ANDREW'S ANNOUNCEMENTS

A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

At a special meeting last Thursday, the City Council decided to continue to pursue a potential contract for service with the Sheriff’s Office. Through the proposed arrangement, 12 Sheriff’s Deputies would be assigned to work in Vallejo to augment the activities of the Vallejo Police Department. City staff will return to City Council in the near future with some options to fund the contract.

It was nice to celebrate Women’s History Month and Red Cross Month at last Tuesday’s City Council meeting. You’ll find the City’s Proclamation on Women’s History Month in this Vallejo Weekly. The City will be hosting a Blood Drive on May 21st. Details will be shared in a future Vallejo Weekly.

This week, the City of Vallejo opened an Extreme Weather Center (warming center) for the unhoused in our community, to test draft revised activation criteria and provide cross-training for City staff.  The City would like to thank the volunteers and staff who came out and worked shifts throughout the evening and provided donations.  If you have any questions or are interested in supporting future Extreme Weather Center activations, please email homelessness@cityofvallejo.net.

Next week, there will be a special City Council meeting to discuss homelessness and the City’s current process for encampment cleanups.

The City Council will also hold a FY 2025-2026 Budget Community Workshop on Saturday, March 22nd. Please see the flyer in this edition of the Vallejo Weekly for more details. We look forward to hearing the Community’s input on how and where to best spend taxpayer dollars.

STAFF BRIEFS FROM CITY MANAGER MURRAY UPDATES ON BRIEFS

Updates on Sideshow Deterrents

After much collaboration with Public Works Engineering (PW), Police (VPD) and Fire (VFD) regarding the sideshow activity at the intersection of Lewis Brown Dr. / Mini Dr. / B.W. Williams Dr., the intersection improvements will include the following elements:

Roundabout in center of subject intersection. Materials will consist of 4-inch-tall flexible curbing, 36-inch-tall yellow delineators, 8-inch round yellow botts dots and rumble strips.

Median islands on east and west sides of Lewis Brown Dr. to narrow down to only one lane. Materials will consist of Tuff Curb with 36-inch-tall yellow delineators.

Tuff curbs with 36-inch-tall yellow delineators will be used on Mini Drive and B.W. Williams Drive to narrow into a single lane approach.

Proper signage, striping and pavement markers for each approach of the intersection.

Delivery of the materials is expected to arrive March 21 – April 4.

Installation of the intersection roundabout will be completed by City crews within 5 days of receipt of all materials.

The proposed intersection improvements are expected to be completed by the beginning to mid-April.

The surrounding neighborhoods and businesses will be notified via direct mail, door-to-door delivery, community bulletin boards, social media, Vallejo Weekly and MyVallejo on City of Vallejo website.

Brief on Tobacco Retail License Ordinance

The new TRL ordinance took effect on February 7, 2025; however, the application fees were not in effect until February 28, 2025. The adopted ordinance provides that existing tobacco retailers shall submit a complete license application within 90 days (no later than May 8, 2025), in order to qualify for exemptions related to new density and proximity requirements. To ensure robust public outreach during this tight application timeline, City staff has delivered notices in the mail to directly invite all potential existing tobacco retailers (139 businesses in total) to two separate public workshops, which will be hybrid (inperson & zoom), scheduled for March 18th (6-7pm) and April 15th (6-7pm), both to be held in the Vallejo Room.

The information packets being placed in the mail includes:

• Introductory letter, informing business owners of the new TRL regulations and the process they will need to follow to submit their application (which will include a $2500 initial application fee)

• A blank application form

• Workshop notification flier, with QR code links for virtual participation

• TRL FAQ sheet, which provides a quick highlight of the new limitations/prohibitions for tobacco sales.

EXTREME WEATHER CENTER 2025

This week, the City of Vallejo opened an Extreme Weather Center (warming center) for the unhoused in our community at the North Vallejo Community Center.  The Extreme Weather Center opened, despite not meeting activation criteria in the current policy, so the City could test draft revised activation criteria and provide cross-training for City staff. The current activation criteria can be found at https://www.myvallejo.com/ homelessresources.

If you are interested in volunteering at future Extreme Weather Center activations or have a location that you would like to open as an Extreme Weather Center, please email homelessness@cityofvallejo.net.  Thank you to the volunteers who are turning out to support this opening and The Greater Vallejo Recreation District (GVRD) for the use of the North Vallejo Community Center!

WORK TO BEGIN MARCH 24 & END APRIL 4

City Maintenance will be installing the following: ‘Speed Humps Ahead’ signs at both ends of Nebraska Street. 1.

Three sets of speed cushions along Nebraska Street. 2.

Three sets of ‘State Law Yield To Pedestrians Within Crosswalk’ signs on the centerline of each existing yellow ladder crosswalk. 3.

This serves as the initial step to calm traffic on Nebraska Street. Please pass the word to parents, staff, and the surrounding neighborhood.

During the installation of the traffic calming devices, temporary control will be in place and for the public traveling through to expect delays.

CITY OF VALLEJO BUDGET SURVEY

Through the City’s annual budget, the City Council identifies the revenues that the City will receive and allocates those revenues to City departments to provide public services. The annual budget covers a “fiscal year” that runs from July 1st through June 30th of the following year.

Beginning around February or March of each year, City staff and the City Council collaborate to develop the annual budget. Staff and the City Council rely on community input to guide the budget development process.

The City will be using additional mechanisms to gather community input as part of the development of the fiscal year (FY) 2025-2026 budget, including a community survey and workshops.

Please share your input on what services the City should prioritize and where you think challenges and opportunities lie by completing the FY 2025-2026 budget survey.

