WE’RE HERE FOR YOU Last year’s turn of events prompted an extraordinary response throughout American Canyon.

We overcame each successive challenge through perseverance and teamwork. Our residents, community organizations, City Council, and City staff always rise to the occasion to care for each other and our neighbors.

While 2020 gave us many lessons, we forged through these trying times as a community. We found unique ways to connect with one another and learned to find hope in the little things. And most of all, we pivoted, pivoted, and yes, pivoted again.

This year’s “Annual Report to our Community” shares the story of our accomplishments in 2020 amidst a bleak backdrop of agony and uncertainty. It also provides an update on the City’s financial situation, demographics, and details from our partners at the Chamber of Commerce and County of Napa.

The City Council’s leadership and decisive action navigated us through these turbulent times. The global pandemic, countywide fires and smoke, violence in our community and elsewhere in the nation, local PG&E power outages and statewide Cal-ISO rolling blackouts, remote-learning, Zoom fatigue, losing our normal experiences, being distant from loved ones, and more took a debilitating toll on all of us. But we persisted together. The number of community organizations and volunteers that tirelessly give and support our community never ceases to amaze.

No matter what 2021 brings us, we know to our core that we are truly all in this together. We look forward to a new year full of possibilities. Our highest priority continues to be serving this community, all of you. We are here if you need us. Please do not hesitate to reach out.

WORKING TOGETHER TO KEEP US SAFE AMERICAN CANYON FIRE PROTECTION DISTRICT

ALL EMERGENCY INCIDENTS

The American Canyon Fire Protection District was founded in 1957. When the City of American Canyon incorporated in 1992, the District was maintained as a subsidiary special district to the City. The size of the District's response area is approximately 15 square miles.

In March 2021, the District will publish their 2020 Annual Report, which will provide details regarding their activity throughout the past year. Visit AmCanFire.com.

In order to help serve the community better, the Parks & Recreation Team moved to the first floor of City Hall on January 6th. This move allowed our residents to complete their City tasks all in one place, including registering for activities, paying utility bills, and meeting with staff.

During our State of the City Presentation on February 18th, 2020, we held a General Plan Open House. It was a wonderful time for our community as they learned more about the process and shared their thoughts with us.

Our River to Ridge Trail Work Day was the first time we used our new volunteer portal located on our City website, at CityofAmericanCanyon.org/Volunteer. The event was a success and the volunteer process was seamless!

In addition, the Education and Lifelong Learning Element and Circulation Element Advisory Committees kicked off their respective orientation meetings. Even though the pandemic caused us to push the pause button on the Committees’ work, our team continued working behind the scenes preparing background information.

We will restart the General Plan committee and community outreach later this Spring, when appropriate. Stay tuned to our website, email newsletters, and social media pages for additional updates.

The community came together to begin emergency food distribution efforts. The Stay-At-Home Order caused many of our residents to lose jobs and income. To help families in need, several nonprofit organizations and volunteers jumped in to set up drive-through food distribution events (see page 14 for more details).

In an answer to the pandemic and the Stay-At-Home Order that was put into place in March, we created and launched the Virtual City Hall. A team of employees rapidly transformed many City Hall functions into a digital process. This transformation improved the productivity and functionality of City processes. It permanently changed the way the City conducts business... for the better.

Later in the year, the City of American Canyon was recognized for its pandemic response by Laserfiche as a 2020 Run Smarter® Award finalist.

In May, the City Council approved a landmark energy reduction and resiliency initiative with the goal of implementing long-term community goals for environmental stewardship.

The project made great strides throughout the year, including the installation of photovoltaic energy storage micro-grids, electric vehicle charging stations, and equipment upgrades. All of this work helps to reduce our City’s energy footprint and save millions of dollars.

At the start of 2020, American Canyon’s fiscal position was relatively stable. We were in the midst of developing the upcoming Fiscal Year 2020/21 Annual Budget when the pandemic hit. The fiscal impacts of the pandemic were sudden and severe. In particular, we saw a drop in revenue from our 3 hotels and the Napa Valley Casino.

