Gatekeeping Resources Preventing the Separation of Children from Their Families in Bosnia and Herzegovina (Hope and Homes for Children) “The ACTIVE Family Support model has proven to be effective in improving children’s wellbeing, preventing their separation from their parents, and enabling them to return to their biological families.” This resource provides an introduction to the ACTIVE Family Support model. Over a seven-year period of study, the model was shown to be highly effective in helping children to live successfully with their biological families. This model prevented separation of vulnerable children from their families in 98% of cases. Eighty-two percent of children left institutions to reintegrate with their biological families. Fourteen percent of children studied left large institutions to live with foster families. In 88% of cases, families maintained progress a year following support. Financial considerations, child outcomes, and key recommendations are outlined. This document also includes case studies highlighting real life application of this model. Compendium of Promising Practices to Ensure That Children Under the Age of Three Grow Up in a Safe and Supportive Family Environment (Unicef) “Keeping families together and preventing their separation seems to be a challenge confronting every government in the region. It has become apparent that only a well-designed, evidence-based, complex set of interventions rooted in an integrated, holistic and multisectoral approach to health, childcare, social protection, education, finance and other sectors is in a position to achieve concrete results for children and their families.” Children from birth to age three are inherently some of the most vulnerable. Additionally, research has shown that the negative effects related to institutional care may impact this demographic most profoundly. This document outlines strategies for preventing child abandonment and for supporting and preserving families in Central Europe and Eastern Asia. Topics addressed include challenging social norms, policy and legal change, health care programs supporting mother and child bonding, outreach services targeting the most excluded, preventative and early-intervention services, family support and alternative care services, social protection, and monitoring mechanisms.
