CHICAGO TREASURER’S OFFICE HOSTS FAITH-BASED ORGANIZATIONS TO ENHANCE THEIR ACCESS TO FINANCIAL SERVICES

To ensure that faith-based organizations have access to the financial resources and services they need to help them grow and better serve their communities, the Chicago Treasurer’s Office is hosting an innovative financial education program, “Tailor-Made Financial Solutions for Faith-Based Organizations.”

The program is designed to showcase the broad range of financial products and services from Community Development Financial Institutions (CDFIs). This includes loans for real estate and land acquisitions, and deposit accounts and cash management services for operational needs and expansion of Faith-Based Organizations in under-resourced and disinvested communities.

“The intent is to help more Faith-Based Organizations serve their communities,” said Wendy Ryce-Smith, Vice President, Liberty Bank & Trust. “Whether it’s helping to operate a new health care service or building a new community center or depositing in-kind donations, CDFIs can assist with a financial solution tailored to meet an organization’s need that meets the needs of the community.”

The CTO’s program on Wednesday, March 15, from 9 a.m. to 1 p.m. at Shine Bright Community Center, 8560 South Cottage Grove, features Liberty Bank, a certified- CDFI, and one of the nation’s largest Black-owned financial institutions, and Sunshine Enterprises, a nonprofit that helps under-resourced organizations to grow and build their communities.

GOVERNOR PRITZKER ANNOUNCES NEW PARTNERSHIP BETWEEN ILLINOIS UNIVERSITIES AND THE CHAN ZUCKERBERG INITIATIVE

CHICAGO – Governor Pritzker today congratulated the University of Illinois Urbana-Champaign, Northwestern University, and the University of Chicago for being selected by the Chan Zuckerberg Initiative (CZI) to launch the Chan Zuckerberg Biohub Chicago (CZ Biohub Chicago) - a NEW biomedical research hub that will bring together leading scientific and technology institutions to study human tissue with the goal of creating new, groundbreaking therapeutics.

Selected through a highly-competitive yearlong application process, the Illinois team was chosen out of more than 60 applicants. The application was supported by Governor Pritzker, who committed $25 million in capital funds to provide support to the CZ Biohub Chicago. The Chicago site is the first expansion of the CZ Biohub Network, which launched in 2021 with CZ Biohub San Francisco. The site will include state-of-the-art laboratories, meeting spaces, a biofoundry and more. Northwestern professor Shana Kelley will serve as president of the new hub.

Through CZ Biohub Chicago, the state’s leading institutions will develop new groundbreaking technologies for studying human tissue to improve the understanding of inflammation, which could lead to new treatments for the inflammatory states that underlie many diseases.

The CZ Biohub Chicago’s collaborative model for scientific research will have profound implications for health and medicine, with the goal of creating new therapeutics, and catalyzing biotechnology in high impact areas such as regenerative medicine.

As home to some of the highest-ranked universities and hospitals in the world along with the renowned Argonne National Laboratory, the CZ BioHub Chicago will add to Illinois’ leadership in the bioscience, healthcare and research space. Thanks to the Pritzker Administration’s unprecedented investments in research and development, in recent years Illinois has bolstered its reputation as a worldclass hub for talent, research institutions, tech hubs, incubators and more.

Scholarship provides funding for students interested in STEM

In February, ComEd awarded seven students from diverse backgrounds scholarship money.

The scholarship is open to college students with a minimum 2.8 grade point average. Priority consideration will be given to students of color, women, Illinois residents enrolled in an Illinois College or University or Historically Black College and University (HBCU). Eligible degrees include Engineering, Finance, Business, Information Technology, Data Analytics, Chemistry, Mathematics, and Environmental and Natural Resources.

Laticia Holbert, Workforce Development Manager, and Kristie Conklin, Senior Workforce Development Specialist, knew there was a need for scholarships for young people, so the Future of Energy Scholars Program was created in 2022.

“We knew this scholarship was important because we needed to build a pipeline of diverse STEM talent, especially for ComEd, for the energy workforce, because we knew there is so much underrepresentation,” Holbert said.

