wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

The legislation, contained in the identical House Bill 2044 and Senate Bill 1737, would mirror a federal program administered by the Illinois Housing Development Authority and Chicago Department of Housing which helps finance affordable housing across Illinois.
It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
The Illinois Housing Council, a non-profit membership association consisting of over 260 businesses and non-profits, has been advocating for the measure’s passage.
Other new laws include:
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
“Our state is facing an affordable housing crisis, stemming from years of housing under-production,” Allison Clements, executive director of IHC, testified in a Senate committee. “Our state’s housing deficit has grown 64 percent since 2012, meaning we have more people needing homes than are available.”
A 2023 IHC report showed Illinois still has a deficit of low-income housing despite the federal program. According to the report, Illinois has lost 13 percent of its low-rent units since 2011.
Additionally, while there are more than 450,000 extremely low-income renters in Illinois, there are only about 150,000 affordable and available rental units, creating a deficit of about 288,000.
the housing developments, they would be eligible for an income tax credit based on the development area.
Clements emphasized that the state tax credit would only be issued after the construction of a unit is complete and qualified tenants are moved in.
“Private sector investors, not taxpayers, are going to bear the financial risk of a project not being completed or successful and they closely monitor and oversee each development where these credits are involved,” Clements said in the House committee. “Because the state tax credit is not claimed by an investor until the affordable housing is successfully built and completed, passing this state tax credit this year would not result in any budget impacts to the state until 2026.”
According to the IHC report, over 20 states currently use tax credits to attract private equity for building more affordable housing. Lawmakers in Kentucky and Ohio are also considering measures to enact such programs.
Gov. JB Pritzker proposed additional funds for housing in his budget address. The program, referred to as “Home Illinois,” would provide for a $50 million increase in homelessness services, including for emergency shelter, short-term rental assistance and the development of new permanent supportive housing units. If implemented, “Home Illinois” would bring the total funding in that area to $350 million.
In his budget address on Feb. 15, the governor estimated over 120,000 people experience homelessness annually and over 76,000 children live in overcrowded shared housing.

“The dollars have actually filled a critical need but they are only a short-term solution to build affordable housing in Illinois,” Rep. Dagmara Avelar, a Democrat from Bolingbrook and lead sponsor on HB 2044, said in a House committee hearing Thursday. “The long-term, permanent solution is a state tax credit, the Build Illinois Homes Tax Credit that can sustain affordable housing construction over the next 10 years.”
If passed, the Build Illinois credit would cost the state $35 million annually for 10 years, which advocates say would help increase the number of housing units by 3,500 each year. Once investors construct

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
“The faces of Illinoisans with no home to go to are not homogenous,” Pritzker said in his budget address. “They include single parents with infants and toddlers, 6th graders trying to complete their homework using toilets as a desk in temporary shared housing, and LGBTQ+ high schoolers who were kicked out of their homes by their parents.”

“More money to women and families is the best investment the state can make, because moms know best what their kids need,” said Illinois Assistant House Majority Leader Rep. Marcus Evans Jr. “My proposed Child Tax Credit would give eligible low-and middle-income Illinois families a $700 tax credit for each child under the age of 17. It picks up where the federal government left off, and puts money in mothers’ pockets when they need it most.”

Representative Evans is the chief sponsor of a bill in Springfield, HB3950, which would create a $700 per child state Child Tax Credit. The credit would be available to families who earn below median income, and have children under 17 or disabled dependents. Importantly, the policy does not discriminate based on family choice or citizenship status: families file taxes using an Individual Taxpayer Identification Number (ITIN) would be eligible, as would caregivers who earn zero income. The coalition has been actively engaged in advocacy efforts in Springfield to pass the policy as part of the state’s budget.

This state-of-the-art facility now bears the name of the late civil rights lawyer and former U.S. Supreme Court justice, honoring his role in breaking down barriers for Black and African American students, including the desegregation of the University of Maryland.

At the event, Moore presented a governor’s citation to Thurgood Marshall Jr., a School of Public Policy Dean’s Advisory Council member. Moore told the audience, “The naming of a public policy building, the Thurgood Marshall building, is not just honoring a legacy. It is an obligation. It means the things that we are teaching, the students that we are instructing, the legacies that we are building, they must uphold the legacy of the namesake. It means every single day as the work is being done here, it must be done with a full focus in the way that Justice Marshall lived his life. And that was without boundaries.”
Opened in fall 2022, the 70,000-square-foot building dramatically enhanced the student experience with its multifunctional and high-tech spaces.

