Secretary of State Alexi Giannoulias is now offering over 130 languages on the office’s website to help ensure that Illinoisans whose primary language is not English can access critical information and resources in their preferred language.

“Language should never serve as a barrier to attaining equal access to essential government services,” Giannoulias said. “Since Day One, I’ve been focused on modernizing the office and by utilizing technology, we’ve made our website fully available to those who understand one of more than 130 of the world’s languages.”

Users can choose any available language to perform any task offered on the website, including renewing a driver’s license or obtaining a vehicle sticker.

Powered by Google Translate, the website enhancements are one part of Giannoulias’ multi-pronged approach to modernizing the office and will ensure accessibility to the increased number of services offered under Giannoulias’ Skip-the-Line and Do-it-Online programs.

Beginning in September of last year, the office’s Skip-the-Line program launched appointment scheduling to shorten lines and wait times at the state’s busiest DMVs and implemented “Senior-Only” walk-in facilities for older Illinoisans who may encounter difficulty while attempting to schedule an appointment. The Do-itOnline program built on the success of the Skip-the-Line program, making more services readily accessible online.

The deadline to submit a nomination for the 2025 class of NEA National Heritage Fellows is Tuesday, May 28. Study Bible Depicts Black Women And Their Stories

Urban Spirit! Publishing and Media Company was founded by Mel Banks. Banks, a Chicago native, grew up in religious publishing. His father was the founder of Urban Ministries, which is known for publishing Sunday school and Vacation Bible School curriculum for Black churches. Banks worked for his father’s company, which is one of the largest Black-owned Christian materials publishers. While Banks was working for Urban Ministries, people would ask if there was a Bible that featured Black people and people of color. That was when Banks set out to publish a Bible that depicted Black people and people of color in it.

Bible also includes life lessons that explain passages of the Bible that might be difficult to understand, written in a voice that women of color can appreciate, as well as prayers.

“The reason for it is to appeal to a particular group of people so they’ll enjoy their Bible more and come to know, honor and serve the Lord better, because of their contact to this information,” he said. “There are all kind of features that make it a Bible that women of color appreciate more than maybe another Bible they’ve had in the past.”

Banks began his own publishing endeavors with Children of Color Publishing, where he started out publishing the Children of Color Holy Bible in 2001. That bible has illustrations of Bible characters that are people of color, which at the time, there was nothing else like it on the market. With the success of that, he started to publish books and bibles that are geared to meet the needs of people of color everywhere, with the hope to point them to a Christian outlook and towards Jesus. It also has audiobooks and video and is looking to evolve into including all kinds of media platforms.

With the Women of Color Study Bible, what distinguishes the Bible is the features and articles in the Bible. It features stories about the women in the Bible and why their life experience is important to woman of color today. The

Banks said it is important to have Black representation in the Bible because throughout history all of the depictions of Bible characters have been Eurocentric. He believes when there is a depiction of Black people and people of color in the Bible, people from those communities can relate to it more. He also acknowledged that where the people in the Bible come from, those people were not white or European.

There were 125 women who wrote the articles and features in the Women of Color Study Bible, and two editors that worked on putting it together. Banks said it took more than a year to complete. He said more than 99% of the people who purchased the bible said they love the bible and are glad they purchased it. People are also buying the bible for their friends and family members.

MAYOR BRANDON JOHNSON ANNOUNCES CHICAGO RIVERWALK CONCESSION PROGRAM OPPORTUNITIES

CHICAGO – Mayor Brandon Johnson and the City of Chicago today issued a Request for Proposals (RFP) for concession operations for the Chicago Riverwalk. The goal of this RFP is to receive proposals from qualified teams who can operate food and beverage, retail, recreational, entertainment, cultural, and educational facilities along Chicago’s beautiful Riverwalk.

“The Riverwalk is both an economic engine for our city and a cherished gathering and recreational space for residents and visitors alike,” said Mayor Johnson. “I am thrilled to welcome new vendors who will activate available space for next season and further enhance our Riverwalk. The vendors in our concessions program provide wonderful food, beverage and recreational options along the river front.”

Examples of possible concessions that would enhance the Riverwalk include but are not limited to sporting and recreational amenities, food and beverage, retail, entertainment venues showcasing local talent, or any other type of

family-friendly concessions.

