A message from our City Commission

Thank you for the honor of being Mayor of our great city! Over the past year, I have worked collectively with our commission and staff to address financial instability that jeopardized our city’s future. These unified efforts have created a new dawn with a bright future. We have a balanced budget and healthy reserves and have budgeted millions of dollars in sustainable infrastructure to secure our future. We have proven that when we unite as “One Hallandale Beach,” we can and will remain a vibrant, resilient community.

This future would not have been possible without unified leadership on all levels and the faith and support of our community. Promises that were made are now promises kept. We are building the city of tomorrow by listening to your needs and concerns combined with thoughtful strategic planning. Now, the hard work begins. This will be “The Year of the Shovel.”

We have budgeted millions of dollars to address the rehabilitation of citywide water, wastewater, and sewer systems that had been put off for years. With the worsening effects of sea level rise, we continue to confront flooding with added stormwater pumping systems. We are repaving roadways citywide after years of neglect and keeping focused on “Green and Clean.”

I continue to remain true to my sworn oath to first and foremost protect and serve you, our residents. Thank you for being the driving force behind our shared vision of a prosperous and inclusive community.

Hello, Hallandale Beach neighbors! Anabelle Lima-Taub here, your Vice Mayor, and I’m pleased to share some updates with you.

First, I want to encourage condo owners to take a moment to check if your condo association has complied with the city’s Condo Registration deadline. This is an essential step to ensure that your rights and investments as condo owners are protected. To report any concerns regarding your condo or Co-Op’s registration or documentation submitted, please visit the MyHB App.

I’m pleased that my work and sponsorship of the Condo Transparency Act has been recognized statewide as the first city in FL to implement an online condo registration repository dedicated to safeguarding the interests of condo owners.

In 2024 you will be seeing vital capital improvement projects commencing such as the resurfacing of Three Islands and Layne Boulevard, citywide sidewalks, citywide plantings, Schaffer Canal restoration, pump station improvement and roadway paving improvements. Collectively all of these projects will attenuate flooding citywide, improve mobility and address decades old underground and above ground infrastructure in desperate need of mitigation.

There are many accomplishments that we, as proud residents, can celebrate in our remarkable City. Over the past few years, we have made enormous positive strides to address the many challenges our City faced after years of neglect.

Most notably, the City’s 15 sewer lift stations are many years past their normal useful life. 13 of them are scheduled to be rebuilt or renovated beginning early next year. Although often unseen, these stations are indispensable components of the City’s infrastructure.

We’ve made significant investments elsewhere as well, too many to include here. You may have noticed our new Police vehicles, replacing cars that were far past their normal useful life. Early this year, you’ll begin to see our new all-electric minibuses. Our latest newly renovated and revitalized Sunrise Park opened on June 3rd, 2024. And the upcoming road repaving initiative

The Department of Public Works assures that the City’s main infrastructure is maintained and upgraded on a regular basis. The Department is committed to enhancing community life by providing: maintenance and beautification of city facilities, quality water, efficient sanitation and recycling, sewer and storm water services, cemetery services, fleet maintenance, engineering and project management and sustainability programs.

CITY MANAGER

A path toward a vibrant and sustainable future

It has been my pleasure to serve as the City Manager for the great City of Hallandale Beach for the past three years. I was appointed Interim City Manager in July 2020, then the permanent City Manager in January 2021. This was during a time of great uncertainty, not just in our City but in the worldwide community, due to the devastating effects of the COVID-19 Pandemic, which, to date, has claimed the lives of over a million people in this country.

While the global pandemic had an unprecedented impact on the City, other challenges largely stemmed from a previous lack of comprehensive long-term financial planning, which led to disinvestment in utility infrastructure, equipment, roads, vehicles, capital improvements, and employees. If left unattended, the compounded issues would have resulted in financial insolvency in Fiscal Year 2022. The situation warranted an immediate call to action to remain solvent and to fiscally stabilize the City while at the same time addressing the many operational areas that had yet to be addressed, in many cases, for decades.

