MESSAGE FROM THE CITY MANAGER This year marks the beginning of my second decade of service to this community.

I’m reminded how last year’s successes embody American Canyon’s niche as the place to “Live, Work, and Play.” As this report outlines in great detail, we have much to celebrate. And American Canyon’s future has never been brighter!

The vision articulated by the community a decade ago remains clear and purposeful:

I am grateful for the team’s hard work - your tireless efforts to improve the lives of residents and businesses do not go unnoticed by the community. It’s never easy, and you have much to be proud of!

Last year’s key initiatives included: the re-opening of a new community center enhancements to playgrounds and parks with an eye for accessibility approval of our General Plan Housing Element to guide future residential development expansion of our utility system improvements to roadways benefiting drivers, bikers and pedestrians alike.

We also continued community educational initiatives with our Citizens Academy and presented local government curriculum to high school seniors.

Our community events are more popular than ever – Memorial Day, Meet Me in the Street, Fourth of July, and Veterans Day, just to name a few. These celebrations and reflective moments honor our heritage and reaffirm our community vision. They are special events where our growing ‘small-town’ joins together to create lasting memories.

Change is inevitable. This year will be no different. Many of you see how we are changing the way we do business. And there will be more to come in 2024.

American Canyon is a vibrant tapestry of diversity, reflecting the rich mosaic of the many different cultures, backgrounds and traditions. With over 38 languages spoken at home and all of the world’s major religions represented, American Canyon is the most diverse community in Napa County. This diversity is evident not only in the myriad of traditions, languages and customs celebrated but also in the diversity of thought that fosters creativity and innovation. Our community values and embraces the unique contributions of each individual, recognizing that together, we build a community that is united, connected and valued by everyone.

Our community events, recreational programs and partnerships are pivotal in creating a profound sense of place and belonging for our residents. These gatherings, programs and services serve as the heartbeat of our community, providing occasions for people to come together, connect, create lasting memories and share identity. In 2023, with the help of our partners, we celebrated Holi Festival, Pride, Juneteenth, Meet Me in the Street and so much more.

We love seeing families and friends together in American Canyon and are proud of the many fun-filled celebrations and events our community planned and hosted jointly in 2023. These events are true celebrations of American Canyon’s inclusivity and offer opportunities to take action and engage in dialogue to strengthen alliances, build acceptance and advance equal rights. We look forward to continuing to foster these relationships and enjoying our community together.

TOGETHER WE care FOR OUR COMMUNITY VOLUNTEER INFO The City of American Canyon takes pride in fostering community spirit and providing volunteer opportunities for residents to give back. Our volunteers help make our community a better place to live, work and play. Even helping with the smallest task can make a difference in the lives of people, animals and organizations in need.

In 2023, we worked alongside 287 volunteers, equating to 1,357 hours of improving our community’s quality of life. Some of the volunteer events in 2023 included Ridge Trail Day, Coastal Cleanup Day, removing invasive species at the Wetlands and Newell Open Space Preserve, Earth Day and the 2023 Citizens Academy, where they planted a native garden and six oak trees at the Wetlands this fall.

In addition, American Canyon hosted the 2023 volunteer recognition event in April. This event celebrates key contributors to our community, recognizing our community groups and members who invest in impactful and meaningful philanthropic work. As part of the event, all community members throughout American Canyon had the opportunity to nominate inspiring volunteers for a prestigious local honor — the Gateway Award.

Congratulations and thanks to the 2023 Gateway Award winner, Clarence Mamaril, for your leadership and volunteerism to our community.

In November 2023, the City of American Canyon hosted Ridge Trail Day in partnership with Bay Area Ridge Trail.

This one-day volunteer event commissioned 8 American Canyon residents and multiple City staff to provide vital and necessary trail maintenance to the upper loop of Newell Open Space. This impactful and meaningful volunteer experience secured a portion of our trail with the cattle grazing area by laying 500 cubic yards of gravel prior to the winter rains. Thank you to our volunteers and city staff for their hard work and dedication to make a difference and help improve our visitor experience within our beloved open space park.

