A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

I hope you had a chance to visit the Bay Trail/Vine Trail Ribbon Cutting Ceremony last week. With Spring upon us and the nicer weather expected next week, the City hopes you and your families and friends will enjoy the trail from the Ferry Terminal up to American Canyon and beyond in Napa Valley!

On Tuesday, the City Council held a special meeting to receive an update on the unhoused situation and provide direction on City programs. Many community members expressed their perspectives on this complex issue. The City Council directed staff to suspend the City’s recurring encampment cleanup activities while the City Council further deliberates on the issue. The City Council will meet again on April 1st to continue discussing the matter.

I want to let you know that we’ve hired a new Communications and City Public Information Officer, Robert Briseno. Filling this vital position will enable the City to continue to expand communication and engagement with the community. Robert is a Vallejo native and has already hit the ground running by meeting many of you at last week’s Bay Trail/Vine Trail Ribbon Cutting Ceremony and at Wednesday night’s Citizens Academy.

articles on last weekend’s Sports Hall of Fame Induction in Vallejo as well as the successful Glow Vallejo event.

The recent devastating wildfires in Southern California and past Northern California fires have brought much attention to wildfire safety. Please find in this Vallejo Weekly updated information from CAL FIRE and the Vallejo Fire Department regarding wildfire risks. Also, you’ll find a staff brief on fire hydrant inspections in your neighborhood.

The City will hold a Budget Community Workshop this Saturday, March 22nd, at 10 am in the Vallejo Room in the JFK Library building. Staff will present information regarding the City’s budget condition heading into next fiscal year and receive community input and Council direction on what to incorporate into the forthcoming proposed budget for next fiscal year. Vallejo Fire Department and City of Vallejo Address CAL FIRE's New Fire Hazard Severity Zones

Vallejo, CA - The City of Vallejo and Vallejo Fire Department are working together to inform the community about CAL FIRE’s updated Fire Hazard Severity Zones (FHSZ) and the potential impacts on local residents and businesses. These newly designated zones, developed by the California Department of Forestry and Fire Protection (CAL FIRE), identify areas at elevated risk for wildfires and are an essential tool in wildfire preparedness and mitigation efforts.

The updated Fire Hazard Severity Zones reflect the latest scientific data and fire behavior modeling, considering factors such as vegetation, topography, and climate conditions. These zones play a critical role in guiding community safety measures, fire prevention efforts, and building codes to enhance resilience against wildfires.

“The safety of Vallejo residents is our top priority,” said Interim Fire Chief Arthur Gonzales. “By understanding these new Fire Hazard Severity Zones, we can take proactive steps to reduce fire risk and better prepare for potential wildfire threats.”

Fortunately, Vallejo has only a few areas designated within the moderate severity zones, with no areas classified as high or very high fire hazard severity. This means that the city's current defensible space will not be changed, and no changes will be required to existing building codes. While some precautions remain necessary, Vallejo is at lower wildfire risk compared to other parts of the state.

Residents and business owners are encouraged to review the updated Fire Hazard Severity Zone maps available on CAL FIRE’s website: Cal Fire Statewide Fire Hazard Severity Zones. Additionally, the City of Vallejo has published a page focused specifically on the updated hazard maps specific to our area: Vallejo Local Responsibility Area Fire Hazard Maps. By familiarizing themselves with their property’s

designation, community members can take necessary precautions such as defensible space improvements, home hardening, and emergency preparedness planning.

“The City of Vallejo is committed to supporting our residents in navigating these updates and implementing best practices for wildfire safety,” said City Manager Andrew Murray. “We encourage everyone to stay informed and take advantage of available resources to protect their homes and families.”

The Vallejo Fire Department and City of Vallejo urge residents to participate in upcoming community meetings and preparedness workshops to learn more about the FHSZ updates and how they can enhance their fire resilience.

