On behalf of the dedicated Coast Guard Mutual Assistance Board of Directors, I am pleased to present the 2022 CGMA Annual Report. I am incredibly proud of the outstanding work CGMA does to support the Coast Guard community’s resiliency, by helping resolve immediate financial needs before they become chronic problems.

I am honored to serve the CGMA family with a clear view of how we are Standing in the Gap. As the official relief society of the U.S. Coast Guard, CGMA provides our workforce a way to extend a helping hand to our shipmates in life’s most challenging moments. In 2022, CGMA demonstrated commitment to “Helping Our Own” during events like hurricane Ian, the California wildfires, and widespread housing shortages. CGMA also supported dependents with special needs, emergency home repairs, pursuit of higher education, and so much more.

CGMA continues to adapt in service to today’s Coast Guard, finding new ways to help our families thrive and ensuring we are mission ready. The entire CGMA team should take great pride in knowing we are making a difference in the lives of our coworkers. As we saw throughout 2022, the need is great, and it is still growing. I am excited to continue these important efforts in 2023 and beyond.

On behalf of our Board of Directors, I am proud of all Coast Guard Mutual Assistance (CGMA) has accomplished to serve Coast Guard members and families this past year. In 2022, we fulfilled more than 5,400 requests for financial assistance and provided over $6.7 million in support – an average of $1,230 per request. When challenging circumstances, such as a family medical emergency, the need for first and last month’s rent, or a major unexpected car repair threaten to overwhelm personal finances, CGMA is there to help. No other organization does more for Coast Guard people, often Standing in the Gap when government services are not yet available.

Beyond its direct support, Mutual Assistance is not just a lifeline, it is also a valuable resource and leadership tool. Working in close partnership with Coast Guard leaders, CGMA is a vital contributor to the quality of life and the mission readiness of our Coast Guard workforce. Knowing that CGMA is there provides a great sense of comfort.

Without an organization like CGMA working tirelessly on our behalf, we would be hard pressed to meet the emergent financial needs of the thousands of Sentinels who receive timely financial assistance from CGMA each year. On behalf of the entire Coast Guard community, I salute the dedicated CGMA staff, CGMA Representatives, and the countless generous donors who ensure CGMA delivers its mission and provides peace of mind to Coast Guard members and their families.

The title of this annual report – Standing in the Gap – reflects our commitment to using adaptable, innovative, and inclusive solutions to help the Coast Guard community navigate evolving financial challenges. Thanks to the powerful partnership between Coast Guard leadership, CGMA Representatives, and donors, we are positioned to respond to the urgent financial needs of Coast Guard members and their families.

Against a backdrop of rising inflation, CGMA has deepened our support in several key areas including housing and education assistance. In 2022 CGMA increased our housing loan program from $6,000 to $9,000, providing $1.7 million in support for housing and PCS moves — more than triple the support provided in 2020. Beginning in January 2023, the Supplemental Education Grant (SEG) program will double from $500 to $1,000, helping Coast Guard students focus on their studies and not the speed bumps of finances.

Meanwhile, CGMA continues to stand ready to quickly respond in disasters and emergency situations. We provided $3.6 million in Disaster and Emergency Assistance in 2022, equipping those impacted by Hurricanes Fiona and Ian to recover and rebuild; enabling members in Puerto Rico to replace spoiled food after an island-wide power outage; and ensuring that members were not penalized due to delays in processing of invoice payments, including PCS and other travel claims, during the transition to the Financial Systems Modernization Solution (FSMS).

By investing deeply in these three strategic areas – Disaster and Emergency Relief, Family Support, and Education – CGMA leverages the impact of each donor dollar to make the greatest impact for Coast Guard members and their families.

These stellar accomplishments would not be possible without the extraordinary efforts of our amazing Representatives, talented staff, and continued support from our dedicated community of supporters. As you read this report, I am confident you will agree the results and milestones we achieved as a team are not only worth celebrating, but will serve well as a solid foundation for future growth.

