CGMA maintains cross-service agreements with Air Force Aid Society, Army Emergency Relief, Navy-Marine Corps Relief Society, and the American Red Cross. These partnerships make it possible for military members of all services, population 2.5 million, to receive emergency assistance 24 hours a day, 365 days a year. Through these partnerships, we are always ready to provide timely assistance for the men and women of the U.S. Coast Guard.

During times of uncertainty throughout America’s history, our Coast Guard has performed critical missions protecting our national interests, and promoting economic prosperity and public safety. In all these challenging endeavors, Coast Guard Mutual Assistance has stood with our workforce and their families.

While many communities and non-profits struggled to cope with the impacts of the global COVID-19 pandemic, CGMA stepped up its support, providing a record $9.1 million in assistance in 2020, including $5.7 million in grants.

CGMA quickly responded to the COVID-19 pandemic and its resulting economic pressures, creating six new programs, including assistance with childcare, lost wages, and quarantine cost to widen the financial safety net for the Coast Guard community. Notably, the innovative Supplemental Education Grant (SEG) program, which helped to equip Coast Guard families with the essential resources needed for remote and online learning, would eventually be replicated by all three of our sister military relief societies. CGMA would also provide more COVID-19 related assistance than all other military relief societies combined—a total of $4.5 million in COVID-19 related assistance to 6,255 Coast Guard members.

Meanwhile, the “everyday” work continued! Following the relentless wave of hurricanes devastating the Gulf Coast, CGMA Representatives were immediately on-site and deployed with Coast Guard Personnel Support Teams (PST) to ensure that impacted members swiftly received the help they needed. CGMA provided $1.4 million in hurricane assistance, allowing 692 Coast Guard members and their families to begin to rebuild and recover.

While CGMA has proven time and again its ability to respond in the face of a major disaster, it is also here yearround for the Coast Guard community, quietly lending a helping hand through programs such as free tutoring, first and last month’s rent, car repair, and special needs grants. In addition to the $7.3 million in disaster and emergency assistance provided in 2020, CGMA continued to empower growth and goals through $829,358 in education assistance, as well as offer support for life’s many milestones through $937,404 in family support.

As I travel around the country meeting the dedicated and patriotic Coast Guard women and men who serve our great nation, I am humbled and encouraged by the countless ways shipmates step up to help one another through the tough times.

For nearly 100 years, CGMA has provided the means to extend compassion to one another in times of need. The very name “Mutual Assistance” reflects the spirit of community and mutual help that is the force behind CGMA.

We were certainly put to the test over the last year as all of us were impacted by the COVID-19 pandemic, and so many of our Coast Guard families suffered the ravages of the brutal 2020 hurricane season. Many families used CGMA monies to help with their unexpected school supply needs so their children could continue to learn safely from home. Further, members whose homes were damaged or lost in successive storms were helped each time so they could get back on their feet.

Today, CGMA not only continues to provide assistance in emergencies and disasters but also through a wide range of support including unique and innovative programs such as the dislocation allowance (DLA) supplemental grant program, PCS childcare, free online tutoring, special needs grants, breast milk shipment reimbursement, and overseas rental car program.

I want to express my sincere appreciation to all the CGMA Representatives and Assistance Representatives who, overcoming the many challenges and disruptions imposed by the pandemic, helped meet the emergent financial needs of over 9,000 members of the Coast Guard community last year. Thanks also to the dedicated staff at CGMA Headquarters for their day-to-day administration and the Board of Control for its diligent oversight, mission focus, and continuing assessment of the needs of our shipmates and their families.

CGMA empowers the Coast Guard community to achieve their academic goals through a variety of education programs including education loans, Stafford/PLUS loan fee grants, Supplemental Education Grants (SEG), and free online tutoring. Celebrating Five Years With Tutor.com/military

Through a partnership with Tutor.com/military, Coast Guard-connected students have access to oneto-one tutoring with a live expert available 24/7. Vetted tutors support the academic needs of students grades K-12 and college, plus provide support for resume writing, study skills, and career transition.

Incrementally expanding eligibility to meet the needs of more and more students has marked the development of this program. This trend continued in 2020, when Mutual Assistance strategically added Academy Prep Students in concert with Coast Guard Academy initiatives to deepen the diversity of its student population to reflect the nation. In addition to the newly added Academy Prep Students, tutoring services are available to Active Duty service members, Reserve Members, Civilian personnel, and their spouses and dependents.

Breast Milk Shipment Program

Providing dynamic programs that support and equip Coast Guard members for the realities and challenges they face is at the heart of CGMA’s mission. In 2019, CGMA launched the groundbreaking breast milk shipment reimbursement program to support the mission readiness of Coast Guard members as they balance work and the nutritional needs of their children.

