MANLEY BILL REFINES ACCOUNTING LICENSURE, EXPANDS PATHWAYS FOR PROFESSIONALS
SPRINGFIELD, Ill. – Working to expand pathways for certified public accountants (CPAs) to work in Illinois, state Rep. Natalie Manley, D-Joliet, is sponsoring a bill that would add two additional methods for CPAs to gain licensure and make it easier for non-residents to provide CPA services in the state.
“With tax season upon us, this bill fixes some of the barriers for residents that want to become a CPA and establishes a pathway for current CPAs that want to work in Illinois — licensure stalls, red-tape, and antiquated requirements,” said Manley. “This is a practical, no-fuss solution that lowers barriers to CPA license access to address the profession’s pipeline crisis and workforce shortage by one, encouraging out-of-state accountants in good standing to come practice in Illinois, and two, allowing qualified accounting graduates who have passed the CPA exam to become licensed.”
Manley recently filed House Bill 2459, which would amend the Illinois Public Accounting Act by carving two new pathways for accounting professionals without disturbing the current path to licensure, allowing CPA applicants to become licensed with:
A bachelor’s degree in accounting, at least two years of experience, and the passage of the CPA exam; or
A bachelor’s degree and a master’s degree with 30 hours of accounting concentration, at least one year of experience, and passage of the CPA exam.
“By putting two new licensure methods on the table for our accounting professionals, we can ease burdens around tax season where so many of our residents request accounting services by slashing the red tape that’s kept more than qualified individuals from practicing and serving our state.”
House Bill 2459 is currently under consideration by the Financial Institution and Licenses Committee.

Chicago Public School Students Step into the Role of Sports Executives, Presenting Innovative Solutions at Wrigley Field
CHICAGO — More than 90 Chicago Public Schools students from high schools across Chicago stepped into the shoes of sports executives showcasing their strategic thinking and problem-solving skills while presenting their final projects for Cubs Charities’ Careers As Sports Executives (CASE) Study Program. The event marked the culmination of the six-week program, which immerses students in the business of sports while equipping them with real-world career skills.
“The CASE program is an incredible opportunity to discover your interests and explore potential career paths. It has given me valuable insight into my future and helped me think more deeply about where I want to end up in life,” said Sophia Hernandez, student of ITW David Speer Academy, CASE program participant and Cubs Nike RBI player.
The program led off with a networking event at the Chicago Cubs Front Office where more than 70 associates guided students on an office tour. Then, through eight interactive virtual sessions, CASE participants collaborated with Cubs and other professional sports industry experts to explore key aspects of sports management, including scouting and player development, data analytics, marketing and social media and more. The students applied their knowledge in a capstone event, where they tackled real-world challenges faced by sports executives, demonstrating strategic thinking, teamwork and innovative problem-solving.
“The CASE Study Program offers an opportunity for students who may not have other avenues to explore and learn about working in the sports industry, while also introducing them to a network of professionals,” said Jennifer Dedes-Nowak, Assistant Director of Cubs Charities. “It’s inspiring to see their ambition and dedication, and we’re proud to help develop the next generation of leaders in sports.”
Originally launched in Chicago in 2018, the CASE program has since expanded to Major League Baseball markets in Detroit, New York City, and San Francisco. Through this initiative, Cubs Charities continues to invest in academic and career opportunities for youth, providing students with exposure to careers beyond the playing field.