“The Riverwalk was a bustling hub of activity this year, offering a variety of venues and spaces for residents and visitors to eat, drink, play, and walk through the urban canyon of world-famous architecture,” said Acting Commissioner Hernandez-Tomlin. “Revenues from the 2023 season were more than $26 million, which was the highest amount of total revenues for the Chicago Riverwalk Concession Program to date.” Proposals are due on April 15, 2024.

Gov. Pritzker Highlights Health Insurance Reform Initiatives

Healthcare Protection Act will curb predatory insurance practices

SPRINGFIELD — Governor JB

Pritzker joined doctors, patients, stakeholders, and legislators to highlight efforts to reform predatory health insurance practices and protect patients. The Healthcare Protection Act (HPA), first introduced in the governor’s FY25 Budget Address in late February, aims to put power back into the hands of patients by banning step therapy, banning prior authorization for crisis mental health care, improving network adequacy, and ending unchecked rate increases for large group insurance companies.

“Illinoisans who are suffering should not have to jump over hurdle after hurdle to get the care they need to survive,” said Governor JB Pritzker. “The only people who should be making decisions about patient care are doctors and patients themselves — not an insurance employee with no

medical background. Thank you to my partners in the general assembly who are fighting with me towards healthcare reform, and with it, and saving lives across Illinois.”

Governor Juliana Stratton. “Insurance companies are supposed to ease the burden of accessing healthcare, not create further obstacles. Here in Illinois, we are done with predatory practices and insurance overreach.”

The second part of the Healthcare Protection Act calls for improved network adequacy and transparency standards. Insurance companies will be held to stricter standards when updating their in-network care directories to reflect actual availability- indicating whether or not doctors and specialists are able to accept new patients, and removing those who are not in-network any longer or are no longer practicing.

Each year, the Alzheimer’s Association releases the Alzheimer’s Disease Facts and Figures report

HPA is targeting utilization management, which often forces consumers to obtain permission from their providers before receiving care that doctors have already determined necessary. This boosts profits for insurance companies and creates barriers to care for patients and their doctors. Utilization management also includes a practice called “step therapy,” which forces patients to move through less effective treatment options before eventually gaining access to the treatment that doctors recommended initially.

HPA will ban “step therapy” processes in Illinois, and require insurance companies to align definitions of medical necessity to match that of doctors.

HPA also addresses prior authorization. Illinois will soon become the first state in the nation to ban prior authorization for in-patient adult and children’s mental health care. This way, those experiencing crises have access to care immediately to ensure safety for themselves and others, without having to gain permission from insurance providers.

Additionally, HPA will mandate all insurance companies post treatments that require prior authorization, making it easier for consumers to compare plans when shopping for coverage.

Short Term Limited Duration insurance plans, or “junk insurance,” will also be prohibited, as twelve other states have already done. These insurance plans are not ideal for consumers because they do not have to comply with ACA key provisions such as coverage for preexisting conditions.

“The Department of Insurance will not allow health insurers to impose barriers to care and coverage for Illinois consumers,” said IDOI Director Dana Popish Severinghaus. “The Healthcare Protection Act not only prohibits practices that limit Illinoisans access to coverage for their health care needs, but it further strengthens our regulatory authority to assess robust penalties and fines for health insurance companies that do not comply with the law. As the state’s regulator of insurance companies, we will continue to protect Illinois insurance consumers and demand that they receive the coverage

In June 2023, Governor Pritzker signed HB 579, which ended unfair rate hikes in the fully-insured individual and small group insurance market. The final HPA initiative focuses on eliminating unchecked rate increases in fully-insured large group insurance carriers as well.

“Too many people have fallen victim to predatory health care practices. Our current standards and approaches need to change,” said State Senator Robert Peters (D-Chicago). “Everyone, no matter who they are or where they live, deserves access to safe and effective care across all aspects of their health, maternal and mental health included.”

“Ascension Illinois is one of the largest providers of behavioral health services in the state,” said Clay Ciha, President and CEO of Ascension Alexian Brothers Behavioral Health Hospital. “Our hospitals provide care to the most vulnerable members of the communities we are privileged to serve. Being able to provide uninterrupted inpatient behavioral health services, without restrictive prior and concurrent authorizations as provided in HB 5395, will allow us to more effectively address behavioral health needs in the right setting and at the right time.”

