JONES ADVANCES BILL EXPANDING COVERAGE FOR CARJACKING VICTIMS

SPRINGFIELD, Ill. State Rep. Thaddeus Jones, D-South Holland, is working to ensure drivers have more comprehensive coverage protecting them from auto theft by introducing new legislation requiring insurance companies to cover stolen vehicles regardless of the context of the incident.

“Insurance companies finding loopholes to deny coverage for their customers is just wrong and unfair,” Jones said. “If your car got stolen, you’d be pretty upset, so I introduced legislation to provide insured car owners some security and accountability to insurers”.

Jones’s House Bill 2842 extends the policies given by auto insurance providers to cover vehicle theft even if there was no evidence of forced break in, if the key was left inside the automobile, or if the vehicle was unlocked. The previous law raised insurance premiums for those affected by vehicle theft that resided in higher auto theft geographic areas.

Jones’s bill broadens the resources and security from auto thefts by coinciding with House Bill 2245, passed into law last year. House Bill 2245 provides a car theft hotline to the manufacturer as well as the local sheriff’s department to ensure proper claims and remedies are put into motion.

The bill passed out of the Insurance Committee on Wednesday, March 20, and awaits consideration on the House floor.

MUSSMAN TO ADDRESS TEACHER VACANCIES IN NEW WORKING GROUP

SCHAUMBURG, Ill. – State Rep. Michelle Mussman, D-Schaumburg, will join a newly formed Teacher Shortage Working Group to address the longstanding issue of vacancies in Illinois schools by exploring new ways to attract and retain qualified educators.

“Research shows that educator quality is among the most significant factors influencing student achievement,” said Mussman. “As chairperson of the Elementary and Secondary Education committee, I’ve witnessed firsthand the obstacles more and more school districts face regarding staff vacancies. Forming this working group demonstrates the state’s commitment to addressing a national issue in education and can lead to positive outcomes for schools, teachers, and students alike.”

According to the Illinois State Board of Education, as of 2023, there were over 7,000 unfilled educator positions across the state. The Teacher Shortage Working Group will meet regularly to work on sustainable solutions that will help mitigate teacher shortages in the long term, ensuring a stable and qualified workforce for schools and students.

“We strive to deliver a world-class education, but these vacancies can undermine the quality of a child’s education, hinder student success, and weaken the overall effectiveness of our education system,” said Mussman. “I’m eager to brainstorm with the members of this group. Collaboration is key to coordinating efforts to tackle this issue and set our students up for future success.”

JIMÉNEZ ADVANCES LEGISLATION

GUARANTEEING HEALTH BENEFITS FOR MENTAL HEALTH EMERGENCY RESPONDERS

SPRINGFIELD, Ill. – Emergency mental health professionals would be guaranteed disability coverage and line of duty compensation under new legislation advanced by state Rep. Lilian Jimenez, D-Chicago.

“As our approach to emergency response and 911 operations includes the invaluable expertise of mental health professionals, these first responders deserve the same health and line of duty coverage as their police, firefighter or paramedic counterparts. While moving this legislation out of committee is only the beginning, I am confident that our efforts to bring equity and a justice-oriented approach to emergency response will prevail.”

Jiménez’s House Bill 5083 amends current legislation creating employee disability, line of duty compensation and public safety benefits to include mental health professionals as employees eligible for benefits. Current law does not include these responders who regularly report to the scene of emergency situations in which their expertise would be most valuable.

House Bill 5083 passed out of the Personnel & Pensions Committee.

She Owns It, She Biz Conference set for May 17th

Continued from page 1

The She Owns It, She Biz Conference will take place on Friday, May 17th, at Malcolm X College, 1900 W. Jackson Blvd. Love started the conference three years ago because she wanted to do an event to say thank you to her friends and clients who were Black women in business in November, and acknowledged that they made it through the pandemic. It was a gathering of 70 women in person and 40 people online.

For the second year of the conference, Love partnered with the University of Illinois at Chicago. There were 350 women in attendance at the event, which also honored Black women who are movers and shakers in Chicago, the surrounding communities and internationally.

“Everyone who attended, the participants and the attendees, they all spoke positively about the event so it gave me the encouragement to do it again this year,” Love said.