Black Women-Owned Dispensary Wants To Remove Stigma And Keep People Safe

Anderson, Davis and McAdoo wanted to be able to help their patients outside the hospital setting, because they were aware their patients might be using cannabis. They wanted to educate themselves on the reasons why patients might be using cannabis and how they used it. During that education process, they decided that they wanted to enter the cannabis industry.
Anderson and Davis applied for a medicinal license in 2014, thinking that their roles working with Veterans and being in the medical field, would qualify them for that license. They were not awarded the license, but tried again in 2019, with McAdoo, and were awarded a craft license and a dispensary license, under the Social Equity program.
“We are already in the business of titrating and dispensing medication on a daily basis for patients, that’s what we do every day, so it only made sense that we pivot into something, all of us wanting to be entrepreneurs, this seemed like the perfect fit for us,” McAdoo said.
Anderson, Davis and McAdoo, among themselves they have 70 years of experience in the medical field and working with veterans. They have faced many challenges, hurdles and struggles going through the licensing process and even since they opened their dispensary in December of 2023.
Excelleaf services about 100,000 customers in the DeKalb area. There is not another dispensary within 40 miles. McAdoo said they were fortunate to get into that space and have been embraced by the community. The people in DeKalb had been fighting for a dispensary in the area for a very long time and the residents were really excited when they opened.
Anderson, Davis and McAdoo have put their own money into the business. Very few banks will fund cannabis dispensaries for small business loans, because it is not a federally recognized business. While they have obeyed the rules and complied with the regulations required by the Cannabis Regulation and Tax Act (CRTA), they say illegal and intoxicating weed being sold as hemp in communities and the illicit cannabis market has created a challenge for them.
McAdoo said when patients who have ingested Delta-8
products come to the hospitals and medical centers, they aren’t sure why they are having adverse reactions because they believe they have ingested weed. She said what her, Anderson and Davis have worked so hard to build, as far as messaging about cannabis, is being destroyed by the illegal and intoxicating weed being sold as hemp and the illicit cannabis market.
McAdoo said the cannabis business owners, in the state of Illinois and its legislators have spent a lot of time trying to make it a safe industry. They want to remove the stigma from cannabis, that means they have spent a lot of time and effort to remove that stigma, with packaging, labels and dosing requirements.
“We know everything that’s in every product and every package. We start with asking customers and patients what’s their experience and how experienced are they with cannabis. If they’re not, just like I do in a hospital, we’re going to titrate this up, we’re not going to start with maximum doses, we’re going to start with small doses and titrate to effect,” McAdoo said, adding that it is how they’ve trained their budtenders in the dispensary. On the other hand, when people buy cannabis off the street, they don’t know the dosages or what else might also be in it. With the intoxicating hemp market, there aren’t restrictions on what is put into those packages. McAdoo said a lot of times, there are high dosages of THC in those packages, which would never be allowed in a cannabis dispensary. Anderson said she wants to see legislation come to pass that will benefit small businesses and entrepreneurs who follow the rules and regulations. She would like to see all the same rules and regulations be followed for all parts of the industry.
Anderson sees herself, Davis and McAdoo as trailblazers, and said it is exciting to be owners of a Black women owned cannabis dispensary. Because of our work as nurse anesthetists, which wasn’t easy, and because there are very few Black women in that field; owning a dispensary, being the first and being the only, while being a trailblazer for Anderson is a continuation of that .
“I think it’s a great feeling that we’re able to start a business like this, help the community out, be forward thinking, in our thought process of how to keep this business open, and be productive in it,” Anderson said.

“Education is under attack and we have heard from our funders that funding budgets are being cut, so we are asking churches to do what they’ve always done – stand in the gap,” said UNCF Regional Development Director Lisa M. Rollins.
As a part of its Faith-Based Initiative unveiled this week, UNCF Chicago is urging those within the faith-based community to lead their congregations by giving a donation or by hosting a UNCF Sunday.
“We are asking all ministers and members of the faith community and the Chicagoland community at large for support as we shore up funds for the future to continue supporting local students,” said Rollins.
Pastors and faith leaders can implement their giving however they see fit. UNCF Chicago will share materials and strategies to support their fundraising.
“Some pastors are having their members who attended HBCUs wear their school gear on UNCF Sunday. Others are ask-
ing for testimonials from members about how attending college impacted their lives,” she said.

To encourage the widespread adoption of coordinated care models, the Alzheimer’s Association convened an expert workgroup of researchers to define consistent dementia care navigation. Their findings, published in Alzheimer’s & Dementia: Translational Research and Clinical Interventions (TRCI), outline seven essential principles for dementia care navigation that emphasize personcentered care.
According to the workgroup, effective dementia care navigation should:
• Be person- and family-centered to foster collaboration and engagement.
• Be culturally responsive and address disparities in healthcare access and support services.
• Clearly define roles and responsibilities for all members of the dementia care navigation team.
• Address barriers related to medical, legal, financial, emotional, and other challenges faced by individuals living with dementia and their caregivers.
• Provide coaching, education, and coordination that is empowering, solution-focused, and strengthsbased.
• Focus on the family unit as defined by the person living with dementia.
• Ensure that processes and protocols are evidence-based.
Dementia Care Navigation Roundtable Building upon this framework, the Alzheimer’s Association leads a Dementia Care Navigation Roundtable, bringing together health systems, payers, and dementia experts to develop standardized processes and protocols for dementia care navigation.
The Roundtable is working to refine patient navigation programs based on the established principles while gathering additional evidence to enhance their implementation across all care settings. The group aims to define the need for dementia care navigators and establish best practices for integrating this framework into healthcare systems nationwide.

