As we enter hurricane season, I'd like to emphasize the importance of readiness. This edition of Hialeah Today provides crucial information on hurricane preparedness, equipping you with the knowledge and resources necessary to stay secure during potential storms.
Our Parks and Recreation programs continue to flourish, offering recreational, fitness, and community engagement opportunities for residents of all ages. Whether you're keen on sports leagues, fitness sessions, or simply embracing nature, our parks cater to everyone's interests.
I'm delighted to announce that we're addressing the most frequently asked questions from our Business Tax Division in this issue of Hialeah Today. Launching a business in Hialeah may seem challenging, but we're committed to providing assistance every step of the way. HERE HURRICANE SEASON IS
STAY INFORMED
As the seasons shift and the warm winds start to stir, there's a whisper in the air — a reminder of nature's power and unpredictability. It's hurricane season. In the City of Hialeah, we started our preparations to ensure we are ready, are you?
The saying "hope for the best, prepare for the worst" holds particular relevance when it comes to hurricanes. Preparedness measures can significantly mitigate the impact of these natural disasters. Residents should have a comprehensive plan in place, including evacuation routes, emergency contacts, and supplies such as non-perishable food, water, medication, and first-aid kits. Securing homes with storm shutters or plywood, reinforcing doors and windows, and clearing gutters and drains can also bolster resilience against hurricane-force winds and flooding.
ALERT HIALEAH: We encourage our residents to be prepared and sign up for emergency alerts to stay informed. You can easily sign up for our emergency alerts by visiting www.hialeahfl.gov/ hurricanepreparedness. You can also text ALERTHIALEAH to 888777.
HOME PREPARATION: Take pictures of your home (both interior and exterior) in case your insurance company requests photos. Protect areas where wind can enter. Windows and doors should be secured with approved storm shutters. Another option is to board up windows with
5/8-inch plywood. Tape does NOT prevent windows from breaking. Protect electronics with surge protectors and waterproof coverings. Bring in lawn furniture or other outdoor items not tied down that could become airborne. Withdraw cash from the bank and get fuel for your vehicle, generator and other gas-powered tools.
GRASS CLIPPINGS: Landscapers and residents should never blow grass clippings onto sidewalks, streets and storm drains, as that can lead to street flooding. Instead, they should be bagged or blown back onto the lawn where they can serve as natural mulch.
TREE PRUNING: Do not begin any pruning or cleanup activities or place trash on the curb during a tropical storm or hurricane watch or warning. Properly pruning trees and shrubs BEFORE hurricane season can reduce the debris generated during a storm. Proper tree pruning also increases the likelihood that a tree can weather a storm.
GASOLINE STORAGE
AND GENERATORS: Store fuel in an approved container, holding five gallons or less, in a cool, dry, ventilated and secure area, away from appliances. Keep it out of the reach of children. Generators must only be operated outside of inhabited structures in a well-ventilated area away from windows, doors, vents or other openings. They should NOT be operated on the balcony of a multiunit structure.
TRASH PICKUP: Before a storm approaches, dispose of household and yard trash. If the storm is headed toward South Florida, secure your trash and recycling carts in a garage, utility shed, or covered patio.

The City of Hialeah is dedicated to helping residents prepare for the potential impacts of a hurricane and offers these recommendations to properly prepare for a hurricane ahead of time:
Sign up to receive emergency alerts by texting the keyword ALERTHIALEAH to 888777.
Make sure to have enough food and water for each person for at least five days. We recommend having one gallon of water per person, per day. Fill prescriptions and have medicines on hand.
Store enough batteries and chargers for flashlights, cellphones, and radios. Gas up vehicles.
Have extra cash in your wallet.
Strengthen your home (trim trees on your property, get approved window coverings, secure all loose outdoor items.)
AFTER:
After the storm has passed, residents are asked to follow these guidelines to prepare their garbage and debris for collection:
Place household municipal waste (garbage) in your garbage can or cart at the curb or swale on your next regularly scheduled day.
Keep waste separated: regular garbage from vegetative waste, and nonvegetative hurricane debris, such as broken fences and patio furniture, separate from garbage and vegetative waste. These items will be collected separately, with regular garbage being picked up first. Do not place debris items in your garbage can or cart.

A business plan is your roadmap to success. It outlines your business goals, strategies, target market, financial projections, and operational plans. A well-structured business plan helps you stay focused and attracts potential investors and partners.
Decide on the legal structure of your business. Common options include sole proprietorship, partnership, limited liability company (LLC), and corporation. Each structure has different implications for liability, taxes, and management, so consult
with a legal expert to make an informed decision. Once decided, register your business at Sunbiz.org (Division of Corporations).
When searching for the perfect location, obtaining the necessary licenses and permits to operate legally is crucial. This step varies by location and industry, so pre-apply for free before signing a lease to ensure the location is a good fit. The preapplication will inform you whether your location is zoned correctly for the specific use of your business.

