Murrieta Town Square Park is home to a unique veterans memorial that reflects the strong patriotism and respect for the military that is prevalent throughout the community.

A tall, granite obelisk stands proudly above a series of walls depicting dramatic and emotional imagery of men and women who have served and sacrificed in our nation’s defense. The City of Murrieta is proud to announce the dedication of the next wall in the series: the Vietnam Veterans Memorial.

Take a moment to pause and honor the unique significance of this memorial during your next visit to Town Square Park.

Additionally, mark your calendar to attend the unveiling and dedication of the City’s new Vietnam Veterans Memorial, which will take place on Veterans Day, Saturday, November 11, 2023, shortly after the conclusion of the City’s annual Veterans Day Parade.

FIELD OF HONOR

15TH ANNUAL MURRIETA FIELD OF HONOR IN TOWN SQUARE PARK DEBUTS NOVEMBER 4 The Murrieta Field of Honor will be on display November 4-11 in Murrieta Town Square Park, allowing visitors to recognize their heroes in an awe-inspiring site with 2,023 full-sized American flags.

VIETNAM VETERANS MEMORIAL DEDICATION

For the past 15 years, the Field has recognized heroes - those who served or are serving in the United States armed forces, law enforcement, fire and other first responder posts, and personal heroes. The Field also features sections for Medal of Honor recipients, Local Heroes (those from Riverside and San Bernardino counties, who have given their lives for this country since 2003), historical flags, a flag dedicated to those who perished on 9/11, state flags, and a patriotic chalk walk.

The Field of Honor idea was initially brought to the City of Murrieta by a Murrieta Rotary group headed by Vietnam Veteran and Club President, Bob Bryant. Town Square Park was newly constructed and the perfect spot for the Field honoring heroes was next to the existing Veteran’s Memorial. Since then, the Murrieta Field of Honor has expanded to include additional displays and student field trips and has become a Signature Event for the City.

Today, the Field of Honor is brought to Murrieta as a community service by the Rotary Club of Murrieta in partnership with the City of Murrieta. In recent years, the New Generation Rotary Club of Temecula Valley, joined in presenting the Field. On Saturday, November 4, artists participating in the Al Vollbrecht Rotary Chalk Walk will create patriotic works of art on the park’s sidewalks.

“Murrieta Rotary and our partners are honored to present this spectacular event as a gift to our Southwest Riverside community,” said Rob Haskins, 2023-24 president of the club. “And we are especially thankful for our Field of Honor sponsors who not only make this event possible but also make it possible for Rotary to fund many significant projects throughout the year.”

The Field of Honor’s Organizing Committee is led by past Murrieta Rotary President Lou Ellen Ficke and Jennifer Rasmussen, past president of the New Generation Club.

Each American flag is three by five feet on an eight-foot pole and can be purchased for $35 from the Murrieta Rotary Club, until Friday, November 3, or by going to the Field of Honor during the week it is on display. Each sponsored flag is tagged with the name of the honoree and rank, service or other designation. Those who have flags from previous years that are in good condition can have them reposted for $10. Flag purchasers can pick up their flags on Saturday, November 11, from 9 a.m. until noon on Sunday, November 12.

Proceeds from the 2023 Field of Honor will benefit community projects like the Club’s annual teacher grants, scholarships, speech and music contests, and more, all funded by the Rotary Club of Murrieta Foundation. Nonprofit groups affiliated with the Field of Honor who sell flags will receive $10 for each flag sold.

TREE OF LIFE AND EMERGENCY MEDICAL EMD DISPATCHER OF THE YEAR The Murrieta Police and Fire Communications Center plays a critical role in emergency response by handling 9-1-1 and non-emergency calls, dispatching police, and fire resources, and implementing Emergency Medical Dispatching (EMD) protocols. EMD protocols empower dispatchers to provide life-saving instructions and support until emergency personnel arrive at the scene.

The Tree of Life, located in the Murrieta Police and Fire Communications Center, is a meaningful symbol that commemorates significant events related to the implementation of EMD. Sarah Stafford was awarded EMD Dispatcher of the Year Award for her actions using Emergency Medical Dispatching. Sarah’s dedication to the EMD program at Murrieta Fire & Rescue is truly commendable. She joined as a tenured dispatcher from Los Angeles County Fire in April 2020 and became an EMD mentor in October 2021.

One remarkable example of Sarah’s expertise is a 9-1-1 call she handled on November 6, 2022. In this call, a 28-year-old male was unconscious and not breathing due to an overdose. Sarah provided life-saving CPR instructions to the caller, crucial in maintaining the patient’s vital signs until paramedics arrived. The paramedics were able to resuscitate the patient and transport him to the hospital thanks to Sarah’s actions, ultimately saving his life.

Sarah’s outstanding performance on this call was evaluated by the EMD Review Committee, leading to her being honored with a leaf on the Tree of Life at the Murrieta Police and Fire Communications Center. Her expertise in CPR instructions, dedication to EMD protocols, and exceptional handling of emergency calls highlight her critical role in the chain of survival and patient care.