The Rich Get Richer, and the Poor Get Poorer
When I ask people if they have their affairs in order, most say “yes.” But statistics tell a different story—less than 41% of Whites and only 26% of Blacks have estate plans. That means the majority are unprepared for their final years.
As a child, I often heard, “The rich get richer, and the poor get poorer.” I hoped it wasn’t true, but today’s reality suggests otherwise. A study reported by the National Association of Real Estate Brokers (NAREB) found that Black homeownership is about the same as it was in 1970. This is alarming because real estate is the foundation of Black wealth—yet too many of us are dying without wills or trusts, leaving our property in limbo.
Take my South Shore community: once 85% owner-occupied, it’s now just 23%. A major reason? Many residents live in homes still titled to deceased relatives, never going through the legal process to claim ownership. The cost to update a title is minimal compared to the financial benefits of securing property for future generations. As a former owner of a AMAXX Title Services, I can show you how.

Chef Renard Tucker Infuses Living Fresh Market’s Hot Bar with a Unique Blend of Flavors from New Orleans and Beyond
FOREST PARK, Ill. -- The secret is out! Living Fresh Market’s hot bar, led by the talented Chef Renard Tucker, has become the go-to destination for families who want to enjoy restaurant-quality meals without the hassle of grocery shopping or dining in a restaurant.
Chef Tucker, 44, who hails from New Orleans, has been delighting customers with his authentic Cajun, Creole, and Southern cuisine for the past few years at what is believed to be the largest full-scale supermarket owned by an African American in the nation.
Last week, Chef Tucker and his team were in their element, serving up a feast of New Orleans and Fat Tuesday dishes that left customers longing for more. The hot bar featured fan favorites such as jambalaya, blackened catfish, seasoned asparagus, macaroni and cheese, shrimp and grits, and a seafood boil. The response was overwhelmingly positive.
Corey Cooper, a retired policeman from Maywood, shared his enthusiasm during a recent visit: “Shrimp and grits, man, it’s that southern style. I knew he was from New Orleans. Every Friday, I come in just because of the shrimp and grits, and on other days when I’m here shopping, I get other things. This is dynamite.”
Chef Tucker’s culinary journey is as rich and flavorful as the dishes he prepares. His passion for cooking began at a young age, inspired by his grandmother’s fried chicken and homemade biscuits, jams, and jellies. “I love it. It is my first love. Cooking is my passion. Even from birth, I was in the kitchen with my grandmother. That’s where it started from,” Chef Tucker reminisced. He further honed his culinary skills while working on oil rigs for 15 years, learning from a seasoned chef who taught him everything before retiring.
Thirteen years ago, Chef Tucker, his mother, and a few other relatives moved from New Orleans to Chicago. This move was influenced by an aunt who had settled in the area 38 years ago.
His first cooking job was at an upscale Oakbrook seafood and steak house. He became the lead chef at Harvest 365 Restaurant & Fresh Grill, a fancy all-youcan-eat buffet with international cuisine inside the Forest Park Plaza in Forest Park. From Harvest, he launched Heavens Kitchen Catering Inc., before being lured by Living Fresh Market’s senior executive Melody Winston to become the chef of the hot bar.

