Basic Plan
(/) Defenst Coordinating Officer Thc Dcfénse Coordinating Officcr (DCO) function is supported by the 000. The DCO is provided by DOD to serve in the field as the point of contact to the FCO and the ESFs regarding requests for miliwy assistance. The DCO and staff coordinate suppon and provide liaison to the ESFs.
C. Notification l. FEMA may receive initial notification or warning of a disasu"I from multiple sources, including the National Eanhquake Information Service (NEIS) of the United States Geological Survey (USGS); the National Weather Serví~ (NWS) (including the National Hurricane Center, the Severe Stonns Forecast Center and the River Forecast Center); the Office of Territorial Affairs of the Department of the Interior; the Nuclear Re¡ulatory Commission Operations Center; the FEMA National Warning Center; a FEMA Regional Officc; a Statc Emergency Operations Center; or the news media. 2. Upon the determination of the ~nce of a disaster or emergency, the FEMA National Emcrgency Coordination Ccnter (NECC) will notify kcy FEMA headquaners and regional officials. Jf there is a need for activation of response sttuctures of the Plan. the NECC will notify CDRG and EST members at the national lcvel, as requimi. The NECC will also notify the Nacional Response Centcr, as appropriate. At thc regional lcvel, the appropriate Regional Director will notify members of thc regional ERT. 3. Upon notification by FEMA. each agency is responsible for conducting its own interna! national and regional notifications. 4. CDRG members may be called to asscmble at the FEMA EICC for an initial meeting. CDRG members or altemates must be availablc at the call of the CDRG Chairperson to mect at any time during the initial response pc:riod. as necessary.

D. Actiwition 1. The Plan will be utilized to address particular requircments of a given disaster or cmergency situation. Selccted ESFs will be activated based on the nature and scope of the event and the leve! of Federal resources required to suppon State and local response efforts.
