In 2023, CGMA Representatives processed 8,234 cases, ultimately serving 6,825 Coast Guard members $9.9 MILLION IN TOTAL SUPPORT $5.1 MILLION IN GRANTS

DISASTER AND EMERGENCY ASSISTANCE

Since 1924, CGMA has been a lifeline during crises. From caring for Coast Guard widows and members returning from the First World War to serving those impacted by Hurricane Katrina and countless other storms, to more recent events like the 2019 Government Shutdown and COVID-19 pandemic – CGMA has been a steadying force for the Coast Guard community, providing a total of over $240 million in direct support to individual Coast Guard members in need.

EDUCATION ASSISTANCE

CGMA education grants and loans foster long-term financial well-being by helping the Coast Guard community pursue their academic goals through post-secondary education. In 2023 alone, CGMA provided $4.4 million in education support.

DAY-TO-DAY ASSISTANCE

CGMA supports Coast Guard members and their families with PCS transitions, special needs and adoption, unexpected car or home repairs, and more. These programs are carefully designed with the Coast Guard family in mind to help ensure short-term financial challenges do not become long-term problems.

In 2024, CGMA will celebrate its centennial anniversary and mark 100 years of service and support for members of the U.S. Coast Guard and their families. Since our founding, we have stood as an organization that provides critical support during times of disaster as well as through life’s milestones.

As we embark on the next century, we envision a future firmly anchored in unwavering service, dedicated to meeting the evolving needs of the Coast Guard community and ensuring their financial readiness and well-being for the next century and beyond.

It is with great pleasure and gratitude that we present the 2023 Coast Guard Mutual Assistance Annual Report: Anchored in Service.

Coast Guard Mutual Assistance (CGMA) has a rich history of providing direct financial aid to members of the United States Coast Guard and their families. Since 1924, CGMA has filled a crucial role in ensuring the financial stability and well-being of Coast Guard personnel. Today, Mutual Assistance remains a vital source of support, particularly during times of national crisis, such as natural disasters or pandemics, and when the demands on the Coast Guard are especially high.

With this report, I invite you to join me in celebrating CGMA’s enduring dedication to service, honoring the memories of those it has assisted, and looking forward to its ongoing mission of support and assistance in the years to come. CGMA’s legacy of providing help to those who protect our shores continues to be a source of pride and gratitude as it remains a steadfast partner in the Coast Guard’s mission to safeguard the nation’s maritime interests.

CGMA is a vital contributor to the quality of life and the mission readiness of our Coast Guard workforce. Without an organization like CGMA working tirelessly on our behalf, we would be hard pressed to meet the emergent financial needs of the thousands of shipmates and coworkers who receive timely financial assistance from CGMA each year. In the past year alone, Coast Guard Mutual Assistance provided a remarkable $9.9 million in assistance to over 6,000 clients.

These impressive numbers speak volumes about the collective impact we can achieve when we come together with a shared vision and commitment to Helping Our Own. Each dollar represents a tangible contribution to the well-being and empowerment of the individuals we serve.

The success of our programs and initiatives would not be possible without the generosity and foresight of our dedicated donors. Your support has allowed us to expand our reach, enhance our services, and create lasting, meaningful impact.

MESSAGE FROM THE CEO RADM CARI B. THOMAS

What a privilege to continue to serve the Coast Guard! For 100 years, the mission of this organization has remained unchanged – to support the financial resilience of the Coast Guard community. As we roll into the next century, the only things we can be certain of are the unknowns that will challenge our Coast Guard clients and that Coast Guard Mutual Assistance will be Semper Paratus to meet those needs. Without a doubt, this organization will not only survive, but thrive. Whether environmental and mission changes, technological challenges, or military service characterization shifts cause the Coast Guard to meet new requirements, CGMA will be there Helping Our Own.

Following a 32-year career in the Coast Guard, I started with CGMA in 2018 with an undying love for our service and a continuing desire to give back. It has been an “e-ticket ride” at times! Between the DHS Lapse in Appropriations, the COVID-19 pandemic, labor and housing shortages, busy weatherrelated disasters, and stepping up programs to help with retention, I am so proud that CGMA earned the Distinguished Public Service Award from the Coast Guard in recognition of all the hard work of the small and mighty team that serves this great Coast Guard charity.