The immediate impact to Fiscal Year 2019/20 resulted in a deficit that fortunately was absorbed by prior savings the City had accumulated over time. However, the outlook for the upcoming FiscalYear 2020/21 remained bleak. By June, with cooperation and collaboration of employees, vendors, and contractors, the City Council adopted a new lower budget with reduced service levels by implementing 20 unpaid furlough days and other cost-containment measures, while successfully avoiding layoffs and other more severe cutbacks.

This past June, the City celebrated the 10th Anniversary of the Wetlands Edge Trail. The City collaborated with the American Canyon Community and Parks Foundation to host a 10-day virtual celebration in which photos, stories, history, and facts were shared with the community.

7/6 Napa County was placed on the State’s Monitoring List due to rapid COVID-19 case increases.

7/20 The Napa County Public Health Officer directed the closure of specific sectors to comply with orders from the California Department of Public Health, including dine-in restaurants, wineries and tasting rooms, movie theaters, family entertainment centers, zoos and museums, and cardrooms.

7/31 In July, County reached the first COVID-19 peak.

County confirms 658 new cases with cumulative totals of 1,000 positive cases and 18 deaths.

8/4 City continues to operate under a Local State of Emergency.

8/28 State released the Blueprint for a Safer Economy to permit gradual reopening of certain businesses and activities. County enters Tier 2 (red).

One of our biggest parties of the year continued virtually in 2020. In lieu of our Fourth of July parade, park celebration, and fireworks show, the City hosted a home decor contest and kids coloring contest, in addition to encouraging residents to celebrate from home with a large list of activities posted on the City’s website.

Phillip West Aquatic Center was recognized by Aquatics International Magazine as a winner of their Best of 2020 Award. In the midst of the pandemic, the Center reopened with modified programming to ensure safe services. The team retooled their programs to ensure they were selfsustaining at an 86% recovery of direct program costs. They offered one of the first COVID-19-safe lifeguard training classes in the region. Partnerships grew with 3 local swim teams, which helped provide an array of aquatics offerings to residents. Summer programming included water aerobics, fitness and open swim, lessons, and recreation and competitive swim teams.

8/17 LNU Lightning Complex starts and affects Napa, Sonoma, Lake, Yolo, and Solano Counties burning a total of 363,220 acres. Our Fire District, Police Department and City staff provided mutual aid.

NOTABLE ACCOMPLISHMENTS

In August, residents came out in droves to participate in our S’mores and Meteors Event! This year’s event was modified into a virtual, drive-thru style. Participants lined up in cars to pick up goodie bags full of s’mores fun. Local businesses, like AC Pediatric Dentistry, AC Orthodontics, and Redwood Credit Union supported our community in such a huge way by providing the goodies needed to fill the bags. The virtual event was supplemented by a list of fun activities shared on our website and social media channels. Other drivethru style events held in 2020 included a Veterans Day celebration, food donation drive, Halloween pumpkin painting kits, and more. Our S’mores and Meteors Event was another wonderful example of how our community came together this past year.

In mid-September, we were thrilled to announce that all playgrounds in our neighborhood parks were able to reopen! In the midst of what was a trying time for all of us, we were more than happy to celebrate this small win.

The first and only approved Return to Practice and Play Protocol for an American Canyon youth sports organization’s use of a sports field was approved. In line with the California Department of Health COVID-19 Guidance for Youth Sports, the Protocol was a joint effort between local youth soccer organizations, American Canyon Atletico FC, and AYSO, our Parks and Recreation team, and the County of Napa Public Health Officer. The Protocol served as a model for other organizations.

In October, construction began at Canyon Estates. This 35-lot custom home community is located at Newell Drive near the northeast corner of Silver Oak Trail. Utilities and other site improvements will be completed in 2021. Home construction will commence shortly after that. To find out more, visit CanyonEstateHomes.com.

Locally, we had an 80% response rate for the 2020 Census.

The Census is so important for all of us, and since everyone is counted only once every 10 years, the high level of response matters. Way to go, AC!

Early in November, our City received a giant gift! With massive thanks and gratitude to our very own American Canyon Community and Parks Foundation, as well as to all of the amazing sponsors, donors, volunteers, and City staff who contributed their time, energy, and money, we now have an incredible Outdoor Fitness Center located at the Wetlands Edge Trailhead. To say that we are thankful and excited is an understatement!