Any one of the challenges listed previously could have debilitated a much larger city. However, at this juncture, I am not only proud but excited to say that, through the hard work and determination of both our City Commission and the great staff members that we have, over the past three years, we not only averted financial insolvency, but created the most ambitious plan in our City’s history to address and overhaul our failing public infrastructure needs over the next 8-10 years.

In addition to public infrastructure improvements, which have already begun throughout our community, we also put a very heavy emphasis on public safety. Over the past three years, our City has spent millions of dollars to equip our Hallandale Beach Police Department (HBPD) with the tools that they need to ensure the safety of our residents and businesses. Tools such as license plate readers, Shot Spotter gunfire detection systems, new cameras throughout our community, access to Broward County’s Real Time Crime Center, and new police vehicles and equipment are only a few of the significant investments we have made in our HBPD. In that same period, we invested over a million dollars in a new fire truck and fire rescue equipment for our Hallandale Beach Fire Department and for the first time achieved a coveted ISO rating of one (1), the highest rating possible.

We will continue to provide unwavering support to our police and fire personnel, invest in cutting-edge technology, and foster

efforts to ensure a safe and welcoming environment for all.

The City’s Community Redevelopment Agency (HBCRA) is also working hard to invest over $20M in new above-ground infrastructure throughout our community. Residents should already be witnessing new sidewalks in each quadrant of the City and new street trees. Soon, there will be significant streetscape projects, street lighting projects, and a new bicycle and pedestrianfocused Art Trail, which will wind its way through each quadrant of the City.

Additionally, the HBCRA, to mitigate the gentrification occurring in our community due to high housing prices and rental rates, is currently creating new affordable and workforce housing units while encouraging and incentivizing the creation of new affordable housing units by the private sector.

Economic development is also at the forefront of what the HBCRA does. Over the past four years, the HBCRA has not only helped stem the tide of business closures in our community but also spent millions of dollars encouraging new businesses, such as restaurants and retailers, to relocate to our City.

These initiatives will revitalize our community by ensuring that our roads, utilities, and public facilities are modernized and resilient, our public safety is top-notch, and our businesses remain strong and resilient while creating more job opportunities.

I am proud of our staff and to say that our City’s future is bright! Our top priorities are fiscal accountability and transparency, improved infrastructure, engaging public safety programs effectively, and a prosperous business environment fostering sound economic growth, long-term sustainability, and community well-being. We are committed to building a thriving and resilient City for our residents and businesses. Together, we will continue to shape a prosperous future for Hallandale Beach.

FUNDING OUR FUTURE

Keeping progress at the forefront in our City

The City’s Grants Team has secured over $30 million in grants for city initiatives since the inception of the Grants Program in 2018, signaling its commitment to enhancing resident services. As of July 2023, the Grants Team has secured 35 grants and revolving loan programs valued at $57.1 million to keep progress at the forefront in our City.

These grants have fueled a range of impactful projects like:

• Senior recreation programming

• Enhancement of after-school programming

• Dune restoration projects

• The creation of the Austin Hepburn Senior Center

• Public transportation needs

• Electric vehicle infrastructure

• Flooding remediation and drainage projects

THE CITY WAS AWARDED A CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING

The City was awarded the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting for its 2022 Annual Report. This certificate is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

Vacant Lot Registration

All vacant properties in Hallandale Beach must register with the City. This includes vacant lots and developed properties that stand empty. Properties found in violation will receive a $250.00 ticket and a daily fine until they are registered. There are certain exemptions to the requirement, such as properties listed for sale or those with active, permitted construction. If you are unsure, you can easily check with Code Compliance staff or check the Vacant Property Registry code online by scanning the QR code.