“We applaud Governor Pritzker, Representative Moeller, and Senator Peters for leading the effort to make healthcare coverage more accessible and affordable for the people of Illinois,” said Stephanie Altman, Director of Healthcare Justice and Senior Director of Policy at the Shriver Center on Poverty Law. “This bill will make real changes that help the people we represent by lowering costs, getting rid of “junk” insurance plans, reducing health disparities and increasing health equity.”

“For far too long, insurers have used unnecessarily complex and inconsistent prior authorization processes to deny and delay necessary healthcare to patients in Illinois,” said A.J. Wilhelmi, President and CEO of Illinois Health and Hospital Association (IHA). “These burdensome practices are a top challenge for hospitals in delivering timely and appropriate healthcare. IHA and the hospital community are pleased to support Governor Pritzker’s prior authorization reforms to eliminate barriers to healthcare and streamline access to patient care in Illinois.”

This year’s report, reveals that dementia caregivers report difficulties in navigating dementia care within the U.S. health care system. Caregivers also report the stresses of caregiving. The new report estimates that nearly 7 million people age 65 and older in the U.S. are living with Alzheimer’s dementia, with the cost of care for these individuals this year projected to reach $360 billion — a $15 billion increase from a year ago. This does not include unpaid care provided by family caregivers and friends. Last year in Illinois there were 311,000 dementia family caregivers, providing 480,000,000 hours of unpaid care valued at $9,840,000,000.

Facts and Figures provides scientists, journalists and policy makers an in-depth look at the latest national and state-by-state statistics on Alzheimer’s disease prevalence, mortality, caregiving, dementia care workforce and costs of care. We surveyed dementia caregivers and health care workers to develop this year’s special report: Mapping a Better Future for Dementia Care Navigation. The report provides a look into dementia care navigation, which is defined as support to people living with dementia and their caregivers to overcome barriers that impact care and health outcomes.

The new report estimates that 6.9 million people age 65 and older in the U.S. are living with Alzheimer’s dementia, including 250,600 in Illinois.

• In 2023, 11.5 million family and other caregivers of people living with Alzheimer’s or other dementias provided an estimated 18.4 billion hours of unpaid help. That averages out to nearly 31 hours of care per caregiver per week.

• Caregivers are stressed. Coordinating care is stressful. Navigating health care is difficult, as is finding resources and support caregivers need.

• Dementia caregivers would find navigation services helpful. Caregivers identified services they need: a 24/7 helpline, help coordinating care and communication between different specialists and help in understanding their care recipient’s condition.

• The majority of health care workers surveyed (60%) believe that the U.S. health care system is not effectively helping patients and their families navigate dementia care.

This report affirms the importance of the work the Alzheimer’s Association is doing across the country to ensure people get access to dementia care support services — in addition to access to treatments.

Los Bulls Celebrate the Latiné Community

The Bulls celebrate Latiné fans from across Chicago and beyond and help tell their impactful stories. Through their commitment to celebrating and empowering Latiné fans and the intersection of art, culture and community, the Bulls have partnered with several local artists and community programs throughout the season to design art across Chicago that honors Latiné culture.

“This season, the Bulls partnered with four Latiné artists on creative projects including three murals and one basketball court. Murals and public art quickly become part of the fabric of a community, which is why we continue to lend our time and resources to facilitate creative expression, particularly for local youth, and to reflect the rich heritage of Chicago’s Latiné community,” said Adrienne Scherenzel, vice president of community engagement at the Chicago Bulls. “We look forward to continuing our celebration of the Latiné community with our Los Bulls theme night and Watch Party.”

Celebrating Culture and Community Through Art

Throughout the 2023-24 season, the Bulls have installed four pieces of large-scale public art in partnership with Latiné artists.

Mural with Yolllicalli Arts Program and Mario Mena in Pilsen: Designed and painted by students of the Yollocalli Arts Program, the Bulls celebrated the completion of a mural. Working with Yollocalli’s summer Street Art program of 15 students, the Bulls prompted the youth to design a mural that represents both Bulls and Latiné Culture. The students created a design that spans three sides of a house in Pilsen across from the National Museum of Mexican Art. The mural serves as the first stop in museum-led mural tours and depicts Bulls as powerful spirit guides, seamlessly merging the realms of the living and the

afterlife.