City of Vallejo Hires New Communications and Public Information Officer

VALLEJO, CA - The City of Vallejo is pleased to announce the hiring of Robert Briseño as our new Communications and Public Information Officer. Robert is a proud Vallejo native. The youngest of six, he was born and raised here before leaving to earn both a B.S. degree from Cal Poly Pomona and a commission in the U.S. Army Reserve.

He has had a diverse career that has taken him across California and the country. Robert returned to Vallejo in 2002 to be closer to family. The following year, he co-founded a marketing and public relations firm here in Vallejo. Robert will be responding to media inquiries for the City of Vallejo while assisting with the City’s publication of the Vallejo Weekly and the City’s social media.

In 2003, he met his future wife and the two are working on raising their three children. Robert is looking forward to fostering communication between city leadership, residents, and the broader Bay Area.

Fire and Water Departments Partner for Fire Safety

In light of Southern California’s tragic wildfires, the City of Vallejo’s Fire Department and Water Department understand concerns about local readiness. We want to address those concerns so you may feel confident in the City’s ability to fight fires.

The

Water for Fire Suppression

Press coverage of the Southern California Fires focused a lot on hydrants. Hydrants only function if there is stored water in tanks and reservoirs to supply the pipes in the street that supply the hydrants. The Vallejo Water Department manages stored water for fire suppression. Vallejo’s fire suppression water storage meets or is greater than all State of California mandated requirements for residential and commercial neighborhoods. Water Director Beth Schoenberger commented, “The Fire Department and Water Department coordinate on a regular basis to ensure that Vallejo has enough water to meet its needs, and that of course includes maintaining the City’s 3,900 hydrants and ample water for fire suppression. Our Water professionals and Firefighters are working together to ensure that Vallejo is ready.”

Hydrant Maintenance

Interim Fire Chief Art Gonzales commented, “I have served the City of Vallejo Fire Department for 24 years and have full confidence in the functionality of Vallejo’s water system, including hydrants, to support fire suppression.”

Fire hydrants are maintained on a scheduled basis to ensure they remain operational and ready for emergency use. Routine maintenance, inspections, and testing help keep hydrants in proper working condition and ensure adequate water flow for firefighting efforts.

Hydrant maintenance schedules are organized much like the maintenance schedules of personal vehicles. Best practice is to do annual maintenance on each hydrant. Specialized maintenance takes place every five years. Also throughout the year when there are mainbreaks or when new customers are added, crews routinely test and check nearby hydrants.

Scheduled Hydrant Maintenance and Testing

• Annual Inspections: Hydrants are checked for leaks, damage, and obstructions.

• Lubrication & Flushing: Prevents rust and removes debris to maintain water flow and hydrant performance.

• Five-Year Flow and Pressure Testing: A more comprehensive evaluation of the hydrant and water distribution system, in compliance with National Fire Prevention Association 291 standards, verifyies water pressures, flows and overall hydrant functionality.

Handling Out-of-Service Hydrants

• Hydrants requiring urgent attention are addressed to minimize any impact on emergency response readiness. The Fire Code mandates strategically designed spacing between hydrants to provide back-up redundancy should there be an issue with a hydrant.

• If a hydrant is found to be out of service, immediate priority is given to repair or replace it.

What You Can Do To Help

• Hydrant Accessibility: Please keep hydrants clear of vehicles, vegetation, and other obstructions for emergency access.

• Temporary Water Discoloration and How to Clear It: When the Water Department is in your neighborhood maintaining hydrants, flushing hydrants may cause temporary water discoloration. Running cold water for a few minutes helps clear it.

• If you see something, say something. Reporting Issues:

• If you notice a leaking, damaged, or malfunctioning hydrant, please report it immediately by calling Water’s 24 hour emergency response line (707) 648-5235.

Commitment to Public Safety

• The City of Vallejo is committed to maintaining a reliable fire hydrant system to support public safety. While staffing shortages have impacted routine inspections, ongoing efforts to address these challenges include hiring additional personnel and securing temporary external support through contracted services. Regular inspections, maintenance, and repairs remain a top priority to ensure hydrants are always ready for emergency use.

