City Commission The Eudora City Commission is comprised of five commission members elected at-large. The other commissioners elect the Mayor and Vice Mayor each year. City Commission meetings are held every second and fourth Monday of the month at 7:00 p.m. at Eudora City Hall.

City Administration City Administration includes the City Manager's Office; Building, Planning, & Zoning; Finance; and the City Clerk's Office.

City Manager Barack Matite

City Manager's Office The City of Eudora operates under a Commission-Manager form of government whereby the elected City Commission sets policy objectives and the City Manager ensures they are carried out and administered effectively. The City Manager is responsible for managing City operations, appointing department directors, coordinating policy, and preparing and proposing the annual budget.

Barack Matite serves as the current City Manager. He has worked for the City since 2012 and was officially hired as City Manager in August 2016.

Kevyn Gero joined Matite as the newly-created position of Assistant City Manager in April after seven years of previous experience with the City of Lawrence.

City Clerk's Office The past year also saw the retirement of longtime City Clerk Pam Schmeck after 23 years of service to the organization.

Kelly Delay, the City's new City Clerk and Administrative Services Manager, began her role in June, bringing 13 years of service in City Clerk local government.

Building, Planning, & Zoning The Office of Building, Planning, & Zoning enforces City codes related to environmental standards and to the construction, repair, and maintenance of buildings and structures.

All inspection services are coordinated through this office, which includes plan reviews for new construction and all remodeling projects.

Finance The Finance Department prepares the City's annual budget and manages day-to-day finances. The City of Eudora operates on a January 1 to December 31 fiscal year calendar.

Budget development is a continuous process that involves coordination with elected officials and city staff in order to develop a budget that best addresses the needs and priorities of Eudora residents.

2021 Highlights The 2022 budget was approved by the City Commission on August 23, 2021.

Total Budget: $19.87 million The water rate was increased by 8% to fund projects needed to operate the

system effectively.

The wastewater rate increased by 2%.

The City of Eudora receives 25 cents of each tax dollar.

The mill levy (tax rate applied to the assessed value of a property) was not increased in 2021.

Eudora's overall assessed valuation increased by 5.6% or approximately $2.8 million in 2021.

Economic Development

Church St. Groundbreaking (March 2021)

2021 Highlights The Kansas Department of Transportation (KDOT) awarded the City a $1.1 million grant through the state's Transportation Alternatives Program for the 10th Street Sidewalk Expansion project.

At the January 11, 2021 meeting, the City Commission approved a purchase agreement with High 5 Entertainment, who will become the anchor tenant at the Nottingham development.

Groundbreaking and completion of the Church St. upgrade project was conducted as a part of the Nottingham Development project.

The City also installed its very first traffic light at the intersection of Church and E. 15th St. The Kansas Department of Commerce awarded the City a $250,000 grant to be used towards construction costs for the rehabilitation of the property at 714 Main St.

Parks & Recreation The Eudora Parks & Recreation Department (EPRD) provides parks and recreational opportunities for the community to enhance and promote a healthy lifestyle for all ages. EPRD gives Eudora residents and others from surrounding communities the opportunity to participate in family-oriented programs and activities.

2021 Highlights Approval of Pilla Park renovations which will break ground and be completed in 2022.

Constructed two new trails: Lucy Kaegi and Phase 2 of Bluejacket.

EPRD Assistant Director Jimmy Kegin served on two separate boards overseeing a National E-Sports tournament, and a Kansas state tournament.

Eudora’s own Justin Shoemaker won an event in the National tournament.

Collaborated with Friends of the Kaw and Native Lands for restoration of Wakarusa Boat Ramp, in efforts to restore the area to native grasses and plants and mitigate flood risks.

Hosted a successful pool season with no closures or staff shortage.

Organized a “Trilogy Challenge” Disc Golf Tournament with sold-out attendance.

Revived “Special Trips for Seniors” and visited places like Arrowhead Stadium, Wamego Oz Museum, KC Jazz Orchestra, the Auschwitz exhibit at Union Station, and many more.

Secured corporate sponsorship with Wendy’s for over $150,000 for two new scoreboards at the ballfields by the Eudora Community Center.

Public Safety Eudora Public Safety includes both the Eudora Police Department and the Eudora Fire & EMS Department.

The Police Department employs full-time officers, while the Fire & EMS Department is a "combination department," consisting of full-time, part-time staff, and volunteer firefighters.

Public Outreach: Fire & EMS participated in multiple fire prevention events throughout the year: October was Fire Prevention Month with fire safety visits in all the schools, Held a Fire Safety public education booth at EudoraFest.

Non-Priority Calls: Police were dispatched to 1,983 non-priority calls, which are calls that do not represent an immediate threat to life or property.

"Other" category encompasses calls such as a civil standby, found property, or noise complaints.

Eudora Police made 108 arrests, which translates into about 3% of the calls resulting in arrest.

This is a 13% reduction from the 124 arrests made in 2020.

Traffic Citations: Eudora Police made 1,561 traffic stops in 2021.

Those stops resulted in a total of 386 citations issued, or 25% of all

traffic stops resulted in a written citation.

This is a 10% increase from the 352 citations issued in 2020.

Major Incident Calls: Fire & EMS responded to a total of 786 major incident calls.

The single biggest category was "Rescue & EMS", which accounted for 535 incidents or 72% of all calls.

The EFD responded to 43 fires and 18 calls that included hazardous conditions with no fire present.

When the major incident data is broken into number of incidents per day of the week, the EFD received slightly more calls on Wednesday than any other day of the week.

Public Works The Public Works Department plays an important role in protecting the public's health and safety by providing clean drinking water, ensuring proper wastewater treatment, managing stormwater, and developing and maintaining the transportation and electrical systems for the City. The department coordinates development through facility planning efforts and manages the construction of capital improvements, such as new roads, bridges, water mains, sewer and stormwater lines, and electrical infrastructure.

Pavement Management Program (PMP) Updates/Projects and Chip Seal: The 2021 PMP focused on Winchester Road and Church Street.

Winchester received a mill & overlay from 10th to Hawthorne Street, which also included gutter repair, new ADA sidewalk ramps, and pavement markings.

The 2021 PMP also provided a mill and overlay on Church Street from 9th to 10th Streets, as well as new curbs and gutter for the block and new stormwater inlets and pipe.

The 2021 PMP also funded 22,305 square yards of chip seal in Section 1 of the City.

2021 CIP Projects: Electric – Intech Business Park, phases I, II & III were completed. These included the replacement of main feeder conduit and wire coming from the South.

Water – Replacement of center bearing in both the East and West basins, sandblasted and painted both basins, plant pipes, and valves.

Streets – PMP projects as outlined above.

Brush Disposal Program: The City launched a pilot program from December 2019 to November 2020 to provide Eudora residents brush disposal services once a month on Saturdays from 8:00 a.m. to 12:00 p.m.

The City Commission voted to continue the monthly brush disposal program into 2021.

The program saw a total of 208 users, with an average attendance of 18 residents per open date.

Collected a total of 300 loads of brush.