WORKING TOGETHER TO KEEP US SAFE

AMERICAN CANYON FIRE PROTECTION DISTRICT The American Canyon Fire Protection District was founded in 1957. When the City of American Canyon was incorporated in 1992, the District was maintained as a subsidiary special district to the City. The size of the District’s response area is approximately 8 square miles. In early 2024, the District will publish its 2023 Annual Report, which will provide details regarding its activity throughout the past year. Visit AmCanFire.com to view the report.

The City of American Canyon contracts with the Napa County Sheriff’s Office to provide law enforcement services for the city. Our Police Department and community continue to share an outstanding partnership, which greatly contributes to protecting the quality of life we enjoy. In early 2024, the Police Chief will present the 2023 Annual Report.

Live IN AMERICAN CANYON HISTORY Explore the rich history of American Canyon, spanning from ancient times to our contemporary incorporation, all conveniently accessible on our website. Uncover the story as City staff work diligently to record American Canyon’s history — from our incorporation in 1992 to the present — through insightful interviews with longstanding community members. Anticipate the project’s completion in early 2024 and stay connected with the unfolding narrative of American Canyon on our history webpage.

CITIZENS ACADEMY In 2015, the City of American Canyon created the Citizens Academy to help develop future community leaders and build a better community by creating wellinformed and engaged residents. Since then, more than 100 citizens have graduated from the American Canyon Citizens Academy. The more that residents understand how city government works, the more meaningful and productive our community dialogue about issues will be.

In 2023, we welcomed the 8th class of graduates from our Citizens Academy program. As the classes before them, these residents dedicated an evening a week for eight weeks to learn about the city’s operations. As part of their graduation celebration, they volunteered to install a native pollinator garden at the wetlands. This project featured 40 plantings, including a handful of oak trees that can live up to 400 years — leaving a legacy for centuries.

A DYNAMIC NEW COMMUNITY WATSON RANCH The Watson Ranch Specific Plan is located within the city limits of American Canyon and is a comprehensive planning document guiding the future development of the 309-acre Watson Ranch project. The adaptive reuse of the Napa Valley Ruins & Gardens (NVRG) will support community and private gatherings in a setting unlike anything else in the region by creating a “Town Center” surrounded by parks, trails and new residential neighborhoods providing a wide range of housing and recreational options.

Watson Ranch held its groundbreaking on July 8, 2021, for constructing the master backbone infrastructure at Watson Ranch, completed in November 2023.

OTHER RESIDENTIAL DEVELOPMENT

Lemos Pointe — a 186-unit affordable apartment complex with units ranging in size from 400–1,050 square feet and featuring studio, one, two and three-bedroom configurations — is under construction with occupancy planned for early 2024.

In addition to the Watson Ranch Project, residential construction continued throughout 2023 at:

Artisan @ Watson Ranch: DR Horton is under construction on 98 single-family residential homes ranging in size from 1,701–2,311 square feet, featuring 3–5 bedroom configurations, with lot sizes ranging from 3,150–6,518 square feet.

Most homes have been sold, with only a few more available for home buyers.

Oat Hill Multifamily Housing Project, a 291-unit apartment development located near the intersection of Hess Road and Napa Junction Road.

Harvest @ Watson Ranch: DR Horton is under construction on 219 single-family residential homes ranging in size from 1,583–1,824 square feet, featuring 3–4 bedroom configurations, with lot sizes ranging from 3,198–6,724 square feet.

Three floor plans are available for home buyers.

Canyon Estates, a 35-lot custom home community located at the northeast corner of Silver Oak Trail and Newell Drive.

Napa Cove Apartments Project, a 66-unit affordable apartment development between Melvin Road and Hwy 29.

The following development projects are under review by the Planning Division: The Residences at Napa Junction Project, a 453-unit apartment development located north of the Canyon Ridge Apartments.

NVRG will include the wedding/special event center, mobile food venue, farmer’s market, winery, community plaza, picnic area, and many other amenities and is expected to have a soft opening in late 2024.

The Hotel @ the Ruins and 30 condominiums were approved by the Planning Commission in January 2023. Ownership has been working diligently to secure a well-known operator which should be announced in early spring 2024. The anticipated groundbreaking of the first phase is scheduled for late 2024.

