Measure-able Impacts

New locally controlled funding from Measure E is making a difference in our community by supporting a variety of public safety and quality of life enhancements that include new services and amenities. These enhancements—the result of Elk Grove’s voter-approved one cent sales tax increase that went into effect last April—are guided by the needs and priorities identified by Elk Grove residents via public outreach activities in 2022 and 2023. Some of the initiatives completed in the first six months include: Added two Problem-Oriented Policing Officers, two police recruits, and three additional 911 dispatchers. Selected 15 firefighter recruits to begin the Cosumnes Fire Department Academy in January. Formed a new Police Department Youth Services Unit and added a Youth Services Officer position to provide programs and services to support disadvantaged youth. Purchased software to assist with investigations and manage emergency incidents. Hired a Homeless Services Navigator to build relationships with people experiencing homelessness and connect them with transportation, food, social services, mental health resources, shelter, and housing. Opened the Enhanced Winter Sanctuary to provide temporary shelter and support services. Launched the Brewery, Restaurant, and Winery (BReW) incentive program to attract new food and beverage purveyors to the city. Created a new Cosumnes Community Services District Mobile Recreation Unit to bring recreation to Elk Grove neighborhoods. Restored basic services such as water, landscape maintenance, and routine pruning at parks in severely underfunded areas. Sidewalks: Who Is Responsible and How to Maintain Them

Sidewalk maintenance is the responsibility of adjacent property owners*, but the City’s Operations and Maintenance Division is available to help with what could be an intimidating responsibility. Staff is available to inform owners of ways to prevent sidewalk displacements and offer maintenance tips for keeping our sidewalks safe and attractive. Simply call the Operations and Maintenance (O&M) Division, and a representative will come out to inspect your sidewalk and guide you through the best path for repairs, maintenance, or complete removal and replacement. Climate Compass Process Helps Guide the Future of Elk Grove

With climate policy, regulations, and programs continuing to evolve, the Climate Compass will ensure the update to the City’s 2019 Climate Action Plan continues to be consistent with new state laws and the California Air Resources Board plan for achieving carbon neutrality. The Climate Compass initiative is intended to be a comprehensive and transformative road map for addressing climate change while supporting the City’s broader sustainability and resilience goals. The initiative comprises a number of efforts to support Elk Grove’s evolving climate initiatives, including: •

The update to the 2019 Climate Action Plan (CAP)—a strategic planning document that details the City of Elk Grove’s commitment to reducing greenhouse gas (GHG) emissions. The CAP includes an accounting of GHG emission sources for Elk Grove, along with a framework for climate mitigation and adaptation measures. The Elk Grove Climate Ambassadors program aims to improve resident knowledge of and engagement around climate efforts. There are 34 Climate Ambassadors who will be reaching out to their communities to discuss the Climate Compass, hear feedback, and provide greater understanding to the City on community needs that will be integrated into the Climate Compass.

The Climate Compass provides a framework on which future public policies and decisions can be built. For more information or to get involved, visit elkgrovecity.org/cap.

Ciera Dulgar, Therapeutic Recreation Supervisor at Cosumnes Community Services District, is the recipient of the Above and Beyond award. Dulgar has been instrumental in creating a range of adaptive and inclusive recreational opportunities for people with disabilities through the Recreation ADventures program (RAD) at Cosumnes CSD. She has been actively involved in training Cosumnes CSD employees on ways to better serve individuals with disabilities and continues to expand RAD offerings. New Program Expands Elk Grove’s Homeless Response Effort

From shelter and housing to food, social services, transportation, and mental health resources there are many services available to the unhoused. But finding your way to these can be difficult. This is where Elk Grove’s new Homeless Services Navigator Program can be a catalyst for change in both individual lives and in our community. The program, funded by Measure E revenues, is focused on removing barriers to accessing the many resources that are available, thereby helping the unhoused access services that they may not even know are available. This is where members of the public can help. If you see someone you believe is homeless, contact the Homeless Services Navigator by calling (916) 588-0304 or emailing bjones@elkgrovecity.org and provide as much detail as possible (e.g., appearance, location frequently seen, etc.).

Grant Funds Available for Nonprofits Application Period Opens January 12 With additional funding, nonprofits can do so much more for our community. To support this work, the City encourages nonprofit organizations serving Elk Grove residents to apply for the next round of grants available for programs, projects, and events in FY 2024-25. The online application period opens on Friday, January 12. If you are new to this process, the City will host a technical assistance webinar on Tuesday, January 23 from 12:30 – 2:30 pm. Staff will provide an overview of the eligibility requirements and the application process and offer technical assistance to prospective applicants. Applications for all grant programs will be accepted exclusively through the City’s online application process. Details about the individual grant programs, applications, and their deadlines are available by visiting elkgrovecity.org/grants. The proposed zoo in Elk Grove will soon hit the next major milestone with the release of the project’s Draft Environmental Impact Report (EIR) in January. The Draft EIR analyzes the potential environmental impacts of the construction and operation of the zoo. The zoo is proposed to be located on a 65-acre site near Kammerer Road and Lotz Parkway and includes a Giraffe Lodge, a variety of habitats, an animal care center, and much more. Take a virtual reality tour of the proposed zoo developed by Franklin High School Tech Academy students in partnership with the City.