There also is an aging workforce. The aim of the scholarship program was to ensure the focus was on providing opportunities.

According to Conklin, each year ComEd has a pool of up to $250,000. In the first year, there were 65 scholars.

In addition to new scholars, there is an opportunity for those who have received scholarships to renew their scholarships. Holbert said ComEd is looking to engage more communities by increasing outreach to provide more financial resources to students. They also are trying to engage with more HBCUs and Illinois residents who attend those schools. Holbert and Conklin are looking at ways to link the scholar-

ship awardees to opportunities within ComEd and want to increase internships to the scholarship awardees.

Bansari Pandit, who is currently a student at the University of Illinois Chicago, pursuing an industrial engineering degree, received a scholarship and served as an intern with Holbert. The internship piqued her interest in the energy industry and pursuing a career at ComEd. She also will come back as an intern for ComEd. Holbert considers that a success story.

Holbert and Conklin are proud of the demographics of the awardees. Ninety-nine percent of the awardees were women or People of Color, with 65% women and 86% People of Color, with 17% attending an HBCU and 61% attending a school in Illinois. And, 72% of the families of the students earn less than $100,000 a year.

This group of young women and men represent the diverse and inclusive workforce we are dedicated to building and maintaining,” Lewis Binswanger, ComEd senior vice president of governmental and regulatory affairs, said in a release. “In the very near future, Illinois is projected to gain tens of thousands of good-paying jobs as a result of the transition to a clean energy future, and we must ensure that women and young people of color benefit from this economic opportunity. This next generation of leaders will play a vital role in helping us build an equitable and clean energy future.”

Gov. Pritzker Announces Nearly $60 Million in Grants for 118 Local Park and Recreation Projects Throughout Illinois

SPRINGFIELD — Governor JB Pritzker along with state and local leaders and the Illinois Department of Natural Resources (DNR) announced nearly $60 million in state grants are being awarded for 118 local park projects throughout Illinois to help communities acquire land and develop recreational opportunities. The grants represent the largest round of Open Space Land Acquisition and Development (OSLAD) grants in the 36-year history of the program, which was designed to help communities fund land acquisition and development for parks and outdoor recreation projects.

In addition, for the first time in the history of the program, funding will cover 100% of eligible projects located in economically distressed communities, resulting in 22 underserved locations receiving OSLAD grants.

“Today, I couldn’t be prouder to announce that IDNR’s OSLAD program is offering the largest round of grants in the history of the program — nearly $60 million,” said Governor JB Pritzker. “The health and wellbeing of Illinoisans sits at the heart of the OSLAD program, and for the first time ever, we’ve been able to provide 100% of funding assistance to qualifying distressed recipients.”

Established by the Illinois General Assembly in 1986, OSLAD is a cost-sharing program between state and local governments that has become one of the most popular grant programs in Illinois. Since it was established, OSLAD has awarded more than $530 million for park projects throughout Illinois (including the awards announced today).

“I appreciate Governor Pritzker’s push to increase state funding for the OSLAD program and also set aside money to ensure traditionally underserved communities are able to build and improve their parks,” said DNR Director Natalie Phelps Finnie. “An investment in the outdoors is an investment in the health and well-being of the people of Illinois. We know that 83% of Illinoisans consider access to outdoor recreational opportunities important for them and their fam-

ilies. We also know that getting outside leads to better overall health.”

An economically distressed community, calculated using data from the Illinois Census and the Illinois Department of Revenue, considers an area’s poverty level and equalized assessed valuation (EAV). In FY 2023, as a result of the Department’s efforts, DNR awarded 25.5% of the OSLAD funding to distressed communities, up from 4.7% in FY 2022.

To help facilitate the timely award of OSLAD grants for fiscal year 2023, IDNR contracted with the Northern Illinois University Institute for the Study of Environment, Sustainability and Energy. Fifteen graduate and undergraduate NIU students served as supervised grant reviewers for OSLAD in a first-of-its-kind partnership.

OSLAD grants typically provide up to 50% of funding for a project – excluding economically distressed communities where 100% of project costs have been covered. The other 50% are supplied by matching funds from the project’s local government agency.