Vallejo GLOWS Where Art & Fun Grow!

2nd Friday ArtWalk is growing and the “Downtown Entertainment Zone” just got a little more exciting with the introduction of GLOW Vallejo.

Featuring activities for kids of all ages, kids shadow danced, DJ Lando Uno and DJ Strategy spun tunes in front of a Neon sign. The inclusion of local artists and vendors contributed to a dynamic and community-centered festival. To warm the street up, The Flaming Lotus Girls showcased their Hot Flames and Obtainium Works Fire Breathing Dragon took a bit of the chill off the cool evening air on Georgia St.

Inspired by the Napa Lighted Art Festival and International Light Festivals around the world, Jacque Barsotti, Founder of Suite Treatments, is already planning to add GLOWing vendors and expand the event in 2026. One of our standout programs is our Piano Recital Series, which occurs four times a year. Our third recital of the school year will take place on March 21, 2025, followed by our final recital on May 30, 2025.

These recitals showcase the incredible progress of young pianists, aged 5 to 13, who dedicate 8 to 9 weeks to intensive training in hand placement, music reading, techniques, and proper posture.

The program culminates in a live performance in our multipurpose room, where students demonstrate their hard work in front of family, peers, and friends.

During spring break we will be welcoming over 185 students from 13 Vallejo schools to participate in a diverse range of programs:

Strategic Priorities Planning Community Forum

Community Action Partnership – Solano Joint Powers Authority (CAP Solano JPA) and Housing First Solano Continuum of Care (CoC) invites all community members to participate in an important conversation about addressing houselessness and economic insecurity in Solano County.

CAP – Solano JPA is a regional agency focused on coordinating resources and programs to alleviate poverty and support vulnerable populations across Solano County. Their work includes homelessness prevention, emergency housing assistance, and economic empowerment initiatives.

Housing First Solano CoC is a collaborative network of service providers, local governments, and advocates working to address and reduce homelessness through a housing-first approach. It ensures that individuals and families receive the necessary support services to achieve stable housing.

CAP Solano JPA and Housing First Solano CoC are gathering feedback to shape their strategic priorities for the future. This is a critical opportunity to share your thoughts, concerns, and ideas about our community's most pressing needs and how we can enhance the county’s homeless response system.

The Strategic Priorities Planning Community Forum will take place in person.

Those with lived experience of houselessness are strongly encouraged to attend and will be compensated for their time and input.

CITY OF VALLEJO BUDGET SURVEY

Through the City’s annual budget, the City Council identifies the revenues that the City will receive and allocates those revenues to City departments to provide public services. The annual budget covers a “fiscal year” that runs from July 1st through June 30th of the following year.

Beginning around February or March of each year, City staff and the City Council collaborate to develop the annual budget. Staff and the City Council rely on community input to guide the budget development process.

The City will be using additional mechanisms to gather community input as part of the development of the fiscal year (FY) 2025-2026 budget, including a community survey and workshops.

Please share your input on what services the City should prioritize and where you think challenges and opportunities lie by completing the FY 2025-2026 budget survey.

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access

As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.

RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.

Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.

The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:

• Food and shelter

• Counseling and mental health support

• Drug and alcohol intervention

• Employment assistance

• Volunteer and community support opportunities

Both went directly into foster with a loving family and two other small dogs, and they all get along well! Calvin and Hobbes are both potty-trained and they want nothing more than to be near their people and cuddle. They're learning to trust and love their foster family. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.

In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.

The application period for all but MPOC, POAC and SAB will remain open until 2 p.m., Friday, March 28. Applicant interviews for all other vacancies have been confirmed. The City Clerk will contact you if your application is received on or before the March 28 deadline.

MPOC, POAC, and SAB applications will remain open until 5 p.m., Friday, April 18. Applicant interviews for MPOC, POAC, and SAB are scheduled for Wednesday evening, April 23.

