SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

SPRINGFIELD — The Illinois Department of Financial and Professional Regulation updated lawmakers Wednesday on its new online licensing system to streamline the process and eliminate backlogs.
Rep. Bob Morgan, D-Deerfield, called for the subject matter hearing in the House Health Care Licensing Committee to discuss the progress IDFPR has made on the system so far, as well as their timeline to implement all license applications online.
“I’ve been around state government for over 15 years now, and I really am hard pressed to think of a turnaround like this,” Morgan said.
One of IDFPR’s main roles as a state agency is to regulate and handle all business licenses in Illinois.
However, the department has struggled to keep up with the influx in both initial licensing and renewals since 2019, as applications were almost entirely submitted on paper via mail. In 2020, the problem was compounded as the COVID-19 pandemic affected the country’s mailing systems.
However, Lindsay said the current phases aren’t simply about getting new license types online. After new license types are rolled out, her team will be analyzing the efficiency of those application process. What they learn from those analysis will be applied to the wave of license types they roll out, and the same process will be applied until all the license types are online.
“I expect not only will your constituents be happy because they are able to use this new and improved system, but they will see differences in even the way that we are requesting information,” Lindsay said. “The way that they are able to keep track of what the status is of their applications, how they submit money, etc. I just think that your constituents will be very pleased.”
Although she said the system has more to implement and processes to improve, Lindsay praised the actions taken to get the system where it currently stands.
“Our customer surveys satisfaction results are in the 98% and the record breaking 120,933 licenses were issued in 2024,” Lindsay said. “That is an almost 14% increase from the previous record set in 2023.”
The law allowing public housing
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
By late 2023, IDFPR Director Mario Treto, Jr. said applicants were experiencing “historic wait times” and officially called the situation a “crisis.”
In December 2023, Illinois lawmakers passed legislation that enabled the department to create an online licensing application process. And in October 2024, IDFPR officially launched its online licensing system — the Comprehensive Online Regulatory Environment, or CORE.
The initial system rollout in October only included three licensing types: clinical psychologists, music therapists and nail technicians.
The majority of applications the department is currently processing were submitted this year, which is what Lindsay called “a far cry from two years ago.”
She boasted that her team’s process of constantly improving the implementation of license types is contributing to the decline of inquiries from applicants needing assistance. From September 2024 to February 2025, IDFPR experienced a 33% decrease in inquiries, and their call center volume decreased almost 40%.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
During his testimony in the committee meeting Wednesday, Treto said the department has outlined six specific phases in order to fully implement a complete, comprehensive online licensing system. The CORE startup in October completed Phase 1.
Phases 2 and 3 include the continuous rollout of the rest of the license types, which Treto said will come in rollouts of small numbers of license types until all types have been launched online.
In January, the department kicked off both phases when it launched online applications for four more license types: professional midwifes, behavioral analysts, assistant behavior analysts, and behavior analysts continuing education sponsors.
“It is clear that IDFPR is issuing more licenses to qualified applicants, improving customer service, and implementing a variety of thoughtful improvements to our processes and procedures to ensure licensing is convenient for applicants and efficient for the department,” Lindsay said,
Treto said that IDFPR’s goal is to implement the last phase of CORE’s online integration, or Phase 6, by August 2026.
Morgan admitted that when Illinois lawmakers passed the legislation for IDFPR to create CORE 2023, he wasn’t “totally sure” that the agency would be able to implement the online system and fix their growing application backup. He praised not only Treto and Lindsay’s work, but the work of all IDFPR staff on the issue.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
Camile Lindsay, director of IDFPR’s division of professional regulation, said the department hopes to rollout all license types by the end of this summer. This would complete both Phases 2 and 3.
“It’s a little surreal, because to me, this is exactly the kind of progress that we would want to see,” he said. “You both said that we have more work to do. When I ask people if they have their affairs in order, most say “yes.” But statistics tell a different story—less than 41% of Whites and only 26% of Blacks have estate plans. That means the majority are unprepared for their final years.