Love said that while Black women for so long have been the backbone of society, they have been overlooked, counted out and not given credit. She wanted to create a conference that would uplift Black women and empower them. It is her hope that the conference will promote sisterhood.

Moor’s Brewing Company is a sponsor for the She Owns It, She Biz Conference. Jamal Johnson, Co-Founder and CFO of Moor’s Brewing Company, said they wanted to show their appreciation and support to Black women. Black women were instrumental in the creation of beer. The Black-owned brewery, which launched on June 19, 2021, paid homage to Patsy Young, a formerly enslaved woman who mastered beer brewing, during Women’s History Month. Damon Patton, Co-Founder and CEO of Moor’s Brewing, said they wanted to make sure they showed up for Black women.

The She Owns It, She Biz Conference was announced at Moor’s Brewing Company’s Blossom event. The goal of the event was to highlight women in different industries.

“It was a way to acknowledge the fact, that without those

women we couldn’t be kings, without the women who support us,” said Anthony Bell, with Moor’s Brewing Company. “we want to continue the tradition of acknowledging women and their place in various industries and their empowerment.”

Love said the mission of She Owns It She Biz and Moor’s Brewing Company alignment, is that they both believe in making things better for the culture, the Black community and Black and brown people as a whole, in business and in the community.

The full-day conference will include resources and an opportunity to network with other people. There will be panel discussions and workshops. Attendees will also be able to speak with experts to ask questions and get knowledge from them. Vendors will be on-site, as well as a resource center where people can learn about different women-led organizations and Black-owned, woman-owned businesses. At the She Rocks Honorees Award reception, Black women who have been instrumental in making change and representing the community will be honored. There will also be a man honored at the ceremony with the He Supports Her award and the first She’s Community award.

Love hopes attendees are able to self-reflect and are inspired to have self-love and loving one another.

“I want us to come together as Black women and really recognize that when we work together and we truly support one another, authentically, we are unstoppable. It is our desire, those of us who are producing this conference, that our attendees walk away feeling better and more empowered to be a bolder Black woman in society as they continue to make change and make a difference,” Love said.

Other sponsors include Ashe Counseling and Coaching, E&E MGMT, Memoire Skincare, Dream Center Co-Working and Business Support, NBC Chicago and Telemundo, The Brunch Bunch Radio Show, Olashay Marketing and Red Level Entertainment.

Cost is $100 and tickets are now on sale. For more information about the She Owns It She Biz Conference, visit www. sheownsitshebiz.com.

Alzheimer’s disease poses a significant challenge to our community, particularly concerning the growing number of African Americans affected by the condition and the support required for their unpaid family caregivers. Statistics reveal that while Alzheimer’s affects all races and ethnicities, African Americans are disproportionately impacted, being twice as likely to develop the disease compared to Caucasians.

In partnership with Chi Eta Phi, Alpha Eta Chapter, Greenwood Oasis, Scottish Rite Prince Hall Masons, and Chicago Citizen Weekly, the Alzheimer’s Association reaffirms its commitment to providing access to vital resources and information, especially to communities most in need.

Key findings from the 2024 Alzheimer’s Association Facts and Figures report underscore the pressing need for action:

Figures report include:

w Black caregivers provide more hours of care per week compared to White caregivers.

w Black male caregivers are 3.3 times more likely to experience financial burdens when compared to Black female and White male and female dementia caregivers.

w Black, Hispanic and Asian American dementia caregivers indicate greater care demands, less outside help/formal service use and greater depression compared with White caregivers

w Black and Hispanic caregivers noted poorer health prior to becoming a caregiver for a spouse with dementia than those of similar race/background who did not become caregivers.

w Discrimination is also linked with depressive symptoms among Black American dementia caregivers.

In light of these challenges, the Release The Silence Conference stands as a beacon of hope, unity, and empowerment. By fostering dialogue, disseminating knowledge, and advocating for change, together, we can confront Alzheimer’s and dementia head-on.

“In the early 1980s, I met this young lady. She was also a fellow law student at night,” Richardson recalls in the interview. “She got pregnant, and we both agreed to have an abortion. I did not think much of it at the time, but almost immediately after the abortion, I had this overwhelming conviction. This brought about depression because I felt more and more that I took a life. I had agreed to the taking of a life, an innocent life, and there was no getting that life back.”