The first Watson Ranch residential subdivision project was approved on December 16th. This project consists of a neighborhood of 98 single-family homes just north of Vintage Ranch between Summerwood and Rolling Hills Drive. Groundbreaking on this project is expected in the Spring of 2021.

City of American Canyon

The rehabilitation on James Road began in December. This project includes a full pavement rehabilitation with the creation of curbs, gutters, landscape strip, sidewalk, signage, striping, and water main replacement. The project runs the length of James Road from West American Canyon Road to Donaldson Way. The Chamber is a non-profit 501(c)6 serving as a Catalyst for business growth and development, a Convener of leaders and influencers, and a Champion for American Canyon.

during the Back to the Table events.

Bridge the Gap Campaign raised almost $7,000 for our local American Canyon High School, and helped connect the community with local businesses.

American Canyon Executive LEADS group held 48 meetings in 2020.

Relaunched the Economic Business Development Group to ensure we were there for businesses during the pandemic.

Provided our community with a virtual platform to meet our 2020 Mayoral and City Council Candidates.

Provided our businesses and nonprofits bi-weekly community updates during the pandemic with our Business Social Distancing Socials.

The American Canyon Chamber of Commerce is taking the lead on economic recovery as we all make our way through the pandemic. We are working closely with the City of American Canyon, the County of Napa, and the Napa Valley Chamber Coalition to develop innovative ways to help our businesses recover from the 2020 shutdowns.

We are also excited to see new growth continue on Green Island Road with the addition of an Amazon Warehouse, as well as Fume Cannabis Manufacturing and Distribution coming in 2021.

OUR COUNTY AT WORK COMMUNITY HEALTH + WELFARE

PROJECT HOMEKEY

One of the greatest functions of county government is to provide for the health and welfare of residents. In 2020, the global pandemic reminded us of the importance of counties. And while other county functions continued, our basic human needs were front and center as we focused on housing, food and public safety.

In 2020, Napa County submitted a joint grant application with Burbank Housing for the State’s Project Homekey program. This program allows local public entities to purchase hotels and motels, apartment buildings and other buildings and convert them to permanent housing for the homeless impacted by COVID-19. In December 2020, Burbank Housing closed escrow on a property in the City of Napa, which will create approximately 14 deed-restricted affordable housing units for clients exiting homelessness.

Occupancy is expected to occur around April 30, 2021.

2020 WILDFIRES 2020 was yet another challenging year for disasters. In addition to the ongoing COVID-19 pandemic, dangerous fire conditions set the stage for the destructive LNU Lightning Complex Fire that began on August 17th. Just 4 days before the LNU Complex was declared controlled, the Glass Fire began. Combined, the 2 fires burned 206,221 acres in Napa County, which equates to 42% of our County’s landmass. The fires destroyed 1,541 structures, including 666 homes and 340 commercial buildings, took the lives of 3 people, and caused hundreds of millions of dollars in damages. While our rebuilding challenges are great, when faced with adversity, our community once again displayed its strength, resiliency and core values in how we care for one another in times of crisis.

FOOD ACCESS Food insecurity in Napa County increased dramatically in the Spring and Summer of 2020 in response to COVID-19.

This was further compounded UpValley by the 2020 wildfires. Demand doubled in March 2020 during the first phase of the Shelter-At-Home Orders, then quadrupled by May and has remained at 3 to 4 times pre-pandemic levels at most Napa pantry locations.

Community Action Napa Valley (CANV) is the main grocery program provider in Napa County accounting for over 95% of grocery distributions countywide, and over 90% for American Canyon. CANV supplies 7 food pantries countywide, and provides distributions at 15 locations.

Other key providers who offered special produce and other distributions over the course of 2020 include, Adventist Health, Catholic Charities, Ole Health, Kiwanis Club of American Canyon, Boys and Girls Club of the Napa Valley, Napa Valley Unified School District, and Napa County Office of Education.

Meals on Wheels peaked in April at 72 recipients a week, averaging about 58 for the rest of 2020.

Boys & Girls Club in American Canyon served 140 to 180 dinner meals each week from April through June.

Boys & Girls Clubs Countywide averaged 300 meals a week for most of April and May, with a drop off in June. UpValley B&G averaged 260 meals a week for April and May.
