strength and determination were perhaps most evident during times of crisis. When the devastating 6.5-magnitude San Simeon earthquake struck in 2003, causing more than $250 million in damage, downtown Paso Robles faced years of rebuilding and uncertainty.

Norma became a unifying force, helping rally merchants, residents, and volunteers to rebuild the city brick by brick. Her steady optimism and resolve reassured a shaken community that recovery was not only possible, but inevitable.

That same resilience carried the downtown through the COVID-19 pandemic. At a time when shelter-in-place orders shuttered businesses and fear loomed large, Norma was determined to keep the Paso Robles Downtown Main Street Association open as a source of support and encouragement. Having lived through the Great Depression and World War II, she told the Paso Robles Magazine she had never seen anything like the pandemic — but she remained steadfast in her belief that the community would endure.

“Everybody is being as creative as they can, and I’m proud of how merchants are all hanging on, but we all have to hang on together and help each other,” she said at the time. “We can’t let this destroy us. We are Americans, and we are going to win this battle.”

Her words carried weight because they were backed by a lifetime of action.

Norma’s contributions did not go unnoticed. In 2013, she was named Pioneer Day Queen, an honor befitting someone whose life’s work embodied the spirit of Paso Robles. In 2018, the Hispanic Business Association named her Citizen of the Year, recognizing the profound impact of her advocacy for downtown and small businesses. The County of San Luis Obispo and the California State Assembly also honored her for her service. Together, these recognitions affirmed what the community already knew: that Norma Moye’s influence had helped shape one of the most vibrant and beloved Main Street towns in America.

“A force to be sure, the life of the party, and the loudest cheerleader anyone could ask for,” said Lori Woods, Pioneer Day chairman. “I was fortunate to get to know Norma through the Pioneer Day Committee, and was so excited when she was named Queen in 2013, not only to represent her Pioneer Family, but because she has done so much for Paso Robles to keep all of the traditions and history alive for our small town and along the way created so many more for future generations.

Norma is such an inspiration and truly the heart of our community.”

In April 2022, Norma received one of the most personal and enduring tributes of her life. Local artist Dale Evers created a custom archway welcoming visitors into the alley that houses the Main Street office.

The space was formally named “Norma’s Way,” a quiet but powerful acknowledgment of her lasting imprint. Evers described Norma as “the stuff of folklore,” a sentiment few would dispute.

“I was totally surprised. I was blown away,” Norma said at the time, touched by the honor. For many, the archway feels like a perfect reflection of her legacy — modest, beautiful, and rooted in place. Hard to find at first, perhaps, but impossible to forget once discovered.

Norma’s personal style was as iconic as her civic leadership. Often described as Paso Robles royalty, she was known for her red lipstick, signature hats and handbags, and the timeless charm she carried with spunk and effortless grace. In her later years, Norma was famously a bit of a “pistol” — a quality those who knew and loved her came to cherish as part of her unmistakable charm. Her home, lovingly maintained in its 1950s character, mirrored her appreciation for history and authenticity.

She lived exactly as she led — with intention, warmth, and a deep respect for the past.

Family was at the center of Norma’s life. While her public legacy is vast, those closest to her knew that her greatest pride was her children and the family she nurtured alongside her community work. As she aged, she spoke often about how family and friends became ever more precious, grounding her through decades of service and change. Her children and extended family were a constant source of love and support, standing beside her as she devoted herself to Paso Robles.

“I would not be worth anything if it wasn’t for my family and my friends,” she once said. “You have to cultivate them on your way through life.” It was advice she lived by — and passed on.

Even into her 90s, Norma showed no signs of slowing down. Her 90th birthday was marked by a surprise celebration organized by close friends, family, and colleagues. What was supposed to be a routine Main Street board meeting transformed into a joyful gathering filled with laughter, Hawaiian shirts, leis, and photos of Norma’s smiling face. “It made the journey worth it,” she said, visibly moved.