Crawford Way Multifamily Project, a 100-unit townhome-style apartment project located at the SW corner of the Crawford Way and Hwy 29 Intersection.

Through the collaborative teamwork of our Public Works and Parks & Recreation teams, American Canyon explored a new natural vegetation management program with sheep in 2023. Working with a local farmer, we utilized 100 sheep to graze areas that aren’t easy to access, help manage overgrowth and reduce fire risk. The sheep started their work in late September at Veterans Park and, within a week, cleared the site for the skate park relocation project. We look forward to the sheep returning to our community in 2024 as we continue to evaluate the program’s effectiveness, monitor environmental impacts and gather local feedback.

CREATING AND ACHIEVING CLIMATE GOALS American Canyon participated in the Napa County Climate Challenge throughout 2023, saving 249 tons of CO2E, 12,115 gallons of gas and 523,004 gallons of water as a community. This challenge offered an incredible opportunity to ensure the protection and sustainability of our community’s future. Residents were invited to join individually or create a team to participate in the challenge.

American Canyon High School students were heavily engaged in this challenge. Once registered, users selected various actions that best fit their lifestyle to help fight climate change. These small changes significantly impact air quality, lessen traffic, reduce carbon footprint and much more. WATER SUSTAINABILITY The critical droughts from 2020-2022 emphasized American Canyon’s need for permanent, reliable water sources to serve its residents and businesses. The City of American Canyon purchases nearly all our water from the State Water Project, which is operated and maintained by the California Department of Water Resources and supplies water for 25 million Californians. The City also maintains connections with the Cities of Napa and Vallejo, who are able to provide treated water supplies if necessary. As California continues to face statewide water management challenges, the City of American Canyon is doing its part to address the need for a sustainable water supply. In an effort to conserve potable (drinking) water, American Canyon provides recycled water — wastewater that is rigorously treated and disinfected — that meets strict standards of the California Department of Public Health and can be used for outdoor irrigation. In 2023, American Canyon constructed new recycled water mains to expand our recycled water system. Existing services were converted from domestic to recycled water systems, saving 42 acre-feet of potable water. In 2024, American Canyon intends to explore the possibility of new

key-card access fill stations to increase the convenience of accessing recycled water.

In 2017, American Canyon began partnering with the Sites Reservoir Project — an environmentally beneficial, off-river reservoir that will capture excess water from significant storms and save it for drier periods. American Canyon’s share of the Sites Reservoir Project is 4,000-acre feet per year. Visit SitesProject.org for updates and more information.

With heavy rainfall in early 2023, American Canyon received 100% of its allocation from the State Water Project, alleviating restrictions on water use; however, California remains at risk of drought conditions. By limiting irrigation and repairing leaks in your home, you can partner with us in using water wisely. Utilize “My Water Portal” and learn more about water-saving resources — including American Canyon’s ‘Cash for Grass’ and toilet replacement rebates — at CityOfAmericanCanyon.org/SaveWater.

American Canyon continues to prioritize water quality, diversification of water sources and long-term sustainability. The City is considering a new rate structure to support these priorities while adjusting for rising operational costs.

This project was funded by SB1/Gas Tax, Measure T and ARPA Funding. 31 streets are planned for five miles of pavement treatments through Measure T Funding in 2024.

Other streets are also intended to be funded through SB1/Gas Tax Funding. The selected areas are based on our pavement management program, with special consideration given to public safety, underground utility needs and available funding. West Carolyn Drive from Donaldson Way to Spikerush Circle

INFRASTRUCTURE IMPROVEMENTS GREEN ISLAND ROAD RECONSTRUCTION AND WIDENING PROJECT In March 2023, American Canyon celebrated a significant milestone with the groundbreaking ceremony for the utility undergrounding portion of the Green Island Road Reconstruction & Widening Project. This work is expected to be finalized by mid-2024. The final phases of the project — road reconstruction and Class I multi-use trail construction — will be advertised for bids in mid-2024. These phases will include the reconstruction of approximately 11,900 feet of existing roadways in the Green Island Industrial District, including Green Island Road (Paoli Loop to Mezzetta Court), Commerce Boulevard (Green Island Road to North Slough), Hanna Drive, Mezzetta Court and Jim Oswalt Way. Approximately 4,200 feet of a Class I multi-use trail is also slated for construction along the north side of Green Island Road (Paoli Loop to Commerce Boulevard) for bicycle and pedestrian use. A portion of the trail is part of the Napa Valley Vine Trail. Established in 2019, the Green Island Road Community Facilities District will provide a significant portion of the funding for the project.