This year, the enthusiastically received program was expanded to include Reserve Members on ADT or IDT orders. The program now serves all Active Duty Members, including Public Health Service Officers and U.S. Navy chaplains attached to the Coast Guard, and Reservists on ADOS, ADT, or IDT orders. It is also available to Civilian Employees and the spouses of Active Duty Members who are traveling for their job or completing PCS travel.

Supporting nursing mothers is just one of the many ways CGMA continues to provide relevant and innovative support for the modern Coast Guard community.

As a new Coast Guard spouse, Carlie moved away from her beloved small town in Maine to bustling and humid Miami. Adjusting to military life with an across country move was complicated due to her medical condition.

When her husband, ET3 Matthew Tarr, finished school in Petaluma, they made their way to Miami with only one driver. “I haven’t driven for five years and I have dealt with this for a very long time,” Carlie mentions. She notes that she recently passed five years of having epilepsy.

Stationed on a cutter and pursuing various training, her husband has been deployed or on temporary duty for much of their first months of marriage. The need for a helper and support for Carlie was clear. “I have wanted to get a service dog for a very long time. The reason that we weren’t ever able to get a dog before is because of the cost. Trying to get a service dog is $15,000 to $30,000, if you want to have them be trained and smart enough to help with the task you need. So, I was never able to do that,” Carlie explains.

Even though she did not have a service dog, Carlie already knew what breed of dog she wanted,“Goldendoodles are actually the top-rated dogs for people with epilepsy because they can sense so much. That was one of the reasons that I wanted to get a goldendoodle for sure,” Carlie gushes.

Through the special needs grant, Carlie shares, “We have finally welcomed into our home our new bundle of joy, Sully, my new service dog. He is incredibly smart, and in just the first few weeks of having him he has learned all of the basic commands, and I’m sure it’ll be no time before he will start helping to sense my seizures and help with my epilepsy.”

“To finally have the help that I have wanted for so long, it’s hard to find the words. It was an incredible feeling to finally get him handed to us and know that Coast Guard Mutual Assistance helped with that whole process. It’s been incredible to have that help and support to be able to do this. Thank you from the bottom of my heart for everything you have helped me and my husband with,” Carlie gratefully says.

Carlie is no longer waiting for her dream of a service dog to come true. With this unique program, this young Coast Guard spouse is now supported and equipped with the service dog of her dreams.

Hurricane Laura hit hard. Among those impacted were the nearly 1,000 Coast Guard families stationed in the area. Many of these members live in Lake Charles, LA and Port Arthur, TX, areas which took the full force of the whipping 150 mph hurricane winds.

Uncertainty is a stressor, particularly for military families who may not have established local support networks. The ongoing COVID-19 pandemic added to the financial strain and complicated recovery efforts. A junior officer, LTJG Andres Nealis, candidly shared the impact of the storm on his family:

“The aftermath of Hurricane Laura has been an extremely stressful time for my wife and me. Our home took on damage to our roof, siding, and fence, among other things, and my car had glass damage…Due to the power outage, we were also forced to throw away all of our perishable food.”

During times of a major disaster, such as a hurricane, the Coast Guard community counts on CGMA as a trusted and reliable resource, ready to provide emergency assistance for evacuation and basic living expenses like food, shelter, and clothing. As members return to their homes, Mutual Assistance is there with the financial resources needed to replace essentials such as food and appliances and begin repairs.

Senior Chief Christie Hamilton describes her family’s experience weathering the storm and receiving timely Disaster Assistance from CGMA:

“When our carport and attic were destroyed from Hurricane Laura, you were gracious enough to provide a temporary storage…when all other storage places were either closed due to damage or sold out. As all of our personal belongings were strewed out over our lawn and getting rained on, this provided us a place to temporarily store our items so they would not be further damaged and/or stolen. CGMA also helped us financially by providing two grants to assist with the deductibles we had to pay for both Hurricane Laura and Delta. The process was very easy and the turnaround time was almost immediate.”

With back-to-back active hurricane seasons over the past several years, CGMA has provided over $4.8 million in relief from Hurricanes Dorian, Harvey, Irma, Maria, Florence, and Michael—nearly half in direct grants. In 2020 alone, Mutual Assistance provided $1.4 million in Disaster Assistance in 851 cases, over 67% in grants, with many families like the Hamiltons dealing with the impact of more than one storm.

When so much is uncertain, CGMA is a trusted source of support. MSTCS Hamilton sums up the cycle of care: “During this extremely stressful time, it was extremely comforting knowing that CGMA was willing to do whatever it could for our members…We have seen firsthand how the money that we donate through CGMA goes to the families who need it the most.”

On January 30, 2020, the World Health Organization declared the coronavirus outbreak a “public health emergency of international concern” and on March 11, 2020, declared it to be a pandemic. Actions taken around the world to help mitigate the spread of the coronavirus included restrictions on travel, quarantines, and forced closures of certain types of public places and businesses.