Jeffry Wiesinger, president of the Paso Robles Downtown Main Street Association and owner of Jeffry’s Wine Country BBQ, hosted the celebration and reflected on her extraordinary influence. He spoke of her rare ability to walk the fine line between progress and preservation — ensuring downtown could grow while maintaining its historic character.

“Norma Moye was truly the matriarch of Paso Robles,” Wiesinger shared. “Her life of public service touched every corner of our community. She built a downtown from the ground up that is now a thriving center for shopping, dining, entertainment, and celebration.”

Norma herself reflected on her life with characteristic gratitude and joy. “I’m blessed to have my whole life,” she said. “I’ve been blessed my whole life. Believe me. I’ve had fun.”

That sense of joy — in people, in place, in possibility — is perhaps Norma Moye’s greatest gift to Paso Robles. Through festivals and board meetings, crises and celebrations, she built not just an organization, but a culture of care, collaboration, and community.

Norma Moye leaves behind a downtown forever shaped by her vision, a community strengthened by her leadership, and generations of memories created because she believed deeply in togetherness.

Her legacy lives on in every twinkling holiday light, every bustling sidewalk, every small business that thrives, and every person who feels at home in downtown Paso Robles.

“If there isn’t a ‘Main Street’ in the sky, there will

be now,” shared longtime Main Street volunteer Karyl Lammers. “Paso Robles and the Downtown Main Street Association have lost our most iconic living legend, Norma Moye — a woman who tirelessly devoted most of her life to this community and everyone in it. She was blessed with a wonderful family who was with her until the end, and she loved them above all else.

Norma had so many friends, and a quote by Rhoda Braswell says it best: ‘A million times we’ve needed you, a million times we’ve cried. If love alone could have saved you, you never would have died.’ As the saying goes, ‘Heroes get remembered, but legends never die.’ And for all of us who were blessed to know and love her, Irving Berlin reminds us, ‘The song has ended, but the melody lives on.’”

Paso Robles has lost a matriarch, a mentor, and a friend. But Norma’s spirit — generous, determined, and endlessly devoted — will continue to guide the heart of this town for years to come.

Atascadero Mayor’s Vision for 2026

A

s I think about what 2026 holds for Atascadero, I’d like to say a few things about the year soon to be ending. 2025 was an especially good year with many accomplishments and positive changes that have set the stage for what I expect to see in 2026.

Most noteworthy and noticeable to our residents and visitors alike is the completion of the downtown enhancement project, which we marked with a celebratory block party in June. I am pleased that even many skeptics of the project now acknowledge to me how attractive the area is and how they appreciate the additional free parking and the inviting feeling the downtown presents.

In 2026, I expect to see our downtown improvements encourage further private sector investments that will bring more new businesses and make our downtown more thriving than ever.

In 2025, we embarked on our biggest public safety project ever: The city signed a $30 million contract to replace the 70-year-old Fire Station #1 and update the nearly 40-year-old Police Station and Fire Station #2. In 2026, the crews manning FS1 will move to temporary quarters at the rear of the National Guard armory while the old station is torn down to make way for a new and larger facility. While we are only leasing the armory grounds at this time, the state legislature passed and the governor signed a bill in October that will give the city the opportunity to purchase the armory property permanently for city use. We hope to accomplish this transaction during 2026.

To fund the public safety project, bonds were issued that will be paid back using a portion of the revenue from the one-cent sales tax voters approved in 2020. I am pleased and proud that the city received a AA- rating for the bonds that reflects our financial stability and good management and will save over $100,000 in interest costs annually for the next 30 years.

We are very proud of our Central Coast Zoo Atascadero for achieving a full five-year unconditional accreditation renewal from the Association of Zoos and Aquariums. This is not a routine accomplishment. It was an extraordinary outcome due to the hard work and professional credibility of Zoo Director Dr. Cynthia Stringfield, the zoo staff, the entire city team, the Friends of the Zoo, and other volunteers. AZA accreditation is critical to the future success of the zoo in 2026 and beyond.

