Plebiscite Bill
Governor Munoz yesterday morning called on the Commonwealth legislature to authorize
a plebiscite to determine the will
of the Puerto Rican people on political status. The governor read a message he sent to the legislature at a press conference at La Fortaleza. Before the conference was over, motions had been introduced into the House of Representatives and the Senate calling for consideration of the governor’s proposed bill during the current legislative session: Both motions were passed unanimously: 24 to 0 in the Senate; 51 to 0 in the House, with one abstention. Identical bills were then introduced in each chamber. In the House the bill had 39 representatives sponsoring it. In the Senate it had 20 sponsors. Immediate reaction to the proposal was one of gerferal confusion. Popular Democratic Party legislators endorsed. tHe move. Independence Party leaders were split. Republican Party leaders viewed it warily, some with hopes to change it.