CODE COMPLIANCE DIVISION

Enhancing the community through new programs

ILLEGAL DUMPING

Placing trash on someone else’s property is illegal in the City. In Hallandale Beach, any evidence of who is responsible for unlawful dumping results in a ticket from Code Compliance that carries a $500.00 fine. In contrast, a fine for placing bulk trash on your right-of-way is a $100.00 fine. Code Enforcement Officers have issued 17 citations to parties responsible for illegal dumping since enacting the ordinance. Additionally, any evidence provided to the police department can result in criminal charges, the degree of which is determined by the amount and type of trash.

NEIGHBORHOOD ENHANCEMENT PROGRAM

The “Neighborhood Enhancement Program” by the Code Compliance Division aims to enhance the Hallandale Beach community through education and code compliance. This initiative involves a comprehensive outreach campaign and training effort designed to maintain property standards and align code compliance with community expectations in Hallandale Beach. The program seeks to foster voluntary compliance and preserve the city’s quality of life and property values by equipping Code Compliance Specialists with ongoing training and practical tools to educate homeowners about property upkeep.

The public education campaign utilizes multiple channels to disseminate information, including personal interactions, direct mail, door hangers, social media, and website publications. A crucial aspect of the program involves code specialists engaging with residents to provide instruction and insight before initiating code enforcement cases. This proactive approach aims to strengthen relationships between

Training provided to Code Compliance Specialists enhances their interpersonal skills, conflict resolution abilities, and operational efficiency. By increasing direct resident engagement, the program intends to reduce the number of cases requiring fines or adjudication before the Special Magistrate.

The Neighborhood Enhancement Program highlights the importance of community engagement, cooperation, and employee training. The multi-faceted approach supports Hallandale Beach’s mission of ensuring a clean, beautiful, and prosperous environment for its residents and visitors. GETTING AROUND

Keeping the Community Shuttle Program updated

The City recently performed a Travel Demand Model Estimation for the Community Shuttle Program, a process that estimates travel behavior within an area. This study aims to analyze the Community Shuttle Program’s transit demand, travel patterns, and travel distribution to determine the need for changes in routing, schedule, and services provided. THE CLOUD EV BUSSES ARE COMING SOON!

The City of Hallandale Beach is embracing a greener, more sustainable future by rolling out The Cloud EV bus service. The new fleet will allow the City to include one additional bus on each of the four fixed routes to reduce waiting times and carbon emissions. The new vehicles will also help optimize services and reduce routing cycles to one hour.

MICRO-TRANSIT

The City is partnering with Broward County on it’s first pilot program for micro-transit, an on-demand, door-to-door transportation service. As the Community Shuttle Program’s routes improve, we will be introducing micro-transit zones around the Diplomat and Wal-Mart shopping centers. The service is a three-mile extension with three focal points: South Beach Park, Wal-Mart, and East Winn-Dixie. Vanstyle vehicles will provide ADA-accessible transportation to the residents and visitors in the northeast quadrant. Based on the pilot’s success, the City will propose additional microtransit zones throughout all quadrants of the City.

Redefining Dining with Shipping Container Innovation

In the heart of District 8, Hallandale Beach’s revitalized design district, Broward County’s first shipping container restaurant has emerged as a culinary revolution. KAO Bar & Grill, a dynamic fusion of architecture and gastronomy, reimagines dining experiences.

The compact 4,581-square-foot space adjacent to the Florida East Coast Railway, formerly dormant, now houses KAO Bar & Grill. The restaurant opened in May 2023 and goes beyond traditional dining, combining a restaurant, lounge, bar, and entertainment hotspot. It’s not just a restaurant; it’s an ode to progress, a sustainable dining destination inviting you to relish flavors with architectural brilliance.

COMMERCIAL MURAL

The HBCRA Commercial Business Mural Program assists with curating contemporary outdoor murals at key locations to enhance and enrich the existing cultural fabric of our community to attract more art-related activities and increase business retention and events.

The Halladale Beach CRA provides free rides to Gulfstream Park, Atlantic Village, and District 8. There are over 60 businesses in our Be Local community offering great discounts and specials. Download the Freebee app today and visit our local businesses.

