We are immensely proud of the strong sense of connection that exists within our community. Our magazine is just one of the many ways we strive to nurture this connection and create opportunities for people to come together. The City received the honor of being voted Best City, by readers of the Inland Empire Magazine, going up against cities, such as Temecula, Menifee, Corona, Chino Hills, and Yucaipa, just to name a few. CITY CLERK

In the last issue of Murrieta Magazine, we covered the multifaceted responsibilities of the City Clerk, followed by the focused responsibility of Records and how it affects you. This time around, we want to highlight recent City Council actions and review my responsibility for Civic Engagement and how the City Clerk Department intends to enhance public accessibility.

LEGISLATIVE

WHAT IS YOUR CITY COUNCIL UP TO?

Regular City Council meetings occur on the first and third Tuesday of each month.

• December 19, 2023: The City Council did the yearly reorganization, where a new Mayor and Mayor Pro Tempore were selected. After a discussion and a vote, the City Council unanimously approved Lori Stone as Mayor and Cindy Warren as the Mayor Pro Tempore.

• January 11, 2024: The Annual Workshop allowed the City Council to review collective goals and mission. This workshop was held at the Courtyard by Marriott, Murrieta, to allow ease of conversation versus a formal environment like the City Council Chambers.

• January 16, 2024: The City Council meeting schedule was adopted, which allows all stakeholders to plan accordingly. This year, the City Council will go “dark” (not hold some scheduled meetings) on May 21, July 16, and August 6. The City Council also made yearly appointments to subcommittees and city-affiliated boards/commissions.

• February 6, 2024: Police Chief Anthony Conrad presented on E-Bike safety and concerns. Subsequently, Fire Chief Bernard Molloy provided an update on efforts to improve insurance rates for Murrieta residents.

FIRST-TIME VOTERS ACADEMY

Interested in participating in an academy that provides exposure to the City of Murrieta’s team members, City Council, Commissioners, and Registrar of Voters? The application period to apply is May 15, 2024 - June 15, 2024. The academy is a 7-week program focused on the November 5, 2024, General Municipal Election. Upon completion, all members will be recognized at a City Council meeting, where a selected few will also have the opportunity to present to the City Council. ELECTION:

CIVIC ENGAGEMENT

The City Clerk Department strives to maximize public access to local government. It can be a challenge to meet the needs of all constituents; however, having a City Clerk committed to successful engagement is critical to democracy.

Civic Engagement is a partnered effort between the California Secretary of State (California's Chief Elections Officer), Riverside County's Registrar of Voters (Countywide Elections Official), and the Murrieta City Clerk (Local Elections Official). All three officers must demonstrate neutrality, impartial administration, and nonpartisan decision-making based on the law.

Although the next issue of Murrieta Magazine will focus on the upcoming November 5, 2024, General Municipal Election, the City Clerk Department is prepping for substantive civic engagement by:

1. Participating in the Riverside County Registrar of Voters Language Accessibility Advisory Committee.

2. Collaborating with the County and other local City Clerks on opportunities to expand access to voting.

3. Serving on the County's Election Observer Panel.

4. Touring the Registrar of Voters ballot processing center.

5. Developing a "First-Time Voters Academy."

MASTERING THE ART OF ORGANIC WASTE RECYCLING: A

do I need to do?

1. Effective immediately, recycle food scraps with your yard trimmings in your existing green waste container.

The California State Legislature passed Senate Bill 1383 which requires cities and counties to reduce organic waste disposal 75% by 2025. All California residents, businesses, and multifamily complexes were required to separate food waste and yard waste from their trash and recycle in a separate organics cart. Businesses and residents who do not comply with separation requirements may be subject to fines.

2. Continue to Recycle Right - see the Guide below.

3. Check the Lid for instructions on how to use the carts correctly and avoid contamination.

The Riverside County Department of Waste Resources hosts a site for the drop off of Antifreeze, Batteries, Used Oil and Filters, and Household Latex and Oilbased Paint (ABOP) every non-holiday Saturday from 9:00AM to 2:00PM at 25315 Jefferson Avenue Murrieta, CA 92562. Collection is available for all residents of Riverside County. There is no cost for drop off of items. The City is excited to announce plans for an updated Parks and Recreation Master Plan, and the first-ever Trails Master Plan. These master plans are created to highlight the needs of the Murrieta community in relation to parks, trails, community services, recreational needs, and much more. They are the framework for what the City and residents envision for the community’s future. As a community that values connection, the City is seeking input from its residents. Each master plan will have in-person workshops. As always, City staff look forward to working with residents to promote engagement, connection, and community.

