This report is a summary of the unaudited financial activities of City funds reported in the Comprehensive Annual Financial Report (CAFR). It contains information only from selected funds. The CAFR contains more detailed information and outlines the financial position and operating activities of the City annually. These financial statements are prepared in accordance with generally accepted accounting principles in the U.S. (GAAP) for local governments as prescribed by the Governmental Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA).

THE MAYOR

Opportunities for growth still abound in fiscal years (FY) 2020 and 2021, in spite of the many challenges.

The (City) of Casa Grande generated 604 building permits in FY20 that produced a 12% increase over FY19. This put total construction valuation at more than $260 million for a net increase of 44%.

Lucid Motors completed construction of its first electric vehicle (EV) factory--- which happens to also be the first greenfield dedicated EV factory built in North America--- again, right here in Casa Grande.

City Clerk partnered with art agencies and allocated $180K to beautify the Union Pacific Railroad underpass. Planning and Development allocated $70K in direct abatement for blight removal across various neighborhoods.

Staff is working with MitreLink and our school system to supply low-cost internet for students and extend Wi-Fi capabilities Citywide. The 2030 General Plan Update was drafted to help create a sustainable open door for seasoned and new residents of all age groups and demographics that want to make Casa Grande their home, now, and for many years to come.

CITY COUNCIL ROBERT HUDDLESTON | Mayor Pro Tempore Huddleston has served for 2 years. He is a 33-year veteran of the Casa Grande Police Department, former Police Chief and currently serves as Judge Pro Tem for the Pinal County Courts System. He is happily married.

DICK POWELL | Councilmember Powell has served for 23 years. He owned and operated his historic Casa Grande store for more than 50 years and is married with four children.

MATT HERMAN | Councilmember Herman has served for 12 years and is current City Council Liaison to the Casa Grande Youth Commission. He is a 3rd-generation business owner and married with 2 daughters.

LISA FITZGIBBONS | Councilmember Fitzgibbons has served for 10 years. She is the Director of Marketing and Business Development for Fitzgibbons Law Offices and is married with 3 daughters.

DONNA MCBRIDE | Councilmember McBride has served for 4 years and currently works as Program Administrator II and Public Information Officer for Pinal County Juvenile Court. She is married with 2 sons and 3 grandchildren.

JEFF LAVENDER | Councilmember Lavender is the newest Councilmember as of 2020. He currently serves as the principal of local Villago Middle School . He is married with three adult children and one grandson.

MAKING PROGRESS The City leverages positive collaborations with local organizations to create community impact and provide more opportunities for citizen engagement and ease.

The beautiful artistry above demonstrates how local artists have helped to breathe new life into historical structures to celebrate our diverse heritage. New kiosks will be installed at several City facilities to provide residents with increased access to services while also social distancing.

The City has completed various updates to parks, including the addition of a new ramada, shaded playground, parking lot and ADA connected sidewalks. More to come!

Annual Budget PROCESS & TIMELINE The annual budget process is an ongoing effort that combines the input of citizens, direction by the Mayor and City Council and recommendations by City Staff. This multi-faceted approach is key to ensure the needs of the community are met.

Citizens are always encouraged to participate in this critical process.

City Sales Tax In fiscal year 2020, total local sales tax collections by the City equaled $28,650,568 which is $3,846,656 more than the $24,803,912 reported in fiscal year 2019. The increase in sales tax revenue is attributed to one-time revenues and continued growth in the Casa Grande local economy which was driven by increased commercial and residential construction, new business and consumer spending.

Property Tax Casa Grande residents experienced a slight increase in their primary property tax rate during fiscal year 2020. The primary property tax rate increased from .9905 to 1.0606 per $100 of net assessed value. Although the secondary property tax rate decreased from .6010 to .2752. The combined property tax rate is 1.3358 decreasing from 1.5915. Compared to three nearby cities in Pinal County, Casa Grande residents continue to have one of the lowest property tax rates in the region.

OTHER FUNDS Special Revenue Funds Revenue: $18,862,144 Expenses: $ 15,464.078 The City maintains 20 special funds including funds for the airport, streets, park development, senior services, court and housing. The uses and limitations of each are specified by City ordinance or federal/state statute.

Internal Service Funds Revenue: $11,097,686 Expenses: $ 9,448,372 These funds reflect activities in which the City is the customer.

Fleet services, facilities maintenance and risk management are the City’s three internal service funds that account for vehicle maintenance, facilities services to City departments and for insurance and risk management costs.

Debt Service Funds Revenue: $1,199,447 Expenses: $4,857,731 These funds account for the accumulation of resources to pay general obligation longterm debt principal, interest and related costs.

Enterprise Funds Revenue: $21,219,052 Expenses: $14,629,722 These funds account for operations financed/operated like a private business enterprise. Public Service costs are financed or recovered mostly thru user charges. The City maintains separate enterprise funds for water, wastewater, sanitation and golf course. * Revenues and expenditures listed above do not include transers.

REVENUE & EXPENSES

Government Funds Overview The total expenditures for the City, excluding transfers for FY2020, was $82,375,842. Of that total, 46% or $37,975,939 was for General Fund Use. Other government funds are created to account for specific activities and include special revenue funds, internal service funds, capital projects and enterprise funds. The General Fund is the primary operating fund of the City. It is used to pay for the services typically associated with government such as fire and police protection, parks, recreation, planning and community development and administration.