Richardson, a Baltimore attorney who recently released an updated version of his 2006 book, Oneness With God, shares more about his theological exploration of the mysteries of God in the interview and why he has faithfully followed this path.

“I felt horrible,” he says of the period after the abortion. “I felt as if my spiritual future was doomed. I no longer desired to complete law school, go to work, or do any of the basic daily functions because, in the end, all was lost. I did not know any way to rectify the situation until I remembered my spiritual upbringing. And I knew that there was this God, and there was Jesus. Eventually, I found myself on my knees in my apartment in desperation. And I pleaded with Jesus that if indeed he does exist, and there is, indeed, the ability to save souls like mine, that I embrace it wholeheartedly.”

Richardson said, “I give him everything, every

breath, every thought. I give up my life to him in return for this saving, this so doomed for eternal damnation. When I got off my knees, and I don’t know how long I was down there, but when I finally got up, I actually felt - I can’t explain it any other way - I felt the guilt fall off of me, praise God. From that moment forward, I felt redeemed. I was even more committed to giving everything to him. And so I had this tremendous thirst to know the word of God.”

Reviewers of Richardson’s book call his writings “captivating” and “enriching” with biblical information that will educationally heighten followers of the Christian faith.

“Not only is its content filled with detailed information, but Mr. Ronald Richardson’s testimony was enlightening. It is obvious he put concentrated study into critical issues affecting Christian culture.,” says Retired Senior Pastor Lyman Isaac Doster, of The Greater Providence Missionary Baptist Church, Los Angeles, California. “His presentation comes across as honest and straightforward.”

Richardson was asked during the interview about a statement in the Bible where Jesus says you must be the least to be the greatest. What is meant by it?

“This was another area that I prayed about and researched. One possible interpretation of what Jesus meant by that is that if I served everyone else before I even thought about serving myself, and I am the least,” Richardson says.

“If everyone in the Kingdom of God had that same servant mentality and served everyone before thinking of themselves, then by definition, I would be served by everyone in the Kingdom because they all have the same servant mentality that I have serving everyone before themselves. So I would be the greatest in the Kingdom of God because I’m served by everyone, but at the same time, I would be the least in the Kingdom of God because I’m serving every-

body before I serve myself.”

New Data Model Sheds Light on the Depth of America’s Arrest and Conviction Records Crisis

The Clean Slate Initiative’s Data Dashboard Allows Lawmakers to Scale the Impact of Second Chance Legislation

ORLANDO, Fla. -- In a breakthrough for public policy creation, a new data model unveiled by The Clean Slate Initiative (CSI) offers detailed insights into the crisis of arrest and conviction records in America. The data model powers The CSI Data Dashboard, which presents data visualizations and population estimates for people in the U.S. impacted by arrest and conviction records, with data further broken down by race, ethnicity, sex, and type of record within each state and over time. The CSI Data Dashboard is available at cleanslateinitiative.org/data.

“In the 30 years since Congress passed the 1994 Crime Bill, millions of people have been caught in the ever-widening net of the criminal legal system,” said Sheena Meade, CEO of The Clean Slate Initiative. “As a result, one in three adults in our country are held back from reaching their full potential because of some kind of record. The CSI Data Dashboard empowers policymakers to craft impactful automatic record clearance legislation, paving the way for data-driven solutions to create transformational change in millions of people’s lives and address racial inequities created by decades of overcriminalization.”

Since 2018, twelve (12) states have passed legislation that meets The Clean Slate Initiative’s policy minimums. These laws replace burdensome and expensive petition-based record clearance processes with a streamlined system that auto -

matically clears eligible records after people complete their sentences and remain crime-free for a specified period of time. Around 14 million people are in line to receive full record clearance in the 12 states that have passed Clean Slate laws.

Estimating how many people would benefit from Clean Slate legislation presents multiple challenges for lawmakers, such as incomplete or erroneous administrative data, variances in race and ethnicity, and dynamic factors, including re-arrest, reconviction, and peoples’ movement between states.