The inspiring work the School does every day to create the next generation of students embodies what was at his core—ensuring a more just and equitable world for all.”
Born in Baltimore, Marshall was barred from applying to the University of Maryland School of Law in 1930 because he was Black. Soon after his graduation from Howard University Law School, where he was ranked first in his class, Marshall joined the NAACP Legal Defense and Education Fund. He sued the University of Maryland on behalf of another Black student seeking admission to the law school and was part of the team that launched successful legal battles against the university on behalf of Parren Mitchell and Hiram Whittle, who were denied admission based on their race. In 1950, Mitchell became the first Black student to take graduate classes on the College Park campus, and a year later, Whittle enrolled as the university’s first Black undergraduate student.
Marshall went on to argue the landmark case Brown v. Board of Education of Topeka, which declared segregation unconstitutional. He was appointed to the Supreme Court in 1967, and held the role of associate justice for 24 years.
The honorary naming of Thurgood Marshall Hall expands upon one of the initiatives President Pines announced on his first day in office to embed the names of trailblazers on our campus. This naming builds upon the namings of Yahentamitsi dining facility that honors the Indigenous people of Maryland; and Jones-Hill House, and the Pyon-Chen and Johnson-Whittle residence halls.
Baltimore, Baton Rouge, Indianapolis, Newark - During Black History Month when the accomplishments, struggles and resilience of the Black Struggle are brought to the forefront of the American public as means to remind our nation that truly without Black History, there is no American history; four national African American led organizations committed to ending gun violence are partnering with mayors across the nation to scale up, unite and bring cohesion to the growing movement of the community violence intervention (CVI) ecosystem.
Building off the core values of community and resilience last week, the Coalition to Advance Public Safety (CAPS) kicked off its groundbreaking initiative to reduce gun homicides and non-fatal shootings by 20 percent over the next five years in Newark, Baltimore, Baton Rouge, and Indianapolis - the first four of an expected 12 cities where CAPS- - will work with mayors, community based organizations and communities to scale up, unite and bring greater cohesion and funding to cities community violence intervention (CVI) ecosystems.

The Coalition to Advance Public Safety will change the way cities and their partners across the country invest in themselves by saving lives and strengthening communities. In addition to bringing the training and technical assistance to each of the cities, CAPS will help coordinate up to $500,000 available as mini-grants within each jurisdiction.
Last year, gun violence decreased slightly, but still claimed over twenty thousand lives for the second year in a row. While the recent spikes in violence and relentless incidents of mass shootings have sparked new public attention to the urgent crisis of gun violence in this country, this epidemic has devastated communities of color for decades. Between 2000 and 2018, 162,000 Black Americans—including 139,000 Black men—died violent deaths; among those,
85 percent were killed by gun violence. Much of this violence stems from systemic and pervasive inequities such as poverty, barriers to health care, and insufficient educational and economic opportunities.
Fortunately, growing support for the CVI Movement is providing cities and mayors greater hope that similar to the COVID pandemic, we can end this pandemic of gun violence.
Baltimore Mayor Brandon R. Scott highlighted the progress made using CVI in West Baltimore, the home of Freddie Gray, the home of the Wire and countless television shows, saw a 30 percent reduction in violence. “We have to scale up this work,” said Mayor Scott, and “build up (CVI) ecosystems across the country so that we can truly produce the best outcomes.”
Baton Rouge, Louisiana mayor Sharon Weston Broome, pointed to last year’s “23 percent reduction in homicides, and a 14 percent reduction in non-fatal shootings,” in her city as powerful evidence of CVI’s potential. “The complexity of violence can’t be simply addressed without the trust, the buy-in and partnership of the communities that are most affected by violence,” added Mayor Broome.
Newark, New Jersey Mayor Ras Baraka, embraced the idea of CVI as soon as he was elected in 2015, and sees Newark’s 60 year low in homicides last year as clear evidence that with more resources and support, cities can do even more.
“I’m excited about what CAPS offers here,” said Mayor Baraka. “Many Black and brown organizations are led by Black and Brown people in these communities who fight the fight but do not have the resources and support that they need. This gives us the opportunity to supplement what we are doing on a municipal level, some of the things that are happening on a state level and resources that are coming together around this to focus and channel those resources into the right organizations and right folks that are closer to this problem that can get this solved.”
These first four cities represent the pioneering efforts in quantifying the core components and refining the interre-
lationships necessary to bring the CVI Ecosystem to scale in ways that are self-correcting, quantitative, and strategic and most importantly – adaptable to any city, jurisdiction, or area of our nation.
To support this work, and help cities better quantify the problem of gun violence, CAPS has developed cviecosystem.org a powerful online tool providing data and analysis of CVI Ecosystems for 50 U.S. cities with high homicide rates on a new website tool. The site represents an amazing step forward in dispelling common myths about gun violence in communities while informing cities what an ideal CVI Ecosystem looks like.
“First important thing for you all to understand is that violence, community violence in particular, is highly concentrated,” says Fatimah Loren Dreier, Executive Director of The HAVI. A 2015 analysis found that 50 percent of all homicides in the entire United States are concentrated in 127 cities. And within those cities it’s only a fraction of a percent of individuals who are again through neglect caught in cycles of violence. “So, there are structural problems, and they can be addressed with structural and targeted interventions.”
For funders supporting this work, it is the strategic approach of connecting the dots among various intervention strategies and scaling them up into a cohesive ecosystem that moves community and gun violence beyond a simple criminal justice frame and leans into a collective public health frame that resonates and gets their support.
CAPS is composed of the Health Alliance for Violence Intervention (The HAVI), National Institute for Criminal Justice Reform (NICJR), Community Based Public Safety Collective (the Collective) and Cities United. The four groups which comprise CAPS have worked together for years and most recently served as the training and technical assistance providers for the recently ended 18-month long White House Community Violence Intervention Collaborative (CVIC). The new initiative will build off lessons learned and strategies utilized in support of CVIC.