Applicants must attend the interview to be considered for appointment on a board or commission.

SolTrans Unveils Local Bus Featuring Design by Miro Salazar

Solano County, CA – Solano County Transit (SolTrans) is thrilled to announce the unveiling of the newly wrapped local bus featuring artwork by local artist Miro Salazar. This vibrant design, created through SolTrans' Local Call for Artists in Spring 2024, will be officially revealed after the SolTrans Board Meeting on Thursday, March 20, 2025, in front of Vallejo City Hall. The event celebrates the intersection of public transportation and local creativity, enhancing both the streetscape and community pride in Solano County.

The theme of the Local Call for Artists centered around SolTrans' commitment to sustainability. As SolTrans transitions to a Zero Emission Bus (ZEB) fleet, the call for artwork encouraged designs that celebrate sustainable green transportation options in Solano County while highlighting connections to the greater Bay Area. Artists were also asked to reflect and support the SolTrans Mission: “SolTrans provides safe, reliable, courteous, efficient, and accessible transportation services that effectively link people, jobs, and communities.”

Salazar's artwork beautifully captures this vision, featuring images of windmills, recycling trucks, green space, and local community members enjoying the clean air that ZEB buses bring to neighborhoods. The artwork reflects a hopeful, sustainable future while highlighting the essential role of public transit in fostering environmental stewardship.

Following the unveiling, SolTrans will host a reception at Bambino’s to honor Miro Salazar and celebrate the contribution to the community.

“Public transit is more than just moving people it’s about connecting communities and celebrating local culture,” said Beth Kranda, SolTrans Executive Director. “We are happy to showcase Miro Salazar’s work and bring beauty and creativity to our communities.”

The bus wrap design was brought to life with the expertise of BB&B Business Group, who skillfully translated Salazar’s artistic vision into a bold and dynamic layout that seamlessly integrates with the bus’s structure. Their careful design work ensures that the artwork not only stands out but also maintains its integrity across the bus's unique curves

SolTrans Call for Artist’s initiative reflects their commitment to supporting local creators while enriching the communities they serve and the riders’ experience. The newly wrapped bus will be in service throughout Benicia and Vallejo, providing both essential transit and a traveling canvas of community pride.

Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and SolanoExpress fixed routes and complementary paratransit. The agency is a Joint Powers Authority (JPA) governed by a six-member Board of Directors, composed of two representatives from the cities of Benicia and Vallejo, Solano County’s representative on the Metropolitan Transportation Commission (MTC), and a representative from the Solano Transportation Authority.

Environmental Project Update

February 2025

Project Overview

In spring and summer 2025, PG&E is scheduled to complete the restoration of the boat launch parking lot, which is a portion of the larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). From 20212023, PG&E addressed environmental impacts at the site associated with a former manufactured gas plant (MGP) that operated from 1872 to 1930. The cleanup work was completed under the oversight of the California Department of Toxic Substances Control (DTSC).

PG&E is returning to the site in February 2025 to conduct post-remediation sampling under DTSC oversight and then will complete the remaining boat launch parking lot restoration activities in accordance with permits from the San Francisco Bay Conservation and Development Commission (BCDC) and the City of Vallejo. This work supports preparing the site for future redevelopment by the City of Vallejo.

Boat Launch Parking Lot Restoration Work

In fall/winter 2024, PG&E completed backfilling, grading and paving work at the boat launch parking lot area. This spring/summer, PG&E will conduct the remaining restoration work. Work will occur Monday through Friday from 7:00 a.m. to 5:00 p.m. When necessary, work may extend to 7:00 p.m. or occur on Saturdays. Work includes installing:

• Electrical equipment and vehicle charging stations

• New lighting fixtures

• New landscaping and fencing

• New public restrooms

• Striping of parking lot pavements

• Concrete sidewalks, curbs and accessibility ramps

• Utilities upgrades and connections

All work will occur in the boat launch parking lot area (see Figure 1), with some staging of equipment and supplies inside the larger enclosed City-owned property at the end of Mono Street and occasional activities in Curtola Parkway associated with required utilities upgrades and connections. Community members can expect to see a field crew of 10-30 individuals working with trucks and other construction equipment to support installation activities. You may experience some noise and truck traffic during this work.

