Green Fire Teaches Resuscitation Protocol to Region
Unfortunately, when a cardiac arrest occurs that requires resuscitation (CPR), the national average for "chance of survival" is about 8%. A rather bleak statistic, but in recent years, new CPR protocols for emergency responders have been researched and developed to increase that "chance of survival" of people who go into full arrest from a sudden cardiac event outside of the hospital.
In Green, Dr. Ross Campensa, Medical Director for the Green Fire Division, began modifying the protocol to what is called Neuroprotective "Head Up" Resuscitation, a process developed by Dr. Keith Lurie, Chief Medical Officer of AdvancedCPR Solutions, in 2019. Since implementing this new protocol, Green Fire's "chance of survival" has increased to 22-27% of patients in full arrest in the pre-hospital setting.
"Without getting too technical, the process includes the use of our LUCAS
machine, a mechanical compression machine that delivers consistent chest compression, then inserting an airway to ventilate the patient, and then slowly elevating the patient's head with the assistance of the EleGARD Patient Positioning System," said Lieutenant Randy Porter, EMS Coordinator for Green Fire. "What this all means is that if we can restore their pulse and breathing while protecting their brain, they have
a better 'chance of survival' and with this protocol we are also protecting their central nervous system, which can result in better long-term outcomes."
All four of Green ambulances are equipped with the LUCAS machine and EleGARD Patient Positioning System. Over the past five years, Green averages 35 sudden cardiac arrest calls per year.
Applications Accepted for new Veterans' Commission
Deadline to Apply is June 14
As a result of a resident initiative, Green City Council approved the formation of a five person Veterans’ Advisory Commission (Ordinance 2024-06) and is currently accepting applications from residents interested in serving on this commission.
The commission, once seated, will determine the breadth of their scope to help enrich the lives of our local veterans
and active service members as well as ways to continue our traditions of honoring all who have served. Requirements to apply include residency in Green and must be an active military member or a veteran of the US Armed Services. Applications will be accepted through June 14. The First 100 Days as Your Mayor
It was President Franklin D. Roosvelt who coined the phrase the “first 100 days” to mark a now anticipated time of achievement for newly elected officials. FDR used it to address Congress during the Great Depression and launch much of his well-known legislation to help America recover. In Green, we are not changing significant policies like FDR at the federal level, but now that my 100 days have passed, I am proud to say we have accomplished much within the first quarter of 2024 based on my focus of building community, seizing opportunities, solidifying resilience, and expanding engagement. Here’s just a few accomplishments: Community
• Created legislation, co-sponsored with Council Member Justin Speight, to install a Veterans' Commission. See page 1 for details.
• Facilitated a community advisory group to help launch our Summer Celebration Series in Central Park with the assistance of sponsor Serra Auto Park. See pages 6 & 7
• Secured the Green Auto Mile as the title sponsor for FreedomFest. See page 5 Opportunity
• Visited more than 15 businesses in the City of Green to discuss their needs and learn about their successes. I’ve also met with community partners such as the Akron-Canton Airport, Kent State Stark Campus, Summit County, Ohio Edison and others.
• Attended ribbon cuttings for Direction Home and Bahia Bowls.
Resilience
• Expanded our Green Fire QRT team visits to two days per week from one. See page 3
• Created legislation to install FLOCK traffic cameras in our community to assist the Summit County Sheriff with tracking criminals or lost children/adults.
• Proposed legislation, co-sponsored with Council Members CJ Meager and Gerard Neugebauer, to address sidewalk repairs in Green.
Engagement
• Met with Green Faith Leaders to re-engage them to share Hope & Healing Sunday (formerly Crisis Awareness Sunday) on April 28 to spread a message of hope to those battling addiction or suffering from a mental health crisis.
• On April 26, launched Mayor’s Morning Meet-ups.

Green Fire Quick Response Team Expands to Twice a Week
The program, one of the first in Summit County, has assisted more than 150 residents of Green on their recovery journey. Since the inception of the group in 2017, the trio of support professionals visited homes each Wednesday following an overdose or EMS call in the community where drugs or heavy alcohol use were a factor.
Beginning in April, the group is now making visits twice a week on Mondays and Thursdays to try and meet with residents within 48 hours of an overdose. This window of 48 hours, based on research, leads to a higher rate of individuals entering a recovery program.