2026 will see the completion of a new zoo exhibit: The small cityowned parcel next to the 101 southbound offramp at Morro Road that had once been a haven for litter and encampments will be turned into butterfly habitat focused on inviting Monarch butterflies to stop off in Atascadero during their migrations. It should open to the public in 2026.

We continue to strive to make the City of Atascadero as welcoming and easy to deal with as possible for businesses wishing to open in our town. We are appreciative of the continued flow of private investment in Atascadero in 2025 and expect more of the same in 2026. It is gratifying to watch the opening of the new Valley Fresh Market and the ongoing development at Del Rio and El Camino Real. In 2026 look for more projects to break ground in the Del Rio area and the south end of town at Dove Creek and smaller projects throughout the city.

Volunteer groups are a critical part of what makes Atascadero a wonderful and special place to live. I am excited to report on one group’s success. The Atascadero Printery Foundation has made substantial progress on their path to restoring that historic building. In November, the group held its first event inside the building in a room that has undergone earthquake retrofitting.

Look for more progress in 2026 and consider joining one of the many volunteer organizations that make Atascadero better.

While I am very happy and sincerely upbeat about the overall state of our city, there is one dark cloud on the horizon. Our Waste Water Treatment Plant is nearing capacity and uses technology and processes that are no longer permitted. New state water board regulations, some of which I believe are excessively restrictive, will require an entirely new and very expensive facility to be built in the next three to five years. As we have seen in other SLO County communities, these new facilities result in much higher sewer bills for residents. While the city will push for relief from the most costly requirements, and will work with partner agencies, such as the Atascadero State Hospital, to pursue the most efficient options, I am afraid that substantially increased sewer bills may lie in the future.

I wish everyone a wonderful 2026, and it is my honor to serve as Mayor of Atascadero.

From welcoming new leadership and celebrating long-standing traditions to honoring everyday heroes and remarkable achievements, the past 12 months have showcased the heart and soul of our January: Fresh Starts and Forward Visions The year kicked off with optimism and gratitude as Atascadero welcomed new leadership. Newly elected Mayor Charles Bourbeau shared his inspiring vision for 2025, expressing deep thanks to outgoing Mayor Heather Moreno for her dedicated service and congratulating councilmembers Seth Peek, Mark Dariz, Heather Newsom, and Susan Funk. Bourbeau's message resonated deeply: after nearly 40 years in the community, he declared Atascadero's prospects "better than ever," pointing to ongoing accomplishments as proof of a bright future ahead.

January also brought a burst of energy to the trails around Santa Margarita Lake with the 7th Annual Running Chicken Fun Run. Over 500 participants laced up for the 5K or 10K, honoring the memory of sisters Brittni "Bitti" and Brynn Frace. Amid brisk air and sunny skies, runners like local Lori Bagby celebrated the strong sense of community. Organized by the Frace family, the event aimed for steady growth—and it delivered, staying on track to inspire the next generation of runners.

Local health experts chimed in with practical tips for a healthier year, encouraging new habits in exercise, supplements, and holistic wellness to make 2025 truly transformative.

February: Centenarians, Wellness, and Community Spirit Love and longevity took center stage as we celebrated Rosemary Dexter, a remarkable woman who turned 100 on January 7. Born in Albuquerque, New Mexico, in 1925, Dexter spread joy across the U.S. before settling in Atascadero in the early '80s with her late husband, Reverend Rollin Dexter. Raising five children while supporting a Methodist pastor's life, her story of family gatherings and enduring compassion warmed hearts 18 | AtascaderoMagazine.com

region. Across neighborhoods, trails, schools, and downtown streets, residents came together—running for a cause, supporting local businesses, lifting up nonprofits, and preserving cherished history. This year-end review highlights the moments, people, and events that defined 2025, capturing a community that continues to thrive, celebrate, and inspire, month by month.

March: Celebrating the Best of Us March shone a spotlight on excellence with the annual Best of North SLO County Special Edition, honoring the North County's standout businesses, events, and individuals. Readers voted for their favorites, showcasing the places and people who make the community truly special— from beloved local spots to unsung heroes who keep the spirit alive.