“The Illinois Association of Park Districts and its members are extremely grateful to Governor Pritzker for ensuring that these dedicated matching grant funds are awarded for much needed park improvement projects benefiting communities throughout Illinois,” said Peter Murphy, President & CEO of the Illinois Association of Park Districts. “For more than three decades, OSLAD-funded projects have provided Illinoisans with access to local parks, including those who are disadvantaged and underserved, persons with disabilities and special needs, seniors, and families. OSLAD capital improvements projects create jobs, support small businesses and labor, promote physical and mental health, help educate and provide jobs to youth, and improve the environment. As IDNR staff can attest, there is an overwhelming demand for these projects, and today’s grants will once again enable local parks to make Illinois a better place to live, work, and play.”

Illinois Earns Credit Upgrade from S&P Illinois’

7th Credit Upgrade Under Gov. Pritzker

SPRINGFIELD -- Governor JB Pritzker celebrated S&P Global Ratings’ upgrade of Illinois bonds. This latest action means that Illinois has received a total of seven upgrades in less than two years under Governor Pritzker. This fiscal progress was achieved due to strong fiscal leadership by Gov. Pritzker and Democrats in the General Assembly.

S&P Global Ratings announced a ratings upgrade to A- for Illinois’ General Obligation bonds, its third upgrade of Illinois’ bonds since July 2021. The last time Illinois had an A- rating from S&P was before May of 2016. Fitch Ratings upgraded Illinois’ bonds by two notches last spring, the first Fitch upgrade for Illinois’ General Obligation bonds since June 2000. Illinois received two upgrades from Moody’s Investor Service in two separate actions in April 2022 and June 2021.

“I am thrilled to see our hard work

at righting the past fiscal wrongs of our state reflected in today’s action by S&P with another credit rating upgrade—the third such upgrade in just two years,” said Governor JB Pritzker. “Our continued fiscal responsibility and smart budgeting will save Illinois taxpayers millions from adjusted interest rates, and my partners in the General Assembly and I look forward to building on that success.”

The upgrade follows unveiling of the Governor Pritzker’s proposed fiscal year 2024 budget which builds on four years of historic progress with balanced budgets, a Budget Stabilization Fund on track to hit $2.3 billion, elimination of the state’s bill backlog and reaching $1 trillion GDP. The proposed spending plan maintains the Governor’s commitment to fiscal responsibility while growing Illinois into an economic powerhouse and makes transformative, generational investments in early childhood education and efforts to fight poverty.

“The upgrade on the GO debt reflects our view that Illinois’ commitment and execution to strengthen its budgetary flexibility and stability, supported by accelerating repayment

of its liabilities, rebuilding its Budget Stabilization Fund to decade highs; and a slowing of statutory pension funding growth, will likely continue during the outlook period,” S&P Global stated.

S&P last upgraded the state’s bonds in May 2022 and today’s analysis credited the state’s recent actions in paying longstanding debts, rapid and early repayment debts taken on during the pandemic-induced recession and transparent reporting both from the Comptroller and the Governor’s Office of Management and Budget.

S&P Global upgraded Illinois’ rating on its General Obligation bonds to A(stable outlook) from BBB+ (stable outlook), and also upgraded Build Illinois sales tax bonds to A (stable outlook) from A- (stable outlook).

The rating of a state’s bonds is a measure of their credit quality. A higher bond rating generally means the state can borrow at a lower interest rate, saving taxpayers millions of dollars.

Between 2015 and 2017, the State of Illinois suffered eight credit rating downgrades and sat at the top of many analysts’ lists of the worst managed states in the nation. At its worst, Illinois’ bill backlog hit nearly $17 billion.

Gov. Pritzker Joins Reproductive Freedom Alliance

Chicago — Governor JB Pritzker announced he will join the Reproductive Freedom Alliance (RFA), a non-partisan group of state Governors focused on working alongside one another to identify best practices for legislative and executive action to protect reproductive rights. Twenty states representing over 167 million Americans have signed on to the Alliance. Members of the RFA will share strategies on advancing legislative and executive action to protect reproductive rights. 11 states have full bans on abortion in place, and many more have restrictions to access that can prevent patients receiving care. Illinois is one of the only states in the

Midwest to have maintained protection for abortion services since the overturning of Roe v. Wade last year.