Summer Zoning Reminders
It’s summer, which means its boating and RV season. Just a quick reminder that these recreational vehicles are permitted to be stored in your driveway for NOT more than 72 hours to load/upload within a consecutive 30-day period. Otherwise, recreational vehicles should be stored on private property in the rear and/or side yard no less than ten feet from the property line on a stable surface. See Chapter 157.134 of Green’s Codified Ordinances for complete details.
Don’t Forget Your Permit When Making Improvements
Making upgrades to your property this summer? Don’t forget your permit. As a rule of thumb, if the addition or improvement makes a modification to the outside of your home, you probably need a permit. For example, sheds, fences, pools, and home additions all need permits through our zoning division. Check out when or if you need a permit at cityofgreen.org/zoning.
Sidewalk Maintenance Program Launches
Following much debate, Green City Council approved a sidewalk maintenance program for the repair of neighborhood sidewalks and removal of trees within the devil strip causing sidewalk
upheaval. The program is a tiered, multi-year program to bring all our existing sidewalks up to standard. In 2024, the most degraded sidewalks will be repaired first. A few highlights of
the sidewalk maintenance program:
• Residents are responsible for all sidewalk repairs on their property.
• Due to sidewalk damage by trees required to be installed in the devil strip due to zoning, the City is agreeing to pay for the removal of the trees and ½ the cost of the repair of the sidewalk.
• The City is aggregating the repairs annually to optimize economies of scale in pricing and will either bill residents directly or assess
the property owner on their taxes.
Due to cost constraints, we can NOT replace or repair all sidewalks with issues in 2024. Instead, we will be addressing those with the most deterioration and build out a plan for subsequent years. As the program and sidewalks are identified, residents will be notified via mail if their sidewalk is on the list for repair this year. If it’s a day that ends in Y, then it’s time to play pickleball. Green is hosting a pickleball tournament series at our Boettler Park pickleball courts starting in May through September. Each tournament features a unique format and offers skill divisions to accommodate players of all abilities from absolute beginner to highly advanced. Registration for each tournament is $25-$30 per person and includes a series t-shirt, tickets to enter raffles, and giveaways from series sponsors. The City of Green has partnered with DUPR – the Dynamic Universal Player Rating algorithm – used to calculate a pickleball player’s skill level based on performance in games or tournaments with other players. The adoption of DUPR will allow players to quickly and accurately find their skill bracket when signing up for tournaments and leagues. Join the City of Green’s DUPR Club!

The City of Green has partnered with the City of Canton, N.E.O.P.P., and H.O.F.C. to provide organized league play at Boettler Park and Stadium Park. Dogs Permitted in City Parks
Let’s be honest – our dogs are like family to most of us, so of course, we want them to join us at the park.
In April, City Council passed legislation to permit dogs in our city parks, with a few exceptions (for example: no dogs in the splash pad or sports courts). If you plan on taking your dog to one of our parks, please familiarize yourself with our dog rules.
• Dogs must be on a 6-foot leash at all times (electronic leashes are NOT permitted). If you want to run your dog off-leash, the Dick Goddard Dog Park at Ariss Park is the place to be.
• Owners must pick up after your dog. Please come prepared with mutt mitts.
• Dogs should be up to date on all their shots. Owners should be able to produce proof of vaccination status.
• Only dogs are permitted. No other pets are permitted in our parks.
• Dogs are not permitted at special events.

Enjoy Fine Art Each Year at art-A-palooza
Saturday, August 17 | 10 am – 5 pm | Boettler Park, 5300 Massillon Road
Our annual juried art show at Boettler Park featuring more than 60+ art vendors, food trucks, children’s activities, and live music. This free event is easily accessible for those with limited mobility due to the layout of the festival around the paved path. Handicap parking available near the entrance and golf cart shuttles from all parking areas available.
