SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The law allowing public housing

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

SPRINGFIELD – A bill that would guarantee a minimum of 40 hours of paid leave per year for all Illinois workers passed both chambers of the General Assembly Tuesday and will soon head to Gov. JB Pritzker, who says he will sign it.

Under Senate Bill 208, workers begin to earn paid leave on their first day at a rate of one hour of leave for every 40 hours worked, up to 40 hours of paid leave for the year. They can begin using their leave after 90 days, although an employer may allow them to use it sooner.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

Once signed, the measure would take effect on January 1, 2024.

“Paid leave for all is about the dignity of work,” said Rep. Jehan Gordon-Booth, D-Peoria, a lead sponsor on the bill. “It’s about humanizing and honoring the realities that we know that adult workers have in our daily lives and providing a space for folks to just do what it is that we all have the luxury and are so blessed to do.”

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

Republicans who opposed the bill said it would be bad for small businesses, criticizing the legislation for raising costs.

“My ultimate concern is that we, in this body, we pass millions and millions and millions of dollars of incentives for large corporations,” Rep. C.D. Davidsmeyer, R-Jacksonville, said on the House floor. “And, on the other hand, we pass mandates on small businesses – and I know this isn’t just for small businesses. But my major concern are the little guys. It’s the mom and pops that have 5, 10, maybe 13 employees, that this has a significant impact on their budgets.”

Gordon-Booth pushed back on that argument.

“The idea that we have to play this zero-sum game of you either support business or you support employees, I refuse to accept that is our reality,” she said. “I believe that we can show and have shown with this negotiation that you can support employees, all the while supporting employers by providing the consistency and the implementation of a policy such as this.”

Under the law, workplaces would still be able to require their employees to provide notice before taking paid time off. If the paid leave is not used by the end of the year, it carries over.

The bill is supported by workers’ rights groups and unions including Women Employed, the Chicago Urban League and the Service Employees International Union.

Gordon-Booth said the measure had been under negotiation since 2019, and multiple key business groups had come to a point of supporting the measure or taking a neutral stance on it.

While the measure received a few Republican votes in the House, it passed the Senate with only Democratic support.

The bill still needs approval from Pritzker, who expressed his support in a statement.

“Working families face enough challenges without the concern of losing a day’s pay when life gets in the way. I’m looking forward to signing this legislation and giving a safety net to hardworking Illinoisans,” he said.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

ComEd introduced three of these newest options on Saturday, Jan. 7, at a Community Resource Fair held in collaboration with Pastor Corey Brooks and Project H.O.O.D. (Helping Others Obtain Destiny) in the city’s West Woodlawn neighborhood. ComEd’s collaboration with Project H.O.O.D. took place during the organization’s regular food giveaway and provided families access to a number of agencies – including ComEd representatives – who could help with bill-assistance and career planning.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

This event, and the new customer-assistance options introduced, were informed by a ComEd-commissioned study that looked at how to support customers in light of CEJA’s ambitious goals for creating an equitable transition to a decarbonized future. This work helped ComEd better understand the inequities that have long impacted many of our communities, the barriers people within these communities face, and identify opportunities to help these individuals overcome these barriers. The study was conducted by ILLUME Advising and IEc, national policy experts that have done similar studies for states like California and New York and have a deep and broad understanding of disadvantaged communities. This is the first time an energy company has commissioned a study of this type.

ComEd’s new assistance offerings

• Catch Up and Save: A two-part program that first provides monthly credits to a customer’s bill to eliminate past-due balances. To help families save on future energy bills, the program also provides a free energy savings kit, while supplies last. Each kit includes home products designed to help lower home energy use while improving the efficiency of the home.

• Fresh Start Services: To help customers become aware of and navigate the options available to manage bills and energy use, ComEd offers both online and person-to-person help. This service also offers customers tools that will alert them when their energy use is trending higher than usual and help them be aware of financial assistance programs they may be eligible for.

• Your Neighbor Fund: To be funded by donations from ComEd’s 6,000 employees who proudly work and live in the communities the energy company serves. This fund, managed in collaboration with Neighborhood Housing Services, provides another needed source of grant money to help limited-income families pay their ComEd bill.

These offerings add to the range of programs to which ComEd can connect income-eligible families and individuals to help them manage energy bills and access clean-energy options. They include federal grants like LIHEAP, payment assistance options, energy-efficiency offerings, community solar programs and more.