It always makes me smile that our full-time staff of 12 (was six) is smaller than a Coast Guard patrol boat crew! Like the Coast Guard, there are never enough dollars or hours in the day, but it wouldn’t be possible without the donors, the volunteers, and the dozens of Board members – past, present, and future who are truly dedicated to this great mission. Thanks to all y’all, staff and Representatives alike, who make it such a pleasure to serve our Coast Guard clients and their families!

In recognition of our commitment to transparency and stewardship, CGMA has been named a 4-star charity by Charity Navigator and awarded the Platinum Seal of Transparency by GuideStar, the highest ratings bestowed by each independent evaluator.

TYPHOON MAWAR

Recovering from Typhoon Mawar

With sustained winds of 140 mph, Typhoon Mawar churned over Guam in early May 2023. It was the strongest storm to hit the island in over two decades. In the wake of the storm, Mutual Assistance supported 266 members with $311,500 in grants and interest-free loans to help with food and property loss as well as insurance deductibles and initial home repairs.

At the end of 2023, CGMA’s CEO, RADM Cari Thomas, made a visit to Guam to speak with clients, hear their stories, and meet with the Coast Guard team. “Caring for our Coast Guard family is not just a duty; it’s a heartfelt commitment that gains depth and meaning when we meet face-to-face. Seeing our members and their families firsthand, hearing their stories, and understanding their challenges reinforces the importance of our mission at CGMA,” reflected Rear Admiral Thomas.

“Rear Admiral Cari Thomas’s visit to Guam stands as a testament to the enduring support and solidarity of CGMA with the U.S. Coast Guard, especially in challenging and remote assignments like those in Micronesia,” said CAPT Nick Simmons, commander of U.S. Coast Guard Forces Micronesia/Sector Guam. “Her presence brought not just encouragement but also a renewed sense of community and resilience among the Coast Guard families in Guam.”

Recovery certainly takes many months, sometimes years, and Coast Guard families remember that CGMA stands with them as they begin that journey.

“Typhoon Mawar was a huge storm. It was strong, and it slowed down and sat on us for 24 hours. There was flooding and power was out everywhere. We were without power for 2 weeks and others were without power for months. Without power there was lots of mold and mildew.

“Mutual Assistance jumped right in. It was so nice to see how quickly CGMA came in and just streamlined the recovery process.”

Disaster Assistance after Hawaii Wildfires

On August 8, wildfires broke out on western Maui, particularly the historic Lahaina district. While the fires were not near the Coast Guard station, the homes of several Coast Guard Reserve families were significantly impacted by the fires. CGMA Disaster loans and grants assisted these members, providing $15,000 to support their initial recovery efforts.

SUPPLEMENTAL EDUCATION GRANT

EXPANSION GIVES BOOST TO MEMBERS

CGMA education grants and loans foster long-term financial well-being by helping Coast Guard members and dependents achieve their academic goals. The Supplemental Education Grant (SEG) is the most popular of CGMA’s education programs. In 2023, Mutual Assistance expanded the reach and scope of the SEG by extending eligible items to include the cost of purchasing computers and laptops for school use, as well as reimbursement for the cost of advanced education tests such as Praxis and LSATs. The program saw a three-fold increase as the SEG supported 5,301 students with an average grant amount of $880 per client, providing over $3.9 million in support.

“My daughter and I were in college at the same time. The SEG for books and fees was a godsend! I was struggling to pay all the bills and not take out loans. Thanks CGMA!”

When her son Jack started community college, Rose had an answer after he said, “I need a computer, Mom.” Rose knew that CGMA could help and made use of the extended eligibility of SEG to secure a computer for him. The education support made a difference for him, Rose noted, “so he could have a good start when he began school.”

ALTERNATIVE ASSISTANCE FOR A WIDOW BRINGS PEACE AND RELIEF

Recovering from a recent fall, Mary Hardin was worried about how she would pay her medical bill and take care of pressing home repairs. At a full 90 years old and less than 5 feet tall, Mary is the widow of a long-retired Coast Guard member. Her worries began to shrink once she was surrounded by the help of CGMA and the care of shipmates.

