CITY UPDATES

CITY AND CELINA ISD TO HOST JOINT TOWN HALL MEETING

The City of Celina, in partnership with Celina ISD, will host a joint Town Hall Meeting on Thursday, August 7, from 6:30 to 8:00 PM at O’Dell Elementary School, located at 750 Punk Carter Parkway. This collaborative event is designed to keep residents well-informed as the community prepares for the start of the new school year.

Attendees will receive important updates on upcoming construction projects, proposed budget initiatives, and ongoing school safety measures. The program will include presentations from Mayor Ryan Tubbs, City Manager Robert Ranc, and Celina ISD Superintendent Dr. Tom Maglisceau. In addition, Chief of Police John Cullison will provide insight into the vital role of School Resource Officers (SROs) in protecting our campuses, and residents will have the opportunity to meet several of these dedicated officers in person. This Town Hall Meeting offers a valuable platform for open communication and community engagement, reinforcing our shared commitment to growth, safety, and educational excellence.

FRIDAY NIGHT MARKET CELEBRATES COMMUNITY AND CREATIVITY

Celina’s Friday Night Market continues to serve as a signature community event, drawing residents and visitors alike to the heart of our historic Downtown Square. Held from 6:00 to 9:00 PM, the Market showcases a curated selection of vendors offering homemade, handmade, and homegrown products - reflecting the entrepreneurial spirit and creativity of our community. In addition to shopping, attendees enjoy live music, diverse culinary offerings from local restaurants, and a vibrant, family-friendly atmosphere. This month’s featured entertainment includes a performance by singer Joe Schovanec, whose soulful style is expected to further elevate the event’s festive ambiance.

CELEBRATING STAFF ACHIEVEMENTS AND PROFESSIONAL MILESTONES

The City of Celina is pleased to welcome several new team members who bring valuable experience and dedica-

tion to their respective roles. Cesar Martinez has joined the Public Works Department as its newest Utility Line Maintenance Wastewater Worker, contributing to the continued maintenance and reliability of our vital infrastructure. Robert White has been appointed Senior Civil Engineer, bringing a wealth of expertise to support the City’s growing capital improvement projects and long-term infrastructure planning. Mark McCain has joined the Celina Police Department as a Police Officer, further strengthening our commitment to public safety.

In addition, we are proud to recognize several important milestones within the Celina Police Department. A swearing-in ceremony was recently held to celebrate the completion of the Celina Police Department’s New Officer Mini Academy by Officer Michael Bonilla and Officer Robert Terkla. We commend both officers on their achievement and welcome them to the force with great anticipation for their future contributions.

We also congratulate Officer Vichhay Tek on graduating from the esteemed United States Army Drill Sergeant Academy at Fort Jackson, South Carolina. From April 23 through June 25, Officer Tek completed an intensive nine-week training program, mastering disciplines such as drill and ceremony, physical readiness, rifle marksmanship, warrior tasks and battle drills, land navigation, and ruck marching. Officer Tek’s successful completion of this elite program not only demonstrates exceptional personal commitment but also reflects the strong values of servant leadership that guide his service within both the armed forces and our local law enforcement team.

We thank each of these individuals for their service and dedication to the Celina community and look forward to the positive impact they will have in their new roles.

KEEP CELINA BEAUTIFUL PARTNERS WITH TREX TO REDUCE PLASTIC WASTE

The City of Celina is proud to launch the Bags to Benches program, a new environmental sustainability initiative led by Keep Celina Beautiful in partnership with the Trex Company. This forward-thinking program is designed to reduce plastic waste by collecting eligible plastic film and recycling it into high-quality composite decking and outdoor furniture. Through this partnership, the City is actively working to divert plastic materials from landfills and repurpose them into long-lasting community assets.

Our community-wide goal is to collect 1,000 pounds of plastic film by July 2026. Residents can participate by dropping off clean, dry, and empty plastic film products labeled with the #2 or #4 recycling symbols. The current designated drop-off location is the City Hall Atrium at 142 N. Ohio St, with additional locations to be announced as the program expands.

ACCEPTED PLASTIC ITEMS INCLUDE:

• Grocery, produce, bread, and dry cleaning bags

• Ziplock and reclosable food storage bags

• Newspaper sleeves and cereal bags

• Case overwrap, pallet wrap, stretch film, and ice bags

• Wood pellet and salt bags

• Bubble wrap, air pillows, and plastic-padded shipping envelopes

This initiative represents a tangible step toward a cleaner, more sustainable future for Celina. Every contribution brings us closer to our goal and reinforces our community’s commitment to environmental stewardship. We encourage all residents to take part in this impactful program - keeping Celina beautiful, one bag at a time.

CONSTRUCTION ADVANCES ON PARKING GARAGE AND DOWNTOWN CENTER

Swinerton is pleased to provide the following construction progress report for key City of Celina projects currently underway:

PARKING GARAGE: Work continues to advance on multiple critical systems. Crews are actively installing structural steel, which is progressing according to schedule. In addition, the brick façade installation is underway, contributing to the garage’s long-term durability and architectural appeal. Concurrently, fire suppression systems, plumbing infrastructure, and electrical connections are being integrated throughout the structure to support operational readiness.

DOWNTOWN CENTER: At the Downtown Center site, excavation work is ongoing for grade beams and elevator

pits, both of which are foundational to future vertical construction. Teams are also engaged in the assembly of column cages, an essential component of the building’s structural framework.

N. ARIZONA ST IMPROVEMENTS

: Construction efforts on N. Arizona St have entered the utility phase. Crews have initiated trenching operations to install electrical conduit, a key step in upgrading underground infrastructure to support future growth and connectivity in the area.

All projects remain on track, with safety and quality control as top priorities. Swinerton will continue to coordinate closely with City staff to ensure timely progress and effective communication throughout the duration of construction.

AUGUST PROGRAMMING AT THE CELINA PUBLIC LIBRARY

As the community transitions from summer into the start of a new school year, the Celina Public Library continues to serve as a dynamic hub for learning, creativity, and community engagement. Throughout the month of August, the Library offers a variety of programs tailored to residents of all ages - supporting both educational enrichment and meaningful connection.

Programming highlights include Baby Storytime, LEGO Building activities, Toddler Tuesdays, and the Adult Book Club - each designed to spark curiosity and foster a lifelong love of learning. These offerings provide valuable opportunities for families and individuals to make the most of the remaining summer weeks while also easing into the back-to-school season. In addition to structured activities, Library staff invite visitors to share their favorite book of the summer - a simple way to engage with fellow readers and contribute to the Library’s welcoming and inclusive environment.

The Celina Public Library continues to be more than a resource for books; it is a place where residents come together to connect, discover, and grow. We encourage all residents to take advantage of the enriching programs and inviting atmosphere available this month.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION

As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams.

It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that

lane closures are coordinated to prevent conflicts within overlapping work zones. Additionally, closures will be implemented at construction exits on an as-needed basis to support safe and efficient construction operations.

On Monday, August 4, through Saturday, August 9, from 6:30 AM to 6:30 PM

• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily.

On Thursday, August 7, through Saturday, August 9, from 8 PM to 6 AM

• All eastbound and westbound lanes of First St between Dallas Pkwy will be closed nightly.