Marinade:
1/4 cup lemon juice
1 tablespoon olive oil
2 teaspoons fresh oregano, rinsed, dried and chopped
1 tablespoon garlic, minced (2-3 cloves)
1 beef flank steak (12 ounces)
Yogurt Sauce:
1 cup cucumber, peeled, seeded and chopped
1 cup nonfat plain yogurt
2 tablespoons lemon juice
1 tablespoon fresh dill, rinsed, dried and chopped
1 tablespoon garlic, minced (2-3 cloves) 1/2 teaspoon salt
To make marinade: In large bowl, combine lemon juice, olive oil, oregano and garlic.
Lay steak in flat container with sides and pour marinade over steak. Marinate at least 20 minutes, or up to 24 hours, turning several times.
To make yogurt sauce: Combine cucumber, yogurt, lemon juice, dill, garlic and salt. Set yogurt sauce aside at least 15 minutes to blend flavors. Sauce can be prepared up to 1 hour in advance and refrigerated.
Preheat broiler to high with rack 3 inches from heat source.
Broil steak about 10 minutes on each side to minimum internal temperature of 145 F. Let cool 5 minutes before carving.
Slice thinly across grain into 12 slices. Serve three slices with 1/2 cup yogurt sauce.

LOS ANGELES, PRNewswire -- One in six Black men in the United States will be diagnosed with prostate cancer in his lifetime versus one in eight white men. Black men are more likely to be diagnosed at a younger age, with more aggressive disease, and are more than twice as likely to die of prostate cancer. New findings from Prostate Cancer Foundation (PCF)-funded investigators shed light on the genetic underpinnings of this racial disparity and point the way toward more effective screening strategies.
Studies have identified close to 270 genetic variants linked to prostate cancer risk, but genetic researchers have yet to explain the disproportionate risk among men of African ancestry. Nor have they been able to predict which Black men face a high risk for aggressive prostate cancer.
To address these questions, Christopher Haiman, ScD, director of the Center for Genetic Epidemiology at the Keck School of Medicine of USC and AFLAC Chair of Cancer Research at the USC Norris Comprehensive Cancer Center, led a meta-analysis of 10 genome-wide association studies pooling data representing more than 80,000 men of African ancestry (19,378 men with prostate cancer and 61,620 healthy controls) collected in the U.S., Africa and the Caribbean.
The researchers found nine previously undiscovered genetic variants that increased the risk for prostate cancer in men of African ancestry, seven of which are found either largely or exclusively in Black men. One new variant in the 8q24 region, long known to influence prostate cancer risk, is found
only in men of African ancestry. This variant influences the risk of higher rates of aggressive disease among Black men, researchers concluded. They also showed that a multiancestry polygenic risk score was able to differentiate between the risks of developing aggressive and nonaggressive prostate cancer in men of African ancestry. Their study was published March 3 in the peer reviewed journal European Urology.
The newly identified variants can be used to refine polygenic risk scores, genetic tests that assess a person’s risk for developing a condition based on the combined influence of multiple genetic factors and can help patients decide how early and often to get screened.
“Addressing African American disparity in prostate cancer is a critical focus for the Prostate Cancer Foundation and we congratulate Dr. Haiman and colleagues on their findings which will lead to more effective precision screening strategies for men of African ancestry,” said PCF President and CEO Charles J. Haiman and collaborators study prostate cancer among Black men through the $26.5 million, multi-center RESPOND (Research on Prostate Cancer in African American Men: Defining the Roles of Genetics, Tumor Markers and Social Stress) study, funded by the PCF, the National Cancer Institute, and
the National Institute on Minority Health and Health Disparities. This work is ongoing, including research into how social determinants, access to care, genetics, and tumor characteristics affect prostate cancer diagnosis, progression, recurrence and survival rates.
With funding support from PCF and Robert F. Smith, Haiman and colleagues also are working to develop the Smith Polygenic Risk Test for Prostate Cancer, a non-invasive, early detection test that will identify a man’s lifetime prostate cancer risk using a combination of the nearly 270 genetic variants obtained from a single sample of saliva or blood.
“The results of this research will markedly change the ways physicians test for prostate cancer. We now have the ability to identify at-risk men before they develop the disease and proactively implement the most effective preventive measures and treatments,” said Robert F.