The pandemic placed tremendous stress on military members and their families. Service members standing duty faced additional childcare costs as schools closed. Many spouses and Auxiliary members lost jobs due to closures and reduced hours, adding to the financial strain. Additionally, Coast Guard members and families typically move to new duty stations in the summer months, an already stressful process compounded by new COVID-19 protocols and restrictions.

While the virus may be new, CGMA’s skilled and practiced emergency response is not. It is what we do. We surge our resources, we focus our efforts, we adjust as conditions require, and above all, we take care of each other. Since our founding in 1924, CGMA has worked to meet the evolving needs of the Coast Guard community. For nearly a hundred years, CGMA has proved a ready and reliable source of support for Coast Guardsmen and their families in disaster and emergencies. One family has wiped the tears away and is ready to learn thanks to CGMA SEG-C.

After 19 years with her husband, Rakia Melón has mastered military life: good friends, family first, challenges should be faced head on. Last spring when schooling went virtual, Rakia jumped into the virtual learning environment and supported her two Coastie kids, Marley and Darius. There were a lot of tears for Marley as the normal social and educational connections and communication were so much harder. Things got tougher when the family’s aging laptop broke and the tablet was on the fritz.

Summertime brought relief to the virtual learning chaos. But there were questions as to what they would do about the fall. Like so many other American families, the Melón family began to look at their options and weigh the pros and cons.

Rakia describes her two kids:

• Darius is sensitive and kind, and she is not afraid to be silly and weird. She fully embraces who she is! She loves green and orange, and frogs as well. She also loves video games and hopes to be a video game designer. She is an amazing artist and spends a lot of time drawing and creating her own characters.

• Marley is pure energy and can usually be found climbing, swinging, and jumping around the house! His favorite color is yellow. He had his first experience losing friends when two of his best friends both moved away with their families to new units. Although this has been difficult for him, he has kept in touch with them by sending drawings through the mail and with video calls.

Currently stationed in Puerto Rico, Rakia and her husband, CSC Melón, decided on the schooling option that worked for their family but they needed laptops so that both of them could attend virtual classes. “There is NO way I would ever have bought my 5-year-old a laptop,” she explained.

Rakia was familiar with CGMA because her family used a Disaster Assistance loan when her family was displaced due to Hurricane Maria. They applied for the COVID SEG-C (COVID Supplemental Education Grant) to purchase Chromebooks for their children.

Marley proudly asked, “Mommy is that my ‘puter?” Rakia noted that Marley has asked for a computer previously. “And here we are. His first laptop.” COVID changed things up for this family and CGMA’s SEG-C program came at just the right time to get these Coastie kids the computers they needed.

“Our virtual setup is floating laptops, from living room to dining table to kitchen island to sunroom! Changing up where the kids work day to day or even class to class has been very helpful for them,” Rakia shared. Although the state of things was not back to normal, there were a lot fewer tears. No matter where school takes place, in the Melón family’s living room, dining room, or even the kitchen, life is smoother for this Coast Guard family.

16 Coast Guard Mutual Assistance

Child Care Grant – up to $500

Grant to offset the increased demand and hurdles of securing childcare for dependents ages 0-12.

In-Person Tutoring Grant – up to $1,000

Beyond CGMA’s online tutoring program, the program offered unique support for young students (pre-K through 8th grade) as Coast Guard families navigated virtual classrooms. 24/7 online tutoring through Tutor.com/military remained available for students of all ages.

Supplemental Special Needs Grant – up to $1,000

Support and services to care for special needs family members are often provided in person. The grant assisted with funding for services or equipment often harder to acquire due to the pandemic.

SEG-C Grant (Spring and Fall) – Up to $500

The COVID Supplemental Education Grant (SEG-C), offered in both the spring and fall semesters, equipped Coast Guard children with the school supplies needed to support at-home and virtual learning.

Child Care/Elder Care Loans – up to $6,000

These loans were an extension of an existing program to meet the unique and widespread demands for childcare amidst scheduling challenges as well as school and daycare closures.

Lost Wages Loan – up to $6,000

When unemployment benefits were delayed or unavailable, the lost wages loan made up to two months of salary available for spouse income losses.

Funeral and Storage Costs – as needed

Quarantine Costs – up to $6,000

For members placed into a medically directed quarantine, loans of up to $6,000 were available to help offset the costs of lodging and food-related expenses. After the member settled claims with applicable agencies, the remainder of the loan was converted to a grant.

Airline Change/Cancellation Fee Reimbursements – up to $100 per person

The program provided relief from losses incurred due to canceled travel.

2020. What a year. I am so very proud to be part of this charity that did its part to make this year just a little better in the lives of so many.