COMMUNITY DEVELOPMENT BLOCK GRANT 47TH YEAR (CDBG 47) STORM DRAINAGE IMPROVEMENT PROJECT THIS WINTER

The CDBG 47th year commenced on January 9, 2023 and completed on June 14, 2023. The project’s main focus was to reduce/alleviate flooding issues by installing five (5) catch basins with drainage inlets, and one hundred sixty–four (164) linear feet of hp storm pipe including one hundred forty-one (141) exfiltration trench along NW 10th Street between North Dixie Highway and NW 2nd Avenue. Also, this improvement included asphalt pavement restoration and markings, replacement of 157.45 square yard of sidewalks, new ADA compliant ramps and speed table.

Background

The City of Hallandale Beach owns, operates and maintains a wastewater collection and transmission system including lift stations, monitoring systems, gravity sewers and force mains. Wastewater is collected primarily from residential and commercial connections and pumped to the City of Hollywood’s Southern Regional Wastewater Treatment Plant for treatment and disposal. Fifteen (15) Lift Stations are owned, operated and maintained by the City. In addition to the lift stations, the City maintains a network of 12 miles of force main and 57 miles of gravity sewer.

In an effort to most effectively fulfill its responsibilities, provide a high level of service to its residents and customers, accommodate growth and economic development, and protect public health, safety, and the environment, the City developed a Wastewater Master Plan in 2017. The Master Plan considered factors such as population growth, new

development, aging of existing infrastructure, and new regulatory requirements. Based on recommendations of the Master Plan, the City has embarked on a program to address capacity and aging infrastructure issues of the existing transmission system. This includes upgrades at various lift stations as well as improvements to the force main network.

Scope of Work

The intent of the project is to rehabilitate and improve the City’s existing Lift Station #2 located at the intersection of Golden isles Drive and Diana Drive by replacing and upgrading mechanical and electrical equipment as well as replacing the existing emergency generator to improve system performance, increase system efficiency and reduce system maintenance.

Project is scheduled to be completed by March 2024.

AMI REMEDIATION - WATER METER REPLACEMENTS

The City of Hallandale Beach is committed to providing safe and reliable water to its residents. As part of our ongoing efforts to maintain and improve our water infrastructure, we have implemented our Advanced Metering Infrastructure (AMI) Remediation Project.

An AMI system allows the city to read your meter without personally accessing your property. The meters can automatically send electronic readings, improve customer service through data access, potential leak detection, and enhance operational efficiencies by capturing real-time meter data. The AMI system also helps identify meters that are at the end of their useful life or possibly transmitting inaccurate readings.

The primary goal of the AMI Remediation Project is to address the issue of faulty meters city-wide by replacing them with a more reliable system through a full meter upgrade. Currently, City staff are in the process of

replacing meters during the week and over weekends. During this time, residents can expect to see city workers in their neighborhoods and on their property during the replacement process.

PREPARING FOR THE FUTURE: FLOODING MANAGEMENT

FEMA Community Rating System (CRS) Updates

FEMA’s Community Rating System (CRS) is a voluntary incentive program that encourages communities like ours to implement floodplain management practices beyond the minimum requirements set by the National Flood Insurance Program (NFIP).

In Hallandale Beach, flood insurance premium rates are discounted based on our efforts to reduce the risk of flooding.

Here are the latest updates:

• The City completed the 2023 CRS Annual Recertification and is preparing for the 2024 CRS 5-Year Verification Visit.

• The 2023 Flood Insurance Promotion Letter from the Mayor was mailed in May and June.

• 2022 Flood Insurance Policies Total – 16,597

• 2022 Flood Insurance Annual Savings for being a CRS Class 6 Community - $881,088.

• We are working towards a CRS Class 5 Community rating which could result in an annual savings of - $1,097,681.

• If you would like to request floodplain information, including elevation certificates and flood zone information letters on properties in the city, please contact floodinforequest@hallandalebeachfl.gov

The city encourages all residents and business owners to purchase flood insurance to protect against financial losses caused by flooding.