As a child, I often heard, “The rich get richer, and the poor get poorer.” I hoped it wasn’t true, but today’s reality suggests otherwise. A study reported by the National Association of Real Estate Brokers (NAREB) found that Black homeownership is about the same as it was in 1970. This is alarming because real estate is the foundation of Black wealth—yet too many of us are dying without wills or trusts, leaving our property in limbo.
Take my South Shore community: once 85% owner-occupied, it’s now just 23%. A major reason? Many residents live in homes still titled to deceased relatives, never going through the legal process to claim ownership. FOREST PARK, Ill. -- The secret is out! Living Fresh Market’s hot bar, led by the talented Chef Renard Tucker, has become the go-to destination for families who want to enjoy restaurant-quality meals without the hassle of grocery shopping or dining in a restaurant.
Chef Tucker, 44, who hails from New Orleans, has been delighting customers with his authentic Cajun, Creole, and Southern cuisine for the past few years at what is believed to be the largest full-scale supermarket owned by an African American in the nation.
Last week, Chef Tucker and his team were in their element, serving up a feast of New Orleans and Fat Tuesday dishes that left customers longing for more. The hot bar featured fan favorites such as jambalaya, blackened catfish, seasoned asparagus, macaroni and cheese, shrimp and grits, and a seafood boil. The response was overwhelmingly positive.
Corey Cooper, a retired policeman from Maywood, shared his enthusiasm during a recent visit: “Shrimp and grits, man, it’s that southern style. I knew he was from New Orleans. Every Friday, I come in just because of the shrimp and grits, and on other days when I’m here shopping, I get other things. This is dynamite.”
Chef Tucker’s culinary journey is as rich and flavorful as the dishes he prepares. His passion for cooking began at a young age, inspired by his grandmother’s fried chicken and homemade biscuits, jams, and jellies. “I love it. It is my first love. Cooking is my passion. Even from birth, I was in the kitchen with my grandmother. That’s where it started from,” Chef Tucker reminisced. He further honed his culinary skills while working on oil rigs for 15 years, learning from a seasoned chef who taught him everything before retiring.
Thirteen years ago, Chef Tucker, his mother, and a few other relatives moved from New Orleans to Chicago. This move was influenced by an aunt who had settled in the area 38 years ago.
His first cooking job was at an upscale Oakbrook seafood and steak house. News reports roll out daily highlighting the latest cruelty from the Trump/Musk administration. The government is being aggressively and indiscriminately dismantled and with it the rights and safety net many depend on. This constant stream has created an atmosphere of anxiety, fear, and uncertainty. Shifts are coming at a pace that leave little time or space to deal with anything other than what is in front and what comes next. There is a surreal quality to the experience made all the stranger for the sense of business as usual that also exist.
There is a chorus of media pundits and influencers attempting to galvanize a broad response, yet in our everyday lives there seems to be little reflecting this urgency. It is only in private conversations that people are willing to admit the direness of our situation to themselves and to one another. Publicly, there exists this need for individuals to avoid being seen as alarmists and companies to avoid in any way drawing the ire of the administration.
This public distancing of ourselves from the severity of our situation is harmful to our mental health and further normalizes the harm being done. Corporate groups hosting events honoring women but not mentioning the fight we are in for bodily control are not empowering, they are hollow. There is nothing to be gained by pretending we are ok. In fact, we unintentionally contribute to the harm and entrench it when we go about our daily lives failing to hold ourselves, the companies we support, and our elected officials to the task of fighting for democracy. We do not do ourselves any favors by whispering our fears privately while wearing masks of normalcy publicly. It’s time to lead with our faith to dismantle the façade and face our fears.

This year, the luncheon honored Joan Haffenreffer, a dedicated Dining with the Divas co-chair, for her unwavering commitment to the event over the past decade. Black men are 75 percent more likely to develop aggressive, metastatic disease and two times more likely to die from it. Veterans are twice as likely to be diagnosed with prostate cancer.