Basketball Court at the Miracle Center by Liz Flores in Belmont Cragin: The Bulls and The Miracle Center (TMC), a female- and Latiné-owned and operated community center that empowers youth through the expression of art and performance, partnered with Latiné painter and muralist Liz Flores, Connors Sports and All-Star Press to unveil a new basketball court on the Northwest side of Chicago in the Belmont Cragin neighborhood. Flores designed TMC’s court with art that is culturally reflective of the center and Bulls Latiné communities.

Mural at Infinity High School by Sentrock and Students: For the third year of the program and second year in partnership with United Airlines, the Bulls partnered with Infinity High School art students to develop a mural for their school painted by local Latiné artist Sentrock. Sentrock and students spent several weeks together collaborating on art that reflects the student’s community, creativity and culture.

The night continued with Chicago-based violinist Brenden Perez, accompanied by Mario Hernandez and Sebastian Oseguera, performing the National Anthem followed by a halftime performance by Ballet Folkorico de Chicago. For the second season, the Bulls will showcase art throughout the arena that was developed in partnership with Bulls Design Advisor, Don C and Infinity High School students as part of a year-round STEAM (science, technology, engineering and mathematics) program, curated in collaboration with United Airlines. New Poll from Higher Heights: Top Issues for Black Women Voters in 2024 are Inflation, Cost of Living and Affordable Housing

WASHINGTON, PRNewswire -- Higher Heights, the leading national organization exclusively dedicated to advancing Black women’s political power, released new polling data on the top issues of concern to Black women voters in 2024.

With eight months until the November 2024 elections, the poll shows that Black women have top concerns about a broad range of issues, but the top issues for Black women voters are inflation, the cost of living and affordable housing.

“These critical issues impact Black women’s everyday lives. Black women want economically thriving, education-rich, healthy, and safe communities. Our poll shows that cost, not the economy, drives Black women’s issue priorities. This is in our face every day when we go to the grocery store, put gas in our tanks, and pay our rent and mortgages,” said Glynda C. Carr, President & CEO of Higher Heights Leadership Fund. These issues should be the focus of Congress, our elected leaders, and candidates vying for our votes this November.”

Over 40% of Black women (say that they are more likely to vote for a candidate who is “pro-reproductive freedom” (more than 35% who say it would not make a difference.) This finding holds true across age, education, and political party.

the country and the upcoming elections. Over three-quarters of Black women voters describe their vote as powerful (76%), but 29% of Black women voters believe their voter power is decreasing as we get closer to the November 2024 election.

Heading into the 2024 elections, Black women voters are most worried about inflation, the cost of living and affordable housing. Despite public safety and gun violence rising to the top as a general concern for the country, Black women voters are most personally worried about how economic issues are impacting their families and communities. That said, racial profiling by police is a top non-economic concern.

Though Black women voters clearly feel the increase in Black elected representation, there is a persistent feeling of underrepresentation that can decrease morale. Despite the fact that 58% of Black women voters believe they are underrepresented in political power, most are still hopefully optimistic about the representational power they do have. Nearly 81% of Black women voters believe that Black women elected officials have the power to effect change in their communities.

Generational divide among Black women could impact their political participation. Voters age 18-49 are less trusting of institutions in general – they are less likely to feel they have political power, less likely to trust the Democratic Party will make a difference in their lives, and less likely to trust the media and news sources they see.

NAREB PREPARES MEMBERS FOR MAJOR CHANGES TO HOME SALES AGENT COMMISSIONS AFTER LAWSUIT SETTLEMENT

WASHINGTON, DC — Representing the interests of more than 100,000 Black real estate professionals, the National Association of Real Estate Brokers (NAREB) announced that it is preparing member agents and brokers for a new environment created by a lawsuit settlement that will significantly alter the compensation of agents on home sales in the United States.

NAREB, whose members are called Realtists, is a trade association that mainly represents African American real estate professionals and advocates for Black homeownership.

Last week, the National Association of Realtors (N.A.R.) settled a Missouri lawsuit challenging the decades-old system requiring the agents of home sellers to split the commission on sales with the agents of home buyers. Most commissions range between five and six percent of home sale prices. Under the settlement, home sellers and their agents can no longer outline compensation for agents representing buyers within their MLS listings. They can, however, negotiate outside of the official listing.

NAREB President Dr. Courtney Johnson Rose acknowledged that many NAREB members may be affected by the commission changes because the majority are usually buyer’s agents.