HONORED WITH MULTIPLE

BUDGET AWARDS

The City of Murrieta is proud to receive three distinguished awards highlighting the importance of transparent and accurate financial reporting. The Government Finance Officers Association (GFOA) awarded both the Distinguished Budget Presentation Award for the Fiscal Year 2023/24 and 2024/25 Biennial Budget report and the Achievement for Excellence in Financial Reporting for the Fiscal Year 2021/22 Annual Comprehensive Financial Report. In addition, the California Society of Municipal Finance Officers (CSMFO) awarded the City their Capital Budget Excellence Award for the Fiscal Year 2023/24 Capital Improvement Plan and Budget report.

“The awards and certificates represent the highest form of recognition for governmental agencies in financial reporting and budgeting,” noted Javier Carcamo, City of Murrieta Finance Director. “This is the City’s fifteenth consecutive Achievement for Excellence in Financial Reporting award and twentyfifth in City history. This is the City’s second consecutive award for the Biennial Budget report.”

These awards recognize the Murrieta Finance Department’s effective efforts to communicate its financial story clearly and motivate constituents and user groups to read the financial reports. It reflects the commitment of the City Council and staff to meeting the highest principles of governmental budgeting.

You will be able to see the City’s response using GPS to provide a precise location for staff so that they can begin fixing the problem quickly. You can also include a photo with your report.

BE EMBER AWARE: CREATING DEFENSIBLE SPACE IS YOUR WILDFIRE SHIELD

Nestled in the foothills of southwest Riverside County, Murrieta enjoys stunning natural beauty. But with that beauty comes the reality of living in a wildfire-prone region. As Californians, it is important that we understand the critical role defensible space plays in protecting our homes and communities from these devastating blazes.

But what exactly is defensible space, and how can you create it around your property?

Think of defensible space as a firebreak between your home and the approaching flames. By strategically managing the vegetation around your property, you can significantly reduce the wildfire threat and give firefighters a fighting chance to save your home. Here’s why it matters:

Slows the flames: By removing flammable materials like dead leaves, twigs, and overgrown brush, you create a fuel-free zone that slows the fire’s spread and reduces its intensity.

Protects your home: Embers, carried by wind, are a major reason homes ignite during wildfires. Defensible space creates a buffer, reducing the chance of embers igniting your roof, deck, or siding.

Provides firefighter access: Clearing vegetation allows firefighters to safely maneuver around your property, access water sources, and defend your home

CREATING DEFENSIBLE SPACE IN MURRIETA:

The Murrieta Fire & Rescue recommends following these guidelines: 100-foot zone: Clear all dead and dying vegetation, flammable debris, and combustible materials within 100 feet of your home. This includes pruning trees, removing undergrowth, and creating a lean, clean, and green zone.

30-foot zone: Maintain a fire-resistant landscape by planting low-growing, fire-adapted plants. Avoid flammable species like juniper, eucalyptus, and pines.

5-foot zone: Keep this ember zone immediately around your home free of dead leaves, twigs, flammable decorations, and firewood stacks. Regularly clean gutters and roof debris.

BEYOND DEFENSIBLE SPACE:

While creating defensible space is crucial, remember it’s just one piece of the wildfire preparedness puzzle. Here are additional steps to take:

Develop an evacuation plan: Know your escape routes and practice them with your family. Have a designated meeting place outside your neighborhood.

Prepare an emergency kit: Include essentials like food, water, first-aid supplies, medications, and important documents.

Stay informed: Monitor fire weather conditions and local alerts. Sign up for emergency notifications through the AlertRivCo program.

Together, we can be ember aware and wildfire prepared. By taking the time to create defensible space and following these essential steps, you can significantly increase your home’s chances of surviving a wildfire and protect your community.