Grambling State receives more than $17K from McDonald’s ArkLaTex to support student services

(Black PR Wire) Grambling, La. – The McDonald’s restaurant corporation had a famous slogan in the 1970s — “You deserve a break today.”

McDonald’s helped provide a break for Historically Black Colleges and Universities (HBCUs) in the region, including Grambling State University.

McDonald’s representatives were on the GSU campus Monday morning to present a check for $17,992.26 as part of a special HBCU-branded deal launched in the McDonald’s App during the 2021-22 academic year that allowed McDonald’s customers, HBCU alumni, students, and others to support regional HBCUs from local McDonald’s owner-operators donating a portion of every sale to support student services programs.

A total of $27,280 was donated by McDonald’s in this region, with LSU-Shreveport also receiving $9,387. With individual check presentations held across northern Louisiana, the total amounts for each school were allotted based on enrollment sizes.

“Historically Black colleges and universities in Louisiana provide services and learning environments of incredible value to our communities,” local owner-operator Roy Griggs said in a statement. “Not only do they create economic opportunity, but they work to prepare these students to become our future leaders. We are proud to work together with our loyal customers to support our Louisiana HBCUs.”

Grambling State President Rick Gallot was on hand to receive the check during a presentation held in the atrium of GSU’s Favrot Student Union.

“We are really excited to be beneficiaries of this gift from Roy Briggs and the McDonald’s corporation to support student services,” Gallot said. “Mr. Griggs is someone who always finds a way to give back, so today we just thank him for his continued support of our

students here at Grambling State University.”

Gallot said GSU’s Office of Student Affairs will decide how the donation will be used.

“The donation will be administered by our Student Affairs team,” Gallot said. “We want this money to go directly to support students and student services. That office is certainly engaged with our students. We know that this money will be used to help them along their pathway to their degree.”

McDonald’s also supports HBCUs through other initiatives including the Thurgood Marshall Black and Positively Golden Scholarships and Archways to Opportunity, a tuition-assistance program that promotes opportunity and mobility for McDonald’s diverse employee community.

“There are three things we think about when addressing student needs,” said GSU Vice President for Student Affairs Dr. Rudolph Ellis. “Something that’s good for the students, something that’s good for the school, and something that’s sustainable.”

“This donation provides all three of those key factors. It’s great for students, it’s great for the school, and hopefully, it will remain sustainable in the future. I’m ecstatic about it and can provide changes and meet needs that any higher education institution can appreciate.”

Jean Mosley, public relations director for Griggs Enterprise, Inc., said the donation funding presented to GSU on Monday started being collected earlier this year.

“In February, as part of Black History Month, McDonald’s launched an effort to utilize McDonald’s global footprint for its global app — and what that does is take the orders placed on that mobile app, and a portion of those funds are donated to support student services at our HBCUs in northwestern Louisiana and Arkansas.

“We look forward to a growing relationship and making the community here at Grambling State University even stronger.”

The U.S. Department of Education (Department) proposed regulations to reduce the cost of federal student loan payments, especially for low and middle-income borrowers. The regulations fulfill the commitment President Biden laid out in August when he announced his Administration’s plan to provide student debt relief for approximately 40 million borrowers and make the student loan system more manageable for student borrowers. The proposed regulations would create the most affordable income-driven repayment (IDR) plan that has ever been made available to student loan borrowers, simplify the program, and eliminate common pitfalls that have historically delayed borrowers’ progress toward forgiveness.

“Today the Biden-Harris administration is proposing historic changes that would make student loan repayment more affordable and manageable than ever before,” said U.S. Secretary of Education Miguel Cardona. “We cannot return to the same broken system we had before the pandemic, when a million borrowers defaulted on their loans a year and snowballing interest left millions owing more than they initially borrowed. These proposed regulations will cut monthly payments for undergraduate borrowers in half and create faster pathways to forgiveness, so borrowers can better manage repayment, avoid delinquency and default, and focus on building brighter futures for themselves and their families.”

The proposed regulations would amend the terms of the Revised Pay As You Earn (REPAYE) plan to offer $0 monthly payments for any individual borrower who makes less than roughly $30,600 annually and any borrower in a family of four who makes less than about $62,400. The regulations would also cut in half monthly payments on undergraduate loans for borrowers who do not otherwise have a $0 payment in this plan. The proposed regulations would also ensure that borrowers stop seeing their balances grow due to the accumulation of unpaid interest after making their monthly payments.