“It’s essential for public policy to be founded on good data,” said Dr. Laura Chavez, director of research and data at The Clean Slate Initiative. “The CSI Data Dashboard shows how many people will benefit from a second chance if certain types and numbers of records are eligible for clearance under legislative proposals. As a result, lawmakers can appropriately craft policies, ensuring everyone who has earned a second chance can receive it.”

Samuel Sinyangwe, data scientist for The Clean Slate Initiative, led the creation of The CSI Data Dashboard and the data model that powers it. The model’s Methodology Document is available here.

Earlier this year, The Clean Slate Initiative released fact sheets demonstrating proposed legislation’s impact in four states - Kentucky, Illinois,

Maryland, and Missouri. The fact sheets use CSI’s data model to quantify the impact of the specific legislation put forward to each state’s legislature. The CSI Data Dashboard offers even greater detail about who would benefit from record clearance policies with varying eligibility criteria.

“Everyone can likely think of someone close to them with some kind of record. It may be a family member, a friend, or a neighbor, but it’s likely someone they care deeply for,” said Sheena Meade. “We want the people we care for to have the opportunity to create a better life for themselves and those who depend, not be held back long after having paid their debt to society. We want them to have a fair shot at redemption. We look forward to working with lawmakers throughout the country and using The CSI Data Dashboard to ensure automatic record clearance reaches the millions of people who have earned a meaningful second chance.”

The Clean Slate Initiative is a non-profit organization that engages bipartisan support to pass and implement laws that automatically clear eligible records for people who have completed their sentence and remained crime-free and expand who is eligible for clearance. The organization works to build a future where people will no longer be defined by their records and have a fair opportunity to work, get an education, and achieve their full potential.

(StatePoint) When it comes to planning their retirement, most people will rely upon their savings, 401(k)s and other forms of income to provide the security they will need for that phase of life.

However, many don’t consider a crucial need for their later years: long-term care insurance.

In fact, a recent Forbes study revealed only about one-quarter of adults nearing retirement have seriously considered getting longterm care insurance or a savings account dedicated to long-term care expenses.

Further, many consumers mistakenly think their health insurance or Medicaid will cover various aspects of long-term care services when that might not be the case. In a LIMRA study, 29% of respondents said they believe they own some form of stand-alone long-term care insurance coverage or combination life/long-term care insurance coverage. The data shows longterm care ownership is closer to 3.1%.

So why are Americans neglecting this aspect of financial planning? For many, common misconceptions are preventing them from being prepared. Here are six myths about longterm care and the truth you might not know from Bankers Life, a national life and health insurance brand.

Myth #1: I won’t need long-term care.

Reality: Needing help with such daily activities as eating, bathing, dressing, toileting and continence, among others, may seem like an unlikely scenario. However, about 70% of people aged 65 and older will need some type of longterm care during their lifetime, according to the Department of Health and Human Services.

Myth #2: My family will take care of me.

Reality: Physical, financial and geographical limitations prevent many people from caring for their aging relatives, even if they intended to. That’s why it’s important to be prepared to pay for the long-term care you may need some day.

Myth #3: Medicare will cover my long-term care.

Reality: Medicare is designed to cover acute care, or the care you need when you’re sick and will eventually recover from an illness. It doesn’t cover ongoing Activities of Daily Living services when those are the only care you need.

Long-term care insurance is designed to help cover ongoing custodial care services, which includes assistance with dressing,

bathing, eating or other Activities of Daily Living.

Myth #4: I’ll use my Social Security benefits to pay for long-term care.

Reality: Long-term care is expensive, with homemaker services costing $163 per day on average and a semi-private room in a nursing home costing $260 per day on average, according to SeniorLiving.org. Even the maximum monthly Social Security benefit of $3,6275 won’t cover these amounts.

Myth #5: Nursing homes are the only option

Reality: When you hear “long-term care,” you may immediately think “nursing home,” but today there are a wide variety of services available that you may receive at a facility, in the community or in the comfort of your own home. Owning long-term care insurance can help ensure you receive the care you need on your terms—where and how you want it. Myth #6: I

will get long-term care insurance later, when I need it. Reality: Qualifying for long-term care insurance coverage after you’re diagnosed with an illness is difficult. Applying for long-term care insurance at a younger age helps you qualify for coverage and lock in lower premiums. For this reason, many people purchase long-term care insurance in their 50s when they’re still in good health.