Private Fear, Public Façade
News reports roll out daily highlighting the latest cruelty from the Trump/Musk administration. The government is being aggressively and indiscriminately dismantled and with it the rights and safety net many depend on. This constant stream has created an atmosphere of anxiety, fear, and uncertainty. Shifts are coming at a pace that leave little time or space to deal with anything other than what is in front and what comes next. There is a surreal quality to the experience made all the stranger for the sense of business as usual that also exist.
There is a chorus of media pundits and influencers attempting to galvanize a broad response, yet in our everyday lives there seems to be little reflecting this urgency. It is only in private conversations that people are willing to admit the direness of our situation to themselves and to one another. Publicly, there exists this need for individuals to avoid being seen as alarmists and companies to avoid in any way drawing the ire of the administration.
This public distancing of ourselves from the severity of our situation is harmful to our mental health and further normalizes the harm being done. Corporate groups hosting events honoring women but not mentioning the fight we are in for bodily control are not empowering, they are hollow. There is nothing to be gained by pretending we are ok. In fact, we unintentionally contribute to the harm and entrench it when we go about our daily lives failing to hold ourselves, the companies we support, and our elected officials to the task of fighting for democracy. We do not do ourselves any favors by whispering our fears privately while wearing masks of normalcy publicly. It’s time to lead with our faith to dismantle the façade and face our fears.

Both Broadcast Networks have corresponding FTN FAST Channels under the same branding. Partnering with A+E Networks, on July 1, 2024, FTN launched its third Broadcast Network, DEFY, featuring popular unscripted TV series. These three diginets are on air in 90% of the U.S.
On March 1, FTN launched its fourth Broadcast Network, BUSTED, offering audiences endless thrills through first-hand, high-adrenaline, crime-focused programming. It is anticipated to launch with more than 90% coverage of U.S. households via distribution on Scripps; Gray Media; Nexstar Media Group, Inc.; and HC2 Broadcasting TV stations nationwide.
FTN capitalizes on the resurgence of over-the-air viewing, the rapid growth in ad-supported streaming channels, and the rise of digital broadcast networks, which grew their total share of viewing by 13% during the 2023/2024 broadcast season, per Nielsen. Guided by the talented quilter artist Torreah “Cookie” Washington, this class provides a unique chance for intermediate to advanced quilters to bond with other enthusiasts, honor National Quilting Month and celebrate the launch of the museum’s latest exhibition, “In Slavery’s Wake.” Participants are required to bring their sewing machine with zig-zag stitching capabilities. Top Scams to Watch Out for This Tax Season
(StatePoint) The days of filing paper tax returns are gone, and criminals are taking advantage. With taxpayers managing their sensitive information online, thieves are finding new ways to scam victims. In 2023 alone, the IRS reported $5.5 billion lost to tax fraud schemes. And the increased prevalence of artificial intelligence means tax scams this year will likely be more sophisticated than ever.
Scammers have an arsenal of weapons, but no matter their tactics, the goal is the same – to have you give them money or access to it. Here are scams to look out for this tax season: Tax avoidance scams. These scams often promise rewards too good to be true. Scammers claim to have specialized knowledge on exploiting loopholes to avoid taxes or maximize returns. High-income filers are heavily targeted through offers of seemingly
legitimate annuities or tax shelters. Refund scams. In this scam, a criminal will claim to be someone official notifying of an unclaimed or incorrectly calculated refund, prompting the victim to share information – and possibly bank account numbers – to claim it.
Violation scams. This is a fear-based scam, where the criminal poses as an IRS official threatening some punitive action, claiming the victim committed a violation and needs to contact them to resolve the situation.
Filing support scams.
Similar to tech support scams, criminals offer to help create IRS accounts to assist with the online filing process.
Frequently posing as tax preparers, scammers will go through the motions of gathering the victim’s personal information for tax forms they never intend to file.
Social media scams.
Social media serves as a great place for criminals to find potential victims and carry out tax scams, fraudulently claiming to offer different types of services or possessing unique knowledge or access.
Recovery scams. Once a victim is scammed, criminals will try to strike again – believing the victim is gullible. Exploiting a time of vulnerability, they’ll contact the victim with promises of helping them recover their losses and will leverage this as an opening to commit additional crimes.
While it is not always easy to pick out a scam, here are indicators to watch for:
• Promise of a big pay-out. If it sounds too good to be true, it probably is.
Request for your account information.
The IRS will never ask for your credit or debit account information over the phone.
• Random contact. The IRS contacts taxpayers by mail first and will never contact via random phone calls or digital means. The IRS will not leave prerecorded, urgent, or threatening voicemails.
• Demands or threats. The IRS can’t
revoke your driver’s license, business licenses or immigration status and cannot threaten to immediately bring in local law enforcement. Taxpayers are allowed an appeals process, so any message of “now or