April: Honors, Healing, and Heartfelt Rescues Spring bloomed with recognition at the Atascadero Chamber of Commerce's 102nd Annual Awards. Lifelong resident and talented photographer Rick Evans was named Citizen of the Year, celebrated for decades of capturing Atascadero's history through his lens. From historic landmarks to everyday moments, Evans' passion for music, education, and storytelling earned him shock, disbelief—and ultimately, well-deserved acclaim.

Pure Yoga and Wellness, founded by Karlie Higginbotham, took home North County Business of the Year. Born from her personal journey overcoming self-doubt with the help of mindset coaching, the studio became a sanctuary for transformation and community in Atascadero.

In a nod to growing Latino entrepreneurship, Nancy Ulloa of Ulloa Cellars was honored as North County Latinos in Business. Relocating to Paso Robles wine country after leaving an abusive relationship, Ulloa channeled her passion for fermentation into building a dream life without limitations.

Troop 51, the area's oldest Boy Scout troop

dating back to 1928, earned Community Organization of the Year. With roots tied to early leaders like Atascadero's first mayor Bob Wilkins, the troop continues instilling values of service and leadership in youth today.

Animal lovers rejoiced in stories of second chances, spotlighting Woods Humane Society and Central Coast Herding Dog Rescue. These organizations changed countless lives, from sheltering pets since 1955 to rehoming nearly 300 herding dogs annually.

May: Machines, Motors, Moms, and Memorials May revved into history with two spectacular events. At Santa Margarita Ranch, the Best of the West Antique Equipment Show marked a milestone, celebrating 100 Years of Caterpillar machinery over Memorial Day weekend. Visitors marveled at rare antiques, steam engines, tractor parades, train rides, and live demonstrations, immersing in America's agricultural heritage amid the ranch's timeless beauty.

In Paso Robles Downtown City Park, the 17th Annual Golden State Classics Car Show drew crowds to over 300 vintage, classic, and custom vehicles. Hosted by the Golden State Classics Car Club, the free event featured family fun like kids' model building, raffles, and awards, blending chrome shine with community pride.

Mothers were rightfully celebrated, with local moms sharing cherished moments with their children. And as the unofficial start of summer arrived, Memorial Day reflections honored fallen heroes, tracing roots to post-Civil War gestures of reconciliation and unity.

July: Milestones, Music, and Midway Magic July burst onto the scene with pride and possibility as Atascadero High School sent its Class of 2025 into the world. On a June evening that spilled into July celebrations, 306 graduates crossed the stage amid cheers and Greyhound howls.

Leading the pack were Valedictorian Kieran Dolan, whose 4.63 GPA and record-breaking backstroke swims embodied relentless drive, and Salutatorian Nathan Robasciotti, a beacon of academic leadership. These young Greyhounds charted bold paths ahead—some to prestigious universities, others to trades, military service, or gap-year adventures— proving once again that North County raises dreamers who do.

The spotlight quickly shifted to Paso Robles, where the California Mid-State Fair galloped in from July 16–27 under the theme “Off to the Races.” Carnival lights, livestock shows, demolition derbies, and headline concerts transformed the fairgrounds into a whirlwind of community spirit. A highlight was the 2025 Miss California Mid-State Fair Scholarship Pageant, where poised young women competed for the crown on the Frontier Stage. The free-with-admission event awarded thousands in scholarships while celebrating leadership, talent, and grace—reminding everyone that North County’s future is as bright as the fair’s neon glow.

August: New Beginnings Amid Ashes As summer’s heat lingered, Atascadero Unified School District prepared to welcome students back with renewed energy. In a heartfelt letter, new Superintendent Tom Bennett shared his vision for the 2025–26 school year, emphasizing collaboration between educators, families, and the broader community.

His enthusiasm signaled a smooth transition following the retirements of Tom Butler and Stacey Phillips, whose decades of service continued to inspire even as fresh leadership took the helm.