KNIGHTSBRIDGE WAY RECONSTRUCTION AND WATER MAIN IMPROVEMENTS The City is undertaking a project to replace the 8” water main on Knightsbridge Way between Danrose Drive and Elliott Drive, including all the courts: Regent Court, Park Lane, Lansford Court, Arden Court and Linwood Lane. To maximize efficiency, once the underground work is complete, this project will also include the installation of ADA ramps, the road reconstruction of Knightsbridge Way and a two-layer pavement treatment on the courts. It is anticipated that this project will advertise for construction in spring 2024, with anticipated construction completion in fall 2024.

RANCHO DEL MAR PAVING AND UTILITY IMPROVEMENTS The Rancho Del Mar Subdivision is the oldest subdivision in American Canyon. In 2022, the City Council prioritized federal American Rescue Plan Act (ARPA) funding to rehabilitate water and sewer utilities, provide for different pavement treatments, including full reconstruction of local streets, upgrade curb ramps to ADA compliance and implement thermoplastic striping and pavement markings. Streets included in this work are Rio Del Mar from Highway 29 to Carolyn Drive, all of Los Altos Place east of Carolyn Drive, Cassayre Drive, Flamingo Court, Del Rio Court, Alta Loma Drive, Joan Drive from Carolyn Drive to Los Altos Place and Carolyn Drive from Rio Del Mar to Los Altos Place. CONSTRUCTION UPDATES

American Canyon’s Housing Element was approved in January 2023 and certified in May, distinguishing the City as the first jurisdiction in Napa County to receive Housing Element certification from the California Department of Housing and Community Development. This achievement signifies compliance with state laws, enabling the city to maintain local control over land use decisions and ensuring eligibility for vital funding programs. The Housing Element is a key component of the City’s General Plan Update (GPU). The General Plan is American Canyon’s longterm city development and growth blueprint.

This certification milestone results from a multi-year process incorporating valuable public input to shape the goals and programs outlined in the update. An Environmental Impact Report that evaluates the GPU will be released for public review in 2024. PAOLI/WATSON LANE ANNEXATION The City proposes annexing an 83-acre area located northeast of American Canyon in Napa County. The City has been studying this Project and meeting with stakeholders since 2017. Annexing this property into the City of American Canyon will entitle a 35-acre industrial park on the northern portion of the Project Area. This development will position the City to fund the construction of a final leg of the Newell Drive “Eastside Connector” roadway parallel to Highway 29. Anticipated by the middle of 2024, the City will submit an Annexation application to the Napa County Local Agency Formation Commission (LAFCo) following a review by the Napa County Airport Land Use Commission.

COMMERCIAL DEVELOPMENT Development Projects Under Review: Napa River Ecology Center will repurpose the City Corporation Yard at 205 Wetlands Edge Road through a partnership between the American Community & Canyon Foundation and the City of American Canyon. The Planning Commission approved the Design Permit in January 2024.

Development Projects Under Construction: PG&E is nearing completion of its 98,000 SF regional service center at 500 Boone Drive. The project is located in the Napa Logistics Business Park and began construction in August 2022.

A new 102-room Home2Suites hotel is under construction on Main Street between South Napa Junction Road and Antonina Avenue.

A 217,000-square-foot wine warehouse on 10.39 acres is under construction at 1075 Commerce Court.

Hampton Inn Hotel is a new 106-room, three-story hotel at 3443 Broadway Street approved in 2021 and is anticipated to be under construction in 2024.

