The Town Council held a public hearing July 29 on the $10.6 million capital budget proposed by Town Manager Michael A. Milone. The capital budget is made up of non-recurrent long-term investments— such as new construction, equipment purchases and land acquisitions— that cost at least $110,000 and have an expected life of at least five years. Milone’s budget contains 28 items, seven of which would have to be submitted for referendum. Voters must approve expenditures of $350,000 or more. Potential referendum items include $1.8 million for road repaving, $1.2 million for a second ladder truck for the fire department, $1 million for the purchase of open space and $850,000 for the replacement of the Creamery Road Bridge. About $3.1 million of the capital budget would be funded by state and federal grants and money Cheshire has set aside for capital items. The remaining $7.5 million would have to be financed through the sale of municipal bonds. Fire Lt. Dan Ford urged councilors to support the new ladder engine. “I’m trying to impress upon you the importance of this particular item,” he said.