Yet, August also carried echoes of July’s tragedy. On the night of July 4, flames devoured the iconic

Templeton Feed & Grain silo, reducing a century-old landmark to charred ruins. For the Jermin family, who had nurtured the business across generations, the loss cut deep. Still, amid the smoldering wreckage rose an unbreakable spirit. Neighbors rallied, stories poured in of childhood visits and lifelong friendships forged over feed sacks, and the family vowed to rise stronger. Little did anyone know that this resilience would soon earn even greater recognition.

September: Honoring Roots and Reaching Out September brought harvestseason gratitude as the California Mid-State Fair’s Cattlemen and Farmers Day spotlighted three agricultural giants. Marty Settevendemie was named Agriculturalist of the Year, Debbie Arnold earned CattleWoman of the Year, and Jill Twisselman Heely received Cattleman of the Year. Against the backdrop of San Luis Obispo County’s agricultural economy surpassing $1 billion for the third straight year, these honors celebrated lives devoted to soil, livestock, and advocacy.

Across North County, the focus turned to the nonprofits that quietly hold our communities together.

Organizations like the Committee for Atascadero Public Schools (CAPS), Friends of the Paso Robles Library, Central Coast Herding Dog Rescue, Woods Humane Society, Honor Flight Central Coast California, Paso Robles Children’s Museum, and the Downtown Paso Robles Main Street Association were celebrated for their tireless work. Whether funding classroom supplies, rescuing animals, flying veterans to Washington memorials, or preserving downtown charm, these groups proved that community thrives on volunteer hearts.

Music filled the air as the Atascadero Community Band marked its 40th anniversary. Founded in 1985—the same year Windows 1.0 and “The Goonies” debuted—the band has grown from a hopeful idea pitched by Anne Tognazzini into a beloved institution. ctober 2025 marked 19 years of empowering movement at North County Pilates (NCP) and a brandnew chapter under the leadership of its new owner, Kelli Poist, a passionate, encouraging, and deeply enthusiastic Pilates instructor dedicated to helping people feel strong and capable in their bodies.

Kelli officially took ownership of the Atascadero studio at the end of September 2025, but her roots in Pilates stretch back more than two decades. A lifelong athlete with a background in dance, gymnastics, and competitive swimming, she began teaching movement at just 16 years old.

Her introduction to Pilates came when she read an article and immediately thought, “That is exactly the type of movement I’ve been looking for.”

Pilates quickly transformed her life, “My shoulders were so weak at 23 years old that I couldn’t hold my arms up over my head long enough to change a lightbulb.

Certified in Mat, Reformer, and Cadillac through Infinite Dynamics and later comprehensively trained by the Pilates Education Institute, Kelli has spent years teaching throughout San Luis Obispo County. Her own experience overcoming back and shoulder pain fuels her commitment to helping clients better understand their bodies.

At NCP, clients can expect private sessions and small group classes in a warm, light-filled brick studio on Traffic Way — once home to Atascadero’s original 1926 fire station. Known for its personal attention and knowledgeable instructors, the studio continues the welcoming legacy established by former owner Melissa Barton.

A

s we welcome 2026, I reflect on my 40 years of public service and what they mean. Public service provides vital functions like water, public safety, healthcare, education, and infrastructure. It upholds our democratic values and connects citizens to their government. Public servants should remain politically neutral and offer unbiased advice to everyone they serve. Throughout my career, I’ve seen colleagues in the public sector build community and economic stability, respond to emergencies, and address key social issues. My motivation has always been to create a positive impact in my community and work toward the greater good. Public service is a privilege — an opportunity to help shape a brighter future — and it plays a crucial role in our local communities, the state, and the country.

