SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

SPRINGFIELD — President Donald Trump’s administration is pulling back $477 million from Illinois that was to be used to prevent infectious disease and treat mental health and substance abuse issues.
The Illinois Department of Public Health announced this week the federal Centers for Disease Control and Prevention is taking back $125 million allocated to IDPH and 97 local health departments for infectious disease prevention. Another $324 million appropriated by Congress for “future use” in preventing and treating infectious disease also is being blocked.

Legal and budget impacts
Funding for IDPH’s and DHS’ programs was appropriated by Congress but is now being rescinded by executive agencies. The Illinois Attorney General’s Office has already sued the Trump administration over other spending cuts, including on disaster funding, clean energy grants and teacher preparation grants.

Separately, the Illinois Department of Human Services was notified this week that $28 million from the U.S. Department of Health and Human Services for mental health and substance use disorder treatment would be terminated. The funds had been appropriated by Congress in the American Rescue Plan Act for 77 Illinois community organizations providing mental health and substance abuse treatment services to residents.
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
“This decision to terminate already awarded federal funding will cause immeasurable harm and disruption to the health and safety of the people of Illinois and generate larger expenses in the longer run,” Gov. JB Pritzker said in a statement.
Funding for IDPH’s infectious disease prevention programs was appropriated by Congress in the 2020 CARES Act — a law signed by Trump designed to help businesses, individuals, and health care institutions access funding during the height of the pandemic. Funding for DHS’ mental health and substance abuse program was appropriated by Congress in the American Rescue Plan of 2021 — a wide-ranging stimulus bill signed by President Joe Biden that included funding for programs intended to alleviate effects of the pandemic.
“The State of Illinois will do everything in our power to restore this vital federal funding and continue to invest in common sense public health solutions to keep our state safe and healthy,” Pritzker said.
A judge issued a preliminary injunction blocking Trump’s broad federal spending freezes in January, but Illinois and other states have continued to be notified that money already destined for the state’s use is being rescinded.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
A report published Thursday by Trust for America’s Health, a non-profit research organization, ranked states into one of three tiers based on their preparedness for a public health emergency, and Illinois ranked in the middle tier.

Illinois is one of 47 states with detailed “surge plans,” that outline IDPH’s ability to handle a sudden surge in testing demand and implement changes like reallocating staff and acquiring supplies, according to the report.
Over the past decade, IDPH published several surge plans including an “Ebola Virus Disease Preparedness and Response Plan” in 2019 and a “Pandemic Influenza Preparedness and Response Plan” in 2020.

The $477 million being pulled from IDPH and DHS is part of roughly $1.8 billion in federal funding the state is expecting to receive but remains in limbo. It’s also the latest example of the state losing money that’s already being put to use.
At the beginning of March, the Illinois Department of Agriculture learned the Trump administration will not reimburse the state for costs in the Illinois-EATS program incurred after Trump took office, leaving the state without $18 million of reimbursements. The program provides fresh food from Illinois farms to community distribution sites.

The U.S. Department of Agriculture terminated a $26.3 million grant earlier this month to the Illinois State Board of Education that helped Illinois schools and child care facilities buy locally grown fresh produce from Illinois farmers for use in meals and snacks.

Marian Anderson Museum & Historical Society Reopens to the Public
PHILADELPHIA – With five years of renovation, construction and clean-up from a devastating 2020 flood now behind it, the Marian Anderson Museum & Historical Society triumphantly reopened March 1.
“It was hard to continue our programs while the building was undergoing such a huge renovation and our collection was being restored. We kept going because we love this work and are inspired by the legacy of Philadelphia’s own Marian Anderson,” said Jillian Patricia Pirtle, CEO of the National Marian Anderson Museum and Historical Society.
“Now we are finally here and we are reopening with a wonderful new exhibit that shares Marian Anderson’s story with the world.”
Located at the home of the iconic contralto singer, Marian Anderson, the exhibit, “Marian: The Philadelphia Story,” was on display at the Museum for visitors during the reopening celebration and will run through November 2025.

critical repairs for the house and the restoration of Marian Anderson’s beautiful concert gowns,” said Ginne Storage, First Vice President General of the National Society Daughters of the American Revolution (DAR), at a ribbon-cutting that marked the historic home’s reopening on Saturday, March 1. “As an organization dedicated to historic preservation, education and patriotism, it has been important to the DAR to support the Museum’s restoration efforts so that they may return to sharing the history and legacy of one of our nation’s great treasures, Marian Anderson.”

