Chicago, IL – Today, Illinois mothers and community advocates joined the Assistant Majority Leader and Chairman of the Labor & Commerce Committee Rep. Advocates and neighbors gathered at the Bronzeville Children’s Museum – the nation’s only children’s museum dedicated to teaching Black history to kids. The event featured remarks from members of the Illinois Cost-Of-Living Refund Coalition, who stressed the importance of direct cash policies for affording the increasing prices of food, gas, and rent.

We need a Child Tax Credit. There’s a stigma around immigrants in this country, we don’t get our fair share even though we work very hard. [...] If moms like me could get more back from the tax system we’re paying into, we would be more likely to file taxes and it would encourage financial independence.”

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

“More money to women and families is the best investment the state can make, because moms know best what their kids need,” said Illinois Assistant House Majority Leader Rep. Marcus Evans Jr. “My proposed Child Tax Credit would give eligible low-and middle-income Illinois families a $700 tax credit for each child under the age of 17. It picks up where the federal government left off, and puts money in mothers’ pockets when they need it most.”

Official flags: HB605 requires state agencies and institutions to purchase Illinois and American flags that are made in the United States.

Representative Evans is the chief sponsor of a bill in Springfield, HB3950, which would create a $700 per child state Child Tax Credit. The credit would be available to families who earn below median income, and have children under 17 or disabled dependents. Importantly, the policy does not discriminate based on family choice or citizenship status: families file taxes using an Individual Taxpayer Identification Number (ITIN) would be eligible, as would caregivers who earn zero income. The coalition has been actively engaged in advocacy efforts in Springfield to pass the policy as part of the state’s budget.

Hair styles: SB817 prohibits discrimination in schools against individuals on the grounds of wearing natural or ethnic hairstyles, which include dreadlocks, braids, twists and afros.

Student mental health: HB576 and SB1577 allow students in Illinois up to five excused absences to attend to their mental or behavioral health without providing a medical note. Those students will be given an opportunity to make up any work they missed during the first absence and, after using a second mental health day, may be referred