The local CGMA Representative, then Senior Chief Shane Wetterstrom, took special interest in Mrs. Hardin’s situation and organized a volunteer day to give her the extra support she needed around her home. Within a week, crew members showed up at her small ranch-style home and attended to some of her yard and home maintenance needs: fixing several out-of-reach vents, organizing her husband’s military uniforms, and pulling weeds. After mulching and sweeping the driveway, the crew personally presented her with a CGMA grant for her bills.

With her roof repaired and electrical issues resolved, Mrs. Hardin is in a much better place. When Mrs. Hardin needed help, a CGMA grant was delivered right on time with the personal touch of an attentive crew. Because of his special attention to this case and his long-time service as a CGMA Representative, in 2023 CGMA was pleased to award Chief Warrant Officer Wetterstrom the Lieutenant Crotty Representative of the Year Award.

Reflecting on his time as a CGMA Representative, CWO Wetterstrom observed, “CGMA provides financial support when no one else can. I’ve sat with so many young men and women with families who couldn’t afford basic living needs. Being able to look them in the eye and say ‘You’re going to be ok, CGMA has your back’ is an extremely comforting feeling. I can say without a doubt CGMA has kept families afloat when they had no one else to turn to.”

HONORING CGMA’S LONGESTSERVING REPRESENTATIVE

Susan Matsudo served as a CGMA Representative at District Fourteen for more than three decades. The Fourteenth District covers more than 14 million square miles of land and sea and boasts the Coast Guard’s largest area of responsibility. Upon her recent retirement, CGMA honored her service and recognized her as CGMA’s longest-serving Representative.

Reflecting on her service, Susan said, “Being involved with this program helped me to learn all the resources I had to do my job in the HR field. CGMA has grown in so many ways over the 36 years that I have been involved in the program and has helped so many of our members in time of need. Mahalo for all that you do to run and better the program for all!”

Master Chief Aaron Zimmer was awarded the CGMA So Others May Live award for his leadership role during his tenure as Command Master Chief for the Seventh Coast Guard District in 2023. CGMA provided over $3 million dollars in Disaster Assistance in the Seventh District, with more than $2 million of that relief provided in the form of grants.

As District Command Master Chief, he provided a key link between CGMA and senior and local leadership during disaster response efforts. He played an essential role in making Mutual Assistance available to those members of the Coast Guard workforce who were impacted by Puerto Rico power outages and Hurricanes Fiona, Ian, and Nicole.

RETIRING COO HONORED WITH MERITORIOUS PUBLIC SERVICE AWARD

Retired Chief Warrant Officer Sean P. Fennell was awarded the Meritorious Public Service Award for service during his tenure as CGMA’s Chief Operating Officer from June 2017 to May 2023. Serving as the primary liaison to the Coast Guard, he managed the distribution of $51 million in assistance in over 47,000 cases, of which 63% were grants, most notably during record disaster response for hurricanes, power outages and fires, the DHS Lapse in Appropriations, and the COVID pandemic. This award commended Mr. Fennell’s public service, recognizing his dedication and professionalism through his work with CGMA.

In 2020, CGMA was honored with the Distinguished Public Service Award as a commendation of our historic support and responsiveness during national crises and disasters, and in recognition of our unwavering support to the entire Coast Guard community. Of note was CGMA’s rapid response to the partial lapse in federal government appropriations, with CGMA distributing an astonishing $8.4 million in just 35 days, providing relief to 6,200 Coast Guard and civilian personnel who didn’t receive their pay. CGMA was also regarded for its agile response in 2020 to the COVID-19 pandemic. Mutual Assistance created or enhanced over a dozen programs, providing $4 million in assistance to help more than 5,700 families. These initiatives provided for spouses who lost their jobs; offered support for educating, equipping, and tutoring children at home; funded equipment for exceptional family members; assisted with quarantine needs; and aided childcare costs.

Recognizing CGMA for improving financial resilience and Coast Guard mission readiness, this award is the second highest civilian honor the Coast Guard bestows.
