I hope that you had a nice Presidents’ Day weekend. You’ll find information on many events to enjoy for Black History Month in this edition of the Vallejo Weekly. You’ll also find another fun staff profile in a new segment called “I Chose Vallejo.”
Through the City’s annual budget, the City Council identifies the revenues that the City will receive and allocates those revenues to City departments to provide public services. The annual budget covers a “fiscal year” that runs from July 1st through June 30th of the following year. Beginning around February of each year, City staff and the City Council collaborate to develop the annual budget for the following year. Staff and the City Council rely on community input to guide the budget development process. The City will be using additional mechanisms to gather community input as part of the development of the fiscal year (FY) 2025-2026 budget, including a community survey and workshops. Please share your input on what services the City should prioritize and where you think challenges and opportunities lie by completing the FY 2025-
2026 budget survey. You’ll find details in this Vallejo Weekly on how to take this quick and easy survey. We will share information on the upcoming budget workshops soon.
You’ll also find in this Weekly an update on briefs that we provided last year on three major City capital projects, the Navigation Center, Police Dispatch Portables, and the Broadway Project.
You might recall that last year, we launched a new initiative, the Citizens Academy. It is an 11-week program that educates residents on City services and operations, empowering them to more fully engage in civic affairs. Last year’s inaugural class had around 20 participants. I am excited to announce that we have had great interest in this year’s program, and expect to have 40 or more participants. Thanks to those participants in advance for their investment and engagement in making Vallejo the best that it can be.

City of Vallejo staff from numerous departments attended the Vallejo High School College and Career Day to share about pathways into City jobs and what their jobs entail. Over 200 students filled the gym and were presented with different career options such as City of Vallejo, Six Flags, Medic Ambulance, Solano County Sheriff’s Office, and more. Colleges such as Sacramento State and Solano Community College were also present to showcase what programs and classes they had to offer.
City of Vallejo staff members representing the Water Department, Public Works Department, Housing Department, Information Technology Department, Human Resources Department, Vallejo Police Department and City Manager’s Office were there to talk to the youth. Departments spoke to students about their careers, shared resources, swag, and surveys that would help gather youth input on things such as the Youth Needs Assessment and Housing & Community Development Survey. “I love being able to connect students with possible ideas of future careers. Also, exposing them to ways that they can work to improve their own community helps to plant a seed for future City of Vallejo staff.” said Victoria Grace-Barksdale, Youth Coordinator for the City of Vallejo. By attending events like this, City of Vallejo staff continue to support career pathways and positive outcomes for Vallejo youth.
How many years have you worked for the City of Vallejo?
Five years since November 2019
What made you interested in a career in water quality? What kinds of education and training did you have to do for this kind of work? I love science and learning and I wanted a career that would make a difference in people’s lives. Water Quality/Environmental science seemed to be the best way to work in a science field and have the professional opportunity to keep learning as the field of water quality is always changing as new regulations and discoveries are made that keep people’s tap water safe. I have a Bachelor of Science degree in Molecular Environmental Biology, and I also have a grade 1 Water Quality Laboratory Analyst Certification and am working toward my Grade 2 Treatment and Distribution certifications.
What’s your average day like?
There is a lot of paperwork that goes into this job, but an average day for water quality consists of routine sampling in the water distribution system, analyzing samples in our in-house state accredited laboratory, reviewing and updating Standard Operating Procedures (SOPs), and reviewing all the reports for our tests. Also staying on top of any new state and federal regulation for water quality and providing guidance on water quality matters to the water department staff as well as the public when asked.
What’s the most important thing you’d like Vallejoans to know about their water quality?
Vallejo has a unique water system and our water treatment operators, distribution, facilities, administration, engineering, and water quality employees all work hard to make sure our customers
have high quality drinking water. Their tap water is very heavily regulated, and there is a lot of work done by a lot of talented and dedicated Water employees to ensure the water Vallejoans receive at their taps is the best quality. The Water Quality division routinely tests water in the distribution system to make sure we are meeting or exceeding state and federal regulations. We run more than 1100 samples in Vallejo’s water system per month to ensure that the water meets all the regulatory standards set by the state and federal governments.
When you’re not ensuring that Vallejo’s water meets or exceeds federal and state requirements, what do you enjoy doing in your private time?
Currently, I spend my private time chasing after my one-year-old, who doesn’t stop moving and is curious about everything. Family is important to me, so I try to spend as much time as I can with them in my private time. I also love to read, and my current genre of interest is listening to mystery detective novels on audiobook.
What made you choose working in Vallejo?
I got my degree in environmental biology because I wanted to use science to help make lives better. While working at private laboratories allowed me to do what I loved, it wasn’t helping my local communities. I chose Vallejo because what I do here matters. My team and I are making sure the tap water for all Vallejo is top quality. I have a great team – not just in Water Quality but also in all of the Vallejo Water Department.
Brief updates - Police Dispatch Portables:
In October 2024, City staff reported to the City Council that it expected that the new portable building for public safety dispatching staff would be move-in ready in June/July 2025. There has been steady progress on this project and staff now expects it to be move-in ready in July/August 2025. Delivery of the portable building will take place in March Sitework is taking place this month on schedule. The installation and build of ADA ramps, landing, and awning will take place in late March into April. The relocation of the call center communications technology by the City’s IT vendor will take place in July/August 2025, at which point it will be move-in ready The cause of the one-month delay that resulted in the new schedule was a request for changes to the configuration of the interior of the building, which required modifications to the electrical plan and additional Building Department and State review and approval.
Brief updates - Navigation Center:
We are close to opening the Navigation Center! Linked Structures (pre-fab restrooms) have been delivered and final connections are being made. Work that could not be completed until Linked Structures were delivered are now in progress (concrete walkways and guard rails around restroom, exterior fence, landscaping, restroom
canopy).
Permanent power is set to be established early February. Substantial completion date 2/28/25. The Contractor will demobilize any day after the substantial completion date. If the provider is not in place by that time, 24/7 security will have to be engaged and paid for by the Housing Department.
Original time for construction completion was December 2024.
Delays were mostly incurred due to the following: Pre-fab restroom purchase was delayed because the company Linked Equipment was having issues with their status with the California Franchise tax board. Once their issue was cleared, Council approved the contract on 8/5/2024 with a scheduled delivery of the buildings in early December. The restrooms were delivered and installed in January 2025.

