October 2020 Monthly Performance Report The City of Rock Hill has developed a service strategy with three main initiatives. Serving embodies our commitment to the community. This report provides monthly performance data on the City’s ongoing key metrics. Violent and Property Crimes October 2018 to October 2020 

Rock Hill saw some initial changes in the types of crimes encountered by law enforcement with COVID-19 community response actions, most notably a decrease in property crime.

RHPD continues work on the creation of a Citizen Review Board to include residents in review of Police incidents.

Crews are mobilized to lessen the duration of issues and equipment automation is deployed to minimize the impact of events.

‘REC in a Box’ Participants  

Recreation, Education and Community (REC) in a Box began in FY2019. COVID-19 has October 2020 greatly impacted 91 Participants all Parks, Recreation & Tourism (PRT) programs including REC in a Box. REC in a Box restarted programs after the initial COVID-19 shutdown in June 2020.


Engaging Halloween Park Recreation & Tourism (PRT) staff continues to implement safety protocols outlined by SCDHEC, CDC, Governor's Office, and City Council to ensure events are safe for the children of Rock Hill. Tricks and Treats offered a safe alternative to neighborhood trick or treating .

Outreach

COVID-19 & Tax Revenue October 2020 revenues reflect partial recovery from the impact of the coronavirus response in South Carolina. Rock Hill Finance continues to carefully monitor revenue numbers as the situation changes. Revenues have leveled off at a fair collection rate of 97.5%. Utility disconnections as a result of non-payment resumed the week of June 6, which impacted collections in a positive way. Resuming disconnections of utilities for non-payment resulted in strong collections in July and August, but collections in September and October were down and twice the number of payment arrangements were granted. During the mild weather months of November and December, collections staff will be working to get customers that are behind back on tract before the colder months in January and February. Revenue from Sports Tourism continue to be impacted by COVID, falling about 10% short of budget projections. Overall Hospitality tax collections are about 90% of budgeted revenues and expenses are being adjusted accordingly. The City will continue to monitor the changing circumstances of the public health response and its impact on the City finances.

Private Investment strategic goals are as follows: * Support private development in the Albright/Saluda Corridor. * Identify and study the next key corridor Target is $1 million in new private investment in the Saluda corridor annually.

Plan Review Time

Comprehensive Plan Update Rock Hill’s Planning department continues to gather comments and feedback on key topics including the City’s future development, better paying jobs, roadway improvements, and more housing options from residents to incorporate into the Comprehensive Plan. This plan is reviewed every five years and updated every ten years. 4