PCS SUPPORT TAKES THE HEADACHE OUT OF HOUSING

Each permanent change of station (PCS) season brings its own unique challenges. This year however, critical housing and transportation supply chain issues and shortages combined to make an already stressful and financially demanding process even more difficult.

“We are super thankful for CGMA. Moving from VA to CA where housing is triple the price, the loan helped us secure a new rental without it taking away from our regular money needed for monthly items. We are super appreciative of the help!”

Anticipating a busy and complicated PCS season, CGMA raised housing program limits and modified several programs to increase the reach of support for members and their families that were experiencing the crunch of housing issues. CGMA has worked hard to design and implement timely and innovative programs to assist with these financial challenges, including an increase to our interest-free closing cost and first and last month’s rent assistance from $6,000 to $9,000.

CGMA provided $1.7 million in housing assistance in 2022.

No matter where Coast Guard members were stationed or where they were headed, Mutual Assistance stood ready to smooth the wrinkles that many faced with their housing this year. Whether with local moves or through changes in duty station, 558 clients found the help they needed to secure their housing.

Help for the Trout Family and Their Sons With Special Needs to Move Safely to Their New Home

Faced with the daunting task of moving their sons with special needs, along with specialized medical equipment and fragile medicines, Elizabeth and her husband AETC Theodore Trout turned to CGMA for support.

“I want to express my gratitude on behalf of our entire Trout family for the generous support from the Coast Guard Mutual Assistance grant. We have three beautiful boys – 5-year old twins and a toddler. The twins require 24-hour care due to their disabilities and 100% assistance with activities of daily living (diapering, feeding, bathing, and mobility – including transferring to and from various equipment such as “from a car seat to a wheelchair),” said Elizabeth

Fueled by love, a persistent optimism, and gratitude for the support they have received, the Trout family is thriving at their new duty station at Air Station Clearwater.

STANDING IN THE GAP FOR DOMESTIC VIOLENCE SURVIVORS

For years, CGMA has provided financial assistance to domestic violence survivors; however, in 2022, the new Safe Harbor Program formalized this assistance to provide even more help.

On average, it takes a person seven attempts to permanently leave an abusive relationship. According to public research, the military community suffers domestic abuse at more than twice the rate of their civilian peers. Government assistance is available for survivors through the Transitional Compensation program. However, it can take months to finalize eligibility and process paperwork before the funds are disbursed. CGMA’s Safe Harbor Program is intended to serve as a stopgap until the government assistance is available.

The program provides essential funds to prevent privation by offering a combination of grants and interest-free loans as needed for shelter, food, transportation, and childcare costs. CGMA’s Case Manager and licensed social worker, Jessica Manfre, explains, “Leaving is often the most dangerous period of time for survivors of abuse. Financial support during this vulnerable stage is a crucial step to empowering a person to take the steps that will secure their safety and give them a higher chance of success away from an abusive situation.”

WAG, A NEW PROGRAM FOR RETIRED SERVICE ANIMALS

When CGMA learned from Chief Feco, a 9-year old Hungarian Vizsla stationed at Coast Guard Marine Safety and Security Team San Francisco, and his handler, Petty Officer First Class Corey Sumner, that there was a very special group of retirees that would not be receiving any benefits upon their retirement, CGMA got to work to find a solution to this unique challenge.

Throughout its history, the Coast Guard Canine Program has adapted to the changing times, much like the Coast Guard. The canines and handlers remain just as critical to our national security today as they did when the first dogs went into service in World War II. Coast Guard working dogs are well-trained and mission ready. However, when they retire, service canines are not entitled to any further financial support from the Coast Guard.

Through the generous patronage of Ms. Maureen Manning, daughter of Rear Admiral Alfred P. and Claire Manning, CGMA established the Working Animals Grant to support these special Coast Guard members.

