CITY UPDATES
PLANNING DIVISION HONORED WITH GOLD AWARD
The City of Celina is proud to announce that the Planning Division has earned the Gold Award from the American Planning Association – Texas Chapter in recognition of the successful implementation of the Downtown Master Plan. This transformative plan advances the community’s vision by:
• Unlocking thoughtful and strategic development opportunities
• Protecting and preserving the character of existing Downtown neighborhoods
• Promoting historic-inspired, context-sensitive architecture and site design
This prestigious honor reflects the talent, vision, and dedication of our exceptional Planning Division team, whose efforts continue to shape a vibrant, sustainable, and thriving future for Celina’s Downtown.
OCP PLAYGROUND ENTERS FINAL PHASE OF CONSTRUCTION
Sub-base preparation is currently in progress, with crews actively grading and compacting the area to ensure proper drainage and long-term performance of the turf system. Weather permitting, turf installation is anticipated to begin this Friday or Saturday. The installation will proceed in phases, covering both playground zones and open-use areas, with rubberized infill and safety mulch applied concurrently as part of the impact attenuation system.
Concrete work is also advancing on schedule. Sidewalks, walking paths, and hardscape transitions, including the primary pedestrian loop, ADA-accessible routes, and key connections around the playground and splash pad, are nearing completion.
Playground equipment installation is complete, and the contractor is conducting final inspections and adjustments. All mechanical components, fasteners, and safety surfacing are being carefully reviewed for compliance with applicable safety standards. A full round of functionality and safety testing will be performed prior to opening. For the splash pad, all major plumbing and surface components have been installed. The final step before the system can be brought online is the installation and testing of the pressure-reducing valve (PRV).
NEW TEAM MEMBER, PROMOTION, AND PROFESSIONAL RECOGNITION
This week, the City welcomed Andrew Green to the Public Works Department as its new Sign Shop Technician. Also, Madhuri Mohan has been promoted to Assistant Director of Development Services. In this role, she will provide strategic leadership and oversight to key departmental initiatives, supporting the City’s commitment to efficient, high-quality development processes and exceptional service delivery.
Haley Courson, Senior Special Events Coordinator, has published an article titled “Events Deep in the Heart of Downtown” in the latest edition of IE Magazine, produced by the International Festivals & Events Association. This achievement highlights her professional expertise and commitment to producing exceptional events that enrich and celebrate the community, and also fulfills the final requirement toward earning the Certified Festival & Events Executive (CFEE) designation.



CITY DEVELOPMENT PROJECTS CONTINUE ON SCHEDULE
Swinerton, the City’s general contractor, continues to make steady progress on several critical components of the Downtown Center and Parking Garage project:
PARKING GARAGE: Construction continues to advance with the installation of structural steel and brick façade work currently underway. Crews are also progressing on fire suppression systems, plumbing, and electrical connections. Elevator installation is scheduled to commence next week, marking a key milestone in the project timeline.
DOWNTOWN CENTER: Work is progressing with the forming and pouring of grade beams, along with excavation for elevator pits. Column cages are being built and installed to prepare for vertical construction activities.
N. ARIZONA ST: The project team has initiated the installation of electrical conduit and has begun moisture conditioning activities in preparation for subsequent paving and infrastructure improvements.
PARVIN ROAD CONSTRUCTION PROGRESS UPDATE
As the new school year begins, Parvin Road remains under active construction. Motorists are encouraged to plan ahead and allow additional travel time in anticipation of increased school-related traffic. Traffic control measures, including temporary traffic signals positioned at both ends of the project, are currently in place to facilitate one-lane operations while repairs progress on the south side of the roadway. Asphalt placement for the south side is scheduled for August 14–15. Upon completion, crews will transition repair efforts to the north side. The project is anticipated to be completed within approximately two weeks. We appreciate the public’s patience and cooperation as we work to enhance roadway safety and efficiency.
LIBRARY CHILDREN’S PROGRAMMING TO RESUME AUGUST 26
The Celina Public Library will take a scheduled break from August 18 - 22 following the successful completion of its summer reading program. Regular programming will resume on Tuesday, August 26, with the return of “Toddler Tuesday.” Residents are encouraged to obtain a copy of the August event calendar, available at the Library’s front desk, to stay informed about upcoming programs and activities.
CELINA FIRE MARSHAL’S OFFICE PRESENTS ON FREEZE PROTECTION STRATEGIES
The Celina Fire Marshal’s Office recently had the opportunity to lead a discussion on freeze protection strategies for fire sprinkler systems. Fire Prevention Captain Mike Rockne delivered a presentation to the Fire Prevention Association of North Texas (FPANT), an organization comprising numerous Fire Marshal’s Offices and contractors from across the region. The City extends its gratitude to the McKinney Fire Marshal’s Office for their collaboration and support, as well as to FPANT for providing a platform to share insights on this critical safety topic.
DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams.
It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.

• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed.
Monday, August 18, through Tuesday, August 20, from 9:00 AM to 4:00 PM
• The northbound to southbound U-turn lane at First St will be closed.
Thursday, August 21, through Friday, August 22, from 8:00 PM to 6:00 AM
• All lanes of eastbound and westbound First St between northbound and southbound Dallas Pkwy will be closed.
Friday, August 22, through Saturday, August 23, from 8:00 PM to 6:00 AM
• All lanes of eastbound and westbound Prosper Trl between northbound and southbound Dallas Pkwy will be closed.
