We want children who face an accident or illness to recover fully, so they grow into healthy adults.

The commitment we share to our children shows we care about the well-being of our community, that we are concerned for future generations on Vancouver Island. Working together, we can give children and youth the support they need to grow and thrive.

We are Children’s Health Children mean the world to us. It’s our tagline, and it’s the truth.

Our understanding of, and commitment to, children’s health is broad: disabilities, mental health, and physical health. A child may be dealing with a crisis or a longer term challenge in any or all of these areas, and we work to ensure that the right support is available to every child when it is needed.

Our staff and Board honour the Foundation’s strong and valued history while welcoming new ideas to improve the health of Island kids. Margot’s long-term commitment to the Foundation was an inspiration to Linda, who joined the Foundation in July 2013. Linda recognized the Foundation’s rich past and saw the potential for creating new opportunities for kids across the Islands. It’s with confidence and anticipation that Margot welcomes Dean Freeman as Chair of the Board, who will continue the Foundation’s leadership in children’s health.

Our work is successful because of the support of the community—donors, funded partners, families, and medical staff. As you read through this report, we hope you are left with this strong feeling of accomplishment: together, we are making a world of difference to Island kids.

You give children hope Children’s Health Foundation of Vancouver Island is a registered charity that raises funds to support the health of children and youth on Vancouver Island and the Gulf Islands. With the support of generous donors from the community and our partners who deliver effective services, Children’s Health Foundation seeks to remove barriers and create opportunities for children, so they get the care they need to flourish.

Areas of investment The Foundation invests in three key areas to support the health of children:

Great Beginnings—to help babies and pre-schoolers get the best start in life;

Tools to Succeed—to ensure kids have the tools and supports they need to

Caring for Families—to support families in caring for their children with

Our history Children’s Health Foundation of Vancouver Island traces its roots back to the 1920s with the construction of the Queen Alexandra Solarium for Crippled Children in Mill Bay, started by the Women’s Institutes of British Columbia. Throughout our 90-year history, the Foundation has endured changes of location, expansion, and restructuring.

Through it all, we have remained true to our original mission: to improve the health of children on Vancouver Island.

DISABILITY

The changing face of childhood disability

By Dr. Jonathan Down, Developmental Pediatrician, Island Health Over the past century, there has been a major change in the way we think and talk about disability, both in children and adults. The earlier, medical language of disorder and deficit has been expanded by the social language of function, participation, and resiliency. Before, we talked about survival and handicap and now we discuss wellness, recreational activities, post secondary training and career opportunities. We have come a long way.

When the Queen Alexandra Solarium for Crippled Children opened at Malahat Beach in 1927, tuberculosis, congenital birth defects such as spina bifida, and prematurity were the main reasons for in-patient admissions. Fast forward to the 21st century, and we now have the Queen Alexandra Centre for Children’s Health, reflecting a wider range of problems, with most of the care given at home and in the community.

Children have benefitted from many technological advancements, including immunizations, improved sanitation and housing, the introduction of folic acid into our food supply, and other therapies for babies born early. Parallel with these advances, there have been shifts in the patterns of disease. While the number of children with physical and visible disabilities such as cerebral palsy

have remained largely unchanged for several decades, we are now seeing significant increases in the numbers of children with cognitive and mainly invisible, disabilities such as autism spectrum disorder, fetal alcohol spectrum disorder and learning disabilities. Because their disabilities are often not apparent, these children frequently escape early detection and treatment.

Fetal monitoring, vaccination programs, seat belt legislation, and bicycle helmets have reduced many serious forms of disability in children. However,

conditions such as autism and intellectual and learning disabilities have proven more resistant to prevention, largely because we do not fully understand the causes of these conditions. This may change, however, as new research into epigenetics (the field that studies which genes are “turned on” and “turned off” in development) provides us with a better understanding of the dynamic interaction between nature and nurture.

We have witnessed a revolution in our thinking about disability, and there is much more to come.