“To me, public service is more than just a duty; it’s a calling. It’s about recognizing the interconnectedness of our shared humanity and stepping up to make a difference.” — Jon/Moss MC/MPA 2024, U.S. Navy Special Operations (EOD) Officer I became a teacher because a public servant, a teacher, had a very positive impact on my life. Brother Jerome Gorg, a Marianist dedicated to service, encouraged me to work in the math lab at my high school to tutor other students for credit and later as a volunteer. He often quoted Ben Franklin, “Tell me, and I forget. Teach me, and I remember. Involve me, and I learn.” Brother Jerry involved me in mathematics and teaching. He used a Socratic method, responding to

questions with other questions to make me think. During one phone call, he reminded me of my service and asked why I kept volunteering after finishing my required elective hours. I said I enjoyed helping others and that tutoring helped me grow in my love for learning.

Brother Jerry said, “I think you might have a calling to serve.”

In dedicating my career to public service, I have worked as a custodian, teaching assistant, classroom teacher, college instructor, and administrator. The first 10 years of my teaching career were spent serving English language learners and students living in poverty.

The past 30 years have been spent as an administrator dedicated to promoting quality services. Gandhi said, “The best way to find yourself is to lose yourself in the service of others.” Public service is a place to promote social justice in a democratic society. It is the responsibility of all concerned about our country to encourage highly qualified and dedicated public sector employees. The San Luis Obispo County Office of Education has written and received multiple grants that offer scholarships, program subsidies, and tuition reimbursements to support the recruitment of public-sector employees.

The San Luis Obispo County Office of Education collaborates with all districts, charters, and childcare centers to offer scholarships to pre-apprentices, apprentices, interns, substitutes, and current employees interested in further training. Those interested in public sector jobs within our local school districts — such as administration, classroom services, fiscal services, human resources, IT, maintenance and operations, support services, and transportation — should consider the support we provide. Contact your local school district or the San Luis Obispo County Office of Education for more information. Our taxpayer-funded system determines who we train and hire in our organizations. We should emphasize the importance of highly qualified, locally trained employees. Now, we need to encourage talented young people to pursue careers in the public sector. We can also urge those responsible for secondary and post-secondary education to expand their capacity and recruit highly qualified public sector professionals.

INSIDE THE SHERIFF’S OFFICE AFTER A DEFINING YEAR

I

’ll start this column the same way I always begin the first one of the year. By wishing everyone a happy, safe, and prosperous 2026! And as we close out another year, I’m reminded of something that holds true every year in public safety. We don’t get to choose the challenges that come our way, but we do choose how we meet them. This past year brought moments of danger, loss, resilience, and accomplishment. Through it all, your Sheriff ’s Office remained committed to protecting and serving every community in San Luis Obispo County with professionalism, compassion, and resolve. And with that, I present to you my eighth annual State of the Sheriff ’s Office.

On January 29, that commitment was tested when deputies responded to reports of shots heard near Templeton High School. During the investigation, detectives determined the suspect opened fire on the first arriving patrol unit, striking the vehicle multiple times. Fortunately, neither of the deputies inside was injured. Seconds later, a second patrol unit arrived and one of our deputies engaged with the suspect, who was struck by gunfire. Deputies immediately rendered medical aid until paramedics transported him to a local hospital, where he remained in stable condition. The suspect was later booked on two counts of attempted murder. This incident serves as a sobering reminder of the dangers deputies face every day.

Shortly after, on April 3, our detectives brought an end to a sophisticated auto-theft scam operating throughout California. When

deputies stopped a vehicle carrying three individuals, they found something else. Inside the vehicle, detectives discovered oil containers consistent with the “Oil in the Engine” scam. A scheme in which scammers secretly pour oil onto a seller’s engine during a test drive, causing smoke and panic in order to purchase the vehicle at a drastically reduced price. Between November 2024 and March 2025, we identified more than 20 victims in San Luis Obispo County, with losses nearing $60,000. This case highlighted both the importance of community reporting and the dedication of our investigators, who disrupted a criminal operation linked to Romanian nationals working across the state.

Our deputies also responded to a tragic deputy-involved shooting in Los Osos on July 2, following a report of suspicious circumstances and concerns for a woman’s safety.

Deputies arriving on scene, located the male subject, a 40-year-old from Chowchilla, who presented a handgun as they made contact.