The Working Animals Grant, affectionately known as the WAG program, will provide for the continued medical care of retired Coast Guard working dogs for their lifetime.

Describing her commitment to the mission of the new program, Ms. Manning said, “All members of our service deserve to be taken care of and that includes the four-footed ones.” She gave the gift in memory of her parents and her own Vizsla Sandy. Ms. Manning wished her father could have seen the modern canine program as he would have been inspired by their amazing work and courage.

Petty Officer Sumner expressed his gratitude for the new program: “The WAG program is going to help a lot by relieving the financial burden. It means I will have the extra help that could make a life-saving difference for Feco.”

CGMA is happy to show up for our Coast Guard retirees, including our Coast Guard working dogs. The WAG program is just one of the myriad of ways CGMA continues to find to serve the evolving needs of the Coast Guard community.

HURRICANES IAN AND FIONA RESPONSE

More than 915 members and their families experienced flooding and storm damage from Hurricane Fiona in Puerto Rico and Hurricane Ian in Florida. CGMA supported their recovery efforts with over $1 million for costs including repairs, replacement of spoiled food, and insurance deductibles.

A pillar of CGMA support is our response to widespread disaster events, and MST2 Robert Benton has twice leaned on us for assistance after devastating hurricanes. Not only did CGMA support him in 2017 with the effects of Hurricane Irma, but again in 2022 with flooding to his home and vehicle during Hurricane Ian.

“During my Coast Guard career I have been on the receiving end of two devastating hurricanes that resulted in total losses for me and my family. Never in a million years did I think that it would happen again, but lo and behold here I am.

“While Hurricane Ian was supposed to hit us as a tropical storm, the storm strengthened and turned at the last minute and caused a much more significant impact than expected. I am a Command Financial Specialist here at Sector Key West and utilized Mutual Assistance to help a multitude of people through both interest-free loans and grants. We had members who were forced out of their houses and really had nowhere else to go. We were able to utilize CGMA assistance to assist those members in finding hotels until orders could be issued.

“Having the knowledge that an organization like CGMA is there in these instances to assist is paramount to the mental stability of our members and their families. I honestly cannot say enough good things about CGMA and I really appreciate what you do.”

- MST2 Robert Benton Coast Guard members are often stationed along storm routes, and as such, experience the impacts of storms more acutely than some of the other services.

PUERTO RICO POWER OUTAGE

In the spring of 2022, Puerto Rico experienced an island-wide power outage. CGMA quickly went into action as members were trying to cope with the consequences of the loss of electricity. From gas for generators to restocking fridges, Disaster Assistance made a difference for the Coast Guard community on the island, including many non-appropriated fund employees. CGMA provided timely support to 343 clients affected by Puerto Rico’s extended power outage with more than $210,000 in grants.

“I really appreciated the assistance I received because Puerto Rico has a very fragile electricity system and it’s not the same as the U.S. where they have big teams or equipment to work on electricity recovery. I was without power for more than one week and had to throw away all the things in my refrigerator....very sad. I was trying to save to buy a small system like a battery that could help me in this type of situation. With the money that Mutual Assistance provided, I was able to complete the purchase. It was really appreciated as I have been able to resolve many occasions with the equipment that I bought.”

“Thanks to CGMA, my family and I received assistance after Hurricane Fiona. We were without power and light for several weeks. With the assistance of CGMA we were able to purchase a much needed emergency generator to power our home. Thank you CGMA!”

RETIREE REMEMBERS CGMA SUPPORT AND CONTINUES GIVING BACK

A blizzard hit just as a young Coast Guard family was starting their transfer from Buffalo to Seattle. They hunkered down in a motel for the night and the next morning were shocked to discover their U-Haul trailer and car had been stolen overnight. The nightmare situation was compounded by the reality that their clothes as well as their family Christmas presents were among the items gone.

YNCS James Seger, USCG (Ret) noted that it was “really discouraging” for a young Yeoman in the early 70s. While they waited for the locks to be repaired on their recovered vehicle, they went to a Sears to buy winter coats and clothes so they could complete their move.

