Note that Henry’s diplomatic aims changed over time from a desire to win glory, to a need (from 1527) to use diplomacy in order to achieve his annulment.

Foreign policy aims

Some historians claim that the most significant achievement in these years was the diplomatic effort that secured European peace. Certainly, between 1518 and 1521, Wolsey placed England at the centre of European affairs with the Treaty of London and the spectacular displays at the Field of Cloth of Gold. This served Henry’s purpose of achieving glory and prestige, and satisfied Wolsey’s aim to keep the foreign policy affordable.

It is important to assess the effectiveness of Henry’s foreign policy and the extent of his achievements in light of his and Wolsey’s aims. An examination of the aims suggests that there was little difference between those of Henry and Wolsey. Some commentators have accused Wolsey of putting his own interests above those of the king, but Henry’s wishes were at the centre of Wolsey’s policy. Where possible, Wolsey used diplomacy as a cheaper option than war, but this did not stop him working tirelessly to supply the money for the 1522 war. Henry’s aims

In the First French War of 1513, Henry defeated France in the Battle of the Spurs and took possession of the towns of Tournai and Thérouanne. These territorial gains were a far cry from Henry’s aim to conquer France, but they did satisfy his immediate need for a military victory there. They also ensured that England was seen as a force to be reckoned with in Europe, although he later exchanged the territories for a pension.

Where others had failed to bring about peace England had succeeded. The treaty had been signed in London with the greatest possible publicity, while England’s pivotal position was built into it by the fact that the adherents only signed an agreement with England, not with each other. Henry and Wolsey as the peacemakers of Europe! It was an exciting and honourable role, and for the next three years they played it with the utmost panache.

Weighing up Henry VIII’s successes and failures

The balance sheet shows that Henry’s policy was most successful between 1513 and 1521. After that time, England ceased to play a key role in Europe. By 1529, the military might of Charles V, and Henry and Wolsey’s decision to abandon the Spanish alliance and ally with France, had left England on the margins of power.

Examiners’ notes Source 3 clearly expresses the opinion that the Treaty of London was a great success, fulfilling Henry’s desire for glory by achieving a ‘pivotal position’ for England in Europe. Yet a hint of the limitations to the success can also be found in the phrase ‘for the next three years’. You can draw the implication from this that neither the treaty nor the prestige was destined to last.

Examiners’ notes The balance sheet lists the successes and failures of Henry’s foreign policy between 1509 and 1529. In order to be able to use this information, it is essential that you know the events in detail, so that you are able to explain why an event was a success or failure for Henry’s foreign policy. To develop your analysis, you need to move beyond categorisation into success or failure and consider how far Henry’s foreign policy succeeded or failed.

The evidence presented here clearly supports the claim that Henry succeeded in his foreign policy. The defeat of the Scots not only allowed Henry to claim an important military victory, it also fulfilled another key aim – breaking the Auld Alliance between Scotland and France. This weakened France and allowed Henry to pursue his ambitions there free from the fear that he was vulnerable to an attack on his northern border.