While these regulations would provide critical relief to student borrowers, the Biden-Harris Administration is also committed to ensuring postsecondary institutions and programs are held accountable if they leave borrowers with unaffordable debts. The Department is currently working on a proposed gainful employment regulation that would cut off federal financial aid to career training programs that fail to provide sufficient financial value and require warnings for borrowers who attend any program that leaves graduates with excessive debts. The same regulatory package will also include proposals to strengthen the conditions that can be placed on institutions that fail to meet the requirements of the Higher Education Act or exhibit signs of risk.

The Department is also taking steps today to carry out President Biden’s announcement from August that the Department would publish a list of the programs at all types of colleges and universities that provide the least financial value to students. To advance this effort, the Department is publish-

ing a request for information to seek formal public feedback on the best way to identify the programs that provide the least financial value for students. This public comment process will ensure the Department is carefully considering a range of perspectives and considerations as it constructs the list. Once the list is published, institutions with programs on this list will be asked to submit improvement plans to the Department to improve their financial value.

Estimated effects of the proposed IDR Plan

The proposed regulatory changes would substantially reduce monthly debt burdens and lifetime payments, especially for low and middle-income borrowers, community college students, and borrowers who work in public service. Overall, the Department estimates that the plan would have the following effects compared to the existing REPAYE plan: Future cohorts of borrowers would see their total payments per dollar borrowed decrease by 40%. Borrowers with the lowest projected lifetime earnings would see payments that are 83% less, while those in the top would only see a 5% reduction.

A typical graduate of a four-year public university would save nearly $2,000 a year relative to the current REPAYE plan.

A first-year teacher with a bachelor’s degree would save more than $17,000 in total payments while pursuing Public Service Loan Forgiveness—a two-thirds reduction in what they would pay in total under REPAYE.

85% of community college borrowers would be debtfree within 10 years

On average, Black, Hispanic, American Indian and Alaska Native borrowers would see their lifetime payments per dollar borrowed cut in half.

Building on an Unparalleled Record of Debt Relief

The draft regulations build upon the work the Biden-Harris Administration has already done to improve the student loan program, make colleges more affordable, approve $48 billion in targeted relief to nearly 2 million student loan borrowers, and fight to provide up to $20,000 in one-time debt relief to over 40 million eligible borrowers, including 26 million who have already applied. These regulations also propose to build on the Administration’s commitment to ensuring IDR plans deliver relief to eligible borrowers. This includes ongoing steps to provide accurate counts of progress toward forgiveness for borrowers through a one-time account adjustment.

The proposed regulations and request for information will be published in the Federal Register tomorrow. The public may comment on both documents through the Regulations.gov website for 30 days. The Department expects to finalize the rules later this year and aims to start implementing some provisions later this year, subject to any changes made based on public comments.

The U.S. Department of Health and Human Services (HHS) has awarded nearly $245 million in Bipartisan Safer Communities Act funding – $185.7 million from the Substance Abuse and Mental Health Services Administration (SAMHSA) and nearly $60 million from the Health Resources and Services Administration (HRSA) – to support youth mental health, help the health care workforce address mental health needs, and fund other critical mental health supports. Addressing the mental health crisis is a top priority of the Biden-Harris Administration, as part of President Biden’s Unity Agenda. The bipartisan legislation signed into law by President Joe Biden in June provided HHS with vital resources to help children and families across the country.

“Investments from the Bipartisan Safer Communities Act will support critical programs for youth and their mental health, including school-based programs that meet children and families where they are,” said HHS Secretary Xavier Becerra. “Advancing youth mental health is a top priority for HHS and this Administration, and we’re encouraged by the continued bipartisan support of these critical programs.”