TRANSFORMING LAW ENFORCEMENTREIMAGINING PUBLIC SAFETY WITH MURRIETA’S UNMANNED AERIAL SYSTEMS (UAS) PROGRAM

The Murrieta Police Department is taking safety to new heights. In 2023, the department introduced a fleet of five cutting-edge Unmanned Aerial Systems (UAS), also commonly referred to as drones, equipped with cameras and thermal imaging technology.

The mission of the Murrieta Police Department’s UAS Program is to utilize drone technology to further enhance the operational capabilities of the department and to increase the safety of officers and members of the public. UAS have proven to be valuable assets for emergency response agencies, enabling them to respond to incidents in a more effective and efficient manner. Access to drones allows officers to have eyes in the sky to get a better view of incidents such as search and rescue efforts, barricaded suspects, high-risk tactical operations, disaster response, and documenting crime scenes or accidents.

Care Solace: Bridging the gap between first responders, justice systems, social agencies, and community-based mental health providers.

In 2023, the City of Murrieta began a partnership with Care Solace to offer free access to mental health resources for all Murrieta residents and those who work in Murrieta. Care solace connects you to mental health and substance use treatment providers, regardless of insurance coverage. They also connect those in need with social services like housing, medical aid, food, and community-based organizations that provide social assistance.

They serve over 730 organizations across the United States and now offer their services free of charge to all Murrieta residents. and those who work within the city.

SUMMARY OF PAVEMENT REHABILITATION PROJECT AND CALRECYCLE GRANT AWARD

The City of Murrieta was recently awarded a State Grant as part of CalRecycle’s “Rubberized Pavement Grant Program” cycle TRP16, in the amount of $145,720.00 to be used on the City’s upcoming Pavement Rehabilitation Project to include roadway segments of Murrieta Hot Springs Rd, Los Alamos Rd, Antelope Rd, Elm St, and Cherry St. The City’s annual Pavement Rehabilitation project typically consist of removal and replacement of pavement failure sections, grinding of existing asphalt, placement of hot mix asphalt overlay over pavement fabric, detector loop replacement, striping, surveying, miscellaneous concrete removal and replacement, curb ramp ADA modifications, and other incidental work associated with Rehabbing the subject street segments. The upcoming project will consist of Rehabilitating Murrieta Hot Springs Rd. from Whitewood Rd. to Margarita Rd., Los Alamos Rd. from Lincoln Ave. to the 215 Interchange, Antelope Rd. from Heritage Marketplace to Mapleton Ave., Cherry St. from Adams Ave. to Jefferson Ave., and Elm St. from Adams Ave. to Jefferson Ave.

As part of being awarded the CalRecycle Grant, the City of Murrieta will utilize rubberized hot mix asphalt (RHMA) as opposed to traditional hot mix asphalt (HMA).

OVERALL BENEFITS OF UTILIZING RUBBERIZED HOT MIX ASPHALT:

CalRecycle provides the Rubberized Pavement (Pavement) Grant Program to promote markets for recycled-content surfacing products made from waste tires generated in California.

• The goal is to decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires.

• RHMA is a proven road paving material used in California since the 1970s.

• RHMA is made by:

1. Blending ground tire rubber with asphalt binder

2. Then, mixing the blended materials with conventional materials.

• Roads made with RHMA last 50% longer than roads made only with conventional materials (HMA).

CALIFORNIA STATE LIBRARY GRANTS

The Murrieta Public Library has recently been awarded two grants from the California State Library. The first grant, totaling $20,000, is the Inspiration Grant, designated to support the expansion of the Library For All program series, catering to patrons of all ages with disabilities. This funding injection promises to enhance accessibility and inclusivity within the library’s offerings. The second grant, the Lunch at the Library for $11,700, will fund pop-up library programs in partnership with the Murrieta Valley Unified School District at their 2024 summer meal site. These grants underscore the commitment of the Murrieta Public Library to enriching the lives of its diverse community members through innovative and accessible programming initiatives.

The Inspiration Grant is supported in whole or in part by the U.S. Institute of Museum and Library Services under the provisions of the Library Services and Technology Act, administered in California by the State Librarian. MURRIETA YOUTH CENTER

WHERE MURRIETA YOUTH THRIVE

The Youth Center was the first of its kind for Southwest Riverside County. It focuses on serving as a positive alternate space for the youth of Murrieta. It is a place to socialize, educate, and develop productive community members. This focus is achieved primarily through peer-to-peer mentoring, responsible empowerment, educational programming, and strong, positive supervision.