Overall, this story underscores the vital role that emergency dispatchers play in emergency response and showcases Sarah Stafford’s exemplary contributions to the EMD program at the Murrieta Police & Fire Communications Center.

TREE OF LIFE Emergency dispatchers are the first link in the chain-of-survival and patient care. Murrieta Police & Fire Communications Center began Emergency Medical Dispatch (EMD) on August 4, 2020. Established EMD protocols enable dispatchers to provide life-saving measures until emergency personnel arrives on scene.

A leaf on the Tree of Life symbolizes an incident whereby the dispatcher’s actions sustained life until emergency personnel arrived on scene. The butterfly represents an incident whereby the dispatcher’s actions helped bring new life into the world. The Tree of Life acknowledges significant events since implementing EMD and is intended to honor our dispatchers for their efforts.

Murrieta Fire & Rescue recently renewed its accredited agency status from the Commission on Fire Accreditation International (CFAI). This recognition is a result of MFR’s commitment to excellence demonstrated through the voluntary selfassessment and accreditation program established by CFAI. Including MFR, there are only 22 accredited agencies in all of California and only 308 worldwide.

UNDERSTANDING ROAD MAINTENANCE When it comes to maintaining the roadways in the city of Murrieta, two methods are utilized: Slurry Seal and Pavement Rehabilitation Overlay. But what distinguishes these two methods, and how does the City decide which one to use?

Slurry Seal vs. Pavement Rehabilitation Overlay:

UNDERSTANDING ROAD MAINTENANCE When it comes to maintaining the roadways in Murrieta, slurry seal and pavement rehabilitation overlay are the City's trusted methods for treating all its maintained roads.

The choice between these methods depends on various factors, including street classification, traffic volume, and the Pavement Condition Index (PCI).

PAVEMENT REHABILITATION OVERLAY Pavement Rehabilitation Overlay projects are typically reserved for high-traffic arterial, major, or collector streets. This method of treatment typically consists of grinding off the top few inches of distressed asphalt and overlaying the entire roadway with a minimum of 2 inches of new asphalt.

SLURRY SEAL Slurry seal projects are typically utilized on lower traffic volume local and residential streets. Slurry seal is a cold mix coating consisting of fine crushed aggregate, emulsified asphalt, additives, and water applied to roadways. The slurry seal is a thinner treatment when compared to a traditional pavement overlay; however, it typically has the same life span as a pavement overlay. In addition, City staff utilize geotechnical analysis for determination of failing sections for full removal and replacements and, if necessary, treatment of the base layer.

HOW THE CITY DETERMINES THE CORRECT TREATMENT METHOD: WHAT IS PCI? PCI stands for the Pavement Condition Index, which is a data-driven method for determining the condition of all roads within the City of Murrieta. This index scores every segment of roadway within the City on a scale from 0 to 100 (0 being the worst possible condition and 100 being the best).

The city analyzes the data from the PCI Index to determine the method to be used when treating the roads and in what order.

Typically, the roads that score lower on the PCI scale will receive treatment sooner; however, there are several factors that come into play with the City’s planning for Capital Improvement Projects.

As the City continues to maintain and improve its road infrastructure, the careful consideration of these methods ensures that Murrieta's streets remain safe and functional for its residents and visitors.

2023 SLURRY SEAL PROJECT This winter, the 2023 Citywide Slurry Seal Project will complete the final 25% of streets needing to be slurry sealed within the city of Murrieta. During the 2019 and 2021 projects, 75% of all local City-maintained streets were treated with slurry seal. The City plans to maintain an 8-year cycle for local road treatment, slurry sealing 25% of streets every other year. Once the 2023 project is complete, local neighborhood streets can expect slurry sealing every 8 years. MURRIETA PUBLIC LIBRARY: LITERARY EXPLORATION WITH GRANTS FROM CALIFORNIA STATE LIBRARY EMPOWERING PATRONS THROUGH DIGITAL AND CUSTOMIZED COLLECTIONS The Murrieta Public Library is poised to increase patrons’ access to its digital and physical collections, thanks to two generous grants from the California State Library.

With a collective infusion of $66,000, these grants support the Library’s commitment to enriching the community through enhanced access to books and resources.

The first grant, aptly named the “e-Books for All,” Collection Development grant, has brought an impressive $40,000 injection into the Library’s digital collection. This substantial funding is set to fuel the Palace Project app – a digital platform that enables Murrieta Public Library patrons to dive into a vast and diverse statewide collection of e-books. From literary classics to contemporary page-turners, the Palace Project app opens the doors to an unparalleled realm of reading possibilities.

The Zip Books grant is complementing the e-Books for All grant, which has bestowed $26,000 upon the Library. This grant will continue to bolster the Library’s annual Zip Books program – a true testament to personalized service and accessibility. The Zip Books program empowers patrons to embark on their own literary journeys by requesting items that are not currently part of the Library’s collection. The Library, in turn, takes on the role of a dedicated curator, purchasing these requested items and having them shipped directly to the patron’s doorstep. Once the item is returned, it finds a permanent home within the Library’s growing collection, ensuring that every borrowed book becomes a treasured addition for all to enjoy.