Governor Pritzker has made protection of reproductive rights a priority throughout his time in office. In 2019, the Governor signed the Reproductive Health Act, repealing anti-abortion legislation and expanding insurance coverage for reproductive health services. The Governor has also increased Title X funding to cover for federal deficits during the Trump administration and to allow providers to better care for an influx of out-of-state patients seeking care after the repeal of Roe v. Wade.

Recently, the Governor signed an omnibus reproductive rights bill that protects abortion and gender-affirming care providers from legal attacks by anti-choice states and broadens provider permissions to allow more healthcare professionals to offer reproductive care. Governor Pritzker’s proposed FY24 budget includes $18 million for a reproductive health care navigation hotline, collaborative learning systems for providers, specialty programs for high-risk patients, and increased primary care training.

The states who have signed on to the Alliance include: California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New Mexico, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Washington, and Wisconsin.

SIMS CELEBRATES ILLINOIS’ SEVENTH CREDIT UPGRADE

For the seventh time in less than two years, Illinois has seen another improved bond rating. S&P Global Ratings – one of the nation’s major rating agencies – announced upgrades Thursday thanks to the fiscally responsible decisions made by Illinois Democrats.

State Senator Elgie R. Sims Jr. – the chair of the Senate Appropriations Committee and Majority Caucus Appropriations Leader – released the following statement:

“Today’s news is yet another sign the years of fiscal responsibility from the General Assembly is paying off. In recent years, we have been able put money back in the pockets of the state’s hardworking families and provide funding for the people who need the most help – all while paying down our bill backlog. Illinois is a standout state when it comes to putting the needs of our residents first, and we do so in a responsible and equitable way.

JOYCE ANNOUNCES NEARLY $3 MILLION IN LOCAL OSLAD GRANTS

With support from State Senator Patrick Joyce, the Illinois Department of Natural Resources is distributing nearly $3 million in grant funds to multiple communities in the 40th District as part of the Open Space Land Acquisition and Development grant program.

“The funds from the OSLAD grants are a great resource for our communities so improvements can be made to parks and other outdoor spaces to continue to make them useful for folks,” said Joyce (D-Essex). “Not only does this investment help keep our outdoor areas appealing, it continues to build up and maintain spaces for people to visit for safe, public outdoor recreation.”

A total of $60 million in state grants are being awarded for 118 local park projects throughout Illinois to help communities acquire land and develop recreational opportunities. The grants represent the largest round of Open Space Land Acquisition and Development grants in the 36-year history of the program.

JENISE TERRELL Named CEO Of Public Allies

Chicago Treasurer’s Office and R. Seelaus & Co. Invest to Increase Homeownership and Renew Neglected Neighborhoods

Chicago, Ill. – More low-to-moderate income homebuyers in Chicago will now be able to realize their dreams of homeownership. Thanks to an innovative public and private partnership between the Chicago City Treasuer’s Office and R. Seelaus & Co., Inc., a certified women-owned, full-service investment and asset management firm, new capital has been invested in Freddie Mac and Fannie Mae that will make mortgages for single-family homes more accessible on the city’s south and west side neighborhoods.

The City Treasurer’s Office has initially invested $7 million with a commitment to invest a total of $25 million within the first quarter of 2023, in partnership with R. Seelaus & Co. About the investment, where the homeownership rates for Blacks is 35% and 43% for Hispanics, compared with 54% for Whites, Chicago Treasuer Melissa-Conyears whose office is the custodian and manager of all cash and investments for the City, said: “Access to homeownership is both a cornerstone to lift marginalized neighborhoods and a critical tool for building long-term wealth, and a more equitable future. We’re proud to be part of this initiative because it will get desperately needed mortgage capital into the hands of hard-working Chicagoans who historically and systematically have been blocked out of the American Dream of homeownership.”