When he received a CGMA grant to help with their recovery from the jarring theft and losses, Seger recalled, “It was mind-boggling. We had lost so much clothing and other things. The $1,000 grant really made a difference in our lives.” Receiving assistance from CGMA set a tone for how Seger wanted to be there for others as well.

This experience is at the front of his mind when he makes his annual contribution to CGMA. From rescued to rescuing, Seger and his wife have made a habit of helping neighbors and other community members when they see a need. “We still reach out to people when we see someone in need,” he said. And he still makes it a priority to give back to his Coast Guard community.

Whether dramatic or routine, thousands of members face challenges each year, and with the help of our donors, CGMA is able to quickly respond with practical support that is so needed. For decades CGMA has given the Coast Guard community a way to help our own.

The Polaris Council recognizes those who have made a commitment to CGMA through their will, a trust, a beneficiary designation, or other type of deferred gift. Polaris is the anchor of the northern sky, serving to guide and lead toward a purposeful destination. REMEMBERING NORAH HECKMAN

Norah Manning Heckman (1951-2021) was a dear friend and a longtime supporter of Coast Guard Mutual Assistance.

Sadly, Ms. Heckman passed away on November 6, 2021, but her commitment to the Coast Guard community endures. CGMA is honored to be in receipt of a transformational gift from the Heckman Estate. In keeping with the desire of Ms. Heckman to preserve her father’s (RADM Albert A. Heckman, USCG Ret.) Heckman historical legacy, $100,000 of the donation was given to the National Coast Guard Museum Association, “our top philanthropic priority,” as articulated in the Commandant’s 2022 State of the Coast Guard Address. The remainder will be used for organizational technology improvements and enhanced programming.

2022 CGMA ALL HANDS

In 2022, the Coast Guard Exchange System - Community Service Command Annual Campaign coupon program raised a record $55,593 in support for CGMA.

Lockheed Martin presented CGMA with a $500,000 grant to support Disaster and Emergency Assistance and the Supplemental Education Grant program. A portion of the gift was given as part of the joint Military Aid Society #BattleforBraggingRights Giving Tuesday campaign.

USAA provided over $125,000 in support in 2022. 2022 CGMA AWARD RECIPIENTS

Lieutenant James Crotty Inspirational Leadership Award

This award recognizes the CGMA Representative who best exemplifies a willingness to go above and beyond in the service of the Coast Guard family. It embodies LT Crotty’s spirit of respect for others and a dedication to the USCG principle of service for others. Of singular accomplishment was the response of LT Anthony Alger, MSU Houma, in the aftermath of hurricane IDA. In the six months following the storm, he provided over $350,000 in grants to over 90% of the unit’s personnel.

CGMA Ambassador of the Year

The designation of Ambassador of the Year is given to recognize the effort of an individual who has made a direct and lasting impact on CGMA’s financial resources and had raised awareness of CGMA programs within their community. ITC Jennifer Thompson spearheaded the fundraising and outreach efforts at USCG Base Portsmouth. She initiated a large-scale color run with hundreds of participants, coordinating efforts with fourteen tenant commands, safety personnel and over 50 volunteers.

CGMA Values Pennant

Recognizing an organization that significantly promotes CGMA’s mission or engages with CGMA in an activity that reflects the highest values of Helping Our Own. Each year, the Community Services Command highlights CGMA’s mission during their coupon fundraiser at every Coast Guard Exchange during the Annual Fundraising Campaign. To date they have raised over $187,000 dollars in support.

So Others May Live

This award recognizes the effort of an individual or organization who can truly be called a friend of CGMA who uniquely supports the mission of Helping Our Own. The North Key Largo Boating Safety Foundation has done outstanding work in raising the CGMA flag high within their local community and the Coast Guard Auxiliary. In addition, they generously supported CGMA’s mission with a gift of more than $100,000.