Not every location may meet the minimum square footage or have sufficient parking as per the zoning code. The building review will advise on whether permits are required based on the Florida Building Code, including plans signed and sealed by an engineer. This information is necessary to understand the upfront investment you will need to make. Lastly, the pre-application will check the status of the pump station and whether allocation is allowed for the business. If allocation is not
allowed due to the pump being in a moratorium status, this can completely halt your application process with the Miami-Dade County Department of Regulatory and Economic Resources (DERM).
We encourage not only business owners to utilize these tools but also real estate agents and landlords to encourage the use of the program. This provides tenants reassurance that the location is the right fit for their business when they sign the lease.
FAQ
HOW LONG DOES THE PREAPPLICATION PROCESS TAKE?
The pre-application normally takes ten business days; however, situations requiring microfilms for a proper review may extend the timeframe.
ONCE I KNOW THE LOCATION IS RIGHT AND I AM READY TO APPLY, WHAT DO I NEED TO APPLY?
A complete packet requires a Business Tax application (signed by an officer of the corporation), a fully executed lease, a garbage contract, corporation documents, the applicant’s driver’s license, a DERM application, and, depending on the type of business, a state license or professional license.
I SUBMITTED MY PACKET. WHAT'S NEXT?
Once your packet is submitted successfully, the application is routed to zoning and building for review. Upon approval, the application is sent to DERM with the applicant and the city as contacts. You will receive all comments from DERM via email, including any fees due. Once DERM approves, your application is forwarded to the Hialeah Fire Prevention Department for inspection. After approval, your fees will be sent by email. Upon completing the required payment, your BTR will be emailed.
WHAT IS DERM?
DERM (Miami-Dade County Department of Regulatory and Economic Resources) and WASA (Miami-Dade Water and Sewer) are county entities, and all applications
must be approved by DERM before we can issue a BTR. They conduct their own review process and apply their own fees. The Business Tax Division provides free assistance with the DERM application process. We understand that their special operation permit applications and navigating their website can be difficult for new business owners, but rest assured, the City of Hialeah is here to assist.
WHAT IS ALLOCATION, AND HOW DOES IT RELATE TO A MORATORIUM?
When establishing a business, the Department of Environmental Resources Management (DERM) will request an allocation if the use you are applying for requires an increase in water consumption, as per MiamiDade County code Sec. 24-43. The allocated amount is not based on whether you actually require or use the water but strictly on the guidelines set in Sec. 24-43 and commercial land uses. For example, if the previous use was an office, it requires 5 gallons of water per day for every 100 square feet. If you apply for a medical office, allocation is required as it needs 10 gallons per day for every 100 square feet. Allocation is related to the status of the pump stations because if a pump station is under a moratorium, allocation is not allowed, and your application will be denied.

AMENDMENTS TO THE RECREATIONAL VEHICLES (RVS) AND BOATS ORDINANCE
We want to inform you that the grace period for the Recreational Vehicles and Boats ordinance has now expired and the regulations are now fully in effect. The ordinance regulates the placement and limits the number of Recreational Vehicles and Boats a property zoned residential may have. It prohibits RV’s, commercial vehicles, and boats and vessels to be parked on property developed as duplex, zero lot line, and multi-family.
RECREATIONAL VEHICLES
Changes the definition to mirror the definition in Florida Statutes;
Prohibits RV’s to be placed in the back yard.
Allows an RV to be placed on the side yard OR front yard of the property. If it is parked in the front yard, the RV must be parked PERPENDICULAR to the right of way.
Requires the owner to register the vehicle with the City and sign an affidavit that the RV will not be offered for occupancy.
Prohibits the RV to be used or offered for occupancy. (IT IS IMPORTANT TO NOTE THAT THIS IS ALREADY AN EXISTING REGULATION)
Only allows ONE RV to be parked on property zoned residential.
Ensures that the owner of the RV is the owner of the property or is a close related relative to the owner of the property.
Prohibits the RV to be connected to water and sewer lines unless for the purpose of a flush out for no more than 30 minutes.
BOATS AND VESSELS
Changes the definition to mirror the definition in Florida Statues. The definition EXCLUDES personal watercrafts such as “Jet Ski’s”.
Only allows ONE boat or vessel to be parked on property zoned residential. Ensures that the owner of the boat or vessel is the owner of the property or is a close related relative to the owner of the property.