PG&E is committed to the safety of the community, and all work will be conducted in accordance with a site-specific Health and Safety Plan that includes measures to minimize any potential construction impacts. Best management practices will be in place to control dust, and real-time air monitoring will be performed during the work to protect the surrounding community. Traffic control measures like flaggers and signage will be used for vehicle and pedestrian safety when trucks are entering and exiting the boat launch parking lot. The boat launch parking lot will remain closed until construction work is complete.

Post-Remediation Monitoring – February - March 2025

As required in the DTSC-approved cleanup plan, PG&E is conducting post-remediation soil gas (air between grains of soil) and groundwater sampling to document post-remediation conditions The first round of soil gas sampling was completed in fall 2024, and PG&E is returning in February 2025 to install 10 new soil gas probes at 8 locations (see Figure 2) in the boat launch parking lot to support collecting and analyzing a second round of soil gas samples.

In late February/March 2025, PG&E crews will install and sample 10 groundwater monitoring wells to depths of 14 to 18 feet across the site (see Figure 2). Groundwater sampling will continue quarterly for the first year and then semiannually until DTSC determines no further groundwater monitoring is needed.

We do not anticipate this work will impact our neighbors, but you may hear some minor noise while crews use small truck-mounted drill rigs at sampling locations. PG&E and DTSC will notify the community before sampling work begins.

Property Reuse

PG&E is focused on working with DTSC to complete the post-remediation and site closure process. We anticipate this will take a minimum of two years. After DTSC certifies that all environmental work is complete, PG&E will return the property to the City of Vallejo, which will then make any decisions regarding redevelopment. PG&E is not involved in the City’s redevelopment plans and we encourage you to contact the City directly for more information regarding future development of the property

Estos trabajos se harán de lunes a viernes de 7:00 a.m. a 5:00 p.m. Cuando sea necesario, los trabajos pueden extenderse hasta las 7:00 p.m. o los sábados. Los trabajos incluyen la instalación de:

Monitoreo posterior a la remediación – febrero-marzo de 2025

Como se requiere en el plan de limpieza aprobado por el DTSC, PG&E está llevando a cabo un muestreo del gas del suelo (aire entre las partículas del suelo) y de las aguas subterráneas posterior a la limpieza para documentar las condiciones posteriores a esta. La primera ronda de muestreo de gas del suelo se completó en el otoño de 2024, y PG&E volverá en febrero de 2025 para instalar 10 nuevas sondas de gas del suelo en 8 lugares (véase Figura 2) en el estacionamiento del embarcadero para apoyar la recolección y análisis de una segunda ronda de muestras de gas del suelo.

A finales de febrero/marzo de 2025, los equipos de trabajadores de PG&E instalarán y tomarán muestras de 10 pozos de monitoreo de aguas subterráneas a profundidades de 14 a 18 pies en todo el Sitio (véase la Figura 2). El muestreo de aguas subterráneas continuará trimestralmente durante el primer año y luego semestralmente hasta que el DTSC determine que ya no es necesario monitorear las aguas subterráneas. No prevemos que estos trabajos afecten a nuestros vecinos, pero es posible que se oiga un poco de ruido mientras los trabajadores utilizan pequeñas perforadoras montadas en camiones en los lugares de muestreo. PG&E y el DTSC notificarán a la comunidad antes de que comiencen los trabajos de muestreo.

Reutilización de la propiedad

PG&E está centrada en trabajar con el DTSC para completar el proceso después de la limpieza y cierre del Sitio. Anticipamos que esto tomará un mínimo de dos años.