When you’re a child, learning to ride a bike is essential to fitting in. That’s why Children’s Health Foundation of Vancouver Island funds the iCanBike camp, which helps children with special needs learn to ride a two-wheel bike. Jaden has Developmental Coordination Disorder, a movement-skill disorder that affects everyday functioning, including his fine and gross motor skills. Nothing comes easy to him, especially not riding a bike. But, after a week at iCanBike, Jaden became unstoppable on his two-wheeler! He loves the freedom of riding with his friends and family—feeling the wind on his face as he zooms down a hill, barrelling through the tunnel on the trail by his home, and coming to a safe stop at the end of a long, glorious ride.

MENTAL HEALTH

Child & youth mental health

By Dr. Rex Bowering, Central Island Child Psychiatrist, Island Health Over the past decade, the level of awareness of the prevalence and impact of mental health concerns has increased significantly. The field of child and youth mental health has not kept up with the attention being paid to adult mental health, despite recognition of the enormous burden of suffering which these issues inflict on children and their families.

The majority of serious mental disorders facing adults have their beginnings in earlier years of life, sometimes in early childhood. Approximately 18% of children and youth experience symptoms of mental dysfunction severe enough to interfere with function at home, in school or in the community. Seventy-five percent of symptoms surface before age 25.

Only about one third of children and youth who have been identified with a mental health disorder ever make contact with a mental health professional, and far fewer see a specialist such as a psychiatrist. Early identification and intervention can positively affect the trajectory of these illnesses as the individual transitions into adulthood. It is clear that the status quo is insufficient and unacceptable.

Evidence shows that effective community-based programs help to keep patients out of the emergency department. A balance should be forged between early identification/intervention for what may turn out to be short-term involvement (e.g. adjustment reactions and behavioural issues related to family/parenting factors) and longer-term commitment for those identified with more serious and persistent forms of mental illness (e.g. major depression, severe anxiety, and psychotic illnesses).

Evidence supports the benefits of an integrated community of care. This would provide a continuum of services able to respond appropriately and within a reasonable timeframe. It would also be relatively easy to navigate. There are pockets of this type of service springing up throughout the health region.

MENTAL HEALTH

The needs of specific populations (e.g. Aboriginal children and families, young people with developmental disabilities) should be more effectively identified and targeted through more effective programming. Those who have been identified as most likely to benefit from ongoing support should have it available to them.

With the rise in attention being paid to child mental health disorders, it is hoped that the political will to make changes to government focus, including funding for early intervention and effective community initiatives, will not be far behind.

Josh grew up with a mother who was addicted to drugs. The first six years of his life were marked by the constant chaos that accompanies addiction— living in his mother’s car, moving from one place to another, or being left with strangers. His early years left the eight-year-old with a long list of diagnoses, including obsessive compulsive disorder and anxiety. He is angry and often explosive. At age seven, he began living with his grandmother and participating in a mental health program at the Comox Valley Therapeutic Riding Association, funded by Children’s Health Foundation. Through the program, Josh is learning to manage his emotions, and he is becoming increasingly successful in his interactions with horses, staff, and peers.

Thanks to the community’s support of Children’s Health Foundation, he is learning the skills he needs to recover.

Moments after Lily was born, the doctor noticed she wasn’t breathing properly. The newborn was airlifted from Duncan to Victoria for treatment and surgery on her tiny body.

Physical health — Keeping our kids safe

By Dr. Brian Sinclair, Pediatric Cardiologist, Island Health & Clinical Associate Professor, University of British Columbia, Department of Pediatrics We in Canada have made the conscious decision, from a social and political perspective, to embrace the principles of universal access to care and comprehensive coverage of health care needs for children and families. Thus, we as a society have removed many of the individual economic stresses that health places on families in an acute sense.

If one considers a well child to be supported emotionally and economically by family and community, then most children will actually have very few true health care needs. However, well infants and children may encounter infectious diseases, accidents and injuries, or be diagnosed with more complex health care issues at some time in their lives.