The initiative began in late January 2023, with the Treasurer Office’s initial investment from cash holdings to lower-middle income loan programs under-written by Freddie Mac and Fannie Mae and exclusive to Chicago residents. These investments will allow low-to-moderate income Chicago residents to purchase their single-family dream home and instill confidence in the market that helps catalyze additional economic devel-

opment opportunities and contribute to a community’s well-being and vibrancy.

Congressman Kweisi Mfume Introduces Legislation to Commemorate African American World War II Hero Doris Miller

WASHINGTON, D.C. – Congressman Kweisi Mfume (MD-07) announced the introduction of a pair of bills to commemorate the life and legacy of African American Mess Attendant Doris ‘Dorie’ Miller. During the attack on Pearl Harbor, Mess Attendant Miller manned an anti-aircraft gun and downed enemy planes, despite the fact that the racially segregated steward’s branch of the Navy was not trained to use anti-aircraft guns. Congressman Mfume’s bills seek to award the Medal of Honor and a Congressional Gold Medal to Mess Attendant Miller.

“Today is ‘Dorie Miller Day’ on Capitol Hill. Dorie Miller protected America, and we are all the beneficiaries of his bravery. His valiance is even more admirable because he courageously worked to save a democracy that he could not fully enjoy at that time, as the United States military did not become fully integrated until almost seven years after his heroism in World War II,” said Congressman Mfume. “I am honored to continue the work of my friend, former Congresswoman Eddie Bernice Johnson, who had fought to give Mess Attendant Miller’s legacy the celebration of the Medal of Honor since 2001. The Life of Doris ‘Dorie’ Miller Background

Born in Waco, Texas on October 12, 1919.

Son of Connery and Henrietta Miller.

Dropped out of school to support the family farm, worked parttime as a cook in a small restaurant in Waco.

Military Career

Enlisted in the United States Navy in September of 1939.

After bootcamp training, was assigned to the USS West Virginia as a messman.

Quickly moved up in the ranks from messman to ship’s cook, third class, and was stationed at Pearl Harbor.

Black sailors serving in the racially segregated steward’s branch of the Navy were not trained to use anti-aircraft guns.

On December 7, 1941, Doris Miller was doing laundry at around 8:00 a.m. when a Japanese torpedo hit his ship, anchored in Pearl Harbor.

He rushed to the main deck to help move his mortally wounded captain out of harm’s way and attend to other wounded sailors.

He then manned a 0.50-calibre anti-aircraft gun and fired at the attacking planes.

According to news stories and other sailors’ accounts, Doris Miller downed 2 to 5 enemy planes before he was forced to abandon ship.

National Awards and the Medal of Honor

Doris Miller was awarded a commendation from the Secretary of the Navy as well as the Navy Cross on May 27, 1942, in a ceremony at Pearl Harbor.

The Navy recently commissioned an aircraft carrier to be named after Doris Miller, and the town of Waco, Texas recently unveiled a riverside memorial.

Doris Miller has yet to receive the Navy’s highest award, the Medal of Honor.

Mr. Miller’s family and friends have fought for decades to convince the Navy to award Doris Miller with the Medal of Honor posthumously.

More than 15 cities have expressed support, and the U.S. Conference of Mayors adopted a resolution endorsing the effort in 2001.

Congress has introduced a resolution in support of the Navy awarding Doris Miller the Medal of Honor every year since 2015.

Decisions on military honors are typically reserved for the military, and the Navy has not yet decided to change course on Doris Miller’s status.

Medal of Honor Bill – Doris Miller

This bill authorizes the President to award the Medal of Honor, the highest military decoration in the United States Armed Forces, to Mess Attendant Doris ‘Dorie’ Miller.

Former Representative Eddie Bernice Johnson had fought to give Mess Attendant Miller’s legacy this recognition since 2001.

This legislation is endorsed by the National Association for Black Veterans (NABVETs) and the Dorie Miller Medal of Honor Committee.

Congressional Gold Medal Bill –Doris Miller

The second bill of this dual-tracked legislative effort to federally recognize Doris Miller awards him posthumously the Congressional Gold Medal, the highest civilian award in the United States.

If approved by Congress, Doris Miller’s family would receive the medal and it would be displayed at the Smithsonian Museum.