Our reach has never been deeper, nor so strongly felt within the Coast Guard community. Driven by the incredible generosity of the Coast Guard family, this year CGMA provided assistance to 18% of the Active Duty force. Thousands of members and their dependents are now personally acquainted with our capabilities and our mission.

We deeply value your steadfast commitment to ensuring shipmates facing obstacles have access to the support they need. Because of you, CGMA was prepared to meet the challenges posed by the pandemic. Guided by ingenuity, innovation, and integrity, CGMA ensures that Coast Guard members and their families not only have the resources to meet today’s financial challenges, but the tools to be resilient for the future.

I am grateful for the joint partnership at all the military aid societies, the American Red Cross, and the over 500 Representatives and Assistance Representatives who all go the extra mile to ensure we can assist military members around the world.

I would also like to extend my personal thanks to the entire staff, who since early March 2020 have transitioned to fully remote operations. Their response to the new working environment, as well as to the enormous uptick in requests for assistance, reflects the highest levels of dedication to our mission. I am proud of all of them.

CGMA’s status and visibility has reached a new peak in our history, but there is still much work to be done. As I reflect on a divisive year that tested our nation’s resilience and responses to social unrest and racial inequality, Coast Guard Mutual Assistance remains committed to maintaining the highest levels of fair treatment and respect for all of our clients. We are optimistic that 2021 will be an “elevation to normal” with a refocus on our steady state missions and core values, incremental improvements in program delivery, and a goal of one third of all assistance being provided by grants.

CGmA GolF touRnAment

The 2020 Coast Guard Invitational was held at the Barefoot Resort & Golf in North Myrtle Beach, South Carolina. This nationwide event is open to all members of the Coast Guard community including Active Duty, Reserve, Retired, Civilian Personnel, Auxiliary, and their families and guests.

A lawyer who learned the thrill of weapons training and the adventure of deployments to Alaska, PS1 Jerry Leone, USCG (Ret.) embarked on these wildly different experiences as part of her Reserve service in contrast to the demands of her civilian work. After the death of her father, a client suggested she join the Coast Guard. With her no-nonsense penchant for action, Jerry did just that and joined the Coast Guard Reserve in 1979 and continued to serve for 20 years to the day. Petty Officer Leone unabashedly notes that the Coast Guard opened many doors, including giving her, “the best leadership training I ever got…”

From her family farm in Orcas Island, Washington, Jerry is enjoying the freedom of retirement and continues to prioritize fun and connection with her fellow Reserve shipmates. She runs communications for their annual BBQ reunions and helps organize funeral honors and attendance for shipmates and other service members when they pass. Jerry first learned of Mutual Assistance when a funeral attendee handed her a check for CGMA. The more she discovered the kind of help Mutual Assistance provides young service members, the more she wanted to invest in the mission.

A humble person, Jerry was shocked at the lack of pay Coast Guard members faced during the 35-day government shutdown. When she became aware of CGMA’s response to the 2019 lapse of Department of Homeland Security appropriations, she knew she wanted to help. For several years now, Jerry has fueled her support through the annual required minimum distribution (RMD) from her retirement investments. Her philosophy of giving is straightforward: “I just want to help people and outfits that are kind and help others.”

From support communication for reunions and funerals to writing remembrance stories for WWII veterans, Jerry prioritizes extending kindness and honor to those who have served. Among the layers of giving back, Petty Officer Leone has already made plans for her legacy support, designating CGMA as one of the recipients in her estate plans. Through her generosity and legacy planning, Jerry’s support has empowered CGMA’s ability to respond to the needs of the force today and for years to come.

Starting in a two-person office, CWO4 Carl Mursch, USCG (Ret.) walked with Mutual Assistance from the days of paper and pencil reports to a centralized and modernized organization. Throughout three decades, Mr. Mursch has served Mutual Assistance, first while on active duty serving as Secretary/Treasurer, and then taking the helm as the first Executive Director when he led the incorporation of CGMA in 1998. Mr. Mursch is particularly proud of the hard work during the centralization process, which included auditing and closing 120 separate bank accounts. Investing further foundational effort, he penned the first operating manual to establish consistency and coordinate assistance practices across the Coast Guard.

After retiring from Executive Director in 2002, Mr. Mursch stayed with Mutual Assistance, serving as website administrator and technical writer. Recognized for the longevity of his leadership and organizational knowledge with a Coast Guard Public Service award, Mr. Mursch retired concluding 30 years of faithful service to the Coast Guard Mutual Assistance community.

From humble days to historic seasons of support, from the response in the aftermath of Hurricane Katrina to the 2019 lapse of approprations, he has seen so much transpire for the organization. Mr. Mursch is pleased at the continued evolution of Mutual Assistance to meet the needs of the Coast Guard for the future. “I think Mutual Assistance is really starting a second new life. It is well suited and modernizing for the future,” he says.