WHAT’S INSIDE? The Youth Center is an expansive indoor and outdoor space, ideal for creating and supporting youth connections. Here’s a bit more about what you’ll find onsite: The outdoor space hosts pickup basketball games, football games, special events, coffee shop-style tables and chairs, and a Playworld Systems NEOS (an outdoor multiplayer electronic game that promotes active play).

A 1,000 square foot lounge equipped with a 65” flat screen TV, PS5, a ping pong table, a billiard table, internet streaming music, lounge chairs, couches, and belly-high tables. This room’s focus is for the youth to make it their own, so much so that they can even write on the walls! The lounge is designed to be a place to relax, unwind, and enjoy an area of their own.

A 600 square foot top-of-the-line computer lab. The computer lab is equipped with the latest touchscreen PCs and iMacs, with eight total computer stations and Wi-Fi throughout the building; there is plenty of connectivity for the tech-savvy youth. A one thousand square foot multipurpose room used for educational programming, movie screenings, youth summits, and guest speakers.

YOUTH CENTER PROGRAMS The Murrieta Youth Center hosts numerous programs and activities throughout the year. The programs are organized by the youth center’s staff with the sole purpose of providing positive interactions between youth center members. These clubs range from backyard sports, Dungeons and Dragons, art, music, and field trips. Be sure to come into the youth center to pick up the monthly event calendar to see firsthand all that the Youth Center has to offer.

Murrieta Youth Center memberships are available for 6th-9th grade students only. Annual memberships are $20 for Murrieta residents and MVUSD students. Annual Memberships are $25 for non-residents and non-MVUSD students. High school students that have moved out of 9th grade will have the opportunity to join the Jr. Staff Program to earn their community service obligation for graduation and assume support roles as mentors and tutors.

YOUTH ADVISORY COMMITTEE The Youth Advisory Committee (YAC) proudly represents the youth of Murrieta. Offering numerous events throughout the year geared to their peers and assisting the CSD department with existing events. One YAC representative also serves on the Parks and Recreation Commission for the youth of Murrieta to have representation regarding the services this department offers. Terms are served from September-May with a possibility of extension into the summer.

PARK SPOTLIGHT ALDERWOOD PARK

Northeast corner of Whitewood and Baxter Roads (Near Loma Linda Hospital) 28610 Baxter Road, Murrieta, CA In 2018, the City of Murrieta was happy to announce the opening of the first phase of its 51st park, Alderwood Park. The first phase of this developer-built facility was dedicated over to the Community Services Department for ongoing maintenance in July 2018, and includes separate, enclosed off-leash areas for large and small dogs, as well as a small tot lot, picnic shelter, parking lot, and walking paths.

Argent Development completed the construction on the second phase of Alderwood Park and subsequently dedicated it for ongoing maintenance in July 2020. Separated by a small open space and located just east of the first phase along Baxter Road, this second phase includes a larger tot lot, picnic shelter, and parking lot as well as restrooms, basketball and pickleball courts, and a small recreation room, Alderwood Clubhouse, that residents can rent out for events. Currently, the Alderwood Clubhouse is home to the City’s Ranger Rap Program and miscellaneous recreation classes such as fencing.

Reservations are accepted for one of the two pickleball courts on site, leaving the second one on a first-come, first-served basis. Reserved courts are for personal use only; reservations for private lessons are not permitted. So that everyone may have fair access to the facilities, organized sport practices, tournaments, and challenger round robins require a permit from the Community Services Department in advance of the requested dates. Reservations for personal use for the Alderwood Park pickleball court may be made by accessing the reservation portal on the City website. The fee for pickleball court reservations is $2.50 per hour for residents of Murrieta.

INSTRUCTOR SPOTLIGHT: APRIL VIDAL SHARING THE JOY OF DANCE FOR OVER THREE DECADES From the tender age of two, April Vidal’s journey through the world of dance began, setting the stage for a career that would touch the lives of countless individuals. Miss April’s dedication to the art of movement and her deep community ties have transformed her dance classes into a beloved institution within the City of Murrieta.

At the age of 17, April’s passion for dance naturally evolved into teaching, marking the beginning of a legacy that would span decades. Miss April’s Dance started in 1989, with Miss April’s dance classes and her husband’s Martial Arts classes, Vidal Kenpo Karate. The initial classes took root in the Vidal’s garage for two months before quickly expanding to community classes.

Throughout the years, Miss April’s dance program has grown, offering an array of dance styles, from special needs classes to adult sessions, performances, and recitals. The program has showcased its talent at various City events, becoming integral to Murrieta’s cultural landscape.

One remarkable aspect of Miss April’s contribution is her Leadership Jr. Instructor Program, which has garnered recognition and appreciation across the city. These young instructors perfect their dance skills and dedicate themselves to volunteering, assisting in classes, and giving back to the community. Their commitment has even been acknowledged by the Mayor and City Council, highlighting the program’s positive impact.

Miss April’s Dance is gearing up for another exciting season. The upcoming classes promise to refine dance techniques and prepare for an eagerly anticipated performance and participation in the Veterans Day Parade.