For the general population, the most relevant dimensions of physical health are tied to prevention and long term health maintenance. We must have robust programs for health care from a preventative and health maintenance perspective. This must include population-based interventions to enhance children’s nutrition and physical activity needs.

However, our shifting population profiles have resulted in the transfer of much

of the funding and economics of our care system to acute health care, away from long term care and health maintenance and prevention programs. This implies that we as a society must agree to make the investments in healthcare provision to achieve those levels of health both on an individual and population level.

However, when one steps back and looks broadly at the scope of health care in Canada, the relative burden of children’s health care on our health care system is

actually quite small. From that perspective, it is easier to understand how care for children and achievement of optimal health is sometimes seen as a lower priority within our health systems.

Thus, we must endeavor, for all children, to define what optimal physical health means and how to achieve it from the resources available.

At age 17, Calder was in a terrible car accident on Salt Spring Island. He was rushed to Victoria General Hospital, where he remained in a coma for 10 days. He suffered severe brain damage—he couldn’t walk, talk, or swallow.

Calder’s family was able to stay by his side at Jeneece Place, the home away from home for families whose children receive medical care in Victoria. Just steps from their son’s bedside, Calder’s family helped him heal with love, support, and encouragement. Today, Calder can swim and ride a bike. He is taking classes in school and has bright hopes for the future. With support from the community, he has made a remarkable recovery.

EVENTS

Events Every year, Children’s Health Foundation of Vancouver Island holds three major events to raise funds for Island children. In addition, we partner with people in the community who hold fundraising events on our behalf and donate the proceeds. In 2013/2014, events raised $296,000 in support of Island kids.

Butterfly Ball May 4, 2013 | Marriott Victoria Inner Harbour The Butterfly Ball is an enchanting evening of magic and entertainment for dads and daughters, a dinner and dance that celebrates and strengthens the special relationship they share. The event also provides an opportunity for parents to talk to their children about philanthropy.

Enchanted Halloween October 18–20 & 25–27, 2013 | Heritage Acres Enchanted Halloween is a wonderland of beautifully-eerie displays, costumed characters, and entertainment, all in celebration of old-fashioned Halloween. In 2013, more than 10,000 spectators embraced the opportunity to attend a familyfriendly event and learn the story of how the Foundation supports children.

Bear Wear November 26, 2013 – January 2, 2014 | Hotel Grand Pacific A beloved holiday tradition, Bear Wear is a festive display of cuddly teddy bears dressed up in costumes by local businesses, organizations, and individuals. The 2013 event attracted thousands of visitors who admired 40 creative teddies while contemplating the season of giving and the importance of thinking of others.

Born with an interruption in her esophagus, eight-year-old Abigail has had over 70 procedures, including 50 surgeries. She travels from Port Hardy to Victoria for medical care and has benefitted from the Foundation’s support. Abigail and her father, Doug, have celebrated their special bond at the Butterfly Ball for three years.

DONOR PROFILE

A lifetime of helping children As a young girl, Leslie Reece accompanied her mom, Shirley, when she volunteered at the George Pearkes Clinic for Children, located on the site of the current Queen Alexandra Centre for Children’s Health. This early introduction to helping others led Leslie to a career working with children with special needs through the schools. She dedicated 25 years to this important work, while raising her two sons with her late husband, before retiring in 2009.

She is now a proud grandmother to four—three girls and a boy.

Leslie continues to find ways to help others. Since 2003, she has been a proud supporter of Children’s Health Foundation of Vancouver Island. From gifts in response to direct mail appeals to buying a brick on the walkway at Jeneece Place in memory of her late mother, Leslie believes in giving back and taking care of the community. Also, she is interested in supporting the Foundation through a gift in her Will, knowing she could invest in future generations of children after taking care of her family.

When she talks about her giving, Leslie says, “You’re making a huge difference in so many lives. If you can do that, then maybe those who receive help will pay it forward.” The Foundation is grateful to Leslie for her generosity and compassion and her willingness to give what she can so Island children with health challenges have every chance possible.
