A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

This nice weather is helping families venture out to the wonderful events in Vallejo. To continue our celebration of Black History Month, please enjoy the article from Miss Vallejo Tonya Johnson and her experience representing our diverse community. Also, check out our Staff Spotlight on Oni Brown, Water Conservation Coordinator, who describes his pride in working for the City!

The City is holding a press conference today to highlight our participation in an exclusive federal law enforcement program and its impact. Through the program, called the Public Safety Partnership (PSP), the City receives additional law enforcement from federal agencies, as well as training and technical assistance. At the press conference, the FBI and ATF is announcing the results of significant operations that have led to numerous arrests related to illegal guns and street gangs. These operations will immediately improve safety in the City. The Police Department will also describe a new group violence intervention program it will implement, Vallejo VISION.

Next week, the City Council will hold two special Council meetings related to public safety. On Tuesday, the City Council will consider potential revisions to the ordinance that establishes the Police Oversight and Accountability Commission (POAC). This commission plays a key role in reviewing Police use of force incidents. On Thursday, the City Council will receive an update on a potential collaboration with the Sheriff’s Office for law enforcement support. Please

I want to share information on a tragic accident that occurred on December 24, 2024. An individual was fatally injured during removal of illegally dumped material. I hope you’ll come to our event on March 14th to celebrate the Bay Trail-Vine Trail Ribbon Cutting, 11 am at the Vallejo Ferry Terminal. At our regular City Council meeting last Tuesday, there was much talk about plans for the waterfront! With the help of grants and partners, the City is moving forward to study long-term options for improving the Vallejo Marina and seawall.

We appreciate everyone’s input and engagement. We continue to gather ideas on next year’s budget. Please take a moment to fill out the Budget Community Survey seen in this edition of the Vallejo Weekly if you haven’t yet provided your feedback.

CITY OF VALLEJO BUDGET SURVEY

Through the City’s annual budget, the City Council identifies the revenues that the City will receive and allocates those revenues to City departments to provide public services. The annual budget covers a “fiscal year” that runs from July 1st through June 30th of the following year.

Beginning around February or March of each year, City staff and the City Council collaborate to develop the annual budget. Staff and the City Council rely on community input to guide the budget development process.

The City will be using additional mechanisms to gather community input as part of the development of the fiscal year (FY) 2025-2026 budget, including a community survey and workshops.

Please share your input on what services the City should prioritize and where you think challenges and opportunities lie by completing the FY 2025-2026 budget survey.

A través del presupuesto anual de la Ciudad, el Concejo Municipal identifica los ingresos que recibirá la Ciudad y asigna esos ingresos a los departamentos de la Ciudad para proporcionar servicios públicos. El presupuesto anual cubre un "año fiscal" que va desde el 1 de julio hasta el 30 de junio del año siguiente.

Miss Vallejo in Black Joy Parade!

In the words of Tonya Johnson, Miss Vallejo/Tri-City: The Black Joy Parade in Oakland, CA was such an incredible event to be apart of. It was so amazing seeing so many people from different parts of the community come together to celebrate black pride and culture in the Bay Area. It was definitely an inspiring and memorable day for me, as I was warmly greeted by the people of Oakland and many of those from Vallejo! I absolutely love when a community is able to come together to create such beautiful displays of art and dedication. I was continuously amazed by all of the performances and organizations that were featured in the parade. It was my first time attending The Black Joy Parade and certainly will not be my last!

With being Miss Vallejo/Tri-City for almost 3 1/2 months, I can say that it was so far been one of the best experiences of my life. The people of Vallejo have done nothing but shown me their unwavering love and support. This is one of the reasons why I am so proud to serve this community along with the Tri-Cities - Benicia, Fairfield, and American Canyon. So far as titleholder I’ve been able to learn so much about the communities I serve, and how I can serve them better. I’ve also been able to go to other parts of the Bay Area and educate people about Vallejo and the Tri-Cities and what my plans are as titleholder. It has been such an eye opening experience, definitely one that I will never forget. I hope that by the end of this year I am able to have an impact on the people in this community the same way that they have had an impact in my life.

oNI BROWN, water conservation coordinator

How long have you worked for the City of Vallejo?

I have been employed in the City of Vallejo since 2009. I was very fortunate to land this job after relocating to Northern California from New Orleans after Hurricane Katrina. I was a temporary employee for 6 months, then applied and accepted the offer of a permanent position.

What made you choose drinking water as a career?

I was a pipe liner/pipefitter by trade working in various parts of the South & Southeast United States with natural gas and resources. Upon relocating, a placement agency asked if I would like to try the water industry as opposed to gas. My response was, “getting wet on a repair instead of getting burned is not a problem,” and the rest is history. Here I am today!

Like many staff with the City of Vallejo, you wear a lot of hats in your role. What’s the biggest accomplishment you’re proud of?

This is a 2-part answer. The first would be becoming the 3rd African American supervisor in Vallejo’s Water Distribution history (1st was Marcus Clark, and 2nd was the current superintendent Earl Robinson). My second accomplishment would be serving as the first African American male President of City of Vallejo labor union IBEW 2376/1245.

Both positions allowed me to work with and train staff, improve working conditions (monetarily, safetywise and work-processes), and continue to provide high quality water and service to our customers.

Who influenced you most growing up?