Flood insurance provides funding for flood damage repairs without the need to draw down savings or take on debt from disaster assistance loans, helping you to recover quicker.

The City is also pursuing various other floodplain management efforts like:

• Conserving open space lands in the floodplain, including deed restrictions.

• Improving floodplain development standards that address local flood risk and conditions.

• Maintaining drainage systems, including checking hot spot areas before and after significant storms to ensure conveyances are clear and perform as designed

• Maintaining a robust Local Mitigation Strategy, Capital Improvements Program, and a comprehensive Emergency Response Plan to protect property owners and their investments.

• Ensuring residents are informed about current and future flood risk, flood insurance, flood and hurricane preparedness, floodplain development requirements, and mitigation strategies.

License Plate Readers

Over the past few years, the HBPD has installed license plate readers (LPRs) at 17 locations around the City. The LPRs are specialized cameras with built-in software to help identify and record license plates. The license plate information captured on the LPRs compares with the Florida Department of Law Enforcement’s database. This database, also known as the hotlist, is a compilation of license plates connected to criminal activity, such as a stolen vehicle. When there is a match, Police are alerted and can immediately respond to intercept the vehicle. This technology has assisted in serving as a deterrent to crime and as a forensic tool to solve crimes after they occur. There have been arrests made because of the alerts from the cameras. The LPRs are strategically placed around the City to capture the significant vehicle arteries leading into and out of Hallandale Beach.

Although the law enforcement industry nationwide experienced difficulties hiring qualified applicants after the COVID-19 pandemic, HBPD has been able to recruit successfully. Our department is currently at 95% capacity.

Security Camera System

Coupled with the LPRs, the HBPD is expanding the CCTV system by installing 49 new CCTV cameras in high-crime areas. The current City’s CCTV system has over 200 existing cameras at 23 different sites. A combination of wired and wireless infrastructure transmits all the images to video storage devices and a video management software allows for camera footage review. The CCTV system will enable detectives to develop leads aiding in the arrest of perpetrators and help detectives conduct more focused and efficient investigations. Further, the CCTV system will have real-time impacts on HBPD’s law enforcement functions as the development of the anticipated Real Time Crime Center comes online.

PUBLIC SAFETY

The Hallandale Beach Police Department answered over 10,000 false alarm calls last year. False alarms prevent officers from conducting proactive patrols and building relationships with the residents they protect and serve. To help curb false alarm calls, the City now requires all residents and businesses to register their alarms annually with CryWolf, an alarm monitoring program that helps agencies reduce false alarm calls.

THE POLICE ATHLETIC/ACTIVITIES LEAGUE OF HALLANDALE BEACH (PAL)

The Police Athletic/Activities League of Hallandale Beach (PAL) is a non-profit 501c (3) organization established to use athletic, recreational, and educational activities to instill positive life principles and character-building tools in youths to deter them from crime and violence. PAL provides programs that give children ages five to 18 the opportunity to participate with role models and experience success and failure on a playing field, without drugs, guns, and violence. Our police officers work to foster a closer relationship with our youth and promote close cooperation to build understanding, respect, and trust.

The importance of seawall integrity cannot be understated, and the same is true of the need for regular inspections of your seawall. While having a qualified inspector thoroughly examine the seawall every five (5) years is prudent, a property owner should inspect visible areas two to three times a year to prevent more extensive damage that can erode the shoreline and result in damaged foundations.

When inspecting, look for visible cracks, vegetation buildup, trash and debris piling up, or any other weep hole blockage, as weep holes facilitate drainage and reduce water pressure. In addition to that, it is important to note any iguana infestation. These critters are on Florida’s prohibited species list as they are not native to the area and negatively impact native ecosystems. They also burrow and can cause extensive damage to seawalls.

Broward Sheriff Fire Rescue in partnership with Hallandale Beach welcomed a new emergency response apparatus. The new, state-of-the-art fire apparatus will reside at

Homeowners within the CRA may qualify for up to $50,000 for singlefamily homes and up to $75,000 for multi-family homes for qualified exterior improvements. The Parks, Recreation, and Open Spaces (PROs) Department proudly operates eighteen (18) park facilities while also coordinating year round fun-filled City-wide special events.

