COOK COUNTY BOARD PASSES NEW TAX INCENTIVE ORDINANCE The Cook County Board recently approved a new Tax Incentive Ordinance that will work in tandem with the recently passed Workforce Ordinance for any tax incentives processed by the Cook County Bureau of Economic Development (BED). “This ordinance is a result of a major effort by municipalities, businesses and property owners throughout the County to reactivate vacant property,” said Cook County President Toni Preckwinkle. “It is designed to improve the business climate, stimulate job growth in Cook County and ensure that those who receive the incentives comply with their commitments.” Moving forward, tax incentive recipients processed through the County’s BED must enter into an agreement with the Chicago Cook Workforce Partnership for the term of the tax incentive. Recipients will work directly with the Partnership to fill job openings and vacancies for a period of at least seven business days from the date job vacancies are opened. Working together, the newly amended Tax Incentive Ordinance and Workforce Ordinance will: Facilitate faster processing of incentive applications in Industrial Growth Zones and designated retail corridors. Make tax incentive recipients more accountable for upholding their end of the agreement with the County. Increase transparency by requiring tax incentive applicants to submit an Economic Disclosure Statement to their municipality. Create avenues for revoking tax incentives for businesses that do not comply with their development agreements. Clarify and expand the scope of the County’s Living Wage requirement to ensure that employees who work at properties that receive a tax incentive are paid a living wage regardless of ownership. These new standards primarily apply to tax incentives reviewed by the BED and sent through to the Assessor for approval, and will promote overall accountability for the tax incentive and job creation process in Cook County, Preckwinkle said.

Rauner hasn’t passed the Illinois State Budget and says it’s time for Rauner to stop playing with the public education funds of black and brown kids in our communities. FSCAC STANDS AGAINST GOV. BRUCE RAUNER

linois Governor Bruce Rauner delivered his 2017 budget address to the Illinois General Assembly on Feb. 15, 2017 at the Capitol in Springfield, and stated that his 2017 budget proposal would potentially bring, “economic changes [and] it will also focus on the fabric of our society – investing in schools, public safety, criminal justice reform and human services,” according to an Illinois Government News Network press release.