“NAREB recognizes that this settlement, if approved by the judge, will bring dramatic changes to our industry,” Dr. Rose said. “Our members often represent Black families and individuals who struggle to raise money for the down payments needed to purchase homes due to decades of discrimination and a lack of generation wealth. Paying the commission for their agent will be an

added burden. NAREB will help our members navigate these changes and continue to create avenues for them to thrive and help Black consumers achieve the dream of home ownership.”

NAREB is taking several steps, including:

The task force will recommend how the organization can best assist its members and prevent the settlement from limiting the growth of Black homeownership. The task force will include J. Ø Developing a Realtist Toolkit for NAREB members that will include the most relevant information and access to resources that can assist them.

Ø Scaling up the NAREB Black Developer Academy, which was launched this year. The academy will provide technical assistance, training, and education to members who want to become real estate developers. This can provide additional revenue avenues while helping increase the housing inventory in communities of color.

Ø Leveraging the 100-city NAREB Building Black Wealth Tour and the NAREB National Building Black Wealth Day on April 13 to strengthen the connection between our members and the communities that they

serve. While we educate Black consumers on purchasing homes and building wealth, our members will also explain the services and value they can bring to our communities.

HEiTC’S AL B. SURE! AND REV. AL SHARPTON TO CMS: RESTORE MEDICARE COVERAGE FOR LIFE-SAVING BLOOD TESTS FOR

NEW YORK, PRNewswire -- The Health Equity in Transplantation Coalition (HEiTC) – representing Black, Brown, and minority transplant patients nationwide – is calling on the Centers for Medicare and Medicaid Services (CMS) to restore Medicare coverage for critical diagnostic blood tests without any ties to biopsies. Last week, CMS issued a revised Billing Article and public statement highlighting a revision to its March 2023 coverage policy, which linked the administration of blood tests to a biopsy. In a statement from HEiTC Executive Chairman Al B. Sure! and Senior Advisor Rev. Al Sharpton, the Coalition noted the change does not clarify the level of access that Medicare recipients have to life-saving care.

that point, organ rejection may have already begun. The purpose of these blood tests is to catch a rejection before it happens, which is nearly impossible if they are linked to a biopsy. We pray that is no longer the case, and we urge CMS to publicly clarify to the transplant community, healthcare providers, and all others whether that is the case.

The lack of clarity on this issue continues to put a vulnerable population of overwhelmingly Black and Brown transplant recipients at risk. This is an injustice against those on public health insurance, who rely on it to help with their daily journey toward recovery. They have now been left without a shield for a year as they fight against this bureaucratic confusion. We will not give up on the fight, as we continue to call on CMS to fully restore Medicare coverage for these tests as it works to finalize its coverage policy. A year of confusion shouldn’t set the precedent for a lifetime of uncertainty.”

The milestone anniversary comes as Al B! and Rev. Sharpton last week applauded BlueCross BlueShield of South Carolina for its decision to cover

routine cell-free DNA testing for kidney and heart transplant patients without any ties to biopsies.

These lifesaving tests are critical to detect possible early signs of organ rejection, even before there are apparent clinical signs or symptoms, and enable medical intervention to protect the transplanted organ. One year ago, Palmetto GBA, a private Medicare Administrative Contractor that runs the MolDX program scaled back coverage of these non-invasive diagnostic tests. Lawmakers from both sides of the aisle have weighed in. In August, a bipartisan letter signed by 14 members of the House of Representatives led by Reps. Anna Eschoo (D-CA) and Dr. Michael Burgess (R-TX), expressing concerns about the March rollbacks was sent to CMS and earlier this year, Congressional Black Caucus Chair Steven Horsford also raised this issue in a letter to CMS and the Department of Health and Human Services.

Organ transplant care is critical for Black, Hispanic and Latino Americans, who together represent 40 percent of transplants in the U.S. — well above the 32 percent of the general U.S. population. Additionally, Black Americans rank lowest in graft and patient survival among recipients of solid organ transplants, due in part to higher immunological risk leading to higher rejection rates, making blood tests a critical component of their post-transplant care. Compounding the issue, an astounding 50 percent of those on the 100,000 person transplant waiting list are Black or Hispanic/Latino, making access to transplantation and equitable post-transplant care an important and growing issue in this community.

BLACK AMERICANS AT HIGHER RISK FOR KIDNEY FAILURE AS BLACK HEALTH MATTERS, NATIONAL KIDNEY FOUNDATION FIGHT FOR EQUITY DURING NATIONAL KIDNEY MONTH