Both deputies discharged their service weapons, and the subject was struck. Despite immediate radio calls for medical assistance and lifesaving efforts from

deputies, the man was pronounced deceased at the scene. No deputies were injured. Incidents like this are heart-wrenching for everyone involved, and our office remains committed to thorough investigations, transparency, and support for both the community and our personnel.

Two weeks later, we assisted Templeton Fire in identifying four boys connected to the Templeton Feed and Grain fire on South Main Street on July 4. One of the juveniles was determined to have started the fire. Our findings were turned over to Templeton Fire and the District Attorney’s Office for review of potential arson charges.

One of the most emotionally challenging case of the year was the disappearance of Isabel Lucas Velasco of Coalinga. After she was reported missing on September 13, our Detective Division worked relentlessly, ultimately coordinating a large-scale search effort alongside Fresno County. On October 11, a body believed to be Isabel was located along Highway 198. The case was ruled a homicide, resulting in the arrests of a man and his brother. Our hearts remain with Isabel’s family, and I could not be more proud of the

unwavering effort from everyone who worked on that case.

Finally, 2025 saw the opening of the new Public Safety Communications Center — a major milestone for our county and the future of emergency response.

This 20,000-square-foot facility brings together the Sheriff ’s Office and Cal Fire/SLO County Fire under one roof, replacing two aging dispatch centers that had long outgrown their capacity. The center will serve as the central hub for 911 and emergency communications, equipped with a 140-foot communications tower, advanced dispatch technology, and expanded room for future growth. Together, these improvements greatly enhance how we coordinate responses to emergencies of every scale.

I’ll close this year’s column the same way I did last year, because the message still matters. I’m grateful for the men and women of the Sheriff ’s Office who work every day to protect our county, and I’m grateful for you, our community, for helping make San Luis Obispo County a place we’re proud to call home. Here’s to the year ahead. Be good. And be good to one another.

Directions:

Cook bacon until crisp. Reserve grease. Drain bacon on a paper towel and crumble into small pieces. In a skillet, add bacon grease and margarine. Stir in flour and season with salt and pepper.

Cook for 1 minute to form a paste. Slowly stir in milk and cook until thickened. Add onions, celery, bacon, potatoes and creamed corn. Bring to a simmer and cook for 10 to 15 minutes. Serves 4 to 6

Drain off fat. Transfer meat mixture to a 3 ½ to 4-quart slow cooker. Stir in next seven ingredients (through paprika).

Cover and cook on low 8 to 10 hours or on high 4 to 5 hours. If desired, top each serving with additional onion and peppers. Makes 8 servings

Round Town • Happy Holidays!

Downtown Atascadero kicked off the holiday season in early December with a festive one-two punch, beginning with the annual Light Up the Downtown celebration on Friday, December 5, followed by the return of Winter Wonderland on Friday, December 12.

The December 5 celebration drew record crowds to the Sunken Gardens as families gathered for live music, a community countdown, and the lighting of more than 3,000 holiday lights across City Hall and downtown.

Mayor Charles Bourbeau and the City Council led the ceremony, officially launching the second annual Garden Lights & Winter Nights display, which will remain on view through January 11, 2026. Santa arrived aboard a vintage Model-A firetruck, delighting children, while guests enjoyed hayrides, hot chocolate, and holiday shopping during the Chamber of Commerce’s popular Sip & Shop event. The holiday weekend continued Saturday, December 6, with the Musical Holiday Walk Around the Lake, featuring caroling, live music, refreshments, festive decorations, and a visit with Santa at the Central Coast Zoo's Garden Event Center.

One week later, Winter Wonderland brought snowy magic to the same downtown setting. More than 70 tons of snow filled the Sunken Gardens, anchored by the towering Kiwanis-built snow slide. Families enjoyed sledding, snow play, carnival-style attractions, live performances, and visits with Santa. Local volunteers, service clubs, students, and businesses once again came together to create a joyful, free event that celebrated community spirit and capped off a memorable holiday season in Atascadero.
