History of Downtown Tyler

1800s – Downtown Tyler is the hub of the city and Smith County

1970s – Downtown loses retail and office space to South Tyler the remaining anchor tenants were local government offices and historic churches

2000s – Public and private interest in revitalizing downtown began to take shape

Smith County Studies

Since 2000, Smith County has conducted four studies of its facilities including:

• 2000 - Courthouse Needs Assessment

• 2007 - Jail and Justice Facilities Plan

• 2016 - Carlton Building Study

• 2019 - Engineering Analysis

Each study reached the same conclusion that construction of a new courthouse and associated parking structure were needed

City of Tyler Plans

Since 2000, Smith County has conducted four studies of its facilities including:

• 2006 - Tyler 21 Comprehensive Plan

• 2014 - Tyler 1st Comprehensive Plan

• 2020 - Downtown Streetscape Plan

Each plan made recommendations for providing pedestrian and bicycle infrastructure to make downtown a destination