WHAT’S INSIDE?

The Youth Center is an expansive indoor outdoor space, ideal for creating and supporting youth connections. Here’s a bit more about what you’ll find onsite:

The outdoor space hosts pickup basketball games, football games, special events, coffee shop-style tables and chairs, and a Playworld Systems NEOS (an outdoor multiplayer electronic game that promotes active play).

A 1,000 square foot lounge equipped with a 65” flat screen TV, PS5, a ping pong table, a billiard table, internet streaming music, lounge chairs, couches, and belly-high tables. This room’s focus is for the youth to make it their own, so much so that they can even write on the walls! The lounge is designed to be a place to relax, unwind, and enjoy an area of their own.

A 600 square foot top-of-the-line computer lab. The computer lab is equipped with the latest touchscreen PCs and iMacs, with eight total computer stations and Wi-Fi throughout the building; there is plenty of connectivity for the tech-savvy youth. A 1,000 square foot multipurpose room used for educational programming, movie screenings, youth summits, and guest speakers.

YOUTH CENTER PROGRAMS

The Murrieta Youth Center hosts numerous programs and activities throughout the year. The programs are organized by the youth center’s staff with the sole purpose of providing positive interactions between youth center members. These clubs range from backyard sports, Dungeons and Dragons, art, music, and field trips. Be sure to come into the center to pick up the monthly event calendar to see first-hand all that the Youth Center has to offer.

Murrieta Youth Center memberships are available for 6th-9th grade students only. Annual Memberships are $25 for Murrieta residents and MVUSD students. High school students that have moved out of 9th grade will have the opportunity to join the Jr. Staff Program to earn their community service obligation for graduation and assume support roles as mentors and tutors.

YOUTH ADVISORY COMMITTEE

The Youth Advisory Committee (YAC) proudly represents the youth of Murrieta. Offering numerous events throughout the year geared to their peers and assisting the CSD department with existing events. One YAC representative also serves on the Parks and Recreation Commission for the youth of Murrieta to have representation regarding the services this department offers. Terms are served from September-May with a possibility of extension into the summer.

WHERE SENIORS CONNECT AND THRIVE

The Murrieta Senior Center offers numerous programs to active seniors aged 50 or better who do not require special care or adult supervision. A membership is required at no fee; fees do apply to some classes and programs. Regular operating hours are Monday through Friday, 8 a.m. to 4 p.m. The center is closed on holidays. The Murrieta Senior Center’s lunch program is a great way to get to know your neighbors while having a nutritious meal. Mountain Pride Park is a recreational haven that offers something for everyone. The 18-hole disc golf course allows disc golf enthusiasts to enjoy a challenging course that winds through a strand of Eucalyptus and native trees. Even if you’re not playing the game, the course provides a scenic and serene walk.

As the home of the Murrieta Rattlers Disc Golf Club, Mountain Pride Park fosters a sense of community among disc golf enthusiasts. The club is happy to provide pointers on how to play the course and keeps the public informed about various tournaments through their Facebook page. There is also two ballfields for sports lovers as well as baseball and softball leagues to engage in friendly matches and provides for some outdoor fun.

The park boasts a decent walking/jogging trail, perfect for those seeking exercise or a leisurely stroll. Breathe in the fresh air as you explore the natural surroundings.

Whether you’re a disc golfer, sports enthusiast, or nature lover, Mountain Pride Park invites you to enjoy quality time outdoors in a beautiful setting. There is even convenient parking available, making it easy for visitors to access the park.

You’re invited to Murrieta’s Annual State of the City! This event is held in collaboration with the Murrieta/Wildomar Chamber of Commerce. Mayor Lori Stone will deliver the address inspired by progress in city development, safety, and innovation. The event is open to the public and free to attend.

Residents will get the chance to meet the departments and staff members who contribute to Murrieta’s success, making this city a vibrant and quality place to live.

Preceding the event, the Murrieta/Wildomar Chamber of Commerce will host a reception. A $60 ticket is required for the VIP reception and will feature a variety of food and drinks from local businesses.