First would be my father, Carter Brown, who also worked in utilities for the phone company (SCB, AT&T, PacBell) for 30+ years. He taught me how to be respectful, as well as about patience, accountability, and to deliver high quality workmanship in everything you do. His family values were his highest priority.

Second would be the Neville Brothers – a New Orleans-based musical family that combined R&B, funk, soul, jazz, zydeco, and many other sounds. Growing up in NOLA, I was influenced to play the saxophone and be part of the marching band.

When you’re not helping Vallejoans find ways to conserve water for future use, what do you enjoy doing in your time off?

Travel and adventure are my favorite R&R. Trips with the family, or just the wife, or guys trips (mostly sporting events) are a great way to see and experience different foods, culture and traditions. To date, I’ve been to 31 states and 15 countries on 5 continents. I have so much more to see!

The City of Vallejo is proud to celebrate Black History Month. What does this month mean to you?

Vallejo was nominated as the most diverse city in America a few years ago, which speaks volumes. I personally have been able to witness some of the great accomplishments by African Americans during my tenure here. Here are a few: Debora Boutee (HR Director), Osby Davis (Mayor), Shawny Williams (Police Chief), Daryl Arbuthnott (Fire Chief), Mike Malone (Water Director and City Manager), Earl Robinson (Water Distribution Superintendent) and Judy Shepard-Hall (Housing and Community Development). These are all “firsts” for these positions, according to my research, and I’m proud to join that list as Vallejo’s 1st African American Water Conservation Coordinator.

What do you want future generations to know about celebrating diversity?

Diversity gives everyone an opportunity to learn and understand different perspectives, whether it’s based on culture, race, ethnicity, religion, or orientation. We are all the human race. We all need to show and be given love and respect in order to function amicably in every aspect of society.

Vallejo Fire Captain and Search Dog Tex Achieve FEMA Certification, Ready for Deployment

Vallejo, CA – The Vallejo Fire Department is proud to announce that Captain Steve Thompson and his search and rescue dog, Tex, have officially passed the FEMA Canine Search Specialist Certification Examination, held in Riverside on Sunday, February 9th. This milestone achievement qualifies the pair as a "live find" resource, allowing them to deploy to local, state, and national level disaster sites to locate and rescue trapped victims in disaster areas.

The journey to this certification required nine months of intensive training, with Captain Thompson and Tex participating in eight training sessions per month, including the rigorous California Foundational Skills Assessment test. Their dedication and hard work have ensured they are prepared for the most challenging search and rescue operations.

“This certification marks a significant milestone, but the work doesn’t stop here,” said Captain Thompson. “Tex and I will continue training throughout his career to maintain peak readiness. Every three years, we will need to recertify at both the California state and FEMA levels to ensure we stay mission-ready for disaster response.”

Tex, an English Black Labrador, was trained through a partnership with the National Disaster Search Dog Foundation (SDF). Since then, he has become an essential asset to the California Task Force 4 (CA-TF4) and the Solano Urban Search and Rescue Team (USAR). His specialized skills will allow him to assist in the search for victims in building collapses, mudslides, earthquakes, hurricanes, and other disasters.

The Vallejo Fire Department Is dedicated to continually enhancing its emergency response capabilities, as exemplified by Captain Thompson and Tex's successful completion of their FEMA Canine Search Specialist certification.

Meet Finley, a happy girl with a sweet, affectionate demeanor! This 3-year-old, 42-lb. beauty is slightly petite for a husky but she has a big personality. Finley loves to romp and run in the play yard and she adores going out for walks and hikes. She recently took a "daycation" with one of our volunteers and received an A+ for her delightful manners! Finley was good with people approaching and petting her, and she was extra gentle with children. Finley can be a bit shy around other dogs, but with slow introductions and guidance, she could likely be a great canine companion to another confident, gentle pup. KID ANDERSEN

Chris “Kid” Andersen, born in 1980 in Norway, is a blues musician influenced by Otis Rush and Buddy Guy. By 18, he was performing with American blues artists in Norway, and at 21, he moved to California. Andersen has released four solo albums, played with Charlie Musselwhite, and became the guitarist for Rick Estrin & The Nightcats, earning Guitarist of the Year nominations. He also founded Greaseland Studios, a hub for authentic blues in the Bay Area.

THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.

There are currently openings on the following boards, commissions, and committees: (click links to access applications)

• Code Enforcement Appeals Board (2) terms to expire 12/31/25

• Commission on Culture + Arts (2) terms to expire 12/31/28

• Economic Development Commission (1) term to expire 6/30/26

• Housing Authority Tenant Commissioners - Must be in the Housing Voucher Program and 1 of the tenant commissioners must be age 62 or older (2) terms to expire 12/31/26

• Housing & Community Development Commission – (2) 1 term to expire 6/30/27 and 1 to expire 6/30/28

• Marina Advisory Committee – (2 berther seats) – 1 term to expire 6/30/26 and 1 term to expire 6/30/25

• Measure P Oversight Committee – District 6 Member Only – (1) term to expire 10/10/26

• Participatory Budget Steering Committee (1 member and 3 alternates) terms expire 6/30/25

• Surveillance Advisory Board – At-Large, District 1, 3 & 6 Members Only – (4) terms to expire 1/2/29

For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.

In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.

The application period will remain open until a sufficient number have been received in the City Clerk’s Office

Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.