GRAMMY-nominated classical-meets-hip-hop duo Black Violin released their new single and video “Smoke.” Produced by Phil Beaudreau (Dr. Dre, Justin Bieber, The Game, Lalah Hathaway), the song is the second single released from their upcoming album Full Circle, set for release later this spring. “Nothing has ever been recorded like this song,” says Black Violin’s Kev Marcus. “There is no song in the history of songs that’s a viola solo like that. I watch a lot of Beat Bobby Flay, and the chefs are like, ‘This is me on a plate’—this is Wil on a track. It’s what the viola has always wanted, since the days of Bach, to be able to shine in a melodic, super-soulful way, and no one else in the world could make that song but us.”
Black Violin members Wil Baptiste and Kev Marcus met on the first day of orchestra class in 1996 at Dillard High School of the Performing Arts in Fort Lauderdale. (Baptiste originally wanted to play saxophone in the band, but the orchestra teacher got him assigned to his class after winning a golf bet with the band instructor.) Classically trained by day, they faithfully put on their headphones and listened to the hottest rap records each night. They went to different colleges—Marcus attended Florida International University and Baptiste went to Florida State—but then reconvened, moved into an apartment together, and started trying to produce other musicians.
They developed an act covering hip-hop songs on their violins, which became popular in local clubs. Two years after sending in a tape to Showtime at the Apollo, they were invited to appear on the show—which they won, and kept

winning. They were approached by the manager of Alicia Keys, who asked them to perform with the singer at the Billboard Awards. Other offers followed—they toured with Mike Shinoda of Linkin Park, opened for the Wu-Tang Clan, and worked with the likes of Alessia Cara, 2 Chainz, and Lil Wayne. All the while, Black Violin continued touring non-stop (playing as many as 200 shows a year) and released two independent, self-financed albums before putting out the acclaimed Stereotypes in 2016, followed by 2019’s Take the Stairs, which was nominated for Best Contemporary Instrumental Album at the 2020 GRAMMYs.
Black Violin has always been about taking things further, exceeding expectations, challenging conventions. The duo has steadily built a devoted following and a diverse touring base— culminating in such triumphs as two sold-out shows at the Kennedy Center with the National Symphony Orchestra commemorating the 50th anniversary of Dr. Martin Luther King Jr.’s death, and appearances on the Today Show, CBS Mornings, and PBS Newshour—while occupying a musical lane that’s entirely its own.
Black Violin’s work extends far beyond the stage, reaching deep into communities nationwide with numerous free performances for students and hands-on engagement with youth symphonies and community centers. Through collaborations with local and national education programs such as Turnaround Arts, Baptiste and Marcus connect with more than 100,000
students throughout the year, including low-income and Title 1 schools, and adopted Bethune Elementary, in Florida’s Broward County (near where they grew up) to initiate an ongoing mentorship program. In 2019, the duo launched the Black Violin Foundation, a non-profit organization dedicated to empowering youth by working with them in their communities to provide access to quality music programs that encourage creativity and innovation.

I am not a betting woman, but I bet that those of you reading this column now—and have read it before—DO NOT have an estate plan. I am so confident in this that I’d be willing to put up a wager for everyone who presents their estate plan to me.
Why don’t more people, especially Black folks, have estate plans? From my experience, the reasons are clear:
1. They don’t believe they need one.
2 They don’t want to contemplate the inevitable.
3. They believe an estate plan is only for when you die.
4. They believe that an estate plan is cost prohibitive.
None of these are true.
An estate plan isn’t solely about distributing your assets after you pass. It’s also about protecting your wishes and ensuring a plan of care should you become incapable of making decisions for yourself. When done correctly, an estate plan provides both financial security and peace of mind—not just for you, but for your loved ones.
I once worked with two families in similar situations. One had a matriarch who had taken the time to create an estate plan, ensuring that her wishes were clear. The transition of her assets and care was seamless, reducing stress for everyone involved. The other family, however, had no such plan in place. What followed was years of confusion, legal battles, and fractured relationships. One family preserved their legacy with dignity, while the other endured unnecessary hardship.
People often ask me: What’s the biggest mistake in estate planning? The answer is simple. The biggest mistake is not having an estate plan at all. No matter your age or financial status, you need one. The best way to avoid this mistake is simply- JUST DO IT.
Don’t leave your family guessing. Make the decision today to protect your legacy. Will your estate plan be perfect? Probably not—what in life is? But families with a plan in place experience far less stress than those forced to navigate the chaos of an unplanned estate. A word to the wise is sufficient. Again - JUST DO IT! Bye for now, Bren

Stakeholders Unite to Address Policy Barriers to Breast Cancer Care

By working with regulatory and scientific agencies to improve data collection and count every person diagnosed with metastatic breast cancer, the Alliance for Breast Cancer Policy aims to equip policymakers with needed information to strengthen treatment access, properly allocate resources and improve health outcomes for individuals living with metastatic breast cancer.

The need for patient-centered, evidence-based policy solutions to improve breast cancer care has never been more urgent. Every two minutes, a woman in the U.S. is diagnosed with breast cancer. Every 12 minutes in the U.S., a woman dies from breast cancer. One-third of these deaths could be prevented if everyone had affordable, timely, high-quality care. Our government must do more.
The Alliance for Breast Cancer Policy members collaborate on policy priorities, direct advocacy and developing educational materials. The coalition will also host high-impact virtual and in-person events to empower stakeholders, engage policymakers and improve the visibility of breast cancer issues at the federal levels.