CITY OF VALLEJO ENCUESTA DE PRESUPUESTO

A través del presupuesto anual de la Ciudad, el Concejo Municipal identifica los ingresos que recibirá la Ciudad y asigna esos ingresos a los departamentos de la Ciudad para proporcionar servicios públicos. El presupuesto anual cubre un "año fiscal" que va desde el 1 de julio hasta el 30 de junio del año siguiente.

Resource Connect Solano Partners with United Way Bay Area to Expand 2-1-1 Access

As of March 3, Resource Connect Solano (RCS) is proud to announce its official partnership with United Way Bay Area, expanding access to Coordinated Entry System services. Now, individuals in Solano County experiencing or at risk of homelessness can simply call or text 2-1-1 to connect with vital resources.

RCS streamlines access to housing and supportive services, helping individuals navigate both immediate and long-term housing needs. Through the Coordinated Entry System, RCS identifies and facilitates the most appropriate response to each person’s unique situation.

Thanks to this new partnership, callers to 2-1-1 will be able to complete an intake and assessment in real-time with a United Way Bay Area Call Center Specialist available 24 hours a day, 7 days a week. This around-the-clock access marks a significant step forward in ensuring that those in need can connect to services whenever they need them day or night.

The 2-1-1 Bay Area Database includes a comprehensive network of non-profit and governmental agencies offering health and human services across the region. This confidential service is available to the public in English, Spanish, and 140 other languages. Whether for everyday needs or during times of crisis, 2-1-1 provides streamlined access to essential services such as:

• Food and shelter

• Counseling and mental health support

• Drug and alcohol intervention

• Employment assistance

• Volunteer and community support opportunities

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.

There are currently openings on the following boards, commissions, and committees: (click links to access applications)

• Beautification Commission: 1 vacancy (term to expire 6/30/28)

• Code Enforcement Appeals Board: 2 vacancies (terms to expire 12/31/25)

For City Boards and Commissions, except for the Beautification Commission, Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.

In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.

The application period for all but MPOC, POAC and SAB will remain open until 2 p.m., Friday, March 28. Applicant interviews for all other vacancies have been confirmed. The City Clerk will contact you if your application is received on or before the March 28 deadline.

MPOC, POAC, and SAB applications will remain open until 5 p.m., Friday, April 18. Applicant interviews for MPOC, POAC, and SAB are scheduled for Wednesday evening, April 23.

Applicants must attend the interview to be considered for appointment on a board or commission.

Environmental Project Update

Project Overview

In spring and summer 2025, PG&E is scheduled to complete the restoration of the boat launch parking lot, which is a portion of the larger 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard (site). From 20212023, PG&E addressed environmental impacts at the site associated with a former manufactured gas plant (MGP) that operated from 1872 to 1930. The cleanup work was completed under the oversight of the California Department of Toxic Substances Control (DTSC).

PG&E is returning to the site in February 2025 to conduct post-remediation sampling under DTSC oversight and then will complete the remaining boat launch parking lot restoration activities in accordance with permits from the San Francisco Bay Conservation and Development Commission (BCDC) and the City of Vallejo. This work supports preparing the site for future redevelopment by the City of Vallejo.

Boat Launch Parking Lot Restoration Work

In fall/winter 2024, PG&E completed backfilling, grading and paving work at the boat launch parking lot area. This spring/summer, PG&E will conduct the remaining restoration work. Work will occur Monday through Friday from 7:00 a.m. to 5:00 p.m. When necessary, work may extend to 7:00 p.m. or occur on Saturdays. Work includes installing:

• Electrical equipment and vehicle charging stations

• New lighting fixtures

• New landscaping and fencing

• New public restrooms

• Striping of parking lot pavements

• Concrete sidewalks, curbs and accessibility ramps

• Utilities upgrades and connections

All work will occur in the boat launch parking lot area (see Figure 1), with some staging of equipment and supplies inside the larger enclosed City-owned property at the end of Mono Street and occasional activities in Curtola Parkway associated with required utilities upgrades and connections. Community members can expect to see a field crew of 10-30 individuals working with trucks and other construction equipment to support installation activities. You may experience some noise and truck traffic during this work.

PG&E is committed to the safety of the community, and all work will be conducted in accordance with a site-specific Health and Safety Plan that includes measures to minimize any potential construction impacts. Best management practices will be in place to control dust, and real-time air monitoring will be performed during the work to protect the surrounding community. Traffic control measures like flaggers and signage will be used for vehicle and pedestrian safety when trucks are entering and exiting the boat launch parking lot. The boat launch parking lot will remain closed until construction work is complete.

Post-Remediation Monitoring – February - March 2025

As required in the DTSC-approved cleanup plan, PG&E is conducting post-remediation soil gas (air between grains of soil) and groundwater sampling to document post-remediation conditions The first round of soil gas sampling was completed in fall 2024, and PG&E is returning in February 2025 to install 10 new soil gas probes at 8 locations (see Figure 2) in the boat launch parking lot to support collecting and analyzing a second round of soil gas samples.

In late February/March 2025, PG&E crews will install and sample 10 groundwater monitoring wells to depths of 14 to 18 feet across the site (see Figure 2). Groundwater sampling will continue quarterly for the first year and then semiannually until DTSC determines no further groundwater monitoring is needed.

We do not anticipate this work will impact our neighbors, but you may hear some minor noise while crews use small truck-mounted drill rigs at sampling locations. PG&E and DTSC will notify the community before sampling work begins.

Property Reuse

PG&E is focused on working with DTSC to complete the post-remediation and site closure process. We anticipate this will take a minimum of two years. After DTSC certifies that all environmental work is complete, PG&E will return the property to the City of Vallejo, which will then make any decisions regarding redevelopment. PG&E is not involved in the City’s redevelopment plans and we encourage you to contact the City directly for more information regarding future development of the property