Our comprehensive park system includes the City Marina; Golden Isles Tennis Center; Historic Village, home of the Curci House as listed on the National Register of Historic Places; and our community parks, including the Cultural Community Center.

SUNRISE PARK

Sunrise Park officially reopened on Saturday, June 3, 2023, and is the first City park built to the new Broward County Resiliency standards, which require infrastructure to anticipate climate change effects like the impact of sea level rise. The park’s drainage system is designed to manage the surface water within the park and help preserve the quality of our environment. The park features a butterfly garden with a little free library, fitness gym and playground, game and picnic plaza, walking path, and energy-saving initiatives. The park has quickly become a favorite for many community members.

Sunrise Park is part of the Hallandale Beach City Wide Parks Master Plan and is the tenth park to open. With two more parks to go, we are well on our way to reaching our goal of completing all the City-Wide Parks Master Plan projects.

To help us reach that goal, Hallandale Beach voters approved, by an overwhelming majority (65%), to issue a

development goals for the City’s parks and recreational spaces. The Masterplan aims to enhance the quality of life for residents by creating vibrant, accessible, and sustainable park facilities, and encompasses elements like park design, programming, environmental preservation, and community engagement. It will also guide future park development by identifying key priorities and strategies, ensuring equitable access, and fostering a strong sense of community well-being.

OB Johnson Park Teen Zone

The OB Johnson Park Teen Zone after-school program offers teens homework assistance, game time like pool, ping pong, foosball, basketball, volleyball, and/or video games; movies, and time to hang out with friends every day after school. There are also organized games, field trips, volunteer opportunities, special interest classes, and enrichment programs.

Learn to Swim/Camp/Open Swim at BF James Pool

BF James Pool offers swimming and water safety programs for all ages. Our Red Cross-certified water safety instructors make learning to swim fun year-round in our climate-controlled, saltwater pool. Golden Isles Tennis Center

The Golden Isles Tennis Center features four (4) clay and six (6) hard Tennis Courts, two (2) bocce courts, two (2) basketball courts with sports lighting, and a tennis facility with Pro Shop, restrooms, offices, concessions, and a fitness center. Some courts are also cross-striped for Pickleball! All Florida Tennis - Smatts Tennis Academy operates the Tennis Center and offers clinics, lessons, programs, and events. Constant Community Beach Cleanup

Next time you’re at South City Beach Park, grab a bucket at the lifeguard stand to pick up marine debris while you enjoy the beach. Empty the trash into the nearest trash can, return the bucket, and pat yourself on the back for helping our environment and wildlife.

Beach Safety Lifeguards

Our lifeguards ensure safety along the City’s shoreline. Beach Safety personnel are trained to respond to medical emergencies and are Open Water Lifeguards certified by the United States Lifesaving Agency (USLA).

Summer protected hours are 9:45 a.m. to 6:00 p.m. from March to November and winter-protected hours are 9:45 a.m. to 5:00 p.m. from November to March. Our beaches are open from dawn to dusk, 365 days a year.

Beach Wheelchair Program

Residents and visitors with special needs are welcome use the beach wheelchairs over flat surfaces, sand, and even take them into shallow water. Chairs are available on a firstcome, first-served basis at Towers 1 and 2 from 9:45 a.m. to 5 p.m. For more information, please call (954) 362-9198.

The Segment III Beach Renourishment Project began on November 1, 2023. The project is expected to place approximately 300,000 cubic yards of upland sand along the Hallandale Beach shoreline, with a 100% cost share by the federal government through their Flood Control and Costal Emergencies (FCCE) program in response to recovery from Hurricane Irma. Staging and beach access will be at South

City Beach Park. Work will be done primarily Monday through Friday as well as some Saturdays. No work will be done on Sundays. During the project, contractors will ensure public safety and provide beach access between the trucks.