The Giovannoni Logistics Center consists of up to 2.4 million square feet of high-cube warehouse on 163 acres of a 208-acre project site bounded by industrial development on all sides. The project was approved in March 2023.

Chicken Guy Restaurant, a 2800 SF quick-serve restaurant with a drive-through south of the Walgreens on American Canyon Road, was approved in May 2023. The restaurant is a franchise developed by the Food Network celebrity Guy Fieri.

A solar farm with associated RV storage proposed on Highway 29, north of Green Island Road, was approved in July 2023.

OUR COUNTY AT WORK PROMOTING CHILD CARE INFRASTRUCTURE

SUPPORTING THE HEALTH AND WELL-BEING OF THE COMMUNITY

Acknowledging the pivotal role that accessible childcare plays in bolstering our workforce, Napa County has made a significant commitment to enhancing childcare infrastructure.

During the summer of 2023, a total of $3.8 million in forgivable loans was awarded to six childcare providers to establish or preserve a combined total of 377 infant or preschool childcare spaces. These providers have committed to offering childcare services for a specified term (ranging from 5-10 years), and if they successfully maintain the agreed-upon childcare slots, the loans will be forgiven.

In 2023, Napa County remained committed to enhancing the health and well-being of its community through several notable achievements: Napa County’s Child Welfare Services Adoption Program successfully finalized 17 adoptions.

As of November 30, the In-Home Supportive Services (IHSS) Program provided crucial support to 1,562 active IHSS recipients, who received an average of 125 hours of care per month. This assistance enabled them to continue living in the comfort of their homes.

FIRE PREVENTION & SUPPRESSION: A TOP PRIORITY FOR NAPA COUNTY BOARD OF SUPERVISORS

Napa County issues over $1.5 million in CalFresh benefits each month, totaling over $20.3 million through November 2023. On a monthly basis, more than 5,500 households and over 9,200 individuals received vital CalFresh benefits.

The Napa County Board of Supervisors continues to prioritize fire prevention and suppression efforts. In 2023, the Board took several important steps:

The Napa County Mental Health Mobile Response Team, dedicated to offering community-based interventions for individuals experiencing a mental health crisis, responded to a total of 616 calls throughout the year. Out of these calls, 358 were resolved through phone interactions, while 258 necessitated in-person responses. The majority of in-person responses resulted in crisis resolution, safety planning and connections to essential services.

Allocated $6 million to support the Community Wildfire Protection Plan (CWPP) through the Napa Firewise Foundation.

Renewed a two-year cooperative agreement with CAL FIRE, which includes the addition of vital staff, including a new battalion chief, six full-time firefighters and five seasonal firefighters.

Included provisions in the budget for the recruitment of a Fire Marshal and Office Assistant (formerly a CAL FIRE position), a Project Manager, a Code Compliance Officer and a Plans Examiner.

Directed staff to assess the implementation of the Fire Master Plan. This evaluation will help the Board in prioritizing short-, mid- and long-term strategies to address necessary resources and infrastructure.

Appointed David Shew as Napa County’s inaugural Fire Administrator and J.R. Rogers as the countywide Fire Project Manager.

Learned that FEMA selected Napa County as a recipient of a $37.5 million Building Resilient Infrastructure and Communities (BRIC) grant, which will support implementation of crucial wildfire prevention projects outlined in the CWPP. Contracted a consultant to thoroughly assess various potential organizational structures for the County’s Fire Department. These options include maintaining the current model, establishing a separate independent fire district, reorganizing within the existing organizational framework, or implementing a combination of these alternatives.

COMMUNITY PARTNERS IN EDUCATION NVEF The Napa Valley Education Foundation (NVEF) aims to inspire Napa County public school students to broaden their horizons, deepen their knowledge and develop skills to become confident, healthy and successful individuals in the community.

Based out of ACHS and ACMS, Filipino Life and Generation Groups (FLAGG), an intergenerational NVEF project, allows youth to share their life experiences, feelings and Filipino culture.