SAMHSA’s Bipartisan Safer Communities Act awards include:

$73.6 million for Project Advancing Wellness and Resiliency in Education (Project AWARE) to help develop and support school-based mental health programs and services;

$57.7 million in Mental Health Awareness Training grants to prepare and train school personnel, emergency first responders, law enforcement and others to recognize the signs and symptoms of mental health challenges to enable early intervention;

$14.9 million for School Based Trauma-Informed Support Services and Mental Health Care for Children and Youth to increase student access to evidence-based and culturally relevant trauma support services and mental health care;

$19.5 million for the National Child Traumatic Stress Initiative, to improve treatment and services for children, adolescents, and families who have experienced traumatic events; and,

$20 million in Resiliency in Communities after Stress and Trauma grants to promote resilience and equity and prevent violence in communities that have recently faced civil unrest, community violence, and/or collective trauma.

HRSA’s Bipartisan Safer Communities Act awards include:

Nearly $60 million to support the integration of mental health training into the training of primary care clinicians, with a specific focus on preparing primary care providers to treat the mental health needs of children and adolescents.

Servings: 2

1 cup quinoa

1 cup orange juice

1 tablespoon hot sauce

1 tablespoon honey

1 tablespoon soy sauce

4 tablespoons vegetable oil

1 tablespoon lime juice

1 tablespoon white miso

1 1/2 pounds shrimp, peeled, deveined and tails removed

1/4 cup butter

1/4 teaspoon salt

1/8 teaspoon pepper

1 cup mushrooms, sliced

1 red bell pepper, diced

1 cucumber, sliced into half moons

5 green onions, sliced

1 avocado, sliced

1 teaspoon sesame seeds

2 tablespoons cilantro, chopped

Cook quinoa according to package instructions. Set aside.

In medium bowl, whisk orange juice, hot sauce, honey, soy sauce, vegetable oil, lime juice and miso until combined. Pour 1/4 of liquid into separate bowl. Set aside. Add shrimp to remaining mixture and marinate 15 minutes. Heat large skillet over medium heat with butter. Add shrimp, salt and pepper. Cook 2 minutes on each side until pink. Add mushrooms and cook until tender.

In two serving bowls, divide quinoa, bell pepper, cucumber, onions, avocado and shrimp. Sprinkle sesame seeds and cilantro over both bowls. Drizzle with reserved dressing.

eMed® Partners with the NIH in Digital Nationwide Home Test to Treat Program

MIAMI, PRNewswire -- eMed®, the leader in on-demand virtual care and treatment for consumers, has announced a new program with the National Institutes of Health (NIH) and the Administration for Strategic Preparedness and Response (ASPR) to provide at-home treatment based on telehealth evaluations and rapid COVID-19 test results (Home Test to Treat) in communities across the United States as a national initiative to ensure access to COVID treatments for Americans. eMed was awarded the contract from the Rapid Acceleration of Diagnostics (RADx) initiative of the NIH National Institute of Biomedical Imaging and Bioengineering.

The program, first announced by the White House in September 2022, will make clinical evaluations and antiviral treatment available at home through telehealth for eligible individuals at no cost, which could prevent severe illness, hospitalization, or death. Through this effort, millions of Americans will have enhanced access to testing and treatment without leaving home. Individuals in the Home Test to Treat program will have three options to participate:

1) enroll and immediately get shipped six eMed Telehealth kits ahead of time so that they can be prepared to get the easiest and fastest access to treatment if or when infected,

2) enroll and, if exposed, request six eMed telehealth kits (which include tests, telehealth, and access to treatment if positive), or

3) individuals who test on their own at home can request an eMed telehealth visit if symptomatic and self-attest to being positive.

People will be able to participate through smart -

phones or computers or may even access the program through a telephone-only option. The initiative will improve equitable access to care, reduce the time from symptom onset to treatment, reduce the risk of viral transmission to the public, and alleviate the burden on healthcare settings and pharmacy staff.

Additional communities across the country will be selected to participate based on the level of community need, access to healthcare treatment, expected COVID-19 infection rates, and socio-economic factors. Ultimately the program hopes to open nationally and enroll approximately 80,000 people across the United States.

Researchers at the UMass Chan Medical School, in collaboration with researchers at eMed, will analyze data collected from each participating community, including the impacts of a home-based process for testing and treatment, individual attitudes about the Home Test to Treat Program, and clinical outcomes from treatments.

Up to $8,000 in tax credits are available for all-electric heat pumps.

Lower energy consumption means energy bill savings, up to $500 on energy bills every year in some cases. Look for Energy Star certification and Seasonal Energy Efficiency Ratio (SEER) ratings. The SEER rating is like your car’s mileage per gallon – the higher the number, the greater the potential for savings.