Water Department was unable to procure their materials for water connection, so contractor had to procure and coordinate with the Water Department.
At the January 28, 2025 City Council meeting, staff presented an updated schedule for the Broadway Project. This included a temporary certificate of occupancy (TCO) in March 2025, final certificate of occupancy (construction completion) in April 2025, and full occupancy of residents in June 2025. Due to recent and forecasted future wet weather, staff is now anticipating TCO in April 2025, final certificate of occupancy in May 2025, and full occupancy of residents in August 2025 (Note that August 2025 is 90 days from construction completion, the amount of time Housing and Community Development (HCD) allows, although the City is hoping to have full occupancy 90 days from TCO). In December 2024, January 2025, and February 2025 there have been 17 days of construction delays due to inclement weather. Based on historical weather and current forecasts for the next 2 months, 15 additional days of inclement weather delays are anticipated. City staff are meeting with the future operator to finalize the operations plan and budget and are meeting with the leasing team to ensure an efficient lease-up process.

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.
There are currently openings on the following boards, commissions, and committees: (click links to access applications)
• Code Enforcement Appeals Board (2) terms to expire 12/31/25
• Commission on Culture + Arts (2) terms to expire 12/31/28
• Economic Development Commission (1) term to expire 6/30/26
• Housing Authority Tenant Commissioners - Must be in the Housing Voucher Program and 1 of the tenant commissioners must be age 62 or older (2) terms to expire 12/31/26
• Housing & Community Development Commission – (2) 1 term to expire 6/30/27 and 1 to expire 6/30/28
• Marina Advisory Committee – (2 berther seats) – 1 term to expire 6/30/26 and 1 term to expire 6/30/25
• Measure P Oversight Committee – District 6 Member Only – (1) term to expire 10/10/26
• Participatory Budget Steering Committee (1 member and 3 alternates) terms expire 6/30/25
• Surveillance Advisory Board – At-Large, District 1, 3 & 6 Members Only – (4) terms to expire 1/2/29
For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
The application period will remain open until a sufficient number have been received in the City Clerk’s Office
Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. The Amador Street location sees lots of daily foot traffic: teens walking to/from school, families stopping at the recreation office to register for classes, seniors and adults visiting the center. Having a little free library at this site will allow a wide range of community members to have easy access to books without having to travel to other locations.

Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!
We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