NVUSD Napa Valley Unified School District (NVUSD) serves 16,250+ students in Transitional Kindergarten through 12th grade across 26 schools in the communities of American Canyon, Napa and Yountville. American Canyon celebrated the passing of Bond Measure A2 in late 2022. Thanks to Measure A2, planning has begun for a new multipurpose building and library at Donaldson Way Elementary School, exterior Improvements and a library refresh at Canyon Oaks Elementary School. Other improvements will follow. These projects will be reviewed by an independent Citizens Bond Oversight Committee, volunteers who help ensure the proper expenditure of taxpayer money for school construction. We look forward to upgrading our American Canyon schools and continuing to offer the education and services our students deserve.

NVC Dedicated to educational excellence and student success since opening in 1942, Napa Valley College (NVC) has a rich tradition of educating generations of Napa Valley residents. Their state-of-the-art facilities attract students from a wide geographic area who want to take advantage of programs not offered elsewhere in the region.

NCOE The Napa County Office of Education (NCOE) provides academic services and enrichment opportunities for students, teachers and the community. They currently operate a California State Preschool Program at Napa Junction Elementary School. NCOE and NVUSD partner to provide high-quality Career Technical Education to students at ACHS in business, hospitality, construction trades and sports medicine pathways. NCOE offers Mariposa, a mentor program that provides socialemotional support and self-empowerment to students at ACMS and ACHS. Each year the Napa County Reads program brings an author to Napa County with a presentation open to all students.

NVEF is the lead organization in the SHINE student wellness collaborative committed to building and sustaining in-school youth mental health services throughout Napa County. NVEF serves all students and educators in Napa County’s public school system. In partnership with Napa Valley Unified School District and Napa County’s PEI funding, NVEF provides students with access to mental health services at American Canyon public schools. NVEF proudly supports school-based emotional, behavioral and social support, empowering every American Canyon student to thrive at school and in the community.

The NVEF Music Connection provides hundreds of instruments and music opportunities for American Canyon students. In addition, NVEF supports career readiness by connecting students to summer job mentorship and other exploration and internship opportunities throughout the year.

SUMMER PROGRAMS

Our summer programs are nothing short of extraordinary, offering dynamic and enriching experiences for participants of all ages. Designed with innovation and engagement in mind, our programs provide the perfect blend of education and fun. In 2023, we taught 1,917 participants within our community how to swim; we provided multiple locations for outdoor fitness and expanded our adult programs, which included hosting day trips for our Active Adult community, initiating our first adult Volleyball League and bringing back our Adult Softball League; we enhanced our enrichment programs, from Spanish Language classes to Mad Science and Slimetopia; and we offered an all-day camp option from our beloved Canyon Kids Summer Camp. The fun didn’t stop there; we offered one-day specialized seasonal programs, including S’mores and Meteors, Water Carnival, Donuts with Santa and ‘I Spy’ Scavenger Hunts.

Whether in the arts, sciences, sports or enrichment, our summer programs and services create an environment where curiosity thrives and personal growth flourishes. Join us for an unforgettable 2024 summer filled with discovery, fun, laughter and the joy of learning. We have something for everyone.

RECREATIONAL UPDATES

PARK AND FACILITY ENHANCEMENTS In partnership with the American Canyon Community and Parks Foundation, American Canyon received grant funding from the State of California, Department of Parks and Recreation 2018 Parks Bond Act Per Capita Grant.

Funding will be dedicated to playground replacements for Northampton Park, Via Bellagio Park and Linwood Park.

In 2023, Northampton Park playground was reimagined and is one of the only all-access, universal play experiences in Napa County. Via Bellagio Park playground was transformed into a captivating bug park. Linwood Park has been transformed into a mini city park designed for toddlers with music, an interactive zone that boosts imaginary play in a miniature urban setting and a large climbing structure for older kiddos.

The state-of-the-art Skatepark at Veterans Park is underway and expected to be completed by March 2024 as long as the weather permits.

In spring of 2024, you will notice some additional enhancements to Northampton Park with a new shade structure and park restrooms, Silver Oak Park with a new park restroom and the completion of the Outdoor Education Site at the Wetlands — which will include an outdoor shaded pavilion surrounded by a native interpretive garden and permanent restroom.
